[explosion] >> yes, yes. >> just this morning the ukrainian government says a russian missile has struck a

national police building. >> now a kremlin spokesperson says russia is ready to resume talks with ukraine today. >> it may be because ever ukrainian resistance, fuel and sustainment issues. >> i hope that some russian people who watch me can understand if your men come here, they will die here. ♪ >> steve: good morning, it is 6:00 in the east on this wednesday, march 2nd, 2022. it is ash wednesday. and we start with a fox news alert. we are following several major stories. first, russia. says it's ready to resume talks with ukraine on -- as putin's war wages on and rages on. russia's restless attacks escalating as a missile slams into a police building in the country wants second largest city which is also under siege. look at that. >> brian: president biden sending a message to vladimir putin in his first state of the union address. i will pause. >> russia's vladimir putin sought to shake the very

foundations of the free world. but he badly miscalculated. >> brian: biden also taking on covid oh, yeah, inflation, and calling to fund the police. i'm not kidding. >> ainsley: it is an election year, brian. >> brian: oh. >> ainsley: midterm cycle a number of races are still undecided there now heading into runoff elections. we have team coverage this morning. will cain is having breakfast with our friends in mcallen, texas, talking to them about the primary and the situation overseas in ukraine. first, let's get right to mike tobin live on the ground in ukraine and lviv with the latest. good morning, mike. >> good morning, ainsley. the ukrainian national security chief now says there was an assassination plot that was foiled. all of the assassins killed chechen hit squad according to the security chief from the elite unit. they slipped into ukraine during the fighting at the gostomel airport. in the chaos they were able to get to the edges.

ukrainians only learned about them tip through russian turn coat who do not support the war. the located all the assassins were killed at the edges of the airport there. meantime in the latest address. president zelenskyy said what ukrainians is facing is beyond humanity. the u.s. president in the state of the union address said they inspire the world. >> to every ukrainian, their fearlessless, courage and determination literally inspires the world. groupings of citizens blocking tanks with their bodies, everyone from students to retirees to teachers turned soldiers defending their homeland. >> and the fighting intensifies in the eastern town of kharkiv, the police headquarters took a hit, at the same time where yesterday the regional headquarters of city or city hall was hit. this as russian forces fire on the urban centers. also this as reports come in that russian paratroopers have taken up position in that

eastern town of kharkiv. and if you notice particularly when you are looking at the map, the areas where the russians have entered from the north, from the east, from the south, their footprint continues to grow. guys, back to you. >> brian: hey, mike, i'm looking around at lviv, how easy, if easy is the right word, how would you characterize the way supplies can go in and out of your city? >> pretty simply. and there are a lot of supplies that are coming in and out of this city. the ak-47s come in. what's interesting when the ak-47s show up. the line to pick up the gun forms and wrap around the building every time without relent. we have seen them making the molotov cocktails pack them up and ship them out to kyiv. the trick is with the highway going from here to kyiv is still about six hours. coming back is about 18. >> steve: oh my goodness. >> ainsley: mike, what about the convoy outside of kyiv, a had

0-mile convoy. many fear that could be a massacre. what are folks on the ground saying? >> they are terrified of it there is a lot of questions now of course why this convoy was able to move this far south, get to the edges of the capital city and just park there you hear a lot of people talking about why aren't they taking to the air and tearing it up? why don't they use the tb 2 drones? well, they can carry four rounds each. when you are talking about a 40-mile convoy. you can't too that much damage and probably lose your drone in the process. >> steve: you are probably right about that. south of where you are at, the black sea port of kherson they have troops in the city. they have got tanks. the mayor says it is still ukraine but the mayor says we are waiting for a miracle. that's really what the people of ukraine need is a miracle because at this point the numbers are just, you know, they are daunting. there are some russians and they are not going to turn around until they get what they want. >> well, they are fighting, you

know, one of the most sophisticated earnls in the world with volunteers, apartment k 47s and molotov cocktails. it's very severe. when you talk about that town of kherson. first of all, the russian military spokesman took to russian tv and said they have already claimed it that is a key piece of real estate because it's got that bridge over the dnieper river and connects the main land with the crimean peninsula the russians have had to 2014 to it their positions in the peninsula. >> brian: thank you. it's amazing what's going on. president biden gives the impression he was taking a bow. look how great it's going rally the world. it's just not been the case. has the president armed the ukrainians, the eventually the answer is yes. his predecessor not donald trump the one he worked barack obama famously gave them mres and they lost a third their country crimea and those two they say russian influenced regions.

