on the west coast, 8:00 a.m. in the ukrainian capital of kyiv where us officials believe the russians will soon make a push to encircle the city and somehow force a surrender. we begin our team coverage this hour with our tony fauci and co-anchor jonathan hunt. he's on the ground in lavae that's in western ukraine near the polish border. and jonathan, the u.s. and nato are walking a very fine line when it comes to sending fighter jets into ukraine. good morning to you. good morning to you, trace. this certainly seems to be a will in terms of getting these fighter jets into the hands of ukrainian pilots. but it's finding a way to do that . that is clearly the sticking point. the polish government said that they are willing to give all this soviet era migs to the ukrainians, but they want to send them first to ramstein air force base in germany. that's a u.s. air force base and that offer seemed to catch the u.s. government by surprise

changing. they had hoped obviously and believed that they would sweep through a lot of these ukrainian cities. that clearly is not the case with ukrainian forces fighting for every inch. so now it seems as we look at the pictures coming out of towns like mariupol and sumy that they simply deciding that to control those cities they need to destroy them. they are flattening everything in their path. it is a terrible situation for the hundreds of thousands if not millions of civilians still trapped in so many cities across ukraine. we did see one convoy humanitarian convoy coming out of the city of sumy yesterday. the ukrainians said they got about 5000 people. a lot of them foreign nationals. the russians said it was a lot lower than that , around 700. but that was one convoy in one city. it is a start, but boy is it a slow start. trace. yeah, very, very slow.

jonathan, we'll get back to you in moments. thank you . meantime, there are reports that airstrikes by russian forces killed twenty one people overnight in northeast ukraine. benjamin hall is in kyiv this morning with the very latest. >> benjamin, what we saw the last 24 hours is really a continuation of the last week, just an escalation, an escalation on the attacks on urban centers and civilian populations, humanitarian supplies, having a difficulty getting in people having difficulty getting out in the besieged city of mariupol, 200000 remain trapped. corpses lie in the streets and for a week people have had little water, heat or food. hospitals are reporting severe shortages of antibiotics and painkillers. the death toll is unknown and putin's bombs keep falling. there was one successful evacuation earlier today from the northern city of sumy. thirty five hundred people taken out on busses, but others ,according to the red cross, the routes to mariupol had been mined and other corridors shelled. russia has now announced another cease fire for today at

9:00 a.m. they will try again. meanwhile, the russian forces do continue to make some gains. they also continue to suffer losses this convoy was destroyed outside sooni. that being said, despite the russian setbacks, the sheer scale and size of the army means they keep coming zelenskyy today again calls for help. we are looking for your help for help of the civilized country, increase the pressure of sanctions against this country and please recognize this country as a terrorist state and please make sure that our ukrainian skies are safe around. if there were more scenes of desperation as ukrainians tried to flee young crossing the european river to reach the capital scenes repeated across the country, the mayor of the town saying he would never surrender but stay on and fight. there is a meeting between the ukrainian foreign minister and the russian foreign minister in turkey on thursday, although hopes for a negotiated settlement at this point are low. it is a good sign that they are meeting in such a high level and perhaps to knows down the line that may be the way this is all solved.

benjamin, thank you . as the war in ukraine escalates ,so does concern and you may just get to this breaking news very quickly. we are hearing now that an air alert has been declared in kyiv as fighting continues to escalate. what they're saying is, is that it was declared wednesday morning in and around kyiv with residents urged to get to bomb shelters as quickly as possible. a key region air alert they say is a threat of a missile attack . everybody they're saying immediately to shelters. let's bring in mike baker now. he is a former covert ops officer with the cia and now a member of the portland square group, mike , i know you're brought you want to talk about a different subject, but very quickly, the breaking news that missiles or missiles are going toward kyiv right now according to the associated press. >> your quick thoughts on that? yeah, consistent with what the russian military is doing elsewhere, whether it's mariupol or it has been in kharkiv or wherever they're decision will be, we're going

to in their minds soften the target through , you know, an air assault in order to allow for the entrance of the ground troops. so their disregard for civilian casualties i mean, look, it's clear they're engaged in war crimes at this point. putin's probably laughing at the west for its feckless efforts to try to decide is this a war crime or not? but it's not surprising that kyiv is now facing this type of assault. >> yeah, we're going to have much more on that and of course, talk about war crimes. but the going after civilians for russians appears to be a war tactic. the u.s. has now repositioned to patriot missile batteries to poland. this is defensive only what they're saying it's strictly to counter any threat that nato forces in poland might threaten might face. but you know, russia is not going to like this one. no one is certain what we have to make a decision that we don't really care what putin likes or doesn't like. i mean, he's objecting to

