completely out of control as the west scrambles to find a way to stop the russians. foreign correspondent trey yingst is live in kyiv latest, trey? >> >> jesse, good evening. tonight the ukrainians say they shot down two russian planes flying in the skies of their capital city. it comes as we are seeing some devastating images of russian shelling civilian areas across this country. in concernive, can you see apartment complex the courtyard totally destroyed by a russian shell. this is a common theme across ukraine as the russian are indiscriminate matily firing on populated areas. similar scenes erupting in kharkiv as russian ground forces try to work their way through this city. they are trying to surround and it been hitting the city quite heavily over the past 48 hours from the air this gives you a taste of what is happening in the northern part of the country. around the capital of kyiv, and

irpin. >> 60,000 people there twice this weekend watch what happening so-to-civilians destruction here. four people killed yesterday when a russian shell hit the ground flight front of them. killing them instantly. and they were trying to evacuate. they were not trying to fight the russians. they were not part of the military here strictly civilians. finally can you sigh artillery here. the ukrainians are trying to respond today launch counter offensives not only in kyiv but the northeastern part of the country. i want you to take a listen to what volodymyr zelenskyy had to say tonight and just his resolve and his words here is kyiv in the evening. our office monday evening. you know we get used to saying monday is a tough day. have a war in the country so every day is monday.

>> zelenskyy isn't hiding. he is being very open about where he is located right now. is he still working on behalf of the ukrainian people trying to shine light in these areas of destruction while asking the west, specifically the united states for more weapons and air defense systems so he can push back against this russian offensive. jesse? >> jesse: trey, how is the mood in ukraine changed over the long bloody weekend? >> it changed quite a bit. we were in that town of irpin just outside the capital on saturday and it was before all of these civilian deaths took place. and while the civilians were getting shelled, and there was sniper fire in the distance, today we returned and the mood there was even more tense there were fewer people crossing. many are afraid now to leave their homes. because when they see these images of dead civilians, their neighbors on the streets of ukraine, they realize that could be them. and it changes the whole dynamic here as people try to get to safety. jesse? >> jesse: that's pretty bleak.

thanks, trey. nearly 100 percent of russian's combat forces from the border have now entered ukraine. russia is throwing everything it has into battle. even recruiting syrians to come wage urban warfare on its behalf. heavy battles raging in the south. nic leif is the scene of massive fighting as russian ground forces threaten the entire south and move towards the key port city of odesa. the black sea coast is in trouble as the russian military is making more progress there than in the north. zelenskyy is begging for more air support from the west. yesterday secretary of state tony blinken said the u.s. wouldn't stand in the way of any nato members offering to support ukraine. >> if, for instance, the polish government, nato member wants to send fighter jets, does that get a green light from the u.s. or you are afraid that that will

escalate tension? >> no, that gets the green light. in fact, we are talking about our poll learn friends right now about what we might be able to back phil their needs if in fact they choose to provide these fighter jets to the ukrainians. >> jesse: zelenskyy doesn't think warplanes are enough. is he still pleading for a no-fly zone over ukraine with nato continuing to shut it down. but voices in the west are greying louder for a no-fly zone. putin saying if that happens, it could be considered an act of war now we are hearing that the no-fly zone must be established over the territory of ukraine. but any move in this direction would be viewed by us as a participation in the armed conflict of whichever side whose territory would pose a threat to our service members. >> vladimir putin even threatened a nuclear response over a no-fly zone. i'm afraid we could be hurdling our snoostles a deadly war that

we can't stop. for years we have been dangling nato membership over ukraine's head actively flirting with them to join our alliance. as far back as 2009. biden was tempting ukraine with the nato offer. telling their then president that, quote: if you choose to be a part of the euro atlantic which i believe you have, then we strongly support that we do not recognize any sphere of influence. we do not recognize anyone else's right to dictate, to you or any other country. what alliances you seek to belong to. we signed up ukraine as the nato partner state a year ago. was that a good idea? we kept telling them a little more has to be done. you are almost there just clean up your corruption. then this november 10th it changed everything. the biden administration and ukraine signed a charter on

strategic partnership saying that the u.s. supports ukraine joining nato. putin saw this as a direct act against him. it was an assurance to ukraine that they're almost there and that their meeting, their criteria that had told them to meet. the agreement said the u.s. will, quote, elm if a sides unwavering commitment to ukraine sovereignty independence and territorial integrity within its internationally recognized borders. including crimea and extending to its territorial waters in the face of ongoing russian aggression which threatened threatens regional peace and stability and undermines the global rule based order from move directly taunted putin. he was furious and accelerated his mobilization against his neighbor. did we have a plan for ukraine? what did we expect?

