in the distance ukrainian soldiers crouched down, worried about russian snipers and shelling. they tells fleeing civilians to hurry and stay low. the evacuation for these people has become much more difficult as the russians fire mortar shells at this position. >> they destroyed everything. >> yesterday four people were killed as they left a suburb of kyiv. >> they told us to go because we need to go. >> russian say they are not targeting civilian areas. though today of the sounds of war pierced the air.

children mourning over their parents bodies, we are seeing people shoving their life possessions in the bags on the train. when you look at those images remember there's one man responsible. this one man, putin, worth about a hundred billion dollars, one of the richest men in the world. he hides his yacht in a highly militarized placed in russia. guess what else he hides, his family. he hides his lover and four children in switzerland. this is a man who's wealthy. this is a man whose family is safe. he juxtaposed that between children and cancer hospitals who leave their chemotherapy treatment because of sirens that go off in the night. this maniacal murderer is responsible. >> general jack keane, when you see the latest of the brutality -- and i know war is war -- but to head a sovereign nation unprovoked, to go after people who are trying to get out from a bridge to a border and

shout, kill those people, those civilians come about something that is next level. >> well you have to remember what they are really about here. certainly putin's forces are there to defeat the ukrainian military, and that is a military objective. but also equally important to them as the military objective to defeat the ukrainian people. that means destroy their homes and kill as many of them as they possibly can. that is a defined military objective. that is what is being played out in front of our eyes, as horrific and distasteful as it is to us in terms of our values, this is how russia prosecutes war. 9,000 innocent people killed in grozny, tens of thousands killed in syria in aleppo in 2015 and 2016. i'm not exaggerating those numbers. they made war on entire

neighborhoods and villages that had no military targets. they used deep penetration bombs to be able to hit the hospitals that were built underground. all of those are war crimes. yes we should hold putin accountable for the war crimes, but he is insulated because he is the head of state. he's not going to any trial. but all of these generals out here and leaders who are prosecuting the killing of civilians, we know the units involved, we know the people that lead them. we need to get their names on the list i need to hold them accountable. any international criminal court, country that is a member unit can deny them access, or if they come can arrest them. we have to make the generals pay the price. it will separate, to some degree, their loyalty to putin. >> general, it is jarring.

we've set all of our feelings aside i need to go with the facts on who can be touched and who cannot. nobody has put it quite as distinctly as you have. there is this nomenclature that you can go after putin and you can tell us that we can go after his military generals. >> absolutely. we know the units involved and we know who is leading those units. they are ordering the artillery to fire on the civilians. they are dropping the bombs on the civilians. yeah, this is something we've got to take on. congress should be supporting an effort like this. i know senator lindsey graham was calling for a task for us to start tabulating who is committing these crimes. but this is a military objective that is vital to their success in their minds. they believe that by inflicting all of the suffering on the ukrainian people, that it will force the zelenskyy and his

leaders to capitulate, to end the suffering. the willingness to accept some kind of a deal, just to add the suffering of their people, which they obviously have great empathy for her. that is why this has become a military objective, and always will be a military objective when you're dealing with the russians. another data point. russians understand what this kind of war is like. it's in their dna. germany and operation barber also, when they went into russia the casualties among the russian people were 22 million. no other country in world war ii had any experience like that. those casualties were overwhelming civilians. this is in their dna. it's not going to change. all the stuff about evacuation zones, complete rubbish. >> that's what zelenskyy says. he says it's all a propaganda plot.

it alone if in a bar going oil from russia if others will not. it simply refusing to give money to terrorists. what does it mean for us if we go it alone on this embargo? >> first of all we shouldn't get our allies involved from this. there is a certain amount of reluctance because of the dependency, but it's the right call to make. it should've already been done. i think it's just a moral imperative to not be taking oil and giving russia money to fuel the war that we are opposed to. the fact that it has to be congressional pressure on this administration to awaken them to that moral reality is somewhat stunning. let's be frank about it. russia will make that up. i will go to the chinese, though probably get a discount, and they'll get some of that revenue. but the principle involved is clearly what is very important.

i also think that we should go after their oil and gas industry per se. and get the europeans as much, much they are more dependent on it than we are, to get them really involved on a comprehensive way here and try to compensate for the lack of oil and gas in terms of helping and assisting particularly with the gas. we've discussed before the ways that can be done. but i'm glad the administration is moving forward. let's pull the trigger quickly and get this done. and the absolute absurdity and looking to a communist dictator who was an ally of rush, or the iranians who are also an ally of russia as a source of this, makes no sense and is much as buying oil from russia makes no sense. that's unbelievably lean on the part of the administration of pursuing a goal like that. >> it is. in 2019 we cut off diplomatic

paired whose parents made him come to poland because in just three days he will turn 18, so his family wanted to make sure he was out of the country so that he could have a normal life and wouldn't have to fight and he would be safe. that is just one of the stories we are seeing thousands flee ukraine. all of these people behind me share similar stories of trauma, grief, and loss. right now this is a bus leaving the refugee center that will take these refugees to wherever they suicide their next destination is. whether it's reaching out to a friend or loved one in another city, and another country. they don't know how long there will be there. a lot of these are temporary status. these people at least know where they are going. behind me in this massive building, this is a warehouse that up until a few weeks ago just had storage inside of it. now it houses thousands of people.

we can't take you inside, but i can describe to you what it looks like in there. it is better after bad. they are makeshift beds, thousands of people sleeping in here. at least they are somewhere warm. >> alex your heart just breaks as you see those images. meanwhile the president of ute mold ova, she said that 30,000 ukrainian soldiers -- 30,000 of arrived in moldova. are you seeing just throngs of children in poland as well? >> look at these children right here, haley, they are rocking back and forth in their chairs right now. i cannot describe to you how many families we are seeing. most of all the refugees are coming through poland. each of them carrying their stories. i do think that is the most important thing that we can stress to all of our viewers and anyone around the world watching, that we talk about more than a million and a half refugees. it's difficult to grasp the concept of what that is done to a country. and the shared grief that will
