western ukraine where sirens are blaring and hunkering underground, rich edson at the pentagon. >> todd: but first, rifle fire in kyiv for the first time this morning. >> that is right and in ukraine's defense say they have entered the northern suburb of kyiv and our people on the ground have seen russian tanks a mile from where i am standing so throughout the morning we have seen russian forces move closer and closer and technically they have crossed the northern part of this capital city. this comes after a major fire fight and battle around the nuclear reactors come around chernobyl and of course, radioactive zone. the russians took control of the area and that is on the roof to the capital. it also comes after predawn explosions here including a plane that was blown up.

it is not clear whether russian or ukraine and air missile. some of the debris started a fire in a residential apartment house. as for the president of ukraine he remains in kyiv and took weeding out calling for help from the west. he says he has russia's number one trend target right now. here is zelensky. >> according to our information, the enemy has listed me as target number one in my family and target number two they want to destroy the country terminating the head of state. >> so day one of the invasion of ukraine by russia is now moving into day two. the ukrainians still control their capital and the president is still here. they have had 137 dead the first day in the russians claiming to destroy seven military targets but the big story the russian forces now in the outer suburbs of the capital and moving closer each hour, guys back to give.

>> carley: i was wondering do you have any information with the northern suburb of kyiv is looking like right now? are we talking hand-to-hand combat or citizens allowing the russian forces to move through? >> the defense ministry is telling people to stay inside, but at the same time, telling them to prepare molotov cocktails. so the fight has been steady and whether to stay close to the city or to the city center. >> todd: steve, thank you. in western ukraine, sirens in the second day at lviv take arms to defend their homes. >> carley: mike tobin on the ground. hundreds seek shelter, mike, what is the latest? >> wealth, carley, we did hear the sirens for a second night. early hours of this morning but what we didn't here really on both nights was follow-up explosions. that seems to be the targets,

air targets have been on the outskirts of lviv's second largest city in ukraine. what was on the first night of the sirens sound, they airstrip one of the north and one of the south of lviv. it takes a little while for the information to filter back so we don't know what triggered the sunny runs and what caused that and what it. what we are seeing on the ground to end lviv big run on paint. every bank has a line in front of it and every atm has a line in front of it, waiting for the banks to open up to get the cash out. i tried to withdraw money from an atm here and it would only allow me to do a withdrawal 50 ukrainian which works out to be $1.50 spirits away big run on the banks. martial law is imposed. we see the soldiers walking around on the streets. we have video of that. and also at the same time, you know the national police made an offer to hand out weapons to any veteran who wants to take up

but we are scared and people don't know what to do. we have run into more issues concerning supplying our military and currently helping fund-raising for ukrainian military. we run into an issue of blocking one of the pages, one of the biggest fun charity that we have been collecting money for appearance of that was a problem. but also an issue, being risen by the military in the region has been quite stressful around here but again, staying calm and hoping for the best. people are collective and relatively calm and yes there are lines at the bank. that is completely justified but there is groceries in the store. so we are getting prepared, basically. >> todd: define your efforts trying to help people flee. why did you decide to stay? >> because that is my country

and i'm not going anywhere. they need me here. i am going to go wherever i can be useful. i don't judge anybody who is leaving. it is okay, especially if you have small children and everything. it is not a problem. but i'm staking because i can be a help. >> carley: i understand you are in touch with ukrainian troops. what of those conversations like and what is the morale like among them right now? >> absolutely amazing. i'm very proud of my military. it is the best military in the world. i don't called him. i wait for them to call me. that is our agreement. they give me what they need and sometimes they need equipment and try to find that with the civilians around here. people are sending money. they are all hopeful and sending us videos, smiling cheerfully. so, you know, it has been good to talk with him. >> todd: do you feel the ukrainian government prepares

you for what you were going through right now? >> we have prepared the ukrainian government and the ukrainian government has prepared us and it is a mutual agreement right now. do we have an understanding this is our government and our president and our ministers? we will stand by them and we trust them to make good decisions and they can have our support and military can have our support. in this situation we have found ourselves the last eight years in a situation financial, economical, military might think we are cooperating with the government. >> carley: this video of your president zelensky released on instagram, he said the enemy marked me as number one target my family is the number to target. they want to destroy ukraine politically by destroying the head of state. he is in significant danger. he has decided to stay in kyiv. do you think that is the right decision? >> i think the ukrainian president knows he is safe and