everything, objecting to what i had for breakfast this morning. so i think the, the move of the patriot battery systems to poland look, they purchased patriot systems back in 2018. it was about a five billion dollar deal with raytheon. so i suspect this is an acceleration of the delivery of those which were intended to be delivered in twenty twenty two . obviously 2018. they had no idea this was going to happen. but again it's very you know, it was clear at the time that poland is purchasing these patriot missile systems as a defensive measure in russia even at that point declaring it all and you know, this is a threat to russia that we're doing this . meanwhile, russia has tactical nukes, you know, pointing in owen's direction. so, you know, we at some point we have to draw the line under this concern over what putin is thinking, whether putin will be upset by actions that we take simply within the nato alliance. >> yeah, and they reiterate over and over again this is for

defensive. you know, this is only for retaliatory stuff that has nothing do no offensive position. now poland wants to give ukrainian twenty eight of those mig twenty nine fighter jets. if the u.s. were to sell poland f-16 in return, the u.s. says no. the pentagon press secretary john kirby said this watch. we're not going to stand in the way of another sovereign nation if they want to provide aircraft to the ukrainian air force. that's certainly their decision and we respect that this issue of whether we backfill that with american jets, we're looking at that possibility here. but there's an awful lot of logistical in financial issues that have to be dealt with on how that would happen. a few hours later the language changed, mike , to untenable not going to happen. yeah, i think white house i think the pentagon were caught off guard by palin's decision and by their decision to say, look, we're going to deliver these but we want them to stop at ramstein air base in germany first. so we have to be very careful. i understand exactly

what the white house and what the pentagon is thinking when you start talking about delivering just to the ukrainian air force. i know it frustrates a lot of people, but that is an escalation that we have to be very careful about because it's similar to the idea of let's establish no fly zones, even humanitarian no fly zones. once you get in a chaotic battle space like that , once you get migs and you know, opposition aircraft, whether it's it's poland's migs, whether it's our aircraft up in those skies, the potential for a direct conflict between the u.s. and russia exponentially increases and russia has a doctrine that allows in their minds the use of tactical nuclear weapons as a measure you as a half measure. in a sense it's not a last step. so we have to be aware of that . and so that explains the caution on the us side. yeah, and you talk about a no fly zone even if ukraine had

these twenty eight migs, it's highly doubtful they could actually create their own no fly zone. i mean after all, russia still hasn't controlled the skies. >> right. this is you know, this is a problem that again part of it is look, it's this entire war in a sense this is new ground for us . this is entirely being fought in part in social media. right. so there is this emotion element to it that is driving a lot of the public opinion, which in part explains why president biden decided now after quite some time that he's going to ban the purchase of russian oil. that was a decision based on public opinion and social media. you know, where where is that going? you know, are we going to take too much of a hit in the elections? okay, we're not. so let's do it. and zelenskyy is further proof of that . zelenskyy has won that war in social media and information over putin who living 20 , 30 years in the past. so but we have to be very careful not to let emotion drive us as we are really steps

we know that people are apparently going to those bomb shelters. but remember, the city of kiv is still controlled fully by the ukrainians. we will get a full report from the ground coming up in moments. meantime, secretary of state anthony blinken meeting with his counterparts in europe this week, fox to senior national correspondent rich edson has more on that . good evening, trace. it's the conclusion of a six day seven country trip across europe for secretary of state anthony blinken. he finished here in paris meeting with french president manual monochrome. they spoke about ukraine and russia. mccrone is rare among western leaders. he stayed in touch with russian president vladimir putin. they've spoken four times since putin invaded ukraine february twenty fourth before traveling to paris, blinken met with leaders in estonia where he addressed russian government comments that the us and russia should return to a cold war relationship of peaceful coexistence, peaceful coexistence has two words.

the first is peaceful and russia is doing everything in its power to make a mockery of that word through its aggression on ukraine. so if russia wants to engage in peaceful coexistence which of course in principle we welcome , it needs to start by actually making good on the word peaceful and ending the war. on this trip, eastern european countries pushed the u.s. to ban russian oil. we asked blinken this afternoon how the administration would prevent even higher energy prices when it takes russian oil off the market. blinken says the administration is trying to ensure energy is widely available that europe needs to move beyond dependance on russian oil and gas. he says russia's attacks on ukraine only underscore the imperative of moving quickly to transition to renewable energy and as a biden administration steadily isolates russia from the global economy, american diplomats are