when they were this close to nato membership? well, we either didn't have a plan for a russian reaction, didn't think russia would react, or we're watching our plan play out right now. hillary clinton hinted at the plan last week. turn ukraine into a killing field bleed russia dry. listen. >> remember, the russians invaded afghanistan back in 1980, it didn't end well for the russians. the fact is that a very motivated and then funded and armed insurgency basically drove the russians out of afghanistan. i think that is the model that people are now looking toward. >> jesse: so what we are watching unfold on the ground in ukraine a horrible ground war that moves to a western funded

insurgency that after many, many years sends russia packing is the model. we're watching a proxy war. ukraine wanted biden to send them the iron dome missile defense system. this is the joint venture between the united states and israel. israel and the united states shot that down. the biden administration and the israelis said they didn't want to anger russia. didn't want to defend themselves be a no-fly zone. iron dome. so while innocent ukrainian families are dying. putin's forces are getting pretty run down, too. but we're buying russian oil. so we're funding both sides. why are we doing that? nobody wins here. ukrainian is becoming a graveyard. how did nobody in washington see this coming? or did they and they didn't do anything about it or perhaps

america would never have been able to stop the russian invasion? but it seems like we could have finessed ukraine situation a little bit better. because people are being slaughtered. nato is now mobilizing. the market is tanking. a recession is looming, and gas prices are now above 4 bucks a gallon. the american penal and the ukrainian people deserve better than this and we must not accept it. tulsi gabbard, former congresswoman and presidential candidate joins me now. congresswoman, that seemed to be a critical piece of paper we signed with the ukrainians in november, just a few months ago. basically saying, yeah, you're nato. you are on the way. you are getting there. you are close. did anybody in washington think that might have been a little prevokive? and i'm not blaming the americans for everything that russia does, i'm just saying it takes a little touch to handle a

buffer state like ukraine. don't you think so? >> yeah, jesse, you know, as you said there is so much devastation and incredible suffering that's going on in ukraine right now. the world needs to condemn russia for his actions. the thing here is that our leaders really have if u. attitude and they just don't care. we see this fu attitude at home. fu to parents who are concerned about what their kids are being taught in their schools. you know fu to americans who want to make their own decisions as it relates to their health and covid and then you see this same attitude and mindset also extending to their decisions on our foreign policy. basically going in and saying you know what? this is what we're going to do. any other country in the world and there is nothing that anybody can do about it. there is nothing anybody can do to stop us. and all of this just points to

the fact that they just don't care because, jesse, if they did, then before making these decisions, before taking these actions, they would stop and think for more than just a moment about what the ramifications and consequences of those decisions will be. who will they impact the most? how will they impact the american people? the people of these other countries. what will the cost be? is it worth it? what is our objective and what are retrying to accomplish? does it serve the best interest of our country? these are the things that they would be considering before they make these decisions and it's just clear to me that they're not. i look back to 1996. something that exemplified this f-u attitude and lack of care for people was when madeleine albright was asked about her reaction to the sanctions, u.s. sanctions policy against iraq that had killed 500,000 kids. and as you know, her response was chilling when she said it

was worth it. >> jesse: well, the biden administration is going to have to ask themselves this question. is this worth it? i looked at the market today when i came into work it's down, what, 700, 800 points. people are losing their jobs. people have to choose whether they are going to buy groceries or gasoline. oh, by the way, americans are possibly going to enforce a no-fly zone and thousands of innocent civilians are dying in ukraine. and it seems like we just hurdled ourselves into the situation right after a pandemic, tulsi. right when we are trying to recover from a pandemic. we are trying to keep our eye on china. trying to make sure the american people are healthy can work and can live. and now we are in a war in europe almost? and we can't afford anything. and we're facing a recession? >> do you think anybody thought

this through? >> it certainly doesn't seem like it or a more cynical view was that they did think it through and what is playing sought exactly what they had aimed for. the greatest tragedy in all of this jesse is that this devastation all of this suffering has he going on this could have been prevented had we had leaders who put the interest interest of people first. >> i agree. i agree. again, not our fault. but we're here. and we have to take responsibility for what we did. no doubt about that. thank you very much, tulsi gabbard. >> thank you. >> as the world watches ukraine burn, western nations are struggling over whether to throw up a no-fly zone. as we reported, it's iron dome would have accomplished that. but america israel refused to

deliver one last year. russia willing to defend ukrainian airspace. how do we neutralize the russian attacks on civilians? well, according to my next guest, you ready? the united nations security council has the power do something. i didn't know about this. general keith kellogg was the national security adviser to president trump and is the author of "war by other means." now, a lot of people are going to hear, this general, and they are going to think the united nations, they don't have a great track record of keeping people safe, keeping people alive. keeping people from going into other people's countries. so, how did they enforce a no-fly zone? and is that a good idea? >> yeah, jesse, thanks for having me. look, you are right. it's going to be a little bit of a stretch. zelenskyy asked for things. he asked for sanctions which he has gotten and a no-fly zone.

