soon be heading to europe, one of his potential stops belgium home to nato. but we begin our special coverage with our chief correspondent and co-anchor jonathan hunt. jonathan, good morning to you. good morning to you. trace that huge blast heard in kyiv overnight just a couple of hours ago was according to our own trey yingst in the capital city that in downtown key. that is significant obviously because the vast majority of the fighting has been on outskirts of key russian troops said to be about 10 miles from the city center. so we can assume that was the airstrike or a cruise missile thrown towards the center of the capital kyiv. in the meantime, as we wait for talks to resume today. president putin seems to be continuing his scorched earth policy. take a look at the pictures of volnovakha that is a southern

ukrainian city. and as you can see, block after block reduced to pretty much nothing but rubble that is not to say the ukrainian forces are not fighting back . i want to show you this interesting video we got from inside one of the vehicles being used by those ukrainian forces. you can see them here focusing their sights on what we are told are russian tank positions firing and according to ukrainian officials, destroying some of those tanks. in the meantime, as you mentioned, we've seen more strikes in kyiv one yesterday hit and apartment building. several people had to be rescued from the burning wreckage of that building. more civilian casualties as that number continues to mount. officially the number is in the hundreds. unofficially, it appears far more likely to be in the thousands. the mayor of mariupol, a southern city, for instance,

saying that he believes there are more than two thousand civilian casualties there alone . the mayor of kyiv meantime, saying that every ukrainian, myself included, will continue to fight for every inch of their country. >> listen here to mayor klitschko. people don't want to leave the old man over 60 told me i don't want to leave my hometown, give me weapons, please. >> i want to defend my city. >> now on the question of those peace talks, trace, you remember they broke up yesterday there was a zoome conference going on . it seemed that the both sides had just walked away at first. but then we later learned that they said they were retiring to talk about technical details. and that doesn't mean the technical details of a video conference. it means that they have some real granular detail. they wanted to get into about

next steps. so that might be as clinging to any sort of modicum of hope here that might be a good sign that there is something concrete to talk when they resume today trace. and we we hope that is the case. jonathan, we'll get back to you in moments. thank you . meantime, the eastern european nation of estonia has become the first nato member to formally call for the immediate implementation of a no fly zone over ukraine. the move follows a harrowing attack sunday on a military base just 15 miles from the polish border. the cover of days was bombarded by russian cruise missiles leaving at least thirty five people dead. now there are concerns that russia's aggression might extend beyond ukraine's border. with us now, retired general david military expert and a senior fellow with defense priorities. colonel, it's always great to see you. what in your mind is the strategy behind the bombing of this military base?

very base, very close to the polish border. it's almost as if it's almost as if putin is taunting nato, wanting to kind of raise the stakes here. what do you think? well, i don't know so much and it's taunting as much. it is not be sticking a stick in the eye of nato by saying, hey, just because you're on the western side of kyiv, don't think that you're beyond our reach. and this particular installation, of course, used to house u.s. troops training the ukrainians and is now being used or at least was reported to have been used for a lot of these foreign fighters that were coming over . and apparently a number of those died in the aftermath. russia didn't back down from that at all. is it that they're going to continue to hit other installations further to the west? but this does show that russia is taking a big chance because if any of those missiles go off target just a small amount, they could be poland and polish territory. and then we got another problem . yeah, you're talking about 15 miles when you're talking

about missiles, 15 miles is how much you talk about russia taking a big chance, colonel. and you know, the first domino really did just fall because you had the estonian parliament that just called for a no fly zone. and my guess is that estonia will not be the last country to call nato country to call for it. your thoughts? yeah, they've actually they've actually their their parliament actually issued an offer to other countries in europe so that they invite others to make the same decision. now i get that i truly do get the understanding especially for them right there on the border. but there's just i don't think there's any way that it was going to do that because the cost is just so it could actually drag estonia into the fighting and i don't think that they want that . but that is the risk putting a no fly zone details. right. you see president biden has again and again said that , you know, military force is off the table today is national security adviser jake sullivan was asked about chemical