also in negotiations to revive the 20 50 nuclear agreement. russia is part of those discussions. we asked the secretary whether russia would negotiate in good faith given this massive sanctions campaign. blinken says russia continues to be engaged and has its own interests in reviving the agreement. one western diplomat says they expect negotiators could reach an agreement within the coming days, though they stress any time you involve the united states, russia, china and iran in a deal, the outcome is far from certain traits. richardson, traveling with the secretary of state. richard, thank you . and jonathan hunt, our chief correspondent and co-anchor back to him now. and it's unusual it's actually not unusual, jonathan, to hear these air raid alerts being placed on the city of kiv. they have been happening over the past couple of weeks. it's more interesting because we were being told that the russians were in the process of encircling the city and it was unclear whether they would be firing missiles into the city

as a way to force a surrender or if they would actually go in with ground forces to to provoke and some urban warfare . yeah, and everybody seems to think it is coming in some form of full assault on the capitol kyiv if it hasn't happened as yet in terms of a full ground assault. but every day these air raid sirens go off a few times a day that now sometimes obviously there have been incoming air strikes and missiles. sometimes there have not. and it's clearly the terror that these people live under every single day. meantime, the united states volker poland's also tries to send fighter jets to an american air base in germany. they're saying it's not tenable. the u.s. and the other allies concerned about bringing the nato alliance into a war amid fears of what could turn into obviously a nuclear conflict. joining us now, texas congressman fallon.

congressman, thank you so much for being with us. and i want to get first tap into your knowledge from the armed services committee. what what is going on with the migs? because it seems to me now we've got a game of hot potato. the polish don't want to be the last ones holding them before the ukrainians get them . we don't want to be the last ones holding them before the ukrainians get them. what is going on , sir? >> yeah, well, the poles wanted us to take possession and then give them to the ukrainians and the administration. i actually personally like the idea because you when you the rules of a proxy war are of course we're not going to have direct engagement that american troops are not going to have direct engagement with the russians just like we had in afghanistan like we had quite frankly with the communists in vietnam. we didn't directly face chinese troops or russian troops, but they sure as heck supplied the viet cong and the north vietnamese with plenty of material and war materiel. so i personally feel supplying the ukrainians with war materiel. i mean they're the ones that were invaded but putin decided to to take this action

as is illegal action, this criminal action. and we need to do everything we can to help the ukrainians ward them off. what are you hearing in terms of classified briefings and what can you tell us about how soon we might expect and if we might expect any time soon a full assault on the capitol keep congressman? yeah, obviously i can't discuss anything that way ahead in classified briefings, but i can tell you some things that i read about in the paper, you know, online recently a few hours ago that if we want to enforce a no fly zone or at least help the ukrainians enforce a no fly zone, we need to be providing them with manpads or the surface to air portable surface to air missiles and the stingers because the russians don't want to risk a 20 or 30 million aircraft when the ukrainians could fire a missile that's very accurate under eighteen thousand feet that costs about a hundred grand. so that's one of the ways to do it. and i read an news report that there were scores of these

missiles in the hands of the ukrainians right now i would like to see hundreds more in their hands and also a lot more asymmetrical war materiel and congressman, just very quickly, the ban on russian oil imports presumably a step in the right direction. it was. but i'm disappointed that joe biden decided that , you know, we're facing the gas prices we've seen in history and his solution is to turn to dictate who hate us to get oil. why not unleash american the american energy sector, green light, the keystone pipeline. that's not going to solve it overnight by any stretch, but it's a step in a better step in the right direction and take off the handcuffs and issue permits, not just leases but also permits to drill on federal land and offshore and expedite liquefied natural gas permits because if we can supply we certainly have enough energy here to supply ourselves but also our western allies so they can we can wean him off of russian dependency.

for all the residents of mariupol who are sheltering as best they can underground in basements or any underground shelter they can find. they have very little food, very little water. they are desperate to get out of there. some people, civilians were able to get out of the northeastern city of sumy yesterday. a fleet of busses went in and brought out around 5000 people, according to the ukrainian government, just seven hundred according to the russians. but some got out. that was a stop. but it is a very, very slow start in terms of rescuing those civilians. meantime, president zelenskyy of ukraine gets, as you might imagine, angrier and angrier and is now simply accusing the west of not doing enough and therefore having blood on their hands. listen here to president zelenskyy cookery school. >> the blame for the death of each ukrainian person who died from the airstrikes in the bloc's cities lies doubtlessly

on the russian state. but the responsibility also lies on those who for 13 days cannot approve somewhere there in the west and obviously need a decision on those who still have not secured the ukrainian sky against russian killers. and having watched president zelenskyy closely over these last two weeks now of this war trace, it is clear that he is getting angrier and angrier with the west. he appreciates what the united states and other countries in europe are doing, but clearly he wants a lot more and he wants it fast and i think he believes he can get it. jonathan, i mean, he called for a long time in early days of the war, more weapons. he called for ending the use of oil in the united states, in europe. he got it. now he wants that no fly zone. and you know, as the pressure mounts, who knows with the days ahead might bring jonathan back to you. yeah, go ahead.

