surrounded by russian troops. according to the mayor, the city is near a humanitarian disaster and last are being heard all around the city. we will update you and we will do that throughout the hour. first -- what you just saw was verified by the new york times russian jet bombing a residential apartment complex just outside of the ukrainian capital of kyiv. and enforces fox's own reporting that airstrikes have increased, including in spots where civilians are desperately trying to cover. joining me now is the business owner who converted his own restaurant into a children. -- bomb shelter. when was the last time you heard sirens tonight?

>> pretty much all night long. >> laura: the thought of this constant sense of being under attack. i'm hearing the sirens. i'm hearing bombs dropping. i'm hearing humans stream. your people there are living through the horror of this and you decided to do what you could by opening up your restaurant to people most in need. what are you hearing from the people most affected under ground? obviously they are terrified. >> zhenya: i think you very much underestimate the ukrainian people because the war started in 2013. i was -- in 2015.

and that is what struck me that most, was that the citizens -- because back then, people in the capital, in kyiv were not used to hearing artillery fire. when i was in [indistinct] in 2015, i was jogging along the street and i heard artillery bombing of the first time. i was like, what the fuck is going on? everyone who lived there for the entire year was just okay with it. it was like a normal day. it is not as dramatic as you try to describe it. the ukrainians are not panicking. we are not -- that utility fire. if anything, it makes us more resilient. >> laura: there are million people who according to the u.n. and other sources have fled the

country, mostly women and children. and who are fighting age resting behind, severely compromised the elderly. that spirit on the ground is something that has been written about and talked about these last several days now and in a country where we can all get pretty spoiled and pretty used to comforts of home. it is amazing to see those people who are able to go on with their lives as best they can under extremely difficult circumstances. obviously, we are not used to here in the united states. we are used to be able to go to work and not worrying about where her parents are. that is not the case in major cities throughout ukraine today. >> zhenya: once again, i think now you underestimate americans because i live in boston. lifting los angeles. i lived in long beach and there are some pretty busy lint people

in long beach that i know and i know the people in dorchester and people in some areas of boston are also very resilient. in fact i often -- with a lot of americans. i met during my six years living in kyiv. >> laura: zhenya, what would you like to say to the people of the united states and europe were watching these scenes unfold? we are underestimating the drama on the ground. what else do you want to say about what is happening? >> zhenya: you are not underestimating the drama the drama is real. underestimating how people reacted. >> laura: i don't think we are. what would like to say to the people in europe about what your country needs and the support that you would like to see?

escalation. defense officials are telling the examiners that russia might target the convoys of weapons headed to the ukraine. deputy defense minister adding the consequences of launching a military attack on nato's territory are quite clear. that is an understatement but joining me is john ratcliffe, former director of intel. i realize the desire to get help that ukrainian people. but do you think that u.s. officials have really gained -- what happens if those nato convoys are in turn attacked? >> john: i think what we are seeing is this is not evidence of what most experts thought including in our pentagon. it is going to be a two or three-day invasion. wall that speaks to the ukrainian people. vladimir putin mid-cap leader. he thought conventional missile

strikes and cruise missile strikes on committed control centers would lead to a quick victory and that has not happen and that is good news for the ukrainians. we have seen what happens before when the russians get bogged down and putin gets more desperate, you know? what he did in syria with saving bashar al-assad was to do what he is starting to do now, which is a c mentality where he literally has decided it is better to level entire neighborhoods including civilians rather than risk any more russian lives. that is what you are seeing in kyiv right now and it also speaks to the fact that he has already warned that he does not want nato interfering with this. we need to be careful about escalating this but laura, underscores why this was such a

brand strategy -- bad strategy. if russia invades, then we will do something about it. all of these supplies and all of the weaponry and all the things that we have sent like javelins and stingers and all the things update should have been there a long, long time ago instead of the strategy that now it leaves them on the outside looking in. >> sean: here's a former nato investor talking about what he expects next. >> i expect to be more brutal. we are in the early days. we should expect this to be a long, protected brutal campaign. putin will double down before he backs down. >> laura: john carter realistically speaking, now that russia is there, biden has said, we won't fight russian troops. what realistically can the u.s. do to push vladimir putin out if

we are going to keep buying oil from putin and keep supporting china? [overlapping speakers] >> john: if you take out the options that would have were to the double whammy, the sanctions, actually sanctioning russia's oil supply. none of the other sanctions are going to work. it is going to get worse. putin has not yet deployed -- strike fighters, 34's, 35's. he will use air to ground missiles to target other cities and then he is going to car. bombing. that is what he did in georgia. that is what he is going to do here. it is a matter of time. they are going to do the things that are necessary to help that ukrainian people. we will have a front row see to

points and shows that naïve approach that we are taking with what is our greatest national security threat but it -- we have been slapped around by china already. their diplomats have come to u.s. soil early in this administration. they are engaged against taiwan and away they never have. biden does nothing about it and again, you know, our fear is what is going to happen in the next three years given that weakness that keeps getting projected. >> laura: john well, you are right. now, would be nice if we heard from some senators on capitol hill about this, some republican senators in leadership, sorry but spent more time covering for china than actually discussing the chinese threat. they know who they are. we have got to get really serious. this is not just ukraine. this is all of america that is on the line the east versus west