but if you look at what's happened since, the russians might be technically sophisticated or they are choosing not to do it. they are now ringing two major cities with their troops for the best they can and they are hammering civilians and civilian targets. they have no interest in hitting military installations, they are just indiscriminately hitting apartment building. they will tighten screws and go ahead and make life miserable for those inside those two major cities, kyiv wells as kharkiv, and they are making especially in kharkiv's case, they are in there in an area they thought they would walk through. because 98% of the residents are russian-speaking. they said we will go up and there take the second major stickers get some people and rally and take the capital. they hate the russians. they have no interest in it. and they are fighting like hell. if you can't get supplies in,

time is not on their side. and i wonder how-what we're going to do. are we just going to sit there and watch these people get annihilated, every building be destroyed? >> ainsley: what's hard is when you watched that speech last night the state of the union. you hear him talk and see these images of crimea. or of ukraine. and you know that he is part of the problem here. he is one of the people, one of the leaders in such a great country that walked into the presidency about energy independence. we are giving the money back to russia. we are buying oil from russia. we are begging opec to continue to produce oil for our country. we are buying oil from iranian and our energy prices are up. he walked into the office with energy independence, he shut down the keystone pipeline and now we are dependent on other countries. >> steve: and russia is dependent on american dollars to buy his oil and gas and we continue even though there are

blockades everywhere, against russia, the united states buys about a billion dollars worth of putin's stuff every day and that is financing all of the damage that you are looking at in these images. and to mike tobin's point, the people of ukraine are terrified because. you know, there is somebody knocking at the door and there is nobody coming to help them except themselves. joe biden last night, there at his 62 minute state of the union where he inexplicably ended his comments with go get them, he spent the first 10 or 15 minutes talking about ukraine. and talking about how the united states and our european allies are in lock step, trying to do whatever we can but it's limited. watch. >> russia's vladimir putin to shake the very foundations of the free world. thinking he could make it bend to his menacing ways.

but he badly miscalculated. he thought he could rule into ukraine and the world would rule over. instead, he met with a mall -- a wall of strength he never anticipated or maghtd. he met ukrainian people. [applause] he thought he could divide us at home in this chamber and this nation. he thought he could divide us in europe as well. but putin was wrong. we are ready. we are united, and that's what we did. we stayed united. putin is now isolated from the world more than he has ever been. we're cutting off russia's largest barn from international financial system. preventing russia's central bank from defending the russia ruble. making putin $630 billion war fund worthless. choking russia's access. [applause] >> we're choking russia's access to technology that will sap its economic strength and weaken its military for years to come.

>> brian: is he right. i love the fact that they stop fights coming in and out. and american companies like shell are saying we are not dealing, netflix we are not dealing over there apple will not be selling new parts over there i can go on and on. general motors and ford also doing -- i love the way they are doing that buff the president has got to take the next step. he has got to do what canada said and we are no longer buying russian oil. believe me, democrats will understand, aoc is not going to get angry at you. republican also rally behind you and they will say yeah, you were a couple of days or weeks late but let's stop doing it we can get it from other places and the pledge to drill in other places or the pledge to drill in other places i understand by economic experts will effect the price of oil. you do that, as well as sanction energy stocks, you will continue to strangle vladimir putin in a way he never anticipated. and word is there is already limitations on how much he can take out, $10,000 bank lines