ukrainian's safe, he has to stay there. i have been one of the harsher critics of the president during his presidency, really harsh, but everything he decides to do now and everything our government decides to do now is a priority to us and every decision he makes we will support him. >> todd: did you see this kind of result coming from zelensky let's face it, his previous career as a comedian. i was online watching the clips of him and he is a funny guy. you do not expect that guy to be a leader but the result he is demonstrating right now. >> of course that has been a big surprise for me and everyone, but he is a ukrainian. ukrainians are just like that. and at times, ukrainians grow up fast and he's one of us. we are very proud to. >> carley: i am sure you are. i am sure the world is watching him and becoming an

international hero. as all of you are. we are hearing so many stories of ukrainian citizens, not even members of the military, staying to fight and the bravery of the ukrainians cannot be underestimated. how do you think the sands? >> i don't know, i just want to tell you a short story about the island this morning 13 ukrainian border guards and they had warships attacked them and hailed by the radio. they were intimidated by saying "you should give up or we will murder all of you." and the guard said you can go... be when you have. >> they all sadly died that same morning. and that is the story i can give you and that is what the ukrainians will do but sadly, we lost these people, however we will make it up to them. we will try. >> todd: answer collating

secretary of state antony blinken said the u.s. would respond to an attack on nato countries. >> an attack on one member of nato is an attack on all members of nato. the president is very clear we will defend every inch of the territory. we are committed to article 5 and defending our nato allies, if it comes to that, we will do it. >> todd: so that is the audio from what you just heard about from a russian warship demanding ukrainian border guards to surrender. the ukrainians instead told the russian sailors, no, and much more offensive terms. the russian forces killed those guards. president zelensky said they will grant them the title of hero of ukraine. meanwhile, there has been protest across europe around the world to this invasion here the russian human rights

organization obd info says 1800 people have been detained at antiwar rallies throughout russia. there are reports of protests and dozens of russian cities, including st. petersburg and moscow. currently, back to you. >> carley: the russia and ukrainian people have close ties. pray for the russian people to stand up against a dictator like vladimir putin, but also, it comes no surprise those with close ties. thank you so much this morning. and a complete picture where it stands right now, here is bret baier with the russian troops so far. >> more than 200 crews from a missile strikes, strikes from russian aircraft taking up command and control notes and also communications in this setting the groundwork for russian forces coming in from three different sides, three different entry points. one is from crimea. remember russia took crimea in 2014. some forces coming up through that wave. then, you have a number of

forces coming this way from donbas. these are the russian separatist areas and forces coming in there. and encountering a lot of resistance from ukraine forces and there. the third main entry point came from here, belarus. remember that russia had training exercises in belarus. they never took those forces out. then they entered across this borderline. this particular area was heavy fighting and we were told hours and hours of fighting, excellent this one area, which is chernobyl. the power plant, the plant with back in the '80s. >> todd: the ceo of global guardian, to help evacuate 1500 people from ukraine, great to have you and thank you for your efforts. despite those efforts, describe it to get out of ukraine so far. >> yes, sir, we have been active

the last 30 days as you can imagine. we have been moving people prior to current situation with error, and ground and of course, the ground operations are now slowing down with traffic, with congestion across the border crossings that you guys are showing. so, this is -- we are in a phase of evacuation where this is ebb and flow. we have to adjust to the conditions on the ground and we have to adjust to the conditions at the border. but ultimately it remains dangerous and will continue to be dangerous, and we will have to continuously adjust as we move forward. >> todd: qb effectuated a number of these people. do you expect the refugee situation to get there? >> i think you are going to see these camp start to cry it pretty quickly. approximately 50 miles from the border, the traffic is very heavy.

people start walking. if this continues for the next few weeks, i think the crisis there on the refugee camps will build voluntarily. >> todd: do you think those refugees will ever be able to return to their homes? >> i don't think anybody knows the answer to that question. i think in this we are getting from the teams on the ground and the people on the ground, most of the people there believe they will be there a week, no more than two weeks, and they will be able to go home. i don't think we have a direct answer for that question at this time. >> todd: as someone who understands and has experienced combat what do you make of ukrainian resistant so far? >> i think it has been encouraging. everybody had their questions about ukrainian forces. i think it is still where it goes but so far the resistance level has been encouraging. >> todd: is there a way to get people out of ukraine closing and if so, how much time do you

