their onslaught of attacks in civilian areas tonight. making it difficult for humanitarian aid to get into those areas and making it harrowing for people who are trying desperately to get out. poland is now offering to hand over its fighter jets to the u.s. to help bolster the ukrainian air force why the u.s is distancing itself from this proposal tonight will explain. we have let's begin with benjamin hall live from kyiv. good morning, benjamin perry did . >> good morning. you hit on all the main stories we will cover today. that big one here on the ground as the humanitarian corridor di not work for the russian promised access while they only got access to one city. 3500 people living there cd earlier today. in the others, people remain on the constant bombardment in the city of marable, 200,000 people have been stuck for almost a week now with no food, no water no heating, medical supplies ar

running low. dead bodies we hear littering the streets out there. people are having to drink wate from the puddles for the other big point we told you about today is the ukrainian mix, no pullen has said it will provide those fighter jets to ukraine, but they don't want to get them directly, they want them to go to the u.s. and then we have th diplomatic front spirits of movement there because there's meeting between the ukrainian foreign minister and you can hear the air raid sirens going on behind me at the moment. back to the diplomatic front fo the meeting on thursday between two foreign ministers in turkey that is assigned that both side are going to start watering dow their demands. for example, the ukrainian saying they no longer insist on membership to nato and the russians saying they are happy for zelenskyy to stay in power and they're only asking for

neutrality. for all of this, let's bring in lucas thomason. lucas, when you are out here, you were covering the pentagon and i thought you might be a perfect person to ask about these polish megs, these fighte jets. explain to us what the holdup i at the moment. >> it was a big about-face from the pentagon today. in fact, not just about face, the pentagon chat on the idea o the plan to send the polish 29 fighter jets, fighter jets the ukrainian air force are quite familiar with them and desperately need them. of plan was to send these jets from poland to the air force base in germany and have them fly missions over nato, but lat tonight, the pentagon and the statement from john kirby said there are serious concerns abou this plan. of courses comes one day before the vice president kamala harri goes to poland. clearly this is news that was not welcomed here on the ground

in ukraine from top officials from president zelenskyy undone. the ukrainians want these jets in the skies, while they're not being overpowered by russian fighter jets, in fact the numbe had been shot down, they certainly want more defenses here and certainly those air superiority forces would go a long way to protect the people on the ground. if you talk to people on the ground, they so desperately wan to close this guy. to keep hearing that phrase ove and over egg and because there is over 600 missiles that have flown into struck into this country. you also have of course for generations of russian fighter jets and even some bombers flying over russia launching some missiles in her. >> i guess one of the big issue is that no country wants to be seen to be delivering those jet to ukraine. hooton made it clear that if jets are delivered they will continue that's basically an ac of war. so a country hoping the other country will deliver it and not take the blame for that.

what can you tell us about the defense has system being sent t poland? >> the pentagon also tonight said they were delivered to patriot air defense or surface-to-air missiles made famous in the iraqi war. it they can provide some cover and the ukraine. it would be interesting to know where exactly these are going. they are certainly going to protect u.s. forces in poland, the nato ally of course. the question is if they're put up near the border, they certainly have a range that can protect a large area in ukraine for the question of course, there is next to zero chance a u.s. air defense system would b used to shoot down a russian jet . so these are system so badly they want patriot surface-to-ai missiles, these air defense misted systems being able to shoot down not only a russian debt with a russian attacker jet

. we've seen this already. reports that at least 20 russia fighter jets and attack helicopters have been shot down and now were at the 20 market, that is the most in a war since the gulf war in 1991 when the air force 33rd fighter wing sho down 16 iraqi jets and aircraft that's about half the number about 36 and all we're shot dow and certainly now gulf war numbers were we start talking about air defense and shooting down so certainly the russians have a lot to answer for. certainly not the case and whil the ukrainians are cresting the systems, they have some of this third-generation russian air defense staff on the ground in the ukraine. >> everyone you speak to here says there is not enough you ge them. it want as much as i can get is the only way they're going to hold back the russian army. lucas coming thank you very much .

>> shannon empirically get let' bring in special report anchor brett berry who's been tracking the latest developments in the ukraine. let's take a look. ticket let's take a look at what's happening in ukraine ove the last 24 hours and going forward. russian movement has not been tremendously significant as far as how far they've gone, but they have moved in on some different areas. down here in the south it's ver very active for the russians. the big move has been this move to. it looks like an encirclement moved by the russians. that's what the group for the institute for the study of forces as you're getting a closer look, you can see the russian forces kind of moving i from the east, and really the northeast as well as down from the northwest. these forces are moving some ar coming from and they are gettin

resupplied. we saw the fuel and food and mode problems for that convoy. they are getting resupplied fro this base in belarus, and as we take a look at the satellite imaging from that base, there i not only intelligence gathering for the forces on the ground, but there's helicopters that ar bringing in applies to those russian forces as they kind of encircle kyiv. it looks like that could be within 24-72 hours. what they do on the inside of that city is really anybody's guess at this point. down in the south, there have been significant moves as you know crime you here, and they move forces this way there was ukrainian pushback, a defensive retake of that city holding off forces on the outside. they're are forces making their way this way. it looks like they are going to try to encircle odessa.