continue to heat up. and guess what? they have lost 1500 people already. it seems like the ukrainians have, too. and what they're doing is they are leaving the bodies on the battlefield. and the thing that stopped the afghanistan war for the russian's perspective allegedly reportedly were the moms, the russian moms said my kids are not going to go die in that hellish region. and they forced a change in government essentially that could be happening here. and that's what ukrainians are coming out and talking about the russians changing heart. not knowing what they are doing. not willing to take the fight. morale being low. that's got to be the combination that stops this carnage if we won't do it ourselves. >> steve: you know, brian, it would be great if the president talked about energy independence. he did not do that in his state of the union address. and i think you could tell why because the second topic after he talked about ukraine is about inflation and about how high prices are killing americans and he is absolutely right. he does not want the price of

gas to go up. unfortunately it is and the more smoldering -- are those elliptical machines, whatever they are that bombed out building. >> that's the russians going to the gyms. >> steve: it's awful. >> we have telling. we heard earlier that apparently the ukrainian security team took out that assassin team that was hunting down zelenskyy. because apparently, mr. putin didn't trust his own russian army to be able to finish the job, although the ukrainians apparently have killed the assassin team. meantime in state run media in russia they are looking for more killers. and there is actually a recruitment drive for members senaries. ads offering soldiers up to $2,400 a month if they would like to take part of it and there was, by the way, if you are wondering how people are feeling in russia there was a

new state poll done about the support for vladimir putin. last week his support was at 60%. this week in this state run poll, his approval rating is at 70%. extraordinarily. >> ainsley: yeah. keep in mind he controls that country. >> steve: state run. >> ainsley: afraid to stand up against him. stood up and thanked the crowd. she put her hand over her heart and she had a standing ovation. the lawmakers many of them were wearing yellow and blue ties or yellow ty blue sport coat. the ukrainian ambassador stood up to thank everyone and everyone gave herr a standing ovation. joe biden did not address inflation. did not address increasing time the $30 trillion deficit. didn't mention build back better and all the americans that are still stranded in afghanistan because of that disastrous withdrawal. did talk about covid-19 and the freedoms now but many are criticizing him saying it's hypocritical because of all the

mandates and all of the lock junes and he ran out of the tests at christmas time and monoclonals and continue at this virals and more americans died last year than they did under donald trump. listener to what biden said about covid. >> last year covid-19 kept us apart, this year we're finally together again. [applause] >> tonight we meet the democrats, republicans, and independence but most importantly as americans. with a duty to one another to america, to the american people, to the constitution, and an unwavering resolve that freedom will always triumph over tyranny. let's use this moment to reset. to stop looking at covid as a partisan dividing line. the vast majority of federal workers will once again work in person. our schools are open. let's keep it that way. our kids need to be in school.

[ applause ] >> brian: that's about as sincere as i worked on the border. >> ainsley: he is the reason they are closed. >> brian: let's not divide the country this is a pandemic of the unvaccinated. come on, man, wear your mask. think about somebody else. instead of following the science when it was pretty clear that the masks weren't effective. obviously joe manchin standing up and standing to mitt romney on the republican side. i definitely took note of that i'm sure you did, too. the president on covid-19 is as late as he is with the sanctions as late as he is with ukraine. because once again, these states start dropping the mask mandates, the vaccine mandates. even new york, and then he says follow the science. just so happens the science came in on the day of the state of the union address. what a coincidence. >> ainsley: they are more at risk than my child is they north wearing mask buff my daughter is still going to school with a mask. >> steve: i think i saw two masks in all. the same day they lyfted the

mask restriction there in the well of the house of representatives, they lifted it at the white house as well so that the president could talk about how we are all getting back together and things are getting back to normal. you know, he did beg for unity. but he did accuse the republicans of only helping the rich. he did talk about build back better. but now he is rebranded it now it's build a better america. regarding inflation, he said the companies are gouging, it's not supply, you know, supply chain issues on his watch or government spending, it's those darn companies, and he is going to start cracking down on prices. i don't know how he is going to do it. at the end he did talk about, you know, four big things that he was going to try to tackle, three of which are mental health, cancer, and veterans. and then at the conclusion of his speech, he said go get them. which was a head scratcher. after that, the republican

