often the distance has the ukrainians appeared to be trying to take down a russian jet that conducted this air strike. this is preliminary information but early reports indicate this russian air strike targeted a military center just southeast of the city. this is significant as the day has been quite calm. there were civilians in the street at the ukrainian capital, they came up from underground work they spent the night in bomb shelters. the city is about to go back into curfew at this hour. right now there are concerns that the russians are looking to surround the capital of kyiv. u.s. defense officials warning about earlier today. imagine the peace talks that took lace today between the ukrainians and russians along the border with belarus. this happened yesterday as volodymyr zelensky and the president of belarus. now it also follows a call between the president of russia,

russians on the ground are moving right now? >> well, hi, harris, i don't think they are doing very well at all. they are being, they are slow. they are following a tactile called ifr. i kind of wish we had our forces up against them because we would have eliminated them almost immediately. the ukrainian resistance has been incredibly strong and pushing them back. i think they thought they were going to be in kyiv in a relatively short period of time to be able to decapitate the government and they've been totally unable to do that. it does start to stress them to a large degree. you can only keep troops moving like that so long that so far before they start questioning what's going on and what is happening. what's be seven sad a while ago about russian soldiers, i think their leadership is starting to say what is going on. you see some of the body language out of their defense

secretary, they're probably thinking this isn't going like we thought it was going to go. were having some real problems. it's embarrassing the russian army to the rest of the world. they are looking at this like these guys aren't 10 feet tall, they are not 8 feet tall, they are about 3.5. they are not performing well at all. these are their front line. these are not units that are reserve units, they are all high-end units. it's big that's important. part of this, i know jennifer griffin reported with me a few days ago that this would be about a third of the number of armed forces that russia would have. what you're saying is that absolutely matters which ones you sent in first and what you told us later. if you are following roads, that ifr, that it's easier to fight. you know where they are going. we have to start to wonder about those unconfirmed reports. but there were so many of them of russians hitting the beach a few weeks ago and asking for

directions. if any of that folklore is factual and there is evidence of that, even your best is not very good. >> you know, harris, i really mean this about the russian army. does a lot of us watching going boy, we've heard so many stories about the russian army, this reminds me what we were told about the iraqi army before the first desert war, these guys being 10 feet tall, they fought the iranians, they were nothing. you will get the russian army right now, there is a lot of people going we were really afraid of these guys? i'm sure there are senior leaders are saying the same thing. they are embarrassed by it. frankly they are getting -- they are being handed a lot of problems. i didn't say what i was going to say. >> yeah, i know. president zelenskyy and vladimir putin of russia are in their third rounds of peace talk negotiation. this is on the heel of zelenskyy singh these next 24 hours would be crucial. it's amazing, his address when he says i planned to become a president i said each of us is the president. he went on to say because we are all responsible for our state, for our beautiful ukraine. now it happens that each of us is a warrior. along the backdrop of this incredible resistance some of the ukrainians have been putting forth what are your thoughts on his definition of power and his leverage as he entered these peace talks with the russian representative, who said they will only resume if their needs are unconditionally met. >> yeah, emily, thanks, you know what? i want zelenskyy on my team. is a great, charismatic leader. i kind of hope he went to the talks in belarus and he was willing to accept russia's surrender. that's the attitude scott and i

think it's great. it's not the size of the dog in the fight that counts, it's the size of the fight and the dog. they are showing incredible bravery, incredible fortitude. it's all based on president zelenskyy. when president zelenskyy set i don't need it in air ride, i need ammunition. a kind of set the tone. that tone is critical. there's an old aphorism that says -- what that means is the heart of an army sometimes means more than the physical part of the army, the physical equipment you have. if you are willing to fight to the bitter end you can destroy a lot of forces much greater than you are. we've proven that in american history as well and some of our battles. so i think when you look at what zelenskyy is done and you look at what he's pushed back on, that's the reason i think that if i was russia i'd be very concerned right now. in my opinion, today, rush is losing this fight. there's a lot of reasons for losing it, but they are showing

a cohesive end game, and he takes ukraine, he now has five new nato neighbors. think about that. is god moldova, romania, slovenia, poland, he's got all of these new enemies that are part of an alliance regardless of how you feel about nato. and he's lied to the russian people. he's obviously lied to the military. i think he's lying to himself that there is going to be a positive outcome here. it just makes you wonder what has his end game been all along? because everyone has been wrong about this. especially trying to read what is doing, what is going, and wise doing it. it's big about such a great point. secretary wright told me on "fox news sunday" that this is the put and she's always known. we don't know is i'm game, we also don't really know this version of him. so it is hard to predict.

that was the heart and resolve of the ukrainian people. you know don't forget that they've been at this long before 2014, they've been expecting this imminently for the past eight years. so they have their own identity. they don't want to be part of russia. to be ukrainian mean something to them that is so deep that very few people can identify with that. but it's really incredible to see some of the stories. obviously you don't want untrained civilians with powerful weapons in harm's way, you want to reduce the loss of life, obviously. i have to say this, we have to hope for a peaceful resolution soon. >> end, general, i want to hear your take on this specific tactic being deployed. ukrainians have been urged to remove road signs and land markers to confuse invading russian forces. the call was posted by the military of defense twitter

soldiers standing up to the russian warship. apparently they did not die, they are in russian hands right now. those 13 courageous ukrainians. look, emily, you have a people at the president -- i think that second part is important. i don't know if you see this level of resistance without a president and a leader like zelenskyy. think about what happened when johnny left afghanistan it was quickly after that demoralized afghan army lay down their weapons. in this case you have a president who stayed, who is target number one. has chosen to stand courageously fight alongside his people. apparently there is a meeting on february 24th, and emergency meeting of the european union. this was how it was described, zelenskyy's intervention in that meeting will be part of history said in a official in the room. leaders were deeply affected by his speech.

so far, no tangible results. they agreed to meet again on the belarus and poland border after consultations. you have a bit of communication going on between ukraine and russia. so far it's not yielding much. you know the other thing is the letter that up and said come and i want to get to that, they sent a letter from ukraine to our u.s. congress just a short time ago. they need ata guided weapons, stingers, small arms, grid related launchers, which were to be delivered to the evan gattis and by the united states. all kinds of communication, portable radio sets, body armor combat helmets. i'm giving to you as it's coming to fox news. they have a list of things in ukraine that they need to keep fighting. we've already noted, kennedy did this so beautifully, while they fight the military they will get help from the rest of the world, they have an unanticipated amount of people who are going to fight civilians.
