ukraine under attack again tonight, russian invasion enters it fourth day. good evening, i am jon scott and this is a special two hour edition of the fox report. ukrainian official confirmed to fox news a missile attack on an oil depot your ukraine's capitol of kyiv, ukrainian minister sink missile attacks launched on the oil depot near kyiv. cactus catastrophe, europe, usa closed the sky over ukraine. that's the right glow you see on the horizon on your screen, the glow from fire burning at the depot. ukrainians taking up arms to

a.m. >> we are learning the orange glow on the horizon is due to a russian missile attacks targeting and oil depot in a small city south of kyiv. this is significant because it shows russians continuing their campaign against the city. we saw earlier today and apartment building hit by a russian missile. small arms fire throughout the day, just before this strike took place causing the massive fire you see on the horizon. officials here issued a special warning for civilians to get underground immediately, sirens earlier in the night and they said this was a strike based on specific intelligence and knew something would happen and it was wife they urged civilians to get underground immediately. there are still people across the city trying to wait out

continued russian actions against the ukrainian capitol it is not just here, parkey, the second largest city taking as a strike against russian forces as i continue against the country. russian president putin showing no signs to back up. estimating upwards of 50% of the 190,000 russian troops on ukraine's borders are currently participating in this operation. jon: we saw the video in your report there of the daytime missile strike, what looked like an apartment building, is that an apartment building? second, is there any indication what the russians were trying to accomplish or was it just firing willy-nilly and hammering that building? >> there's no indication they

had a specific target in mind. an apartment building and people inside at the time. there are mixed reports about how many people were injured in the strike but it gives you the sense of who's most affected by the russian campaign against the city. there have been targets outside the city specifically used by the ukrainian military. once you get into urban environment, it is hard to be accurate with the type of missiles russians are using. they are using a variety of missiles in ukraine, not only this but ballistic missiles in the eastern part of the country, borders and small arms fire on the ground. we saw the scenes of destruction across the capitol today and the images earlier today on fox of the military vehicles shot up riddled with bullets and a variety against the ukrainian

military as the russian soldiers look to make their way into the capitol. jon: even what we are looking at now, the strike on the fuel depot, you say that is not a military fuel supply, it is civilian fuel depot, the russians are trying to make life as miserable as i can for the average ukrainian. >> i lost you there for a second. jon: this strike, the fuel depot we seek burning on the horizon in this video coming in now, you say that was essentially a civilian depot, not a military spot so the russians are simply trying to make light, make life difficult and miserable for the ukrainians. >> yes and yesterday there were reports, the mayor of kyiv indicated russians were targeting a thermal power plant

just north of the city and we have seen similar efforts by the russians near crimea in the southern part of ukraine they are strategically hitting things around the country that will cut off and choke population centers. part of the strategy we've seen so far by russian forces after they entered the country to try to surround cities and choke off military population and while they are met with fierce resistance in the u.s. and british intel indicating its unexpected in the russian forces were not prepared for this assistant, they will have to deal with it. when you hit ovulation centers and infrastructure, even if they are successful taking over, any of the large cities in ukraine will have to deal with the consequences of that, environmental the quinces, the casualties as a result in a

population that would launch insurgency in different locations. there are many consequences of war especially this type of work where there are indiscriminate strikes civilians dying and where there is a sovereign country being invaded in fact what's happening right now with the russian military invading ukraine, it's a worst-case nightmare scenario many have talked about not as the most likely possibility but as the possibility that would cause the most civilian and military catastrophe and we are already seeing the death toll rise, both sides have not put out phone numbers of how many people have died. in terms of the number of civilian casualties, it's currently almost 200 but reports we see indicate is likely much higher in the fog and greatness of war, is often difficult to get accurate numbers but the