response came from the governor of the state i was born in, iowa. here is kim reynolds and she was talking about in many ways how -- what the president had talked about with taking them back to the 70s with inflation out of control. and the russians as well. here's the governor of iowa. thankfully the president's agenda didn't pass because members of his own party said enough is enough. well, the american people share that view. enough is enough. americans are tired of a political class trying to remake this country into a place where an elite few tell everyone else what they can and cannot say what they can and cannot believe. they're tired of people pretending the way to end racism is by categorizing everybody by their race. they are tired of politicians who tell parents they should sit

down, be silent and let government control their kids' ' education and future. frankly, they are tired of the theater. where politicians do one thing when the cameras are rolling and another when they believe you can't see them. or they demand that your child wear a mask but they go maskless. so you have heart the excuses. they were just holding their breath but it's the american people who are waiting to exhale. waiting for the insanity to stop. >> ainsley: what a line. brian if you shut off your tv you shouldn't have. there was a rebuttal to the rebuttal. rasheda tlaib spoke how mad she is and her party not passing build back better and child care. the guy in charge you are pretty much yelling at him. as josh scott heimer said keying your own car and slarning tires. kim reynolds is come up 8:40.

would go work at a grocery store. i saw people at the grocery store line which you see all the time now, people selecting what's most important and putting it back. put the items back that they can't afford because there is a budget that every family has to stay within. and she said this is effecting every single american. she said crime, i feel like i'm going back in time because we are going back to the old days where crime was rampant. she talked about bidenens weakness on energy. she said he has contributed to what is happening in russia and ukraine. she said that biden eliminated the oil production here at home and now we're dependent on them. we are giving russia money and now russia is yoursing that money to take out ukraine. >> steve: we are going to have the governor of iowa in about two hours and we are going to have chad wolf talking about immigration and things like that. so we were just discussing coming up in the next couple of men's. 21 now after the top of the hour. carley joins us with other news because it's election day. >> brian: one doesn't mind cutting off russian oil joe manchin. >> carley: he was sitting with

>> well, he certainly does. again, you are exactly right. it was lip service. i think the president ticked off a number of wish list items when he talked about immigration reform. another push for congress to pass immigration reform. and i think the president forgot that he actually has a lot of power, executive power to stop the crisis that's going on down on the border today. you know to the two to three minute that's mentioned immigration in that speech, there was no vision. there was no strategy. he talked about securing the border but he didn't actually say how he would secure the border. so, i think it was lost on many americans that he is not serious about the crisis that continues along that southern border. >> steve: i think, you know, when he brought it up, i was surprised to see that but then i realized it's like a rorschach test. it all depends which side of the aisle you are on what you hear. if you are democrat, for the most part, you hear he is going to try to fix immigration. it's like okay, we are going to figure a way to make all these

people american citizens. whereas if you are somebody who is more interested in security. when you hear we are going to secure the border you are thinking okay, somebody is going to actually stand at the border and say hey, if you don't have papers, you have got to turn around and to the other way. he didn't say either. >> right. here is the fundamental problem. you know, the president had talked about again amnesty for group of individuals, not only dreamers but if you listened, he talked about a number of other populations. so in the midst of the worst border drivers where every continual pull factor driving people north, the president now announces that we are going to give millions of folks amnesty. well, guess what? you are going to have sump a push towards that border, additional populations that it's just simply the wrong approach. until you secure that border cure not talk about other populations that are here illegally and what to do with them. >> the first step is securing that border and, again, no vision, there was no strategy. was not talk about a border wall

system there was not talk about migrant protection protocols, asylum agreements. there wasn't talk about how you secure that border and enforcing the rule of law. >> sure. of course the first 10, 15 minutes of his address was about ukraine. apparently, according to our sources big banks and other entities are saying that after the invasion, apparently russia has been hitting us with cyberattacks over a 48 hour period it's gone up 800 percent but, you know, i haven't heard anything about something happening to wells fargo or anything like that. i guess our defenses are working? >> yeah, i don't think that this should be a surprise to anyone. you know, russia not only has the capability but has shown the willingness over the years to use cyberattacks on the west. on europe as well as the united states. so, we get attacked here in the united states not only from a federal government standpoint, but also our private sector companies as well.

