now control that strateically important city. he's agreed to a number of conditions to keep the ukrainian flag flying. he says he's asked russian forces not to shoot civilians and asked for time for the people of kherson to go out in the streets and in his words, collect the bodies. kherson, it is in the middle of the southern part of ukraine between mariupol and the port city of odessa on the black sea. both of those cities, russian forces are moving toward. if they take control of those two and kherson, they control pretty much all of southern ukraine, important bridge for them, they would push forward to encircle kyiv from the south. the president of ukraine says every ukrainian will continue to

141 countries weighing in at a special session of the un general assembly condemning the invasion by russia of ukraine. demands russia pull troops out of ukraine. only five countries voted against the measure, led by russia. here is what un ambassador had to say. >> putin regime preceded to weapons. ukrainian and foreign citizens have become hostages of the russian armed aggression in ukraine. the bloodshed, when it is not my war, it is a mistake, the evil will never stop. >> greg: the evil will never stop, strong words from the ambassador. fox news confirm there was coordination between russia and china regarding the timing of the invasion.

putin agreed with xi not to launch the attack until after the beijing winter olympics and he complied. no holds barred. kharkiv is under assault by russians and area bombs hitting neighborhoods and forcing flights of refugees. one million people have fled in the last week, describing it as an exodus. one million people internally displaced according to un and earlier estimate might see four million leaving the country before it is all over, that could be an underestimate and it could be more. we are preparing as we watch the battlefield, todd and carley, worst fighting might be coming up and exodus might ramp up, as well. back to you.

location that would allow us to save cost as far as not sending suitcases on a plane. i took 10 suitcases recently. it is people in community and across america, individuals and churches are responding and helping with cost of the items that we're purchasing and to get things over there. >> todd: what is reaction when a soldier gets a care package? >> unbelievable. friends immediately. we went over there four years ago, we had no idea how far we would get as far as the front line and showed up down there 300 meters from the fighting and where the enemy was located. we get out and we're able to gather guys around in a circle and open the bible and start talking and trying to encourage

city of kherson, that may be strategically important. if they are able to connect with mariupol in the south but further east and odessa on the western side of ukraine in the south. those three southern cities could form important land bridge for russian forces and from which they are able to supply their line and move forward toward kyiv. move forward and encircle kyiv from the south. they are coming from the north, in the meantime, humanitarian crisis grosss, united nations confirming one million people, 2% of the entire population of ukraine have fled seeking safety in countries like poland, maldova, romania and warn that refugee crisis will become much, much worse. carley and todd.

house foreign committee and house services committee and navy veteran. congressman, i want to tap into your military experience because russia just took control of the port city of kherson. it's a critical location because it has access to the black sea. does this signal that the tide is turning in favor of the russians? >> absolutely. they have had a lot of difficulty, one thing we have learned throughout this whole process they are not as capable as we thought they were with conventional warfare. they can't fight at night. they have not air dominance conscript fighting unmotivated. tanks and awrmingd vehicles all over the roads run out of gas and abandoned. they are doing a better job. throwing more resources and more forces at this. but, yeah, this is a sign that they're going to continue to push these talks that everybody is talking about in belarus with the ukrainians and russians. this is nothing more than an effort to slow the process down so they can have more time to gather their troops troops and

move forward. they will slowly move in and surround all of the big cities and choke them out. eventually the ukrainians, unfortunately run out of ammunition and supplies and be in a bad spot and that's had when things will start to turn. we will have a difficult time getting stuff in there as time goes on as the russians occupy more and more of this country. >> todd: congressman, have you been outspoken against the biden administration and it response to this conflict. how do you say the biden administration botched it from the get-go? should have put the sanctions in place off the bat. whenever they were amassed on the border tough sanctions. started by sanctioning oil and gas number one. sanctioned putin, sanctioned the central bank. all of the big heavy sanctions some of them haven't been done like oil and gas right now. those should have been done immediately and the agreement should have been you pull your troops off the ukraine border and stop threatening the ukrainian people and we will release the sanctions. that hasn't been done. we are currently still buying, we, the united states, are

buying 600,000 barrels a day of russian oil $100 a barrel. globally they are getting a billion dollars day in oil revenue. selling their oil. it's unbelievable that we're allowing this it happen. we are actually financing their efforts to kill ukrainians. it's shameful. >> carley: despite president biden so far refusing to sanction russia's energy sector, you are seeing the private sector stepping up like companies in your home state of texas, exxon mobil, shell, they are cutting ties with russia and yesterday, fox business reported that over the past two weeks the u.s. has imported zero barrels of oil from russia does that mean oil and gas are doing the right thing even though the biden administration is hesitant to do so? >> yeah, i think they are. i think they see the writing on the wall a it's going to be a little bit dangerous operating in russia as time goes on. they see that this is not the

right thing to do to be complicit in providing funds and resources for this crazed dictator, this bloody dictator has no respect for human life to continue to kill ukrainian people. a lot of the people see a problem with that and i think that's what's going on with texas oil companies, too. they see this is absolutely not right. >> todd: before we let you go, you are a texan. texas had a big primary there on tuesday. what are these results of the primaries tell you so far about what we can expect come november when the actual elections take place? >> i think they are exciting win a lot of seats the democrats hold in texas especially down around the border area. we had a lot of great candidates that got elected and won their primaries that will win their general election. morgan luttrell and we had wesley hunt, monica delacruz down there. really exciting candidates. the other thing is that a lot of the candidates that won not just in texas but going to win other

places all over the country are america first candidates. i'm super excited about getting those motivated patriots into congress with me. those are the kind of people to get things done. >> carley: congressman, on the nuclear front going back to the russian ukraine crisis. yesterday john kirby announced we are going to postpone intercontinental ballistic missile test. this is a effort to ramping up tensions with russia. is that the right call? >> i think it is. there is no reason to add confusion to this right now. we don't know the mind set of putin at this particular point. we do know he is a bit of a mapped man and he has got ambitions that drive him to do crazy things. you know, like he is doing right now. and he does have nuclear weapons. he has the capability to use them including tactical nuclear weapons lower yield that we have use in ukraine. we don't want to provoke that i think it's the right thing to do to step back from that right now. we are not going to forego that test. we will do that test when we need, to yeah, i think that was probably a good move.