conflict continues and so does the doctoral as it rises here not only in the capitol but across the country. jon: and the indications are vladimir putin underestimated the resolve of ukrainians or their ability to fight or perhaps both. >> when you look at the analysis of this before the invasion took place, the conversation was focused solely on the military strike of either side. when you look just at the military side, the air force, the russians have air force ten times of ukrainians but still have not been able to control completely the airspace over the country. there are multiple pieces of evidence that show ukrainians happen successful shooting down russian aircraft and ukrainians

put up a fight and taking back an airfield outside the capitol of kyiv, reports indicate russians were able to take it from the ukrainians but we see this back-and-forth battle taking place in a number of locations across the country but the civilian population is the x factor in the current fighting taking place. like we talked about, the analysis focused solely on the military might of the ukrainians but now we seek civilians picking up arms, preparing in many cases what looks like guerrilla warfare. it is, it kitchen knives as one man described it, cocktails being made in breweries right now. civilian population showing up at police stations around the ukrainian capitol saying give us the weapons you have from we are ready to go to the front lines and fight. it has a different aspect to the war especially when you enter

urban environment. it makes it more difficult to operate tanks and big machines in the city. when you are faced with not only an army pledged to fight but also civilian population pledging to launch insurgency's in any area deemed by the russian forces, it will be extremely difficult for the troops when they make an advance on the city. jon: note for the viewers, the left of your screen is the view that trey is equal to see from the middle of kyiv, the ukrainian capitol. the glow on the horizon is better defined by the video we just got in to the fox news room on the right of your screen, video of some kind of civilian depot, the russians nailed with a missile and you can see the fire raging there, obviously an

intense fire, it can melt steel within a couple hundred yards but that is causing the glow that tracy's from his position, very intense fire burning south of kyiv. again, it's part of the russian onslaught against ukraine and the ukrainian people. trey, i read a report that ukrainians have asked their populace, the runaround and take down road signs everywhere, they don't want the russians as they are invading to essentially be able to look down at the map and say we are on highway 81, can you confirm that? >> yes, efforts by the civilian population in the ukrainian capitol to confuse russian forces as they enter the city. we've even seen them go as far

as building barricades and move cement blocks so even if they come down a main road that might be known to russian forces because it has an avenue for example that anyone moving through the capitol would know about, they are basically going to try to force them on side street and make the battle more difficult and make navigating through the city of nearly 3 million people more difficult. the thing to note here is when this population started to come together, people fell into roles they felt they could do best. you see people in the streets picking up weapons who are able-bodied and ready to fight but we also saw people today handing out food and supplies for troops regarding government building. to me it was a real indicator

that people are just trying to help where they can. for some, it's simply just enough to go to a neighbor and check say are you okay? you need anything? brothers, they want to pick up arms and go to the front lines and it's interesting to watch how the population has fallen into place and everyone has assumed the role, those who can help helping. those who can't trying to take family members and young children underground and others are waiting to see the coming hours and days will bring. jon: as ukrainians are taking care of one another and feeding one another, i believe it reporting i heard earlier today that suggest that the russians seem to be having trouble with their supply lines, complaints among their troops of food shortages and ammunition shortages and that kind of thing. >> absolutely. you think about when you have a

convoy of soldiers going hundreds of miles, they need things like food, fuel and we've seen multiple reports of russian soldiers who entered this country from the north or northeast getting frantic somewhere because of iran out of fuel. they are not having the resources they had when they were staging along the border in the southwestern part of russia or even in neighboring belarus. now many of them are deep into the country, they are on their own and it's part of the reason we part the morale being low, russian troops as they continue this in part of the reason you see this increase in the number of russian forces participating in this, the early hours, the members focus on about a third

of the forces along the ukrainian border, not according to u.s. defense officials, except to 50%. all analysis indicate that will arise because they are not making the progress that early on they were expected to make and a lot of it has to do with the resistance they face from the ukrainian forces. jon: my son served for the u.s. army and afghanistan and it's a tremendous challenge to move around a country like ukraine, the kind of material you need to wage war and russians clearly are having a problem. trey, we are going to say goodbye, anything else you wanted to bring us before we move along? >> i would just tell you about the ukrainian people, they are the story here and oftentimes as journalists covering these

