he's a war criminal. and yet aside from the financial sanctions, vladimir putin has been pretty much controlling the tempo in this right. he's setting the rules of this conflict on one hand . >> that's right. race and president putin's invasion has has isolated his country in every respect. it's making his country poorer, less secure. it's making his own regime poorer and less secure. so it's really you know, it really is a failure in many respects even if the military invasion, you know, ultimately may may lead to a victory of some sorts for for russia. >> but that's the point there, david, isn't it? the whole concept of this thing is yes. and i would totally agree with you that the ukrainians have fought tooth and nail. the ukrainians have been put on a valiant fight and the russian forces have been embarrassed so far.

but we've got a long way to go and we see on these maps we see from intel that the russians are gaining ground and the question becomes what happens when they gain enough ground that the ukrainians can no longer fight? and that's the question and that's what happens when vladimir putin gets to control exactly what happens in the next steps of this war. >> well, that is the unfortunate reality and it's clear that president putin is not going to be pressing an off switch and he's going to continue to shell civilian infrastructure indiscriminately in an attempt to try to catch the ukrainians into submission here and he may ultimately bring them to the table to do that . but if you think about the price that he's exacting just just to to either occupy or annex territory, that's going to be clearly against them. he's lost any goodwill in ukraine he may have ever had not to say the good will not talk about the goodwill of the international community. you know, at what cost is is he doing this ? it's still sort of defies logic

why he's embarking on this gambit. >> so day seventeen, david. right. it looks like ukraine really if you kind of talk to the people who are in heve and in these other cities, it looks like they could fight for quite some time. and i'm not sure if ground to ground troops are going to go into kyiv. is is vladimir putin patient enough to wait this out or the longer this goes and the less he thinks like he's going to have a big victory, will he get frustrated and become more reckless? >> so that's the big risk. i think he will get frustrated because he was expecting the russian military his role right in and accomplish objectives quite quickly. and the longer this goes on , i fear that if he if he thinks that he can't win on his terms in ukraine, he could be reckless enough to do something beyond ukraine and potentially even attacking a nato ally. now i hope he doesn't get to that point, but it's i think he's in this for the long haul

and i think he will continue to try to expand the scope and the severity of the weapons that he's using to try to just pummel the country into submission. and he may do that ultimately. >> talk to me, david, about diplomacy very quickly because if the leonski tomorrow said, okay, we won't we won't hold any stake about crimea or the donbass regions and we may we may just stay out of nato altogether, would that be enough to get some serious bargaining done? would that be enough to maybe end this war? >> i'm skeptical now russia, if you president putin that question right now you would say yes, but i wouldn't believe them. and that's because he preys on weakness is the once he capitulates to those russian demands right now, you can be sure that president putin will then try to extract more demands not just from ukraine but from the west. he will probably try to get nato to pull back military

capital and white house correspondent kevin court. kevin, hello. good morning, trace. president biden says the u.s. and its allies, as you pointed out, are trying to do something to really hit russia where it hurts in this case revoking their most favored nation trade status and yet another blow to the russian economy. and this is a major item because we're talking about things that you might want to buy from russia like seafood and vodka and diamonds. all those imports would be hit by sanctions. the sanctions, by the way, the latest in a series of economic measures against the kremlin that include an oil ban and a tax penalty initiative announced friday by senate finance committee chair ron wyden of oregon. meanwhile, the white house for its part continues to insist that soaring inflation and fast rising gas prices are not repeat are not the result of biden energy policies. rather, they argue it's the kremlin's fault through the

dollars increase in their gas, they say we're fighting for our lives. that's a little bit different than paying more to get your car on the move. anyway, a number of cities in ukraine are facing heavy artillery shelling and missile strikes, leaving large numbers of people obviously in desperate need of medical supplies and help but moving those supplies to where they will do the most good. it's a lot easier said and done. joining us now is dr. rajeev banaszak, a disaster and infectious disease doctor who is currently treating patients near the poland u.s. border. doctor , thank you so for joining us . thank you for the work you are doing. what is what is the biggest need for the patients you are seeing there? the refugees? yeah. thank you so much for having jonathan. and this is an unbelievable humanitarian crisis. the first thing what should really happen is at the very least a temporary cease fire where countries are allowed to ship their things and their medical supplies are allowed to reach the people

over here. the biggest problem also we're seeing is with these attacks we've seen attacks on maternity hospitals now in a cancer hospital. so it's also very important when the supplies come in , we have to have health care personnel to treat these people in decent facilities. unbelievable shortage of goods. we're seeing, of course, people in battle. we're seeing basic shortages of tourniquet and other medical excuse don't have iv fluids. this is a big problem. the other thing that i also want to talk about is people don't talk about the fact that there are common medical problems like high blood pressure, cholesterol or diabetes. the these supplies are people are not able to get . the other big concern i have, of course, is with so the 90s there's a huge surge of covid-19 cases in ukraine and only 33% of ukrainians are vaccinated. so whole programs are all held vaccinations for kids, polio. this is going to be a catastrophic problem and unbelievable humanitarian