hundreds and thousands of times a day. and so they are sharing that information from not only from dhs but the department of justice and dod and others. helping these companies shore up their defenses. mainly probably at the financial sector but really across all of our critical infrastructure. probably their shields are up. because they know that this is likely coming as the u.s. does more and more sanctions. and gets more and more involved in this crisis, we become a target for those cyber criminal actors. >> steve: kind of a detailed question but are these russian hackers, you know, those groups of hackers or is this the actual russian government. >> i think they keep that vague for a reason. as we know a lot of these actors freight out of russian territory and do that with the acknowledgment from the russian government and putin. whether they are actually employees or the like. there is tacet agreement with

over. instead, he met with a mall -- a wall of strength he never anticipated or imagined. he met the ukrainian people. >> ainsley: lee? >> now, this is a little bit surprising to me because i think this is a really strong message but democrats georgia this an a plus and independents a b and republicans a c. i think it's important look at the comments people made about this it's not that people aren't standing with ukraine. people across the board stand with ukraine. they are just a little bit skeptical of what our role is going to be and how we are going to oaddress all of this overall. a little bit of reserved reaction among independence and republicans there. but everybody is solidly and squarely behind the ukrainian people right now. >> ainsley: let's watch the rebuttal speech by the republican iowa governor kim reynolds. >> if we, as elected leaders, are doing our job, then the government is working well but operating in the background. it's supporting the ingenuity and spirit of our people.

shipment of those turkish tb 2 drones. guys, back to you in new york. >> brian: hey, mike, i'm wondering what's going on with megs supposed to be donated put into poland. i heard the ukrainian pilots were heading to poland to pick them up and then the whole deal fell apart. do you know anything about this? >> i don't know much about the deal. one thing i know is the ukrainian pilots have to go to the other countries to operate these fighter jets. there is a substantial damage to the airfields here in ukraine. and they are also kind of sitting ducks while they're on the runway. so the ukrainian pilots go to other countries to operate the fighter jets but as far as the deal, i don't have a lot of details on. that was. >> ainsley: mike, we are watching that 40-mile convoy of these russian trucks and tanks outside of the city of kyiv right there on the border. it's pretty scary. we are worried about a massacre. what about the javelins and the stinger missiles? are they receiving any of those from countries around the world? >> we do hear that they are receiving in fact a new shipment of the javelin and then the stinger missiles we know that

i truly think, you know, what sums up president biden's first year is too little, too late. that is across the board on everything that he has done. >> steve: essentially since you were appearing after the president, you are making a pitch to the people of the united states. okay, that's joe biden's vision of america. let me tell you a little bit about republican governors and republican legislators and a little bit about what conservative leadership looks like. and so you got to lay out the plan for conservatives and republicans. >> yep, and i talked a lot about what we were doing in iowa and how he led. we lead getting her kids back in the classroom. we lead by saying that parents matter. just yesterday as he is on a continual spending spree causing inflation to be at a 40 year high, i signed a bill yesterday that cut taxes. we know longer will tax retirement income. our tax rate will go from 8.98%

to 3.9%. we were reducing our corporate tax rate with the goal of having 5.5%. so we are cutting taxes when they are spending on bureaucracy. they believe they know better how to spend your money. we believe that people will turn their money over and our communities and in our businesses. it is just such a stark contrast to what president biden has done over the last year. when i find ironic is all of a sudden, they discovered science fair to they realize that we need to do something about an open border. because when they have discovered this and plummeting poll numbers. that's why they are talking like they are talking right now. too little, too late. >> steve: we are in an election year already, governor. the polls are in the gutter for the president's party for the most part. he was addressing a divided congress. he cannot even get his own party on the same page. no wonder there is this feeling
