we'll find out in the days ahead on whether or not russia has the resources. we continue to watch the 40-mile convoy, it sits just outside of kyiv. "fox and friends first" with todd piro and carley shimkus is next. i'm trace gallagher, live from los angeles. >> todd: a fox news alert, the united states taking new action against russia. president biden using his state of the union address to reaffirm support for the ukrainian people. there is a rampage against kyiv. i'm todd piro. >> carley: i'm carley shimkus. we have mike tobin live on the ground in lviv. more on the next steps from nato. >> todd: griff jenkins with more
1:01 am
on the key steps left out of biden's speech. griff. >> griff: the president spoke for an hour, drawing bipartisan applause and promising to hold putin accountable, announcing closure of u.s. air space for russian flights. >> president biden: he met with a wall, he met ukrainian people. join ally necessary closing american air space to all russian flights. >> griff: biden vowed to tackle numerous crisis at home from soaring gas prices to the southern border and brought up the defund the police crowd and covid fatigue in front of a suddenly maskless audience >> president biden: secure the board sxer fix the immigration system. the answer is not to defund the police, it is to fund the

police. use this moment to reset. stop looking at covid as partisan dividing line. >> griff: iowa governor kim reynolds hammered biden as weak president that left the country in the grip of several crisis. >> you shouldn't have to wake up every morning and worry about it is next thing the government is going to do to you. if we, as elected leaders, are doing our job, it is keeping them safe, not restricting their freedom. >> griff: and republican lawmakers were swift to attack biden over things he failed to address in the speech. >> he didn't acknowledge the crime rate that is soaring, the murder rate or acknowledge the disgraceful surrender oro treat he led. it was a disappointing speech. >> griff: rashida tlaib offering
1:03 am
praise, but holding him accountable to progressive demands, we don't usually see that. today the president will head to wisconsin to try to sell his build back better agenda. >> carley: two rebuttals to the state of the union address, a rare thing. in ukraine, russian forces are in kharkiv, sending in paira troopers to invade the city. >> todd: a russian missile has struck a police building. mike tobin has that. >> mike: air raid sirens were wailing over lviv, did not hear an impact as the sirens wrapped up. want to start off talking about the ukrainian national security chief saying plot to assassinate president zelenskyy has been foiled, the assassins have been killed. according to accounts this
1:04 am
occurred when fighting was severe around the hostimul airport. the unit was insertd and slipped away during the chaos, the ukrainian authorities learned about them because of russian turn coats who don't support the war, located on the edges of the airport and killed at the edges of the city of kyiv. just after dusk, russian forces hit the state tv tower in kyiv. five people were killed. military medical center in kharkiv to the east of there was hit in the early morning hours, in kharkiv, aftermath when police headquarters were hit. all this among reports russian parngs raatroopers have taken up -- apartment building as russian defense ministry spokesman said in a televised
1:05 am
address that the russian have taken kroet of kherson. if you look at the map and what is happening, russian are gaining a foot hold in the coastal towns. kherson has a bridge over the dnieper river connecting the peninsula with the mainland. >> carley: that 40 miles long convoy hasn't moved. is it stationary? sitting target, why isn't ukrainian taking it out? they have tube bomb drones we've seen them use before, seems like something that could do significant damage to the 40 miles long convoy? >> mike: well, you answered part, gave the answer with your question, it is 40 miles long, can each carry four smart weapons each, they can do significant damage to a piece of armor when you have a 40 miles
1:06 am
long column. you need a big unit, a big fighter pilot unit like a-10 war hog that the u.s. has would be effective in an environment like that. when you talk about a couple drones, you can make a couple strikes and get out, otherwise you are putting your equipment at risk. you need more air power than the ukrainian have right now. their air power and air field suffered significant damage in the early stages of the invasion. >> todd: mike tobin setting the stage. thank you. let us bring in nigel faragi. it is the question, should nato be doing more and if so, what should they be doing? >> nigel: aircraft, nato have state of the art aircraft, great squadrons, we could, if we chose go in and take out that k4r78, as we does in the iraq war.