have left? >> yeah, we do believe it started yesterday closing, depending on how the rest of the russians are and where they go. part of the country and potential certain cities could be closing. other parts of the country will remain wide open. and again, that is part of the ebb and flow that we work through this problem set. it is very difficult to lock an entire country down. as large as the russian forces and has been, this gets harder on them, also come every day to try to control mass terrain. so this is not an easy task for them. they will see resistance, and i think we are looking for where are the weaknesses that we can exploit? >> todd: assuming groups like yours and groups can get as many people out as possible, and it's not just what i'm referencing now, how bad could the refugee situation become again not just

in poland but all the potentially beyond? >> i think europe is prepared. our sense of what we are seeing primarily poland and romania, but in the meeting yesterday with the g7 indicates that europe and the nato ally and countries will ready with open arms. i do think that they will process people, support people. they will be ready for this. obviously the first couple of weeks the triage poland, romania will be difficult. but i do think overall the refugee situation will be managed quite well. >> todd: are you aware of any efforts to get the refugees to the u.s.? >> we are not, not yet. we have gotten people into romania and poland primarily on movement from there coordinated by the individual clients, corporate clients. most of them are targeted and

in the northern suburb of kyiv. what is happening there and what happens when they get to the capital city? >> thank you. i think that's a part of the dangerous phase. i think we saw a pretty significant from ukrainian forces for the initial day of invasion and obviously russian forces, we are not anticipating significant resistance. now that they are trying to enter kyiv an effort to decapitate the government to take out president zelensky and install puppet regime and hope resistant trades. i think we are concerned about urban warfare we might be seen. significant attacks against civilian forces. i think this is where we enter into probably the more dangerous parts, even only in the first 48 hours of this conflict. >> carley: congressman, i was hoping you could speak to this moment where vladimir putin could very well order and assassination of ukrainian

president who is democratically elected by 70% of the population. now, he is staring down the barrel of political fascination and a modern european city come i don't think our lifetime we expect to get something like this would happen. >> certainly not something as dramatic as what we are seeing unfolding in kyiv. it is worth remembering vladimir putin, they assassinated journalist, poison dissidents and including united kingdom. so he wants to make it perfectly clear that nobody who he views as an enemy of russia, that they are safe anywhere. he will go to any links to do so. the hype of thuggery, of violence and lawlessness that i think we had hoped just as a society, we had turned the page on but it is clear vladimir putin he is willing to use post to achieve his goals, no matter how megalomania it is. >> carley: without a doubt. how do you feel about the sanctions of president biden and

what ham failed yesterday and the fact that we always knew sanctions weren't going to be a deterrent when that was the messaging all along that they would be a deterrent for this impatient? >> two weeks ago national security advisor sullivan said it was to deter and yesterday president biden said no one was under that impression. but i think a similar messaging in afghanistan where they are trying to backwards rationalize here the sanctions unveiled yesterday were good appear they should have been sanctions unveiled a week ago. i'm frustrated they did not go far enough. these were not the sanctions that were promised, they did not include russia from the swift, global currency system. it did not involve direct sanctions as putin himself. we need to be merciless with the economic isolation of russia a vladimir putin of belarus, and especially of the all the guards that have enriched themselves off of putin.

>> carley: president biden received heavy questioning on that front where reporters were saying and quite frankly, what are you waiting for? why are you holding back? you had the president say, let's see where russia is in a month. ukraine, obviously, doesn't have a month to wait. you have to wonder is the assessment right now, that ukraine is lost and the sanctions are in place to deter putin from taking over the baltic regions? >> even if that is the goal to try to put putin from taking over baltic states, lithuania and all nato members come again, we are caught in this reactive flu. instead of leaning forward and being aggressive and really showing putin he has made a mistake in a miscalculation on his part. and the day he decides to invade ukraine come instead of having that be the message sent, the message sent, we will try to cover and make it look like we are doing something for a

where i am standing peer at the defense ministry said they will be met with resistance from ukrainian forces, and they were as close contact fighting going on. from where i am standing 6 miles away, we have heard small arms fire the first time and for the first time rifle fire. the russian troops have moved south fighting their way through the chair noble and through the radioactive zone. overnight, we heard and saw a number of explosions, including the shootdown of a fighter jet. that fighter jet eventually caused a fire in an apartment building from the debris. as far as the president zelensky goes, he is still here and expects to be a target of the russian. russia is trying to destroy ukraine and to destroy him as well. day to go with the invasion, the totals from day 1137 official filmic soldiers killed appear the russian said they hit seven military targets and more 100,000 refugees have fled from ukraine, guys, back to you.

