and so, any international sport. >> carley: we have standing by with more on those major developments out of washington plus live analysis, former spokesperson for president zelenskyy. but first we go live from lviv where jonathan hunt has the breaking news from overnight, jonathan. >> carly and todd, good morning to you from ukraine where according to the russian defense ministry a cease-fire went into effect two hours ago in the capital of kiev in mariupol in kharkiv and no official ukrainian reaction to that and we are waiting for confirmation with that the cease-fire is affecting those cities and whether humanitarian corridors have been established and not being fired on, which would

allow ukrainian civilians to get to something approaching relative safety. but many of those civilians will have little faith in russian promises given the broken cease-fires over the weekend and the fact the russian forces have fired on civilians who were simply trying to run for safety with a terrible incident near kyiv yesterday in the town of -- where a mortar was fired by russian forces, exploding right next to families, literally running for their lives. "the new york times" photographer was there and said the two children and a mother was killed and that strike by russian forces. so whether the cease-fire actually, they did not over the weekend as you will know. there were two cease-fire saturday and sunday and both were to take place in mariupol. they held for not more than 18 minutes but in the meantime,

the children suffered so much in those two children killed in a motor attack and hundreds of thousands of children killed in the country living through absolute terror. listen to this one refugee talking about the effect this all has on the kids, listen here. >> they could not sleep here they are on it when they hear the bearing hearing. i did not want to leave home but i decided to take them away so maybe they will be able to sleep at last. >> now one of the places that has been most heavily bombarded over the last few days as the southern city of mariupol. that is where the two cease-fires were to be employees over the weekend and failed. we are waiting for information from the other cities where the cease-fires are supposed to be in place.

what happened over the weekend, they put the cease-fires in place and they gave them a couple of hours to gather belongings and declared these zones where civilians could allegedly get out. but it did not happen. and we will wait, carley and todd whether it will happen today. >> todd: you mentioned it earlier but at this point the civilians that you speak truth, do they have any face in the cease-fire? i understand you just got timing but to the person going through this, there has to be cease-fire and shelling begins i. that is a frightening with life and death decisions under. >> todd, in a word, know they do not have any faith with russian promises at all. how can they have faith in those promises when, as you rightly point out, minutes after they are told there is humanitarian

for a door and they can leave mariupol, russian fire comes in directly towards them so they ae absolutely terrified and even if you do have a cease-fire, it is going to be very hard to persuade these people that it is safe to start moving. they have been lining up buses waiting to take the refugees out in mariupol. those buses to some extent controlled by the russians. are you really going to ask ukrainians to get on a bus controlled by the russians to move through territory that is controlled by the russians? it is hard to see how anybody would have any faith in that. but at the same time, todd and carley, they have little choice. they are stuck in mariupol with no food and no water. they are drinking water out of puddles on the street. that is all they can do. they have no food. they have no power. so the conditions are desperate. there is a drive to get out, but little faith in the russians

offering them safety to do so, carley and todd. >> carley: john, what do you know about the nuclear power plant? we hear the russians have swift shots on mobile networks and turn it inside the plant and that a iea says they cannot communicate with anybody inside. so are we had a situation where ukrainian staff at the power plant essentially russian hostages, and what does that mean for the security and electricity situation on the ground in ukraine? >> in a word, yes. they are hostages to the russian forces who control what is the largest nuclear power plant in europe. they have surrounded it. they have taken control of it. one of the workers reportedly said last week when the russian forces moved in that they were being forced to work at gunpoint. so it is a great concern but obviously is the concern that the russians could do something to compromise the nuclear

reactor and the kind of disaster we have not seen for 36 years. with the meltdown at chernobyl, the more immediate concern is the power supply that you rightly point to. if they can turn off the power, the russians or they choose to turn off the power, that is about 20-25% of the entire powers supply for all of ukraine. that would further squeeze every ukrainian who is already suffering so much in the 12 days of this war, carley and todd to. >> todd: jonathan hunt, great job setting the stage for a solemn monday morning, thank you, sir. antony blinken in the baltics after announcing nato allies have a green light to send an aircraft to ukraine. >> carley: joining us live to send a warning to countries to help ukraine, chris. >> they did, indeed, carley and todd appeared antony blinken in

we are pretty surprised that there's really not much going on. in fact if you look what is going on the hacking group has been targeting back russia and impacting their websites. the media energy company as well. so really so far russia has not used most of their capabilities to what we fear is holding off this kind of unique way to use some of the capabilities. that could easily spread and end up targeting u.s. businesses as well. so we are hoping this will not happen. >> todd: what can silicon valley do to help ukrainians right now? >> we need to unite and enable their capabilities. what we have seen recently is companies like space and elon musk providing internet to

ukrainians. you have seen also russia go after these devices and jam those devices as recently as friday elon mask said the entire company to focus on defense and antijamming technologies to really make sure that these devices stay up and running. so far, they were able to do immediately to prevent russia from jamming the devices as well. >> all the brainpower we have in silicon valley, shouldn't these companies besides elon musk company be giving their employees over to help the ukrainian people to prevent russian cyber attack not just against ukrainian people but us at home? i feel like we reached another level. this is not normal back and forth between countries. this could be cyber war. >> exactly. i think everybody is waiting on

a moment, pearl harbor moment to react and hopefully people will be smaller than this and proactively security, the department of defense and all of these teams that are fighting every day to protect the nation with cyber defense. and we haven't seen many companies step up and proactively reach out. many companies refused to work because they feel it is too cumbersome and they would rather focus on health care. but if we lose power and water assistance, none of this will matter. >> todd: that is absolutely a frightening prediction. do you feel our government is prepared to deal with cyber war? not fighting but assisting ukraine with its shooting war? >> the issue is where the government does not have the scale capability to protect all of the targets. we have so many companies providing the grid by almost impossible. the government alone to do this. we need the help like you