a seat empty on the bus. >> sean: brian, we had a guest on who is a renowned chef and is helping those struggling. his point was don't underestimate the resiliency of that ukrainian people. that having been said, that video that we have been sharing on fox is terrifying. you are used to be in war zones and other people have flipped through military campaigns. but four women and children, this is not usually part of their daily lives. these are just terrifying scenes. i don't like watching them. they are so bad. >> brian: yeah, you know, i would say the videos don't even do it justice. what i have learned in seven, eight months of doing evacuations between afghanistan and now ukraine is we have developed relationships with these people over days and over

days and weeks and, you know, you get close to somebody when you share a bust for 22 hours. that thing i learned that most is every one of these stories are terrible and gut wrenching and heartbreaking, every single one. the pictures really don't do it justice. having your life whittled down to a back. and a carry-on bag that leaving your home possibly forever under the threat or action of russian artillery or bombers or what have you. it is absolutely terrible. as it relates to the result of the ukrainian people, i have seen it firsthand, the result of the ukrainian people is inspiring to me. they are resilient. they are angry. and they are filled with passion and so rage. one man defending his home is better than ten hired russian

soldiers. i think they have given the russian army a run for their money and they will continue to do so. >> laura: bryan, the same time, we don't want to raise people's hopes that people with a rifle just handed to them will hold off the full force of the russian military. still one of the mightiest military forces on the face of the planet and it is going to be tough especially if they took of support from the west. >> bryan: yeah, absolutely. what is happening in kharkiv is -- saddam hussein style see. so did his like that. you know? ukraine is an active war zone. we have been miss old bay we have been -- i was in an airstrike.

i learned one thing today at the place we were staying at. this is an active war zone. the ukrainians are passionate. i can't tell you how many -- i was on the border today watching the men kiss their wives goodbye as they crossed the border and they go and fight. they go and fight and are they happy about it? no. but are they built with patriotism for their people? yes that they are. yes, they are. will a man with a rifle defeat a fighter plane? no, they won't, but they are going to try. >> sean: bryan, thank you for doing what you're doing and putting your own life on the line to help people. thank you, prai what is the entire narrative about the trajectory, the direction of this war. senior fellow thinks so and right! putin is not crazy.

back to many of the same people who are telling us for 5, six years, about the intentions of vladimir putin to interfere in the 2016 u.s. presidential elections on behalf of donald trump. and that point get the intelligence commute he got itself in a lot of problem and this is one of the reasons what we thought was not to be a political scandal. it was a national security disaster waiting to happen. whether it is the prescott whether it is coming out of the pentagon, i believe that the american public has no very good idea what is going on because these same people have now established a reputation for line and about russia and for using the ukraine as an instrument against their adversaries both foreign and domestic. >> laura: in other words, if

you don't repeat what the pentagon for various lobbyists were defense contractors would preferred that narrative to be, then you are a traitor. then you are pro putin. you like the suffering. is that what they are trying to do? >> lee: as you said before and as you have shown over the last week, the different clips that you have shown, you really, you know, you have really shown the american public the violence gets the chaos, what is happening, what vladimir putin is doing. the larger problem here is that to explain how we got to this point, it is not about being pro putin. it is not about being pro-russian. it is not about feeling heartbroken for that ukrainian public. what it is, we need to understand what role the u.s. national security establishment has played getting this tickled what role even joe biden as vice president under barack obama has

played getting us here. these are very important details. as the article you were talking about, we need to understand actually what putin is doing and we need to understand, vladimir putin is without the lies of the national security establishment and the prestige press. we need to understand those things in order to understand how america comes out of this okay and how that ukraine is come out of this okay. >> laura: i know we got to get to something that harris said today. but they are certainly willing to do a deep dive and a broad look at president xi of china. he is a brilliant strategist. he understands business. he has a dynamic view of the energy sector. this guy is a close don't kill her and yeah, he is probably really -- obviously, he is not a dumb person. but he is obviously a dictator. to do that with china and have this expansive view of our relationship with china but they never were willing to do that

with russia getting to your point. i have to play this kamala harris. it is basically touting the administration's live. >> vice president harris: we want that the american -- ukrainian people will be free and safe. we are in a place where russia has yeah, again invaded ukraine and we must stand in solidarity with our allies and make sure there are severe and swift consequences, which is what we have been doing. >> laura: lee, i mean, the woman is just a menace. she just says things like "with consequences" not realizing those are words that could get america into a big dangerous mess with russia right now. correct? >> joe: -- >> lee: ] you are scribing the treatment and portrayal of xi. most people have put aside and say that the biden administration's response to a

ukraine is likely to incentivize xi at the chinese to make a run at taiwan. because there has been no response but wuhan that has incentivized emergent adverse those adversaries. whether we are talking about the chinese communist party. remember what happened at wuhan. this is the issue. the chinese lied about where it started, how it started. dates lied about the nature of transmission to for at that point, it became a -- being able to deploy violence. hurt your adversary without them actually knowing what you are doing. this is the soviet doctrine. this reminds us how close at different points moscow and beijing have been in the past again, i think that is one of the things we need to start looking at. no one has held the chinese communist party party