crisis. so the only thing i see do you think do you think it's going to get better or worse? do you see that help is on the way of the supplies beginning to ramp up or is this going to get a lot worse before it gets better? well, the problem is with supplies coming in , you when they're going in from for example, from poland to ukraine ,we're assuming the trucks when they are going into ukraine, they're assuming a safe route but nothing is safe. everything the whole situation is very dynamic. a green area may turn red missiles are coming from all over the place. so there's no mostly food supplies. more and more supplies are coming in . the world is here to help everyone who wants to help ukraine. but around are very dynamic and things can change any minute. so don't you obviously used to seeing patients in great distress, used to seeing terrible situations, but

the amount of refugees flooding across that border, the conditions that they have had to endure to get that, how does it affect you personally, dr.? well, that's a great question. and firstly, i've been i've been honored to work with doctors without borders in darfur during the time and i've seen this before. i've also worked in bangladesh with the rohingya. this is i'm i'm happy to have that experience because coming into this situation, you know, you have to have a little bit that experience. but the one thing that i'm seeing over here which is really changing is the subzero temperatures, jonathan. it is so cold over here. half the cases i'm seeing are frostbite. i mean that is really changing the game over here. people coming in , they're walking all the time. sometimes it takes up to three days to get across the border. so the subzero temperatures, it's something i'm learning to deal with as well. dr. rajeev fernando, thank you for the work you are doing there. i know that every ukrainian

in the meantime, it appears that the russians may have taken control of another ukrainian city, volnovakha down in the south. we have seen these pictures of russians walking through the streets of that city. it would be the second city they have taken after tests on . meantime, the fighting intensifies in so many cities, particularly in the south and the east of ukraine. in mariupol, for instance, there are still hundreds of thousands of civilians trapped by this fighting as the russians try to press what appears to be an advantage in the south and the east and presumably move from there to complete the encirclement of kyiv, not kyiv is interesting. we're getting news satellite images trace from maxus satellite technologies which seem to show artillery flashes ,for instance, are among that convoy that we've seen outside side of the artillery, according to mazor aimed

towards residential neighborhoods on the edge of kyiv. so what this might mean is that the russians are softening up positions in the ukrainian army, shelling civilians before they launch a full assault on the capitol. and we're going to have a lot more about that coming up in the moments ahead. jonathan, thank you . new satellite images as jonathan was just talking about, showed just how many cars are trying to flee the capital city of kyiv and the pentagon press secretary john kirby now says russian forces are dangerously close to ukraine's capital . >> there's russian bombardment and shelling going on quite violently as we speak and we do assess that the russians are beginning to make more momentum on the ground towards kyiv, particularly from the east. let's bring in former state department official david tafuri. david, you know, we have john kirby saying that he thinks the residents are going out show the satellite images and that the russian tanks are

moving in . it feels like we're getting closer to something maybe a major onslaught. what do you believe? well, it's morning in kyiv and when people wake up there again as they did today and they look out on the streets and they don't see russian troops yet, it's a win for them and it's a win for democracy. but as you mentioned, satellite images suggest that the russians are convening around kyiv and their goal apparently is to lay siege to kyiv. it's going to be a big fight. the ukrainians are going to fight back very hard. there's going to be very massive resistance. it's not at all clear that they will be able to take you. and even if they do take kyiv, it's very unlikely that they were able be able to control and occupy it. and remember, look at the numbers there. forty four million ukrainians, about five to 10 million of those are men who are of military age and willing to fight and with even with a bigger army. russia does not have enough to

occupy ukraine or occupy it really even any of the big cities in ukraine and the ukrainians have had over two weeks now to prepare for this . so many people have gotten weapons. many people have taken positions and buildings around kyiv. so this would be an insurgency if the russian troops go into kyiv and i expect the russians would take significant losses. right. and it's interesting you say that because i know a lot of analysts have said they believe that when they encircle the capitol of kyiv they'll try to choke off the supply lines and maybe force a starvation surrender of some sort, certainly firing missiles. you're saying you believe they will go in with ground forces for urban warfare? >> well, i believe that certainly putin's intent and what he wants to do is to decapitate the government in kyiv, though in order to do that he has to send in ground forces. but i think it's going to be very difficult for him to accomplish that . and yes, the he can you can lay siege to kyiv and he can

cut off supply lines. but the ukrainians have had two weeks to prepare for that . and keep in mind also that all of this is playing out on tv and on twitter and other social media platforms. and even if reporters get cut off from getting good footage of what's happening in kyiv, we have thousands of citizen journalists inside kyiv who are able to broadcast out what is happening. so we're going to see images of this . we're going to follow and the condemnation from the world is going to only increase as we see this happening in ukraine, major and biggest city. i found it fascinating today because the state department, david, was asked what happens if the hilinski government falls? and ned price said this watch. we have been in close consultations with president zwolinski, with others in his government. we know that they have undertaken the appropriate planning and i think i'll leave it at that . >> otherwise there's no answer. but do you believe there is

