his office. let's get to our chief correspondent and co-anchor jonathan hunt on the ground live in lviv, which is near the polish border. jonathan, good morning again. good morning again to you. try strong words you heard there from president zelenskyy not only saying will he not leave his people, he will not leave kyiv. he is right there in his office . he is ready to talk, he says at any point. but he is also ready to back his forces fighting the russians for every single inch of his country and on day 13 , that fight goes on some of the most intense fighting right now down in the south there is a city called mykolaiv down that where it is being intensely bombarded by russian forces over the last few days. there are thousands of people trapped there as there are tens of thousands trapped in other cities across the south, in the east and northern ukraine, of course. and we're getting the detailed numbers on the casualties now.

they are not good reading. four hundred and six ukrainian civilians killed. we're told 801 injured and the refugee numbers, as you mentioned now at one point seven million people, ukrainian soldiers not just fighting, they're doing everything they can to help people. we saw some heartbreaking pictures of those soldiers helping young children to get to safety, helping the elderly to get to safety too. but the ukrainians are also getting help from overseas. we understand that tens of thousands of foreign fighters are now flooding into the country. many of them arrived here in lviv at the train station here and they say they simply feel that they have to do something. listen here. basically we're here because of the war crimes that are being committed. obviously the president, if he can help on the side to

think about and then i started to read the war crimes and that's when it gets that going. so trace britts there. you heard there are many americans who are coming here to fight two veterans of wars that the united states has fought. it's what president zelenskyy calls his foreign legion. and there are reports it might be as strong as one hundred thousand people, just a clear sign that so many people around the world want to do something to help the hard pressed people of ukraine. and can you imagine how a hundred thousand different people from different parts of the world will change the dynamic of this fight? it would be incredible, jonathan. we'll get back to you in a moment. to the united nations now reporting one point seven million people have fled ukraine since russia invaded ukraine last week and the western city of lviv has become a hub for refugees. fox news correspondent lucas tomlinson is in lviv this morning. >> we heard explosions from

is a man who knows a lot about this stuff. and general, it's always great to see you. you i just go back to president zelenskyy in his address to his people today and he was in his office which appears to be this kind of confident stance, this defiant stance. and he says that his army army is counter attacking. it's inflicting painful losses on the enemy. clearly he's trying to motivate his people and there's a bit of propaganda kind of winding in there. >> but a lot of that is very true . it is true they're fighting valiantly. i mean, when you look at a force that is absolutely defending its homeland and it's great to see you as well. trace i'm just i'm really inspired by what i see on the battlefield. these folks are dug in . they love their country. the estimates on the refugees would have been well past four million by now. it's not that way. it is it is a crisis.

there's no question about that . but the ukrainian people love their homeland and their their repulsing the enemy every every way they possibly can. >> and i wonder if i mean, we talk a lot about the fact that just the heroism, the intestinal fortitude of the ukrainian people for fighting this . i wonder if on the flipside, general, there's not a bit of of somebody oversold the army to vladimir putin. did somebody did somebody give him a narrative that maybe lied to him saying that the army and his military was better prepared than it actually was? >> yeah, i think so. there was a great analysis today by former foreign minister back in the 90s. andre kozu off today and he cited that is one of the three reasons that putin had a miscalculation here of epic proportions and one of those reasons was that he has been told his modernized plans for their army and their military

had been sterling. and we have known that that's not really the case. my worry the whole time in the ramp up to this conflict, should it have come, was that the modernization efforts were going to prove hollow and that when we found out that the russian army was really an embarrassment, they would turn to desperation and desperation equals civilian casualties and attacking civilians. and that's what we're seeing playing out now. yeah, and i think you're right. and you know, listen, it's very clear you look at these maps and i'm not saying that russia is not gaining ground because they are clearly gaining ground in the areas they have put troops in . but they've got all their assets now in ukraine. so all their assets are in there, all in the pottersville they're all in . and the question is that 13 days in general there's not a major city that has been taken yet and that surprised a lot of analysts and generals and military experts because i watch a lot of this stuff all day and people are surprised