weapons. here's what he said. >> we are consulting with our allies and collectively we are communicating directly to the russians sitting here before you today. i'm not going to go further than what president biden said on friday, which is that the russians would pay a severe price if they were to move forward with chemical weapons. right. so the open question has been is that the red line or chemical weapons? is that the red line with the biden administration's step up? and jake sullivan says they would pay a price, but so far the only price that russia has paid is with sanctions. what do you think that is all about? and i think that is is going to be more of the same. they may try some harder sanctions, non kinetic and i think that is absolutely the right call because i keep saying no matter how much our heartstrings are hit here and how bad it is and there's no whitewashing what how bad a chemical strike would be in this case. but just think the consequences if we actually enter into it

in conflict, in combat or any kind of kinetic strike and now that it expands other nato members to combat war , now that there's more people that are being killed instead of just those in ukraine and that's bad for the allies and we just have to hold the line. we can't escalate this war to where there's more combat. >> i want to pick up on where you said their heart strings, colonel, because this is from a polish resident. right, saying the following quoting here we all believe that the fact that we are in nato will protect us in some . but each of us also remembers the history of world war two and the failed alliances of those times. things can turn out in different ways in poland people are a bit afraid. i mean, you're 15 miles when a missile goes off 15 miles from your border, you start to tense up a little bit. and i've got a good friend who lives in poland and i totally get that. i've studied a lot of the history there and they they are understandably

i'm interested what you're hearing on the ground about the fact that the air campaign ,the air assault has dramatically increased. is it out of frustrate because the ground campaign has slowed so dramatically or was this part of the plan? i think you could probably surmise fairly safely that there is a measure of frustration involved in increasing the air campaign very clearly russian forces have not swept through ukraine entirely as they expected to. they have been met with a fierce resistance from ukrainian fighters. so if you if you cannot make ground on the ground, then in putin's estimation, the best way to go forward is to bomb and bomb and bomb from the air. and that is exactly we are seeing again and again. it is a scorched earth policy as we were saying. in the meantime, the biden administration is growing

increasingly concerned about vladimir putin and jim peng's relationship. white house national security adviser jake sullivan meeting with the director of the chinese foreign affairs commission and according to white house press secretary jen psaki, he delivered a pretty strong message on possible consequences. listen here. i think what we have conveyed and what was conveyed by our national security adviser in this meeting is that should they provide military or other assistance that of course violates sanctions or or supports the war efforts that there will be a significant consequences. but in terms of what those specifics look like, we would coordinate with our partners and allies to make that determination. jake sullivan certainly communicated that there would be consequences. yes, now james carafano, heritage foundation, national security and foreign policy. vice president joins us now. james, great to see you. how concerned is this alignment

of china and russia? no, obviously we know that it was happening well before the war, but now russia is saying help us out militarily, help us out with supplies. what different level does that take? that too, if indeed it happens ? well, to be honest, i'm really much more concerned about the american response than what the russians and chinese are going to do because they're going to do that anyway. so when you've heard the u.s. do it said well, we went and we warned these guys that we're going to do a bunch of stuff. well, let's let's let's do the replay. that's exactly what we told the russians. we said we're going to layer all these sanctions down and then they just invaded a country of forty four million people. so somehow the u.s. thinking that you could repeat this same strategy with china and it's going to work, you know, i think is pretty nonsensical with china and russia have in common is they pay attention to what we do, not what we say. and by telling the chinese this is what we might do now

you've signaled them. well, let me figure out how i can get around that . let me threaten and cajole and bribe other people not to go along with that. let me think of eighty five different ways to make sure what the americans threaten me i can negate because right now the chinese are much more interested in russia because they don't want the russians to fail. the russians are there stalking horse. they want to weaken and divided europe because that's good for china and the last thing i want to see is russia humiliate. so if they think they're just the chinese just going to walk away, that's just not that's just not realistic. so james, if if what the biden administration is currently doing in your view is not what we should be doing, what should we be doing? you know, and you know, i think it's really hobbyists what we should have been doing. if you want to break apart russia and china, then you make russia a less viable and less important ally under the bus.