1:07 am
it is there. it is a sitting duck. it is perfectly clear the ukrainian do not have the air strength to did it. here is the problem, this is biggest and most serious crisis the world has faced since the cuban missile crisis 60 years ago. when we had destruction between nuclear powers, mad, as it was called, the point was both sides thought the other side was rationale. the worry is if nato gets involved in open warfare with putin's nuclear power in russia, how will he respond? that is why nato is doing nothing. it is fear. and emotionally, i feel we should be doing a lot more. i think the ukrainian people, their leader, have shown terrific bravery, way we talk about standing up for liberty,
1:08 am
freedom, their country, their independence, there are shades of winston churchill in what they are saying, young men volunteering, taking women and children to safety. it is admir ablg. emotionally, i want us involved, when you think about it, it is one hell of a risk. >> carley: president biden might disagree with you. he made his state of the union address and touted the sanctions he's put forward so far. take a listen. >> president biden: 2000 our allies we are enforcing powerful economic sanctions. we're cutting off russia's largest banks and international financial system preventing central bank from defending the russian ruble. make putin's war fund worthless. >> carley: europe buy russian
1:09 am
oil everyday and that oil is soaked in ukrainian blood. >> nigel: biden is following, not leading. we've been used to america taking the lead in international crisis. what has happened boris johnson & johnson, britain, first to put this forward and the germans came into line and america followed, followed on sanctions and air space. the point about oil and gas is well made. oil is trading $110 per barrel this morning. other commodities like wheat have gone through the roof in price and ukraine is a major exporter. the truth is, if we put big sanctions on russian gas, oil and wheat, we also pay a price in return. and at some point, we've got to make the really big decision, are we serious about isolated
1:10 am
russia or aren't we? if we are, every one of us when we fill up our car will have to pay a price for that. >> todd: price being paid. pulling products from russia, that is well and good for the countries. what about countries like india, when will they step up to the plate, nigel? >> nigel: i'm not sure. pakistan appears to be almost in alliance with russia, which is concerning. what is more concerning if the war is driving moscow into the arms of beijing, you are right. here is the problem we've got, through globalism, we've become dependent upon each other. without russian gas, german industry is in problems. india, very poor country, low gdp per capita, taking a rather
1:11 am
selfish position. the truth of it is, what putin has done is completely and utterly outrageous. he is an international pariah. the oligarchs living in london have publicly turned against him. we have seen one mutiny took place in the russian navy, report of russian soldiers beginning to give up arms and i think where this leads to in the end is big uprising in russia and probably the end of putin. here is the worry and i repeat this point. if putin lost rationale function and when you see him sitting with the nearest person 40 feet away, you wonder what is in his mind. what could a wounded, dying animal do given the nuclear capability he's got. we're in a very, very serious position.
1:12 am
>> carley: without a doubt, that is the question of the day and a scary thought. thank you for joining us this morning. >> nigel: thank you. >> todd: back at home to other top story, the president's state of the union met with rave reviews from the mainstream media. listen. >> he is a foreign policy president, that is his skillset. joe biden was joe biden for most of this. >> it was energetic, he was passionate. >> that was genuine. >> uncle joe is back, i'm proud we have a leader like him. >> todd: let's be clear, that is how the media feels, how do everyday americans feel? >> carley: next guest was there after his 2020 address after his brother was killed by an illegal immigrant. jody jones joins us now jody, good morning, sir, president biden said we need to secure our borders and laid out his plan how he is doing that. take a listen to a portion of what he
1:13 am
had to say. >> president biden: before advance liberty and justice, we need to secure the border and fix the immigration system. we can do both. we install new technology like cutting-edge scanners to better detect drug smuggling and set up joint patrol to catch more human traffickers. >> carley: jody, the plan is not working, is it? >> no, no. thank you, by the way, for having me. no, it is not. actually, it is the worst it's been down there in history, in history of the united states, the border crisis is the worst ever. it's apparent, everybody knows it. they keep throwing smoke and mirrors at us and tell us everything is good, everything is getting better and it is not, it is getting worse. >> todd: let's face it, his
1:14 am
policies have caused free for all at it is border, two years ago when trump was in office, we didn't have this free for all at the border. how was it after the tragedy you suffered through to hear the president say we'll focus on border security? >> well, it's -- again, it's smoke and mirrors. the -- they preach that they're going to fix the problem. they're not fixing the problem. they're not even trying to fix the problem. the vice president went one time, didn't go with the rubber meets the road, tip of the iceberg where she went. they are not trying to help. it is by design, it has to be. they can stop this frchlt day one, this administration came in and flipped president trump's -- everything he did, they tore it down. now look. look what is going on. >> carley: without a doubt. so many americans agree with