>> todd: we checked with you yesterday, obviously, with day one of the invasion and we saw a number of people trying to flee kyiv. what is the situation this morning? what numbers do you see people trying to get out? >> we are really seeing at least in the city sector where i am in kyiv and keep in mind martial law is in effect so you're limited to move around. we see a ghost town and it is completely quiet except for the sounds of small arms fire. if you can imagine the city of the size of chicago where it is absolutely quiet. that is what we are hearing today. >> carley: everybody hunkering down and we understand some people in the basement, bomb shelters, trying to take shelter. have you seen any ukrainian troops walking around? trying to get a sense where they may be positioned. if russians do enter the city center, what are we looking at? are we looking at russian versus

civilian arms, you know combat? or are ukrainian troops also there? >> we have seen ukrainian troops moving around in the streets for us and please is right next door. i don't think we know what will happen, two choices, do the russians move into the city center to capture or kill the president and take control, or do they encircle the city? and then sent in troops? certainly, the first way would be a lot more havoc, let more deaths. >> todd: steve harrigan, we will check back in with you in a bit. we go to western ukraine as those across the country taking up arms to defend themselves against the russian invasion. >> carley: mike tobin on the ground with moore, mike. >> well for a second night, carley, the air raid sirens wailed and it sounded like you would expect them to have sounded in world war ii. you hear sirens wailing for a second night. we never heard the impact of what triggered the air raid

sirens. we know the first night there was an airstrip to the south of lviv that was targeted and went to the north. we don't know what triggered them last night but the residents are terrified, hunker down and what ever kind of shelter they could appear as lines are forming up at banks once again as there is a run on cash. as soon as the banks are opening, people are piling and trying to get as much cash as they can carry. there is a line in front of every atm. i tried to get some money out of the atm and all i could withdraw is the equivalent of $1.50 in ukrainian money. the streets here are not the parent appear they are quiet as martial law is in effect. you see the soldiers out on the street. also what you see, while the soldiers are out on the street, ak-47 and also volunteers, retired military, i should say the national police announced they would be handing out

weapons. these are the volunteers who are lining up to take their weapons and join the resistance. one more thing to note out here in the western part of the country, you have all these people fleeing the fighting in the eastern part of the country or the capital city of kyiv creating all these traffic jams appear they are heading this direction. a lot of them heading for the polish border but edict that has gone into places limiting one group of people from leaving ukraine and that is adult men age of 16-80 years old. a throwback to the idea of women and children first. carley back to you. >> todd: there is a range of 18-60. at the top of the hit, the siren come i'm unclear if that was in the video, but how come it has t been this morning? >> the sirens went off about twice this morning, right about the time about 6:00 a.m. and until the 7:00 hour the sirens went off. not particularly common appear then let go off once in a while

that certainly it gets people's attention and the warning was given out to seek shelter when o hear the sirens but the first question that must have been video. >> carley: good to know, stay safe and we will check in with you as the news warrants. to get a closer picture what is going on right now, we want to pull up some maps and take a closer look at the eastern european region. what are you going to see is a lot of american flags and nato flags fear that is where our troops are positioned right now. one of the things president biden announced is that there will be 7,000 more troops headed to germany. you hear a lot about the articlo agreement attack on one nation is an attack on all nations. so our troops are strategically being placed in that area. you know, as reassurance to these nations, both true presence as well as put our troops as close to russia which

one of the more concerning things we learned yesterday, the defense ministry said nine chinese aircraft had entered air defense zone. is this a coincidence or hostile act? >> there are no coincidences when it comes to taiwan and china, carley. chinese has staked and will adopt the playbook and putin has been getting away from it because the two rounds of sanctions don't affect his behavior. he can do what he wants. yes, they are are new since nuisance but china will help get around those nuisance. so that means he may think that he can get away with whatever he wants. >> todd: let's drill down on that, how is china able to pick up the slack when it comes to those sanctions? how are they able to help russia get through? >> they have been buying russian

commodities. todd, we have seen on february 4th the announcement of $117.5 billion in new oil and gas deals, just a couple of days ago russia announced the sale of 100 million metric tons of coal to china. these are ways that china can pour more money into russia. in other words to help brush invade ukraine, the baltic states and whatever is in putin's mind at the time. also remember they are resisting oil and gas deals. the flow of money from china to russia is substantial. >> carley: you know whom i think the u.s. and europe have learned a lesson when it comes to ukraine that we need to provide more aid to them. when it comes to taiwan, is the u.s. providing them enough aid right now in the case that china does eventually invade and try to take over? >> no, we are not providing