they are. and also on the areas that have been captured or dominated, you citizens armed with nothing but ukrainian flags coming out in mass and protesting the soldiers, taunting them to commit an atrocity, taunting them, take a shot saying go home, leave our nation and it's very hard to break the spirit. so let's let's play this out suppo that ukraine is overwhelmed. what will they be left with in terms of an insurgency? they certainly won't have a compliant public in the ukraine. >> yeah, i guess i just want to get your take on the planes coming in . the united states and some other nations seem to be behind putting more fighter jets in ukraine. would it help? we talked to somebody earlier who said he didn't think it would help. >> what's your thought on that, general? i'm an air force guy, so i'm very biased. but i will tell you that they can get their hands on some additional craters. they've already proven they're

steps up its attacks even targeting civilians in ukraine ,the pressure is mounting for the u.s. to sanction russian oil. let's get to our white house correspondent kevin corke. he's live for us this morning in d.c. kevin, good morning. morning inside the white house, there is really concerned about the economic fallout surrounding the very prospect of suspending imported energy from russia. but it's also fair to say that the momentum is certainly moving in that direction to shut off oil from moscow, both on capitol hill and within the biden administration itself. now the white house says it is exploring a number of options, but that could also mean increasing oil imports from places like venezuela, iran and saudi arabia. the white house has had a very tense relationship with all three countries recently. but for all the hand-wringing over here in washington about the prospect of maybe just maybe shutting out the russian oil spigot, the white house today downplayed this story.

and i will just note in this scenario that they are separate ,they are separate paths and conversations, separate paths and conversations, meaning it's not the same. what they talk about with venezuela is different than what they may talk about with iran and obviously very different in what they may consider with saudi arabia. but democrats are still calling on this white house to ban oil imports from russia. republicans more or less doing the same. but they're also saying this about this possible nexus of america working with places like iran and venezuela that is the devil's bargain that this administration appears to be about to enter into. i fully support banning russian oil since the united states. kirsten gillibrand of the great state of new york right there. but the white house still insists as you pointed out, no decision has been made by the president, which is certainly politically expedient when you

consider this is never going to be an easy decision to make. the white house has really struggled with this idea of producing more domestic energy, especially as it relates to oil gas. you obviously know a lot about shutting off drilling's places and yes, right on day one knocking out the keystone pipeline. still, when you have it like this , people are paying incredible amounts of money for gasoline. you have basically three ways to go on this. you can develop more energy domestically. you can keep buying oil and gas from russia or you can increase your supplies from, let's just say less favorable sources as the secretary of state anthony blinken, he says the administration is also working with partners and allies to look to a quote, coordinated way of making sure that the prospect of maybe shutting off the spigot to russian oil doesn't tank the world oil supply that could really rattle the markets. those are discussions we are told by sources trace that are

who become more or more isolated or perhaps they're thinking their strategy becomes what appears to be brash. and look, there's been a great deal of discussion over the past couple of weeks in particular about why is putin behaving in this manner everything from some people posturing that perhaps he's actually lost and he's got neurological problems to one of these scenarios which is zelenskyy points to president zelenskyy is pointing to here, which is that putin's always relied on on a tight circle of advisers both within the kremlin and outside his is sort of his oligarch circle. and so when president zelenskyy is is implying and with something within the intel community have been discussing is as putin basically shut himself off at this stage from a broader group of military and kremlin advisers who would

be providing him with ground troops. and now what he's getting is a very narrow view which could in fact account for his decision making process. mike , if somebody within that inner circle and it is, as you say, a very small inner circle, if somebody were to start thinking this guy is gone too far, the only way to end all of this is ultimately to end vladimir putin. >> how difficult would that be ? well, it would be extremely difficult and would also be quite frankly unlikely. we don't want to be imagining and you know, people have talked about this now recently over the past week or so we don't imagine that that's going to be a scenario that's going to get the ukraine world out of this very precarious situation . it is much more likely that what we will get is a more organized move to push in and

out of office and that would be in concert with what ben saying, which is a rising degree of dissatisfaction with the russian public. that's what really concerns the kremlin more than anything is public unrest and they've already arrested thousands and thousands of protesters around russia, which in a sense is unprecedented at this point in . no, you know, the idea that putin is becoming more and more of a dictator sitting in a room by himself not listening to any decision making, it is it is becoming more of a likely scenario because there are very few other reasons to account. is his train of thought here. and briefly, mike , you talk about the people will have to be the ones who deposed him ultimately is there a way that the us and others without giving away any operational details of these kinds of things, is there a way that we can actively foment that kind

