journalist, on assignment in kyiv. a photographer at the scene of the attack is here to tell us what really happened. >> todd: our reporters around the world following all debris dominic breaking development and jonathan hunt with incredible reporting live on the ground, john. >> todd and carley good morning to you 10:00 a.m. in ukraine and about 30 minutes russia and ukrainian delegations are due to restart those peace talks but in the meantime russian forces have been particularly busy this monday morning, in particular from the era. an air strike on a suburb in the north of kyiv hit an apartment building and we are getting word of casualties there. emergency services on the scene and fire breaking out at that apartment building trying to get out those who are wounded. there was also a strike and

another suburb of kyiv on a aircraft in the town of -- a strike and you can see the flames there. again we are awaiting a word on the number of casualties. ukrainian forces in the meantime fighting back, fighting for every inch of this country inflicting as many casualties as they can up on the russian forces. we've got video over the weekend of another ambush of a column of russian tanks and you can see the ukrainian forces taking tanks and armored personnel characters. absolute talks to get underway in the next 30 minutes or so. the secretary of state talking to bret baier on fox news sunday said there is hope that there may be progress. listen here. >> that pressure is beginning to have some effect. we are seeing some signs of a willingness to have real,

serious good negotiations, but i have to say as your reporter said, so far, it appears vladimir putin is intent on destroying ukraine. >> and that has certainly not changed in the last 24 hours. putin seems intent on destroying as much of ukraine as he can before any peace deal is struck and can be reached. todd and carley. >> carley: russia said they will start targeting our shipments into ukraine. i always assume that would be happening. but now, russia is making it public. and then come of course and attack on a military base near lviv. how does that change things? the biden administration has $200 million worth of aid to get into the country. >> yeah, those two are linked from the deputy foreign minister just ahead of the weekend if

they would target any weapons shipment. and then that attack on the military base this which is 15 miles or so from the border. we don't know and we will not be told how those whipping shipments but that is a major military base that is so close to the pole and border it would be safe to assume that some of the weapons shipment to the ukrainian forces have gone through there that was clear a signal from the forces that they will follow through on their threat to target those weapons convoys. also, no coincidence it was the military base hosted previously to us bases, vladimir putin the president of russia sending a signal to nato not to get more involved in this conflict taught in carley. >> todd: at the end of your report, you mentioned peace

talks but it focused on civilians being targeted. and a desire by putin to actually to destroy ukraine. is there any gnomic any optimism that these peace talks will lead to anything? >> who wouldn't necessarily term it optimism. there is hope which is slightly different emotion and obviously hopes that these can be achieved, but i don't think there's a lot of optimism on the part of the ukrainian people, vladimir putin is in the mood in the way that ukrainian people want them to, which is simply to withdraw troops from all of ukraine. that seems highly unlikely and the current atmosphere appearing in the meantime, todd, as you rightly pointed out, vladimir putin is following the playbook and the capital, we saw from him in aleppo, syria, to save the place he is bombing. he means to destroy it.

ukraine, volunteer, journalist initiative. good morning to you, sir, so good to have you on but tell us about your mission and what you are doing to help your country? >> hello, yes basically a group of volunteers that every single day try to fund raise as much money as possible and try to buy as many helmets and best as possible and send it to the front line. >> todd: mark, what is the main message you want the world to hear? >> absolutely appear there is actually three messages that i want the world to hear. first you need to complete sanctions in russia and i mean stop doing business with any kind of business. here the second is provide more weapons to ukraine. the west already does provide weapons to ukraine and does a good job. you have seen the effect of these weapons on the russian army. huge losses, but in order to take care of the russian army we need more. third, more funds because they

have displaced millions of people, all of those people have lost their jobs. all those people have lost their livelihood. they need to be supported. obviously, we need help in order to do that. >> carley: the armed shipments will be targeted and there was that attack on the military base right outside of lviv. do you think we are entering a new phase where it will be more difficult to get weapons into the country? >> personally, i don't think so, but what it meant was just a big middle finger to the west. guys, you keep helping ukraine. i feel this, but unfortunately, i can't invade ukraine as quickly as i want to, therefore, i will try to bomb the place that represents the international legion, which is over there. so he has sent that, which is insane.