so the more we arm the ukrainians, the more we push food and supplies and the longer they can fight and the harder they can fight that puts a strain on that relationship. and then if we spend if we strengthen our nato alliance and we negate russia's two great threat, their military and energy, then then russia really can't threaten the west. china saddled with a country who has a decimated military. the enormity of the world and a huge debt that even the chinese can't bail them out front. and james, before we wrap it up here, what is it what does that indicate for china's future foreign policy? what is it what do you think all of this means? china might start thinking about taiwan, for instance, what they might continue to do in hong kong, for instance? well, i think that's a really great question. i think i think they're going

to do in taiwan what they're going to do and i don't think that's related to what's going on in russia and ukraine, what they're concerned about in ukraine, the future of their interests in russia and i mean in europe and the future of russia. i think what they'll probably do is wait and see what happens when this crisis plays out. what does the west do? does it go back to sleep walking through history and ignore that and go back to business as usual with the chinese and maybe even the russians or do they make a substantial shift? and i think for the chinese right now it's get through the crisis. they don't have a plan for this . it's absolutely clear they didn't think this is going to happen. the russians don't have a plan for this to be fighting. so everybody in this conflict, everybody is making it up as they go along. just very and very briefly, james, can we afford to make a real more of an enemy of china right now when we have a huge enemy in russia anyway?

look, i don't think we have a choice. i mean, i think they have shown their true colors. the iranians and the russians and the chinese here see this is zero sum world where they benefit only when we lose and then anything that's bad for us is good for them. so we can sit here and just pretend that somehow we can figure out how to get along. but the chinese and russians and the iranians have already decided they're not going to do that and i think it would be suicidal for us to just think that there's somehow there's a path to businesses that's just sleepwalking that is literally reliving nineteen thirty nine. james carafano of the heritage foundation, great to talk to you, james. thank you as always for being with us. and tracy, i think james is pointing out there it is hard to overestimate the ways in which this war is changing the world and changing all of our relationships across this world. trace. and he makes a very good point when he says, you know, we have to show people what what

they called details that lead to some hope that there may be something to move forward with when those talks resume later today. in the meantime, though, russian forces continuing their scorched earth policy and volnovakha, the southern city. we are seeing video of apartment building after apartment building, block after block reduced to nothing but rubble. we are also seeing some interesting video, though of ukrainian forces fighting back . video taken, we are told by the ukrainians from inside a ukrainian fighting vehicle showing it firing on what we are told are russian tank positions allegedly destroying those russian tanks. in the meantime, kyiv, as we mentioned, the loud explosions this morning and under assault again yesterday when a missile slammed into the apartment building. you see that there were several people trapped the side

emergency services moved in to get them out. and meantime, official after official from the president to the mayor of everyone saying here that the every single ukrainian who remains in this country is willing to fight for every inch of their country as we wait for these peace talks to get underway once again later today, trace and they have showed amazing intestinal fortitude in that fight. jonathan, back to you. in moments, russia stepping up aerial assault as jonathan was just saying in ukraine. but one senior american defense official telling fox news that the russian military's advances in ukraine remain stalled. right. joining us now, army veteran lieutenant colonel darren helicopters, black helicopter pilot and a squadron leader and co-founder of restore liberty. colonel, we've kind of well-established is the air campaign in the past several days from russia has been robust.

is it because they're so frustrated because the ground campaign has gone nowhere? thanks for having me back . and i think i think there's room for the argument there that is certainly a possibility that they could be frustrated at the movement of the ground campaign. now, i do think that putin has had this desire in his mind that the ground campaign would be fairly quick or at least a lot quicker and has been going and there is a possibility that these policies are for a purpose more logistics oriented than they are anything else. and i would anticipate these air and these these air attacks will continue at the pace and scope that they're going for a while. >> i wonder we give that we give , you know, a lot of credit to whoever intends to be moving at the time. but we should also give credit to both sides, including the ukrainian forces because one senior defense official said this about ukrainian forces quoting here, as we have said all along, they've been quite creative here. they're not simply going after combat capability tanks and armored vehicles

