to safely escape the violence. peace talks between ukraine and russia have come up empty in previous meetings. the two sides will get another chance on monday. hello everyone welcome to a brand-new hour of fox news life i am arthel level, hi erica. >> hello arthel thank you everyone for joining us i'm eric shawn. ukrainians have been mounting a fierce and brave defense against vladimir putin and his forces. a new video you can see they are released by the country's government, shows russian military helicopter falling from the sky after it apparently was hit by a stinger. this is a russian warplane, also apparently hit by a stinger falling from the sky pay part of the success is the ukrainians have also had. this comes as vladimir zelensky. arthel: zelensky also asked for a no-fly zone being implement over his country as president putin warns such a move by the

safe return home. eric: we can only hope for the best. christina, thanks. arthel: meanwhile back in ukraine, civilians evacuations are stopped from areas of heavy fighting including cities in the south. refugees packing all they can carry the desperate scramble to escape the russian onslaught. mike tobin is live in western ukraine with more. mike. >> the southeastern part of the country, they've been hammered for days by rockets and artillery. russian army lays siege. this is a key important part because it's a component gaining access but the people there, civilian casualties are said to be severe. the people surviving have gone without food and water and

unfolding as it progresses. the foreign minister says the country is already taking in 700,000 refugees ukraine, that number is expected to grow, russia shows no signs of ending putin's bloodwork. alex hogan live at a train station with refugees flooding in taking trains to perhaps seek a new life before this end. what is the latest? >> once refugees far off the train, they come here to the station and they are greeted by volunteers. 800,000 ukrainians but the country coming through poland and most of what you see is not what they actually brought but people here in the country all day dropping off stuffed animals for kids giving them anything they can find, food to make them smile, anything to make the

burden lighter and that is what we are seeing from people who talked with here, 15-year-old girls from anita why spoke with mike she said they are making it again, she and her mom are traveling, they had to leave their father behind but they are not going to push what they want to pretend there on a trip and they are not going to think about the fact they don't know when they will see their father again that something parents are dealing with, so many women here today saying they are just being strong. >> my husband in the service -- >> this is the sentiment we've heard from families trying to keep this together. they've made it clear to safety and now they have to stay strong but you can probably hear behind me kids crying, we've heard this throughout the day. famous their dads and children

arriving here, they are afraid but overall enormous amounts of volunteers trying to make never they can slightly better and it been remarkable to see the support they receive just from people here in poland but people who have flown here to be able to help them. eric: earlier fox news with, you indicated how people, someone with a dog, you indicated how folks have come out with signs to say we will take you, i have an extra bedroom, i have rooms, it's an incredible sense of human kindness and generosity. what are you seeing by the people in poland and elsewhere coming to help refugees? >> it's really beautiful, there's a woman here holding a sign, clearly she's welcoming

anyone who would come with her, she's transporting them and another man here practically everywhere you look these are not people called on by organizations, people have seen this conflict and war and escalation unfold on their cell phones in their pockets and facing called in their heart to come help in whatever way they can. a lot of people apartment driving 12 hours straight of the weekend to come here to the train station knowing close to the border saying i have an extra seat in my car, you want to come with me or stay with me? that's something i can do. a lot of people feel helpless and this is a way they can take that power back and show a little kindness humanity in such a dramatic dark moment. eric: remarkable. that is the human spirit.

we saw a young man, hopefully this is for victory, alex hogan, live in the train station, thanks. arthel: hard to believe. u.s. lawmakers getting to see what she is reporting on, a firsthand look at the human cost of war. bipartisan group the house foreign affairs committee visiting the border with ukraine where as you see hundreds of thousands of people escaping bloodshed. it's especially meaningful for my next guest, and fbi agent, joining me now, pennsylvania public and congressman ryan, i want to ask you when you are there recently visiting poland, is this something you will never forget? >> i am here right now among the ukrainian border, we got here

yesterday and i'm here with secretary blinken, we got to speak personally to president zelenskyy today. obviously poland is ground zero, and inflection for a lot of humanitarian assistance and equipment assistance going on right now as far as all countries coming together to provide assistance. tomorrow i'll go to the border again to meet with the governor we are going to meet with them to determine what we can do to get more significant antiaircraft and aircraft itself to the ukrainian military. arthel: i misread my notes, you are still better which makes it even more poignant. how long did you live in ukraine? what is your memory of the country and the people? >> my last time here in 2015

working at the embassy, i was responsible for russian counterintelligence cybersecurity measures for the ukrainian people. they are a special group of individuals in the whole world is getting to see that right now. not just president zelenskyy the people themselves, the military, doing a phenomenal job defending their country. arthel: how does it affect you see the people of ukraine being displaced, running out of their homes, some even killed? >> it's heartbreaking. these are tremendous people who need our help one reason we are here, there's a humanitarian piece to the puzzle, international red cross trying to get them active possible to provide military assistance. fair protected by the convention but we are dealing with an unstable vladimir putin right now, security measures we have to deal with.