this morning with more on this . amy, good morning. trade. yes, there is the issue of humanitarian no fly zones and then also just a general no fly zone because the ukrainian army keeps saying that it is ready to take on russian soldiers. and we've seen trace how this has not gone as well as president putin thought it would for him. he thought he would have a blitzkrieg in and out be done in 48 hours and he has met with so much more resistance than he could imagine. we keep hearing of stalled columns of tanks and immeasurable losses on the russian side. but the problem with the no fly zone as you mentioned, is enforcement and that is where it gets sticky. and i think that in principle the west would like to be able to provide that help to ukraine. but again, it just risks a direct confrontation between nato forces, nato jets and russian jets and that again

together in opposing russia's invasion of ukraine, china seems to be siding with moscow on a number of fronts. some political analyst believe president biden's foreign policy is actually triggering a growing collaboration between beijing and the kremlin to strengthen their dominance around the world. could china then be emboldened ,for instance, to move against taiwan? so nile gardiner, a former foreign policy adviser under british prime minister margaret thatcher and currently director of the heritage foundation's margaret thatcher center for freedom joins us now. i know this war is obviously reshaping alliances around the world. it's making other countries look very closely at what is going on here and what they might be able to gain from it. how do you read what china is doing? jonathan, great to talk to you. and you know, without a doubt russian china are closer together as partners and allies than they have been for many, many decades. and i think this is one of

the, the sort of early legacies of the bygone era is the you know, the close cooperation between beijing and moscow at a time when u.s. leadership is deemed to be exceptionally weak on the international stage. and i think the chinese are very closely watching the developments in ukraine. if putin gets away with his barbaric invasion of ukraine and also embarked upon an occupation of ukraine without facing real consequences. i think the chinese are going to be significantly emboldened . on the other hand , if if the russians are in fact defeated in ukraine, which is now a possibility, i think i think it's going to make the chinese very nervous about their own plans, of course, for taking the high wall . and so, you know, taiwan is a big, big factor in the background. and so, you know, the chinese are sort of gaming out very scenarios and looking closely at how the russians do in ukraine, which is another

reason why the russians have to be defeated because if the russians succeed here, this is going to strengthen the position of the chinese communist party and embolden them with regard to their ambitions. yeah, niall. and what about the idea and these great powers tend to not be too disturbed if another great power is having difficulties? what of the idea that the chinese might actually not be that disturbed if russia gets into this ongoing and possibly long insurgent war in ukraine, does that benefit china in some way too? well, that's an interesting idea. some people argue that point. but in my view, if russia is weakened, that's not a good thing for the chinese because china is looking to build the partnership with, with russia as close collaboration also and of course, you know, over ukraine, for example, and taiwan but also over iran and a host of other issues

as well. you know, beijing and moscow are increasingly tied closely together. so i think it's in china's interest actually for russia to do well and vice versa, which is all the more reason why these two countries are exceptionally dangerous and we are facing, you know, a new axis of evil basically between russia and china or renewed axis of evil in many, many respects. and so i think the chinese will be rooting for russian success in ukraine, which is all the more reason why we want the russians to failed spectacularly because this will also undermine, i think the position of of china on the global stage as well. we're facing two deadly adversaries here, two deadly threats to the free world. and just quickly, niall, do you see any prospect in the short term or even the medium term of the russian people getting fed up enough with this getting horrified enough by what the russian forces are doing

in their name to rise up and overthrow president putin? is that something we should even be dreaming about or is that simply never going to happen? well, we simply don't know. but one thing we can see already is that there is growing discontent in russia with regard to the war and i think this opposition to putin's war of barbarism and savagery is going to grow among the russian people that they don't want to see a war in their name where widespread human rights abuses and atrocities are being carried by russian forces. so, you know, i think that ultimately will weaken putin's position. he is looking increasingly like an emperor has no clothes basically. and if the russians are humiliated in ukraine and let's they are this i think it's going to spark you furious backlash back in back in russia, of course, you know, putin is a is a brutal tyrant. he wields power with an iron grip.
