citizens who wish to fight. the casualties are mounting. we are going to have a fast-moving show tonight, we will speak to reporters on the ground at the ukraine and white house. also, the hidden hand behind this spiraling situation. how we got here, why we got here, and how do we emerge from here? first come alive to -- in kyiv for the latest on the battle for the ukrainian capital. what's the situation there? >> good evening. at this hour, the ukrainian capital of kyiv is under attack from multiple directions. less than half an hour ago on the other side of where we are staying, i recorded audio of the gunfire, erecting now in the downtown capital city. i will play it for you so you get a taste of what it sounds like tonight.

small arms fire up to and cross the city. russian forces are trying to make their way into kyiv. we know that the ukrainian president warned about this smaller offenses, amid a much larger invasion into the country of ukraine. the russian military violating the sovereignty of this country, launching that earlier this week. the president calling on everyone here, from civilians to the military, to stay and fight. i spoke with one member of parliament today. he had an ak with him, picked up from a local police station, and tomorrow will head to the front lines and fight the russians. we have heard a similar sentiment from people all across the city. while we speak, there is a curfew in place. we spoke with civilians earlier today, who are currently hiding in bomb shelters underneath the city in the metro system. the russians continue their air

campaign against this european capital. >> laura: thank you. we will have them on in a few moments. let's bring in peter doocy. the white house is asking congress, we understand, for billions of dollars in aid for ukraine. >> $6.4 billion, which they say will be for humanitarian assistance for ukraine and nato allies that they think might be in trouble with food and does not. also, for efforts to counter russia's cyberattacks and misinformation -- that is with what we know president biden promised -- they had a 40 minute phone call earlier today. on the call, biden promised humanitarian, economic, and security assistance, but we know that there is a limit to what the united states is offering the ukrainians. under no circumstances will

joe biden, while he is president, send american troops into ukraine to fight russians. they are going to send more troops to nato and nato forces have been activated for the first time to make sure that, if putin is going to take over ukraine, but that's where it ends. they have basically admitted that the sanctions that they have been focusing on so much are not meant to deter any more. they are meant to serve as financial punishment for putin now that he has decided to do this. we don't expect to hear anything from the president tonight. if there's a meeting in the situation room, it will take him a while to get there, because he is in wilmington, delaware, this evening. >> laura: is another case that we and other western nations are still buying oil and gas from russia? >> that is the case. it's also the case when you talk

to the national security team here that there is no plan in place, even on the horizon down the line, to sanction the russian energy industry because it would be so disruptive. just the sanctions they are putting on, some elites on potent -- prices are going to go up. they think they would skyrocket on everyday americans if they do that. it would hurt russia really bad, but they think it would hurt americans more, but no plans to do that. i talked yesterday -- we are there are -- our third-biggest supplier of oil every day. would joe biden give in order that american companies cannot import from russia anymore? she did not have anything to talk about there. >> i hope you get questions on the foreseeable future answered by the president.

this was not a inevitable. people inside the white house -- obviously extremely concerned about how ineptly they are handling this situation. those individuals leaked leaked information to "the new york times," which published the embarrassing details about the bidens team embarrassing at times and to woo china to help us avert war in ukraine. china chinese officials rebuffed the americans, u.s. officials got intel showing beijing had shared information with moscow, telling the russians that the united states was trying to sow discord, and that china would not try to impede russian plans and action. the very idea that the administration thought that they could get act in our interest is

enough funds in all into our country every year to kill hundreds of thousands of our citizens. they are committing, they crushed freedom in hong kong, and are now funding putin's conquest of ukraine by buying up their energy and even their wheat. in many ways, this was made in china, and the goal is to test the waters for an attack on taiwan. once xi things he can invade taiwan, he will. right now, there are steps that we could and should immediately take to stop that from becoming an inevitability, and make xi may be realized that he has underestimated the resolve and strength of america. these actions could make him think twice about further cooperation with russia. we need to gradually begin what will be a very painful process, but to decouple from china. it's not going to happen

overnight. it's going to require astute political leadership, determination, and consumer sacrifice on our part. this will include d linking our manufacturing on key technology, raising tariffs where necessary to preserve made in america, and canceling student visas. about 340,000 chinese students studying here right now. why are we training china's next generation, all of whom are approved to be here by the ccp? why are we training them in stem fields? at some point down the road, we know they are going to turn around and use what they have learned here against us or our allies. in order for america to regain our leverage with china and russia, which we need, we have to drop the notion that either will ever care about adhering to a rules-based international order that we keep here in blathering about. that is not just cooked up in

hard to discern -- not hard to point this out, but as far as kyiv's concern, we have improved on that yesterday. this shall be no different. we are trying to showcase the russians -- it's not working here. the mission for the president to destroy us shall not succeed. >> we are showing some video right now that you sent us. you say these are russian pows. have they revealed anything about what their objectives were, what they thought the mission was coming in to ukraine? >> they are all from all over ukraine. they are from the south of ukraine, the east of ukraine, the north of ukraine.