1:15 am
you, jody. tell us about your brother, rocky jones. the trump administration said if california wasn't a sanctuary state, your brother would be alive today? >> that's a fact. sb54 in california, drove a wedge into local law enforcement and federal ice agents. local law enforcement can't even work with ice to help, if they get arrested and ice wants to deport somebody because they are a criminal and they have committed a crime, they can't do that. their hands are tied now. it is a shame what they have been doing, it's -- i don't know what to say anymore. i have cried out for president biden to fix the problem and he hasn't, it's gotten worse. it breaks my heart because other families are going to suffer
1:16 am
because of this, there will be other lives lost. there has been millions of contacts down there and getaways and it is just a shame what is happening down there. he didn't even talk about crime in his speech. crime is getting worse than it has ever been. until we get rid of liberal lawmakers and liberal da's, nothing will get burden. >> todd: i didn't hear joe biden make me confident that killers would be kicked out of the country if they commit a crime. individuals will be here and the scenario you describe, other families will go through sadly. >> yeah, and he talked about gun control. how about talking about holding criminals accountable for their actions? >> carley: without a doubt. >> put them in jail and keep them there like criminals.
1:17 am
you can carry a loaded gun and get caught and spend two day necessary jail and you are back out on the street. >> carley: you are right and the avenue that the president did mention crime, he did say we don't want to defund the police and mentioned the two police officers in new york city that were shot and in the next breath he said, hold police officers accountable, came across as an inappropriate time to say that. jody, thank you for hopping on to share your story, we appreciate it. >> thank you for having me. >> carley: absolutely. results still coming in from the first primary election of the midterm, progressives went all in to turn texas blue. we have a live report coming up next. >> todd: jam-packed show covering the president's state of the union speech with rebecca

-- fate beto o'rourke to lead the lone star state. >> carley: run-off elections this spring. marianne has the latest about the texas primaries. good morning. >> marianne: good morning, the fight for texas is on, governor greg abbott will face off with beto o'rourke in november. abbott touts border security, abortion and crime. >> texas face profound question this election, do we take a left turn that leads to more government and less freedom, path that would destroy jobs, open borders and endanger our community or maintain the course that has maintained greater security. >> marianne: multiple primary challenges before. o'rourke from el paso ran a tight race in 2018, but lost and
1:24 am
ran unsuccessfully for the presidential nomination. o'rourke known for giving rousing speeches hoping to rally texas democrats. >> the beauty in this state and our values, we work hard and do good work and we're good to one another. that is not reflected in those who hold power and positions of public trust in this state right now. >> marianne: another big race in south texas, henry cueshg rar will face a runoff and second primary challenge by aoc backed attorney cisneros. cuerar is out spending her despite investigation that saw his home and office raided early ther year. other races include progressive favorite greg casar, and morgan

lutrell and wesley hunt. back to you guys. >> carley: marianne, thank you. and ocasio-cortez talks about the state of the union address. >> i think things were left unside. student loan debt and education, as well as immigration. it definitely was a lost opportunity. there is profound bipartisan support to a long-term shift away from fossil fuel. >> carley: criticizing the president for not pushing progressive policies hard enough during his speech. >> todd: not the only one who thought biden missed the mark,
1:26 am
here to react is tom hallman. retired acting ice director. biden said we needed to secure our border when everything he's done for the past year plus has been to unsecure our border. if i knock coffee over on carley's area and say we need to clean this up, what do you think? >> i got angry when he says secure the border. he inherited the most secure border we've ever had. illegal immigration was down 85%, 35 to 40-year low. president biden had a secure border handed to him, he unsecured the border. every president i ever worked for had some idea how to secure the border. this president came in and unsecured the border. president trump gave us the most secure border in my career and data shows that. for biden to say secure the
1:27 am
border when he unsecured the border on purpose was disgusting to every man and woman that works the border. he talks about the opioid crisis, the reason there is opioid crisis, d.e.a. said 95% of fentanyl comes across the open border he created. you can't fix a problem you created. if you want to fix the opioid problem, turn back on trump's policies and secure the border. >> todd: tom, i was under the impression this is what kamala harris has been working on for months? >> kamala harris is a failure, a big failure. she made one trip to the border in el paso, she didn't go to ground zero in rio grande. and president biden has never been to the border.