nighttime in favor of a nato no-fly zone. because it's a defense istanbul alliance. ukraine is not part of nato. once you put nato aircraft over ukraine, then you get an add investor tent fight between russian aircraft and american aircraft or british aircraft. and article 5 starts to come into play and attack on someone an attack on all. and get escalation. you got to start to think creatively. i don't know if it's a right idea or wrong idea. think out of the box like entrepreneurship always wanted us to do. can you go to the u.n. and say to the u.n., you know, you can have a u.n. no-fly zone. the problem you are going to run into is the veto power of both the russians and the chinese. but there is an article, article 27 which prohibits the conflicted party from vetoing. the problem you have in the u.n., because it's really an arcane system out there, you have got to double veto. and before you can get to a stanive issue. you have do to go through a procedural issue.

if the russians can veto the procedural issue before you get to the substantial issue. >> jesse: tied down in bureaucracy. >> it ends up getting somebody has got to start thinking creatively. think out of the box. put everybody in the world on record. put the chinese on record. you are part of this. economically, they are more dependent on us than they are with the russians. put a lot of pressure on everybody to got u.n., do that. if it doesn't work, go somewhere else. keep trying to be creative. continue to put pressure on the russians. i'm telling you, jesse, this is going to be a terrible week. you are going to see lot of civilian casualties this week. is he going to employ artillery and rockets and make some massive destruction in kyiv. kyiv is 2,000-year-old city and is he going to try to destroy it. >> jesse: he will. dana perino mentioned on the thy remember the axiom you are either with us or against us. we could do that with china and russia. we do almost 500 billion in

trade with the chinese. they don't do near any of that with the russians. we could either say you want to bank with us? you want to bank in dollars or euros or bank in the ruble. you know you, guys make a decision. that's a good point. also, let me run this by you, general watters, see if you think this is a proper idea. what if we started distracting the russians and made them a little nervous? what if we had the japanese stir up a little trouble on their eastern flank? what if we sent some naval assets into the black sea and say hey, you know, we are protecting turkey, our nato ally. what if we scrambled a few jets in the baltics or something, something to make the russians maybe think twice and take their eye off the ball a little bit. i don't think you can see this much more carnage day after day in ukraine. >> here is an example what you can do. we generally got between 5 and 6

times a week into your tank just to -- so you can get back and forth to work. >> jesse: the average price for a gallon is over 4 bucks. it's only going to get more expensive as biden considers banning russian oil imports. and instead of buying fuel from other countries like saudi arabia and venezuela, why are we funding dictators? why don't we just tap into our own resources? we have enough oil and gas right here in america? to become energy independent again, all biden has to do is open up alaska. alaska has billions, with a b, billions, tens of billions of barrels of oil just ready to power the entire country. if only biden had the guts to stand up to the progressives in his party, remember anwar shut it down. summer driving season is around the corner, imagine memorial day, you have to make a decision, gallons or groceries.

putin-linked investment bank. you have the clinton foundation taking money from oligarchs that were linked to vladimir putin. they were happy to do this even though putin had just recently invaded neighboring georgia. and then you look at, you know, other parts of clinton world, you look at, you know, her long-time campaign manager john podesta, he sat on the board of a small energy company called -- jewel energy investment fund. state government backed called putin's child because it's close to vladimir putin. they were very happy to take that money because it paid well. and it greased the skid for them. so you are right to be cynical and they're certainly going to be taking money from whoever will provide it now that they are relaunching the clinton global initiative. >> it reminds me of the biden family. they were over there getting rich in natural gas and ukraine

there were talks rush it wasn't an loud and evacuation routes but most of them said forget about it. they're looking for evacuation routes that can take people out to the western part of ukraine. why is that? because of mariupol right now. this town is getting hammered. ukrainians described it as medieval times. the city of 450,000 people, the red cross believes at least 200,000 want to get out right now. there is no electricity. hospitals have said they have no medicine. they are operating sometimes without anesthesia. there is no phone service. people walking around the town asking do you know so-and-so who lived at so-and-so, are they still alive? so that is what is happening inside of mariupol. >> jesse: and they are moving west. on odessa. why is that so significant? >> it will be significant once they get to the town of 1 million people, one of the top five largest towns in the entire country. they are not there yet. they've been stymied right here.

that leads to another nuclear power plant. in the southern part of the country. just keep an eye on that. the other thing up here north and east of the capital city of kyiv, this is largely countryside. the russian army has moved pretty easily here. not a lot of resistance. once i got through this line. so they are moving toward the east of kyiv. the northwest side has been much more difficult. if i've a moment i will show it to you. capital city is known here. that bridge was blown up. two kids and two adults had by muscle trying to evacuate. absolutely absurd. about 16 miles from the capital center. that aaron bates is 20 miles. so it is north of the airbase? the convoy. it runs for 40 miles north. now i believe there are no tanks in this convoy, it is all supply mechanisms to help with the siege on kyiv. that's what we think the state of play is. >> jesse: thank you so much. excellent reporting. time for your task.