the russians are basically sending cruise missiles to hit ukraine come everywhere around the country. as far as their units, we had a whole platoon of units in the north of the country. they became prisoners of war. we are getting a lot of those reports, a lot of information. that's a different story from what you might be getting personally, but the reality is this is a massive invasion in which a lot of russians are dying, a lot are going to become prisoners. the claim -- from the russian chief of the armor that they have lost nobody, there's a lot of compilation videos and responses for russians.

>> the sense from american media is that this was kind of inevitable, that it was inevitable that russia was going to come into kyiv. did you think it was? what could have been done to prevent this? >> the reality was very simple. if there were any kind of -- destroying russian weaponry and troops with american weapons -- staying through everything we've got, and -- nothing is also so much as far as fighting the world's largest armies, one of them. the second question, what could have been done to prevent this, lots of ideas come to mind. russia does not want to will

time, thank you, and hang up the phone. someone deeply believes -- perhaps the president himself, perhaps john kerry -- apparently, it took place at the state department. somebody believes deeply that china will help us. that's the first point. the second point is that the chinese are playing a crafty game. there is a wonderful expression and chinese: it means to be slippery and crafty. they tell the russians "there is an american plot to stir up friction between russia and china, but we won't fall for this. we are going to give you the intelligence that america gave us, so that" food and could know how much the americans did. that's the second point. the third point is that china's positioning itself, practicing to be the world leader that they hope to be someday. they are saying "we want negotiations, peace talks." they are playing good cop, bad cop with vladimir putin.

it is not the case that russia and china are not going to stop until they are stopped by an economically strong and internally run america >> they are not going to stop until they are stopped. putin has made it clear that he wants to reconstitute the soviet union. it's not just ukraine, but the three baltic states and others. he has discussed this openly, especially in the dissertation he wrote a long time ago. with regard to china, china has made it clear that they believe that they are the world only legitimate ruler. they are not just talking about planet earth, but the moon and mars, as chinese sovereign territory. they will go as far as they can.

russian oil and gas. you are empowering them" what has happened four years later? no one is going to say this, but trump is right >> something else happens, you are right. in 2018 as well -- ukraine today -- president trump approved 200 javelin missiles to be sent to ukraine. this was a very historic decision to arm the government of ukraine through the process of providing stinger missiles also began -- both of these things come about and kind of slow down in his first year in office. very recently, the second batch of javelins -- and ironically, the baltic -- are now transferring in the past month or so, all their stingers and javelins to the ukraine. this has an enormous effect on slowing down the russian invasion. when you are afraid that you are fighters or helicopters can be shut down, it slows down the

of ukraine. clearly, the russians are facing clear resistance in the streets of kyiv, and the gunfire continues inside the city limits. outside, there are reports of more russian troops making their way to the ukrainian capital. attacking ukraine from multiple directions and the city. it's not just kyiv, where there is renewed violence taking place. also -- the second largest ukrainian city taking fire according to reports. we are going to limit what we say about the ukrainian and russian side tonight in terms of statements about different accusations made by both sides. reports of planes being shot down and thought alike. we want to hold off on this information, because there's a lot of things flying around tonight. what we can report is what we can see and what we -- there are russian troops inside of the ukrainian capital of kyiv at

rally his people, speaking directly to the population saying that they must resist the russians. the difficult part here is that russia comes to this battle with airpower and ground power that the ukrainians early on will be able to push back and we have seen that in the early hours of this fight. but it is not sustainable. it's part of the reason that you saw ukrainian president zelenskyy appealing to the international community and pleading with him to send weapons to this country. yesterday you had the nato secretary general jan sultan sag that there would be air defense systems delivered to ukraine. the big question is how. there is no air travel in the country. martial law is declared because fighting is erupting in the streets of the capital and it's too late, really.