1:28 am
when you open the border and destroy the most secure border we've ever had, it causes more death. he made a comment about trafficking, we have task force to address trafficking. it is at historic high because of his decision to open the border. we need to address this and address this, these are all things he intentionally created by opening the border. immigration and drug addresses, it is disgusting to every man and woman to work the border because we know the truth. >> todd: crime on the whole, biden calling for gun control during his state of the union. i listened carefully and did not hear one thing about any movement on any soft on crime policies. why does he continue to ignore criminals who are doing the crime? >> you know, that is another thing about the speech, he didn't mention crime is at a high in this country, most of
1:29 am
the democratic liberal cities. why? bail reform and cash bail was done away with. why? they attack the police and police have been vilified. again, policy by the democratic party. he failed to address that. everything he failed upon, which is a lot, he said we need to fix. truth being he tore that down, everything he talked -- problems he wants to fix, he created by his decisions and decisions of the biden administration. >> todd: there is discrepancy between the president and vice president when it comes to defund the police. >> president biden: the answer is not to defund the police, it is to fund them, fund them, fund them. fund them with resources and training. resources and trainings, they need to protect our communities. >> vice president harris: we have confused the idea to
1:30 am
achieve safety you put more cops on the street. >> todd: isn't that the commercial for republicans running in the midterm? that clip side by side, kamala harris cheering funding the police and six months earlier cheering defund the police. >> absolutely. i don't think president biden was being honest when he said we need to refund the police. they know they are underwater and midterm is coming up. words don't mean anything, cutalk the talk, you need to walk the walk and they haven't done that, another political statement for hopes of better midterm election. he didn't mean it, show me one thing he's done to support the police or refund the police, hasn't done it, political talk. >> todd: tom homan, thank you. carley. >> carley: several major issues left out of the president's state of the union address like botched withdrawal from
1:31 am
1:33 am
1:36 am
>> carley: fox news aler bomb blast in kharkiv and missiles take out key communication in kyiv. rampage to take the capital. >> todd: president biden announcing new steps the u.s. will do to support him. we will take you live to lviv where mike tobin has breaking developments from overnight. mike. >> mike: there is waning in the desire of the american people to pick up a weapon. fresh delivery of ak-47s arrive

1:38 am
and we don't want it. >> mike: as russians increased the offensive, go to anywhere in the country and get dramatic pictures. in kharkiv, it took a direct hit and subsequent fire in the building. no word on casualties. something else about kharkiv, through a number of different levels, paira troopers have taken position there. that is near the border with russia. one of the places russians have taken a foot hold to move from the eastern border west to the country. >> todd: thank you, mike tobin. convoy inches toward kyiv, a ukrainian mother living in a bomb shelter tells fox news why she's not leaving. listen. >> i don't want to run away from my home. if i run away, the russian will just take this place, kick us out, kill us all and take our

home. only thing ki do is stay and protect it with how i can do it. my husband joined the defense, he is somewhere above protecting the city with the army. i'm here in the shelter attracting the attention of the international community by the fact a mother with three children stays in kyiv. i'm not the only one, there are many women like me. >> todd: i cannot imagine doing that, that mother does not believe sanctions will be enough to stop putin. carley. >> carley: president biden's first state of the union left much to be desired in terms of accountability for his administration's failure. joining me now is military analyst dr. rebecca grant, author of the book "green fraud," marc morano and dr. janette nesheiwat.