stories, people the flak jackets and helmets on balconies with things exploding behind us they call us brave and i would respond and tell them the people who year are brave, the civilians pledging to defend the sovereignty of the country, calling for international law to be respected and willing to do anything to protect their homes and their families, those are the brave people here in ukraine and we will continue to tell their story and the story of the people most affected by this conflict. jon: the ukrainians in a russian installed puppet government years ago, they don't want to be directly ruled by the russians again. their bravery is to be commended. trey yingst, you are doing terrific work. we will get you every bit of rest.

latest. >> normally this city would be busting with college students packing restaurants and bars but tonight is quiet because of the perfume put in place. the mayor of the city says there's risk of them coming and blowing things up. they also said an hour from here a russian aerosol, 60 russian soldiers, some killed, some fled to the was actively broke down from helicopters, increasingly looks like the russian strategy, yet they are assaulting capitol. i spoke to a waiter a few hours ago showed me mobile video, his mother sent from southwest ukraine, the russians were assaulting another airstrip clearly trying to find available

the u.s. and european commissions agree to sanction russia for more on ukraine by expelling banks from the swift global financial messaging system and restricting russia's central bank. jacqui heinrich is live on the north one with more on that. >> good evening. with this announcement, the u.s. and allies have now targeted all ten of russia's largest financial institutions comprising of about 80% of the countries banking sector. it also restricted the central bank from deploying international reserves the way they circumvent the impact of the sanctions, ensuring it falls further, inflation spikes and central bank will be left defenseless. it's more limited deployment of the so-called nuclear option, removing select banks from swift but ends with a warning that the

allies are prepared to take further measures than what was announced today. it is the answer ukrainian president volodymyr zelenskyy has slated for as recently as this morning. >> there is a fair decision on the international payment system in billions to russia, a concrete price for pressures invasion of ukraine. >> in addition to the banks from swift, other nato countries are watching a task force to hunt down assets of the russian companies in all of our going after their jets and jocks and cars, luxury homes. senior is a nutrition official said we've already seen the

impact of the transatlantic partnership yesterday and the french government sees the partnership owned by russian banks. he also announced efforts to limit the sale of citizenship so-called golden task force to allow them to become citizens and other countries and use their financial system circumventing the sanctions. now the u.s. is closely watching how countries align with russia and respond. >> it will give us an indication of how much china is prepared to support russia in this endeavor. we have heard china would be there to thank them and pop up there energy sector. >> the white house says the father, there's no indication china is coming to russia's rescue. a senior i penetration official say china tends to respect the board of u.s. sanctions. we should mention this batch of sanctions quite coming out from blocking swift, it's not part of the energy sector in the senior administration official said when you d swift a bank there tends not to be a carveout so they are going closely

a nato member, should be relatively easy and quick for the united states and other nations to start delivering that, what it not? >> we should be doing it months ago, there allies, hungary, slovakia romania and poland. we should because vladimir putin prevents the cold war, he's living in the past and he has to confront the reality but he got away with it in 2014 and he thinks he's going to get away with it now but ukrainians, there are 44 million, they are only two generations away from the folks who took out the nazis. jon: there was some hesitation on the part of the u.s. and other countries to kick russia out of swift banking because of

fear is it would lead russia and china to sort of create their own counterbalance to it. is that still a possibility, do you think and what would be the effects? >> they've taken some steps but there's only two countries in the world that aren't part of swift. when you look at a pariah, you are treated as such. vladimir putin who is going to blink first? vladimir putin thinks the west us and we have a stronger economy, diversified and i think we should ensure we stay strong because this will not be the end. there are a lot of parallels to what happened in central europe under the nazis and we have to ensure we stop in the sign and say absolutely normal. jon: obviously vladimir putin doesn't want a nato country, doesn't want ukraine becoming a