we heard there was going to be some sort of landing. that has not happened as of yet. so far the people in odessa are putting up sandbags and preparing training for what the believe is going to be street t street battles inside that he port city. the russians do have a lot of forces down here controlling some of that port area in the southern part of ukraine. really it looks like they are going to go with this bombardment and doubling down here, you heard the cia directo today saying it does not look a all like a negotiation is happening and that putin is likely going to get very aggressive in the next couple weeks which is a bad thing for ukraine. we will see how they can defend themselves using what they have already and what is coming in. >> we will see you next hour, brett president biden blaming vladimir putin for the gas prices soaring to record

always be an insurgency there, the ukrainian people will never give him a moment's rest, but lucas, still that worry about i he feeling cornered, what does he do now as this drags out? >> also as casualties months, w been talking about sanctions, but let's talk about the battlefield in today, we learne that the military sanctions 2000 -4,000 russian soldiers have been killed in the battlefield. fox news has been reporting tha about 4500 russian soldiers hav been killed. of course the ukrainian says 11,000 for it fox news cannot confirm that number that appear to be a bit high but we're talking about 4500 russian soldiers potentially dead in th battlefield and just two weeks of a war, that's pretty significant there are 4500 soldiers with a mother, a fathe and pretty soon we could see more protest, we've artie seen them in the streets of st. petersburg and moscow and other places in these people are raving jail terms, we seen the plainclothes police feeding

democrat congresswoman for doin this but with me yesterday that we filed to ban russian oil and gas imports, but the pressure from congress, the pressure fro the public and our allies put pressure on the white house to make that decision today to go forth and ban those imports which is the equivalent of abou 600,000 barrels of russian oil and gas every one of those staying with ukrainian. to get there has been some inclusion confusion back and forth to about a different decision the u.s. may make whic has to deal with the polish fighter jets that may make thei way in transit through a u.s. base because of your background on many levels, you may be better to link this to us. president biden to explain exactly why he vetoed these fighter jets for ukraine two days ago the secretary of state gave a green light to make transfers, but now the department of defense is raisin red flags, what is going on. what is going on. mixed messages from the white

house and from federal agencies. it is confusing. when you look at poland, the number of debts that they have just under 30, why they would g to ram stein and the base of germany, it's a 1,000-mile roun trip, yet ukraine is 200 miles away, so why would you not just go directly into ukraine with those planes, so i don't know what kind of shell game is goin on perhaps full and want some o our surplus f-16s, it's hard to say, but when you look at the size of ukraine, whether it's a dozen or two doesn't make jets that go into ukraine at some point or not, it's not going to be enough very just a few days ago i was reading about russia' surface-to-air missile system which is almost as good as our patriot surface-to-air missile system and anything shy of thin and f 35 or f-22 is not going t make it with that system in belarus like they say it is. it's kind of confusing because she would need hundreds of

planes to have no-fly space ove ukraine or even kyiv to see what's going on, so it's confusing to hear that kind of mixed as a gene from the white house and the different agencie today. >> so the u.s. and our allies, nato, all across europe, many steps have been taken to try to help ukraine whether it's funneling and weapons are tryin to have these humanitarian corridors there are sanctions that ratchet up every day on oligarchs like putin himself on interest of russia. what more could we be doing in the u.s. to help out? >> certainly more on the humanitarian front. if you kids to have humanitaria aid, income if you could truly have a cease-fire to get the civilians out there have been civilians that have seen bombings and tellings and women and kids. i think we need to be careful about some of the rhetoric of the tweets, even by elected officials at this juncture.

i think ukraine surprise them when they went into georgia, they rolled over in 12 days, crimea, it took about a month. seeing president kyiv to stand up to putin, and i think the next best step that we could do and our allies is to try to provide humanitarian aid for those that don't have food and water right now or shelter and tried to get as many civilians out of there as humanly possibl as fast as we can. >> just to clarify, when you sa freezing air space over the humanitarian corridors coming you're talking about a limited no-fly zone in those corridors? >> just those corridors and tak just get humanitarian aid into those places where civilians ar stacked. >> we have seen many promises and yet when people try to evacuate the end up sleeping an the process.

>> hard to watch those periods let's talk now about some of th latest developments in ukraine. let's debate the foreign policy moves of the biden administration during this conflict. the former national security council fauci chief of staff, fred, i wondered if i might start with you in the big news out of the u.s. today which is president biden banning the import of russian gas, oil, energy, you think that is going to make a big difference? do you think that is the right move?

>> i think it was the right move , but i think it was a little late and sort of demonstrated how this administration isn't leading on this issue. president biden did this becaus congress was about to pass a resolution making this move. i think the reason the biden administration was reluctant to do this is because it is petrified at high gas prices an how that will help them hurt them politically, how that will help hurt and elections is november i'm glad they did it, but i think it kind of undermined the significance of the move. >> so it was late, but also som people are arguing the sanction haven't had the desired effect that vladimir putin has paid no attention to them and he will continue doing what he wants to do. do you think this sanction is different? >> i talked to a former u.s. ancients official recently, and this is sometimes a strategy that they employ. they sometimes do sanctions where they ratchet them up day

by day, so the target feels lik the noose is target tightening grade that might've been part o the reason why they did this because if you're in russia, each day you get more bad news, it feels even more difficult an coercive. my understanding as the russian economy has been substantially impacted by the sanctions and this is a real hit on this economy as well. i think russia hopes at least i would continue to be able to sell oil and gas a significant part of the revenues come from. europe has also said they're never there going to wean themselves off of oil especiall in the uk before the end of the year. that is a significant chunk in the revenues that russia has an
