missile hit and oil depot just south of the city causing a massive fire. this guy behind me is orange as the fire rages on just south of where we are at right now. the russians are hitting targets throughout the city sending civilians running for bomb shelters. earlier in the day an apartment building was hit injuring a number of people we were there and saw the destruction of these homes where people lived. is such a familiar scene as were has erected following the russian invasion into this country. civilians are taking things into their own hands and arming themselves as best they can we were in the city today in the reliance of people at police stations waiting to get weapons and we spoke to one member of parliament who said he picked up the ak and they were handing them out like candy. there is a real understanding that if the ukrainian will be successful to push back the russian offensive they have to fight tooth and nail to stop

the russian troops from coming into the capital city and overthrowing the government. president zelensky said he will stay and fight among his countrymen even the us intelligence says he is number one on the kill list for russian forces if they do make it into the ukrainian capital. >> what is the for the people it was that it would be over in a day but the people seem resilient. do they feel empowered they can hold the ground? they have had some very big victories on the ground. how are they carrying out day today? reporter: very resilient the army had a significant victory in the battle with russian forces early on they were trying to say the ukrainians had no air defense. but they have shot planes and helicopters out of the sky the

civilian some had to go underground with the population of women and children who could not fully many are living in the metro system of the city to stay away from the russian air campaign. but people are willing to do whatever they can to stop the russian offensive we spoke with one man in the center part of kiev and said he was a very good with weapons but he told me, i will slaughter the russian tanks with a kitchen knife. those are the words that he used. talk about using a knife what he calls russian pigs that gives you a sense how committed some of these people are willing to do whatever it takes to stop the russian invasion into their city and they are pledging to fight back. lawrence: what is the view of the international community as they go through this? are they asking for more? do they want boots on the ground? what are they telling you?

they are not expecting anyone to help them. >> they are looking for weapons and sanctions against the regime of vladimir putin. they believe that pressure needs to be ratcheted up against the russian leader to get him to change his behavior and what president biden said whenever he was imposing the sanctions last week, he said he will review them and 30 days to basically see if they are successful and if they change the behavior of putin. ukrainian people that have 30 days or even 30 minutes. russian troops are inside the city limits as we speak they are calling for happier sanctions in any defensive weapon of antitank mass on —- missiles or anything that help push back against russian forces. lawrence: amazing reporting. stay safe. we are alive with the latest. what have you seen what can you expect to see with this

new day right now in ukraine. reporter. >> we are one hour away from the curfew being lifted and the mayor put one in because they are afraid of russian agents and mayors here in this university town they are housing the refugees in a six hours a severe there are some russian airstrikes taking place 12 miles to where we are speaking the mayor of the city earlier said russian air assault was at an airport one hour from here. dozens were killed others flee toward the woods. it is very clear from british and us intelligence that the us has underestimated the will of the ukrainian people and

army and perhaps overestimated the russian forces. there is numerous logistical problems. supply chain issues and even tanks were abandoned on the road because of fuel shortages. no question the us supply of missiles have played a role this is a modern system it is fire and forget you can shoot and run for cover. the only ones you actually had to steer them into the target and the problem is once it is fired and then the enemy starts to fire back at you so that has a devastating effect so the ukraine defense forces are saying dozens of russian tanks have been destroyed. they claim that over 3000 russian soldiers have been killed and three days of fighting that is spectacular considering spending 101 —- there 150,000 on the border. i thought half of the forces to make you wonder about the

strategy to attack from the north and the south and east. you have to provide air defense and an air campaign. that's another thing. the russians have launched 250 missiles. you heard earlier a russian cruise missile hit an apartment building. they don't use our gps system that blue dot on your iphone is courtesy of the us military and russian don't have that. so those precision weapons and how many are on the stockpile? it does seem like they have been stymied in their campaign. of course they are behind schedule no question. they thought they would be in the capital and decapitated residents of wilensky by now but that has not happened. in fact president zelensky is like a rock star on social media. amongst his people. the fact he is still running the country is pretty spectacular.