a head of those talks, russian forces have been busy carrying out strikes across this country into cosuburbs of kyiv, and they hit an apartment building. at least as you said one person killed in that strike. they also struck an aircraft plant and another suburb of kyiv. east of kyiv, they hit a transportation hub. we are still waiting word on the numbers of casualties there. in the meantime, ukrainian forces have been striking back. we have got video over the beacon of ukrainian attack on another convoy of russian tanks outside of kyiv. you can see it exploding as they are hit by ukrainian forces. so both sides pushing ahead of the talks. everyone here hopes there may be progress is for the chances of any real deal at this point, todd and carley, it seemed slim

further into the town. after some time, shooting, they came back and we saw how the second american journalist started evacuating and he was with rescuers and they put him over the bridge and into a hospital. they told us his colleague got shot and he didn't know at that time what happened. and it was clear that he was actually dead. >> todd: under the rules of war, journalist or to be off limit. shouldn't it be clear to the world right now putin and russians follow no rules? >> you can see that everyday, they don't follow rules at all and i came back from the apartment building that was attacked. we know nine civilians are injured. you saw yesterday where these two journalist got attacked, where one died, and the other got injured.

it is proof that putin is attacking civilians and businesses, saying that he would only attack military targets. >> carley: we heard the colleague in the sound bite that we just played saying we crossed the checkpoint and they started shooting at us. can you describe what usually goes on at these checkpoints and if typically safe to go through? >> well, nothing is safe here. if you go into european and you crossed there and try to go further, every step, i mean, yeah, you get attacked here. you heard from ukrainian military that they want the two not to go further but they wanted to show what the world should see and what the world should know. and then, they went into a civilian car together to get further down into the town. and then they got attacked. >> todd: what could the u.s. response to this attack on american be? >> i think the u.s. should be

aware of the invasion took place that vladimir putin was planning something. we are also watching closely to see the extent to which china actually does provide any form of support. >> carley: gordon chang an expert at the fellow institute and very important meeting taking place today as china has already pledged to buy wheat from russia, gas from russia. so i guess the question is can jake sullivan get china to reverse course? and how would he go about doing that? >> jake sullivan could get them to reverse course by not meeting in rome. i don't know why we need to talk to china. all they need to do, carley, is impose sanctions to give this gnomic chinese an incentive to do the right thing. unfortunately, we believe we need to try to engage china as we said and we need china to talk to it and reason with them and get them to see their

interest is the same as ours. that is ridiculous. we have been trying for three decades and almost never worked and so i think right now we need to have a new change in policy. jake sullivan won't get the chinese to move much but he could if he would use the power of the united states. >> todd: but does the biden administration have the will to use that power? >> no. there is a one-word answer, no. they haven't been on a number of other things. they have impose some cost on china but those cost have obviously been too late and really too little. they don't want to do that because they believe they need china's cooperation on iran nuclear deal and they want china's cooperation, of course, on climate change. they believe the way they obtained that cooperation is to be nice, friendly, smile. that has really been the driving idea behind the u.s. foreign policy, but it just hasn't

worked over the course of decades. so yes, the chinese are villains, but our leaders just cannot understand china. so therefore, we are not getting what we need from beijing. >> carley: you know, gordon you mentioned iran nuclear deal and iran claimed responsibility for missile strike near u.s. consulate in iraq. the biden administration's position is iran was not targeting the consulate, but i think that is sort of an open question to some people. all of this happening as we inch closer to signing the iraq nuclear deal and russia to facilitate the negotiations. what do you make of this situation? >> i mean, this is simply unbelievable. here you have russia taking down the international system. and they were right about that. the world is ending as we know it. and probably transitioning into a period of continual conflict, deglobalization from all sorts

of things that are incomprehensible couple of months ago. and now we are asking for russia's help to do something that is not in our interest? the iran regime is hostile towards the united states and it always will be. that is the sentiment teen driving force. but this, to me, a replay what we saw during the obama administration. it didn't work then and it won't work now. and so you have to shake your head and just hope for a new set of advisors and a new president. because things are going to continue to get worse under biden. that is unfortunate. everyone wanted him to succeed but he is completely failing. >> carley: you are right. there are a lot of people in the obama/iran administration that feels the same way. gordon, thank you for joining us. >> think you carley and todd appearance be to millions of ukrainian doing everything to escape the war zone in their own backyards. the next reporting from ukraine

are not good. so they are searching for any sort of therapy and be or apartments available in the surrounding area. unfortunately there is a huge wait-list and be able to secure basic housing at this time and i was communicating with my aunt this morning and she was trying to find somewhere to shower as of right now. so what is just really day-to-day operations right now. >> carley: this must be difficult on you. i mean, thank god you are safe in virginia. you were adopted at ten which is why you are here. but what psychologically is it like to wait and see what happens next? >> well, it has been hard on me, obviously. but i just feel enough guilt that i him here, safe in america and my family in ukraine who, i don't know what will happen to