arthel: normally that's a little easier to get to the people who need the help that maybe crumbled walls and buildings but now you have a russian army that can't even hold agreement to a cease-fire. >> they've already broken their agreement for the memorandum in 1994. instructor for viewers to know 1994 ukraine has the third largest, they voluntarily gave it up and commitment that they would not violate the borders sovereignty of ukraine and commitment by the united states to defend ukraine should russia do that. it's part of life here asking to make sure the u.s. keep that promise. arthel: what does the u.s. not you that you would like them to do more of for our to do more of.

zelenskyy has said about that. >> do not be silenced, support ukraine because ukraine does not survive, the whole of europe will not survive. if ukraine walls, the whole of europe will fall. eric: do you have a concern and what is the concern that this could possibly spread something putin has his eyes beyond ukraine. >> i think it's right we have to look very carefully at both ring atlantic security, strengthening nato's defensive posture particularly on the south and east of nato, it is not a threat to russia but also about supporting the countries like georgia and the western countries. they get our support and i agree we need to make sure president putin does not turn to the next.

we do that by supporting ukraine, tightening the economic news around russia so they can prosecute the war can't take it further and redo it by showing a in other ways in reform to the country and nato. eric: few matching funds other european countries, for example, poland has mix talks about sending volunteer pilots or giving ukraine more mix, what could see that as an act of war or way to bolster ukraine's different? >> to be honest, who knows what president putin's mind is, anyone who wants to pursue atlantic security a safeway whatnot have this terrible invasion hard to say what president putin would not think that i can understand the desire

of ordinary people to go help ukraine but nato will not do that militarily and helping in other ways, particularly the provision of defensive equipment to the ukrainians to continue to defend themselves. we hope to be able to do more in the weeks to come. eric: the prime minister says the russian president -- and continue destruction syria and signing cities from bombing hospitals and schools from killing civilians and destroying infrastructure. are you concerned and afraid about the same strategy ukraine? i think from my personal observation, getting more, he mentioned earlier my time at the rent, how is the poison in a

determination and very, very intelligent. he spoke for an hour about all the issues and among press issues was the issue control in the skies. he wants the fighters from poland, romania and fauquier, his air force pilots know how to fly the planes but the planes the ukraine had, most were destroyed in the assault and russian invasion. i think it's possible to do that but in the process, america will have to back build planes to replace the ones that are going to poland, romania and bulgaria and that will probably take by the congress of the united states, so the countries will be able to purchase look at those planes from the united states, quite possibly from other european countries. arthel: is not something congress can agree on and act quickly on? >> we certainly ought to,

oil previously purchased, that must stop the embargo of oil to other countries. from this is a major source of revenue with the putin government together with natural gas now continuing to flow into europe. arthel: and i believe -- i want to ask you because this is crucial talking about the gas pump all americans are ready scene, i think it's my understanding we get 7.9% of oil from russia. some say if you and barbara russian oil coming in the u.s., you make the price of oil up from less demand and therefore prices go up. china is going to keep buying it and supporting so could this backfire? if we stop buying oil from russia, could it back prior and

give putin more money in the end? >> two pieces to the puzzle. united states should not put any more russian oil, what are the percentages, 7% or whatever. second, should we embargo all rational oil? wherever it may be going. my sense is we should, it has to be done step-by-step so as not to have an immediate dramatic shop but it clearly. there are other places that produce oil around the world including the united states that could increase oil production over a relatively short period of time so if we embargo all russian oil we have to do it step-by-step, stage by stage. nevertheless, there's already a very significant increase in oil as petroleum industry anticipates the future. much of is already built into current prices. in addition, it would be very

much in the interest of the american people to understand the extraordinary increase in profits petroleum industry has made over last year. we focus on go oh my goodness, is that price gouging going on friday oil industry? we need to investigate and i would suggest congress get on that right away and hold a hearing to find out what is happening with oil companies. arthel: before we wrap up, well congress check in with these u.s. oil producers to make sure they are not gouging prices and holding onto reserves and flooding our market with oil so we don't have to depend on imports of russian oil? with me because time is of the essence as you well know. >> absolutely true. congress hold hearings this week, they could begin that process, they will have to get oil executives in but i would

highly recommend we do not and do it right away. we certainly gather information publicly available so let's get about it. there are other things we need to do, make sure the russian people are able to get information on what is actually happening ukraine. they need to seek the destruction, close down virtually every mechanism for information other than his own government information to be made available to the russian people, we need to be creative and find ways to do that. arthel: is something you are working on? >> it's something the u.s. government should work on as well as the other government in nato and european unions, right now russian people don't know what's happening, they are only getting the putin side of the story so yes, that needs to be done ultimately putin's jeopardy