lawrence: lucas you have been doing great work we will dive into that later today with the strategy if they will start targeting civilians. thank you so much. now we are light at the white house. what is the president saying? and he back? is there any update on the strategy? reporter: the president is in wilmington delaware this weekend for family member memorial service to be expected to come back tomorrow or monday morning. the national security council and the white house did announce tonight they had been working with the eu and nato countries to ban russia and select russian banks from the banking system with this announcement that now the lesson allies have targeted all ten of russia's largest financial institutions 80 percent of the total russian banking assets and also targets the russian central bank and would prevented basically from

deploying the international reserves which would prevent any action they might take that could otherwise undermine or circumvent the power of the sanctions. and it would ensure the administration believes that inflation spikes in the central bank will be left defenseless. it is a more limited deployment of the nuclear option than ukraine and others have been calling for for the for removal of all russian banks with the swift payment system. but the payment for the alliance did have the warning they are prepared to move even further than the sanctions for the future around if putin and his behavior warrants it. and there will be carveouts for the energy sector. the administration says the white house is working with the eu to identify which payments are energy related. if that doesn't work, then

they will identify which banks cross both of those from oil and gas do not block the russian banks from the swift payment system. now the us is closely watching how countries that are aligned with russia respond to this, notably china. >> it also will give us an indication of how much china is prepared to support russia in this endeavor. we have heard of course that china will be there to bank them and prop up the energy sector. reporter: so far there is no indication that china will come to russia's rescue and prop them up. the administration says typically they are still monitoring the situation and the alliance announced they are launching a transatlantic

task force to basically identify to hunt down and freeze and sees of these companies and oligarchs to go after their jets, their yachts and fancy homes, their assets within the jurisdictions of these countries and sees them. administration officials say we've already seen the impact that will have when the french government seized a cargo ship that belongs to a russian bank because of the sanctions. lawrence: excellent reporting. thank you so much. the bravery of ukrainian people has been simply remarkable to watch in the recent days. with that incredible act of defiance is there a president zelensky himself. despite the word of imminent invasion of kiev. he has bowed to stand shoulder to shoulder with his people. >> >>translator: i am here.

country honorably. thank you for your service. and they never asked the men and women on the ground. what should be the position of the united states? >> i will say first i don't see we don't need to get involved with boots on the ground that just starts world war iii. but if we can support and draw the line in the sand to say if you start giving nato countries then all bets are off but we are doing what we can to support them and we can always do more by helping with ammunition and supply. they are holding their own right now. time is on their side. and you cannot underestimate the complexity of urban warfare of fighting people in the streets and we saw that when we went into falluja and

shelter? >> yes. may have water and food. i am worried about the other but we are fine here. lawrence: what is your reaction to your leader going out there with the men and women of your country to fight? >> first of all i'm not a ukrainian citizen. but i heard about president zelensky going out to fight and to show the muscles of the ukrainian people. that is great it shows he is enthusiastic about this whole situation and he thinks russia will not get inside. i have been there. i have seen where they are. it is not promising let's put it this way going out to fight them. they will be able to run

away. no. i think the situation right now is bad. it is not good and it will get worse. it is getting worse by the minute and the russians are getting very upset by the situation. and they will get more and more upset and this is going to get worse for the people there. lawrence: what is your greatest fear quick. >> i don't have any fears. lawrence: you are not afraid of any of this happening right now? >> i am here for admission and my mission is to help the other people to get out. this is the main reason i am here. i am not afraid. right now it's a take the people out and bring them to the border and that's what this is all about.

ourselves? >> i spent 20 years and russian has been attacking the united states for a very long time we have seen it with the colonial pipeline and production facilities, water plants. it's time for america to go on the offensive. we have to show peace through strength and through our cybercapabilities to protect not only our citizens but businesses. right now putin showing the world he wanted to be on the world stage and then since 2014 and they have failed and reverted to 19th century tactics. what does that mean cracks russia cybercapability is not as strong as we have led them to believe. we have ukrainians fighting an amazing battle. behind me is the city of san antonio they are having a remember the alamo moment and