of movement within russia? that's a great question, john. and we could spend we could spend quite some time talking about that and yes, without talking about sources, methods, what you what you're pointing to is a sort of a traditional covert action campaign. and we have done that in the past very overtly at times of voice of america as a good example during the cold war . the idea is and we've been discussing this for a few weeks within some circles is look, you've got to give information to the russian people. they'll make the logical decision if they have the actual facts, which is why exactly why putin has been doing everything possible to shut down those sources of information to keep the russian people relying only on state media. our job should be and should have been for quite some time is to establish chains, lines of information that we can feed into much like we're feeding supplies or trying to feed supplies to the ukrainian

cities, particularly in the south but also in the east and the north goes on . and we have seen so many heartbreaking images of ukrainian soldiers who are not just fighting so hard for every inch of their country. they're also fighting to help the ordinary people that they can. we saw pictures, for instance, of them trying to help young children as they ran from the russian bombardment trying to help elderly people as they ran from the russian bombardment. these scenes are repeated across ukraine pretty much every single hour of every single day that negotiations have continued. there were talks between the two delegations, russian and ukrainian, yesterday, but they're not making any substantive progress at all. so at the moment they are stuck in this horror that ukrainian people just trying to survive with little food, little water and no power and a lot of places. and really there is no end in sight for them. it's an awful situation.

jonathan, back to you. as the news warrants more than one point seven million ukrainians fleeing russia's invasion have so far crossed into central europe. that's according to the united nations refugee agency. here to talk about his own experience of evacuating families from ukraine is former green beret dale buckmeier. dale, great to have you on your green . you're a security expert. has that helped you at when it comes to trying to navigate to get these people where you want them to be treated? >> i think when you look back from 2015 with the paris attacks, the turkey to the myanmar to the evacuation of afghanistan or a natural disaster to back to back hurricanes in the caribbean four years ago, in every case the template of having to move the masses after infrastructure has been wiped out is really a very simple playbook when you break it down. but it's very similar in each scenario. so yes, over the years we've

become quite attuned to this and i would say this exact template is playing out in the ukraine today. do these people who flee? do they have a plan or are they just trying to get out? i mean, you know, at one point seven million people and i wonder if they go to the border of poland or romania or wherever, do they go with a plan or is it your sense they just go to get out? yeah, i actually believe it or not, i think most people do have to do their business or family. what we're seeing in a lot of cases is the corporations if removing corporate clients, they'll have other offices that they're going to move to in europe and get support on the other side of the border. for families there's enormous amount of reunions going on and believe there's families moving towards these workers, families moving towards these borders in romania and poland and hungary where people are waiting for our clients. so i think in both cases several or at least a majority

of these people do have someone on the other side or some kind support system, not all by any means. but there is a lot more than you would anticipate. >> you know, today president actually yesterday president zelenskyy addressed his people and he talked about at length about the russians and how they literally set up these humanitarian corridors and attacked the corridors. i mean and i think he's i mean, there might have been some propaganda there, but i think he's being accurate. that's exactly what happened. i'm wondering if russia announced ten minutes from now or 15 minutes or an hour from now they were setting up another humanitarian corridor. would you would you allow your people would you send your people to be part of that or is the trust lost ? >> so i think it's a combination of the two things . one , i do think there's a level of propaganda to there's two weaknesses in the russian army. no one is command and control. i think a lot of times

whatever comes out of moscow simply does not translate. the message doesn't get down to the lowest level unit and hence you have mistakes. to answer your question very directly, we have not thought that every time there's a cease fire announced we're going to rush there with personnel that can get three or four hundred people out thinking it would not be easy in every case, every time we thought that was going to happen, it never has. ultimately we're planning around where can we go, where are those pockets for safe evacuation every day, 24 hours a day, regardless of what is put out for a safe cease fire zone, if you will. >> what about the u.s. and nato ,dale? are they doing enough to help people in ukraine get out of ukraine? i know we talk about the no fly zone and you know, not getting into a shooting war with russia. but what about the humanitarian effort? is nato is the united states, the eu doing enough to help those people get to where they need to go? >> yeah, i think specifically

the proof so far is that europe has rushed to these borders. europe is opening its arms to the refugees. i think there's a lot of support here. we've seen a lot of support. yes, there will be refugee issues. there's no question when you move this much of human capital , if you will, in such a short period of time, there's going to be issues. that being said, the intent, the outreach, the funding. we do see all of that one share across the border now inside the ukraine obviously i think everyone is sensitive to can we put people on the ground? can we put out that no one's willing to take that risk to start world war three? but i think clearly once you get to the border crossing into slovakia, hungary , romania, poland, you're seeing real support on the other side with some expectation that it looks look, it's going to be a little messy as you work through the first month several months, if you will. >> yeah, they are, but they're great information. good insight.