a plan in place in case the zwolinski government falls? >> well, i certainly would hope there would be a plan in place. i don't expect the government will fall. i what net price is suggesting is that if kyiv were to be overrun by russian soldiers and again that's a big if because the ukrainians are going to fight very hard that there is an escape plan for zolensky, that he wouldn't he wouldn't necessarily leave ukraine. he could go to western ukraine to areas that are more safe and ultimately if all of ukraine were occupied there would likely be a plan for him to be outside the country. but running a government in exile, if you look at world war two, when poland was occupied by germany, they set up an entire government in exile in london. they had all of the assets, all the assets of the government. they had a parliament, they had the president and they ran a government until of course poland was freed from nazi germany. and i got to go, david. but you're right. you know, we phrase these questions as if russia controls the temple here we fail to mention sometimes that russian

they have a lot of aircraft and they're flying around a couple of hundred sorties a day. but that's considered by a lot of military experts to be a pretty low number given the number of targets of the russians seem to want to hit by the way, on that question, we understand from officials at the pentagon that there's around fifty 56 ukrainian mig fighters still operational, but they're only flying five to 10 sorties every day, which is interesting when you consider the debate that has been going on this week about giving the giving the ukrainians more . there's also growing anger, of course, about vladimir putin's forces targeting civilians here in ukraine. vice president kamala harris reacting quite forcefully when asked about it during her trip to romania. >> listen, we are clear that any intentional attack are targeting of civilians is a war

and his response to me was we only have a few because we only have a few mig fighters and we would be outmanned and outnumbered in the skies and it would be a suicide act to be able to go up and fly against these things. if we had twenty eight more it would balance the skies and it would make the fight more fair and they would be more effective than javelins and more effective than stinger missiles. and that was a very interesting interview and a very interesting point he was making today. certainly you can see how ukrainians have ukrainians in the ukrainian government would want more and more military backing whether that be javelins and stingers, whether it be mig fighters. obviously they want as much hardware as they can get because they're arrayed against one of the strongest fighting forces in the world in terms of russia. so you can see how they would think give us more planes, we can fly more sorties, we can take out more of those russian

planes. it seems a practical argument, but again, the concern obviously for nato leaders and president biden among them is that you put as you've talked about boots on the ground. we've got you've got boots in the air essentially if you put these mig fighters up there and put up a no fly zone, it's a concern about widening the war as well. yeah, it is. but i can understand his point when he says, listen, if we had you know, if we had twenty eight plus the thirty five we have you've got close to 60 of these are 60 plus of these fighter jets in the skies. those are potentially 60 dogfights with these russian fighters and that's 60 fewer russian fighters than can be dropping bombs on our people at a time. so as effective as the stingers are, you know, let's get these let's have the battle in the sky. let's have the boots in the sky and give us some more protection for the people on the ground. i also wanted to kind of go through because you were supposed to interview the mayor of nikolayev, which was very

done the steps taken by the administration and the g7 countries are the or perhaps aviation assets that were made available that is the only thing to move the needle on the actual conflict on the ground. in terms of the economics that makes putin feel pain but the challenge with the economic sanctions and measures do have some time to kick in. we could see further sanctioning of personnel and russia and further efforts to cut off the russian economy. but the sanctions propose today already do go far and it is the right direction to go in. trace: going after the russian oligarchs do we really know

about where their money is ready assets are? it seems they have so much and it is hidden in so many places we cannot get it all. >> right. many will not be accessible to american authorities they will be in assets they could not touch and in faith in some cases countries were not that all family. and how many of these assets are tied up in chinese baking systems in areas of accessibly that the chinese government have. and that makes it much more difficult to impact what the oligarchs do when the financial assets are. we are doing everything we can cutting them off from buying any luxury goods so in the long run that doesn't solve the problem.

have a low entry point pretty soon. that's the plan but it tells us they have been concerns as well. trace: do you know cracks because suddenly the russians are attacking airfields and airports and for the first time so is this a response to the possibility it could have said. >> they are concerned about that they are very concerned about casualties for domestic political purposes. and that there are political problems with regard to casualties there has been complaints on the internet. and then concerned about the troops there is a lack of will to fight.

and then with urban warfare tends to be high risk and casualty intensive. and then they are trying to minimize both of those risks as they exert maximum pressure on the ukrainians to go there leverage. russians know they can never occupy and control ukraine out right by a regime or directly they know that part of the mission is awash. but trying to grow there leverage with negotiations with ukraine. trace: a lot has said the russians or the ukrainians don't need the fighter jets because they have their own they are not flying right now. one member of parliament said the reason why we are not flying hours is because we are outmatched if we go up in the air we are outmatched. but if you give us the other russian makes we can balance the skies and we can keep them from bombing some of our

areas. final thoughts on that argument? >> that is absolutely true. if you're outnumbered by a certain amount it is an exercise in futility but if you can make the odds even come you can inflict casualties equal or greater to your own. that is the tipping point. the other makes probably would provide that if the biden administration would have let them be delivered. trace: we have a lot of confident people on here. do they have a chance to keep the russian forces out of kiev? >> more so than other experts would say. i don't agree with the other experts. but the russian army is rotten from the bottom up. many are conscripts and don't want to do this i don't even now in the western tradition