nato country, a country right on his border but there is more to it than that, isn't there? >> let's be honest, 30 years ago nato didn't ask the european countries to join, they asked nato to join because they feared and were obviously they had vision, one of the reasons may not talking about 100,000 on their border is because they are part of nato. no person in the world unite nato more than vladimir putin. jon: it is fascinating to see how he thought he would make the work of this ukrainian patient and doesn't seem to be going away he thought it would go, we will see in the coming days. ank you. the message to the americans are

over to the russian forces getting food, water and rights home to their families rather than acknowledging ukraine is resorting to giving citizens weapons to defend themselves, reports here are saying ukraine is giving weapons to convicts, psychopaths to run street battles on the street accused them of wreaking havoc and looting in kyiv. here in russia people in some cities defined the lock to protest the war saturday, 489 people were told in 35 cities were arrested, one woman in russia said i'm especially upset this is my country. the one who starts this is guilty. our country is guilty and therefore i am guilty. i voted for the government, i didn't vote for putin but that

as war rages in ukraine, president biden preparing to deliver his first state of the union address tuesday. what is the political fallout on the president of the russian invasion and what does he need to say to the american people were already worn down by the pandemic, inflation and the prospects that the work will continue to drive energy prices even higher? white house reporter at real clear politics. it was in the obama administration in which the current president served as vice president the phrase never let a good crisis go to waste short in the public lexicon. what you expect president biden is going to say regarding the current russian invasion when he addresses the nation tuesday? >> speechwriters are working through not just their first, second, third but multiple drafts because things are

changing, the situation is evolving but one thing is certain, president biden is going to get at least one standing bipartisan ovation when he salutes the heroism of ukrainian president zaleski and the ukrainian people. i think you also get high marks when he talks about how the united states led the rest of the world responding to russian aggression but on the domestic front, the president will still have to explain a number of challenges whether inflation, the economy standing on the world stage so i expect him, two things in particular, the process i expect president biden to be honest have a situation ukraine is making existing charges more difficult. for instance, consumers paying at the. the other thing is i think he's going to make certain his supreme court nominee, historic pitch judge jackson is not

overrun. there's a lot of ground to cover and certainly why speechwriters are working overtime. jon: according to a fox news poll, the president has work to do to solve the american people on the idea that he spent tough on vladimir putin. a fox news poll size when asked whether the president has been too tough, only 8% say he's too tough on russia, not tough enough, 56%. his holy, a super majority. 29% say about right he's going to have work to do for the american people saying he's dealt with russia with a stern hand. >> i think it explains why we saw the white house backpedal a little bit. earlier before the invasion by my account, the white house says times sanctions were meant as a deterrent. obviously they didn't deter president putin, he did anyway.

during the speech i expect president biden to explain why it's ratcheted up in the way that they were. but we saw with the swift banking system and steps taken to brief vladimir putin with his personal finances. the other thing i think americans are wondering, why are we going after russia where it hurts, their oil supply? these are there areas of criticism because during the campaign, biden was pointing back his experience as vice president, his experience in congress and promising the american people he knew how to deal with russia would be much tougher on putin than his predecessor so there's ever a time to explain what he's done and how he sees the situation is now. jon: we played last hour the sound of the president think i'm going to do everything in my power to keep gas prices from

spiking. one thing he did on his first day in office was killed the keystone pipeline. right now according to the u.s. energy information department, we import 595,000 barrels of oil from russia if we have the keystone pipeline underway, we met about eight 30,000 barrels from the pipeline, more than from russia. it seems like killing keystone is something that enabled vladimir putin's adventurism. >> republican's are not going to let biden forget that, they will continue to hammer the argument about energy independence, drilling domestically certainly the white house has their response, some of these domestic oil producers are doing enough with what they have been given but the president knows his poll numbers are in the balance, the white house understand foreign