authorities over one point seven million refugees, half of them children have fled the country already. that number could reach five million. the fighting continues. it's also reported there are millions more internally displaced. basically it's the biggest movement of people since world war two. just listen to a few folks leaving a battered suburb near kyiv. fox caught up with like the life is broken forever and you have no hope. i live in a city complex or the another and the city irpin destroyed everything. they destroyed everything well trained busses, cars are helping to move people around inside the country. the really desperate folks are those who are stuck in places with no way out like the besieged coastal city of mariupol. there's no food, water or electricity there for days russia basically reneg three different agreements to allow safe passage.

one is now demanding that people be allowed out or at the relief supplies get in. take a listen. it is also already clear to everyone that the reality of the situation reaches beyond ukraine into europe and across the world. and that's the key thing to face across the world. europe and the world is responding. neighboring countries taking in countless numbers. poland alone has accepted over a million and the refugees are being brought to countries further afield in europe. plus aid coming in from far away, including the states. local groups pitching in across the country actually to do their bit for part, russia says it is not targeting civilians. the civilians are only being used as human shields. they claim as they get more and more desperate, they are taking more chances and they are causing more death and destruction among the civilian population in ukraine, a lot of humanity, a lot of horror.

that . jonathan, back to you. and moments overshadowed by the ukraine war . another important global event looms on the horizon in just a few days from now. negotiators in vienna are expected to restore the iran nuclear deal. the talks involve representatives from the u.s., russia, china and of course iran. now you might recall iran pulled out of their first treaty after the trump administration imposed sanctions on tehran. this time around, russia, china and iran have reportedly band together to ensure iran winds up with a better deal and one that will not penalize moscow for invading ukraine. with us now is national security foreign policy expert ramesh ari, i mean, i just it's baffling. so here's the deal. they have a lead russian negotiator who is bragging about the fact that russia, china and iran have now teamed up to get this sweetheart deal in these revived nuclear talks. and this diplomat says quoting

a congressional guaranteed. they wanted this to be a treaty. they said if president biden were to reach a deal with iran, he's going to take it to the senate. we know that's not going to happen. article two, section two u.s. constitution says for a treaty to become the law of the land, you need two thirds of the senate approving that deal . it becomes a treaty, becomes law of the land. we don't clearly those votes don't exist. the second problem is this in 2015 after president obama got the deal with the iranians, congress passed the iran nuclear review, which means if you go and make any changes to the original display, you're going to bring it back to the lead up to the floor of both houses of congress, get a vote on it. we know that's not going to happen. so what they're trying to do is try to revive the old deal. so iran again retreated and said how about this ? give us a non-binding resolution. at least the speaker should say, okay, well, nothing will happen now. here's the problem. bottom line is this now that iran sort of patrons,

the russians are now finding themselves to be in the same place that their clients like germany and assad or putin is now becoming an international pariah. so the russians are trying to also or give out a little piece for themselves to be able to benefit from the deal and try to carve out a little exemption to sanctions because i mean, the old russia wanted to contain iran, right? i and the old russia was like we got to contain iran. the new russia is like, oh , we've got to bring down the west. we don't care at what cost we need to bring down the west and bring iran a better nuclear deal. so, you know, the old russia and even new russia have always looked at the iranian regime as a quick piggy bank. you're ringing, you open it, you get cash to the till they're the ones who built the largest nuclear reactors and facilities in iran. the bushehr facility has cost iranians. that's the largest facility has cost the iranians billions,

billions over the budget. who is building it? the russians. who's caused the delays? the russians who asked for more money, the russians and who's negotiating on their behalf in vienna, the russians. so you see there's a deal here if you're you know, the same guy who is giving you the loan, the same guy who is taking the loan, the guy who's enforcing the loan is the same person who's doing the negotiation. so you can't really ask for much good faith from the russians. but what interesting here is this what are we willing to give up to revive the deal? there are rumors that sanctions against ayatollah khamenei, the supreme leader, might be there are rumors that and these are not rumors these are some credible information that are coming from sources in vienna from the state department and from the national security council that we might lift sanctions on the irgc, that the islamic revolutionary guards corps was going to happen if that were to happen. and again, what are the iranians willing to give up? we know for sure that changing their behavior is something