1:40 am
good morning to you all. obviously the state of the union address is supposed to highlight the president's successes and our job in the media, to analyze it, that is what we're doing. dr. grant, start with you. the president spent time talking about the war in ukraine, do you think he struck the right tone? >> rebeccah: no. i was disappointed, but how disappointing for the people of ukraine. he did not do enough to help them. he gave them a very disappointing. >> carley: marc, where do we begin with oil and gas issue the president's announcement he was released 30 million barrels from the strategic petroleum reserve. how long will that have an effect on gas prices? we are still importing russian gas, as well. >> yes, joe biden missed an
1:41 am
opportunity to actually address america's problem of his administration crushing american energy. only mention the climate crisis once and i'm sure that will upset climate activists. he failed to send the signal that america is open for business when it comes to energy. he wants american made everything, except energy. makes no sense. russian oil import 11-year high. 600,000 barrels per day from russia and putin's russia, federal budget is 40% of that. joe biden really cared and wanted to do most he could for ukraine, he would help american energy and make america energy independent and instead he doubled down trying to talk about climate tax credits and energy, more of the same energy policy and strategic petroleum reserve could do a few impact,
1:42 am
essentially using current reserve instead of making new energy and new oil, he missed the boat. america will suffer. >> carley: when it comes to covid, they lifted the mask mandate yesterday. have you to wonder is that because science changed or is that political? >> exactly, carley. too little, too late. we could have lifted the mask mandates a month ago. maybe i've had one case in the last few weeks, hospitalizations have gone down, this should have been done a long time ago, especially our children, they were last to have mask mandates lifted, lowest group of people, yet highest levels of restriction, backward, does not follow the science. >> carley: dr. grant, the president did not mention with
1:43 am
thedrawal of afghanistan, he didn't honor the 13 soldiers who were killed at kabul airport, i think that is a moment many americans would have appreciated. >> shocking, the word afghanistan only appears one time when he talks about veteran healthcare, which we support. he could have thanked the military for getting out 100,000 people and remember the 13 who died. it proves biden i not cut out for world leadership. >> carley: i agree, such a missed opportunity for president biden to say something meaningful, impactful and speak to the 13 families. marc, the president mentioned climate change once. i thought about you when he said this, i could imagine you screaming at the screen. he said, cut energy cost for families average of $500 a year by combating climate change as opposed to increasing oil and
1:44 am
gas production? >> mark: yeah, this is nonsense, they come up with computer model scenario of the mean old climate could do unless we take action. nonsense. greatest thing joe biden could do and people that would have immediate impact if he opened up pipeline, send signal to america is opening up, show marketplace based on futures, anxiety and lower cost of energy if he would lift strikzs he imposed first week in office. tax credit and fighting inflation and affecting climate and affecting a hurricane 50 to 100 years from now is nonsense. this is the world the biden administration lives. >> carley: it is getting worse, he paused drilling on federal land, it is like the administration is going backward
1:45 am
on the independence front. >> carley: thank you for joining us. >> todd: carley issue president biden says democrats support giving money to police departments they defunded. is that enough? a mom joins us with her message to the president next. . except a bigger mahindra tractor. pound for pound, this one's still tougher... tough. tougher. tough. tougher. mahindra - the official tractor of tough and stewart-haas racing. i've got a race this weekend. i'll see you later.

break cycle of violence and trauma, giving young people some hope. >> todd: next guest has a message for the president after her son grayson matthew, was shot and killed one month ago. carey gray joins us. what is your message for the president? >> i personally think that his priorities are not where they need to be. you had an hour, over an hour of that entire message and you spoke about 30 seconds regarding the violence that is going on across the country. you didn't even bring up the children. in the month between my son being shot and killed, another six, seven children, a 17 year old, they are young, and these -- they're not accidents.

we have become collateral damage once again and we have to protect our communities because the defunding the police isn't what you all thought it was going to be. this is my son. you're looking at what is left of my life. and to have -- to have the opportunity to be able to focus more on the children that we're losing, the future that we're losing and you want to pour this money into technology or focus on what is left of this covid back and forth and we have different -- have you bigger issues to deal with. we fear in our communities.
1:54 am
we have lives being ruined. i mean, it is sad, it is really sad. he didn't mention the children once. >> todd: kerri, do you think the president's call to fund the police in the speech was genuine? >> no. >> todd: why? >> i think -- because if it was genuine, actions speak louder than words. if genuine, he would have made moves already. a few things he keeps, sounds to me personally, i can only speak for myself, he's repeating things so he can get that vote, that cheer. when we went to the streets for black lives matter, he was there, but nothing was really accomplished for the lgbtq community, same thing, there is