and shooting down aircraft, although they're doing all that . they are also deliberately trying to impede and prevent the russians ability to sustain themselves, meaning they're cutting off supplies. and my question, colonel, would be how in the world could you cut off supplies to these russian ground forces in most parts of the country there are only 70 miles from their border. they should have supplies being rotated in on a constant basis . you would think that would be happening for sure with that common border, the ability to move fairly quickly and there are some clear concerns with moving logistics back and forth quickly as well. it is a good question to ask. we don't know why that could be occurring. there are a lot of different reasons from from whether to the simple fact that the russians may not have the supply systems and the the amount of supplies in place that we think they really do. and as you even 70 miles though is really a long distance to

move that much material over a front that runs really from odessa and wraps around all the way up to kyiv. and as the air forces keep moving to that is a large front in a country that is virtually the size of texas and to sustain that for any military around the world would be very difficult. >> yeah, i think that's a fair point. i just want to point out the director of russian studies for naval analysis said the following here. his name is michael koffman. he said quoting ukraine's main game is a game for time to try to do something else is going to waste a lot of military potential they have available. are they in a position to drive russian forces out of ukraine? no. are they in a position to win the war? yes. is that is that a fair assessment? no, i think that's a fair assessment in many ways. and i would argue that russia on a global stage has already lost a war . it's just a question of whether or not they're going to win the battle that's inside ukraine. but ukraine is the people and the fighters in ukraine

have won their own war already in the eyes of the world and this delaying tactic in order to it would work really well in ukraine, specifically because of all the supplies and logistics that are pouring into them from around the globe. russia is right now relying pretty much on russia, which is why you see them reaching out to places like china, maybe iran and others. we don't know 100% for sure, though. >> yeah, it's you know, this ukrainian soldiers said the following how and i'll put this up on the screen if i can. he said about the russian troops, he said they attack our posts and then we attack them and they run back . the russians are disoriented in the city and he means, you know, on the outskirts of kyiv . it's just it's it's kind of baffling when you look at this and you think of the world's number two superpower and they really have been in disarray from the start on the ground. >> colonel, you know, every team that plays on the opposing court is at a disadvantage

regardless of where they started from. so that is for sure true in all of ukraine, but specifically in the three hundred fifty square miles that is the that is kyiv itself. and to move from the outskirts of kyiv and in the countryside around the, the nation itself into an urban environment is an entirely different thing that is the most difficult conflict or combat in the world . and to make that move into again into kyiv is going to take a lot of forces and a lot of supplies and they may be waiting in order to make sure they have those. >> i guess my last question would be, colonel, that you know, we know that negotiations paused today. they weren't failed. they just paused because they're kind of going back and they're they're kind of rewriting some stuff and they're working some things. and i'm wondering if you believe 19 days into this war that maybe both sides are looking for an off ramp here? i do and i certainly hope so. if this thing keeps going the way it's going to really

the level of frustration and disgust that many in russia have, especially among the younger population with the actions that putin is taking against the ukraine. but as you say, this doesn't come free of risk and consequences at the hands of the government. typically when somebody protests like this , they're charged with hooliganism which is the equivalent of our disorderly conduct here in the united states. but it comes with a wide array of penalties, both financial and in terms of time in prison. we've seen people in russia serve several years for this charge in the past. yeah. and you know, you talk about penalties here and this is a former russian parliament member who opposed vladimir putin and he said the following here it's very risky to take to the street if you participate in the protest for the first time, you can be sent to prison for 15 days, the second time 30 days and a third time it will be a criminal case. so it's five years in prison.

and yet, charles, there are people by the thousands who are taking to the streets all over russia to oppose this war. some something's changing. it absolutely is and it's generational. right. which is why we see president putin having the block you know, facebook and instagram within russia. i don't think he's ever dealt with this with the social media war internally within his own country. so that's a challenge in and of itself. but make no mistake, if thousands turn out to protest, thousands will be charged at the end. i don't think he really cares trace because again this borders on an autocracy and a dictatorship. so at the end of the day for putin, obviously the favorability within his own country just does not seem to matter. but you can see here that the younger generation are certainly unhappy with what they're seeing. and let's also remember that many of them have parents where one originates from

russia and the other originates from ukraine. so they're viewing this outright as an act of by putin. >> do you see any scenario, charles, where where putin loses power when anyway any any kind of different procedure process that he loses power because this i think the stress that the oligarchs are facing right now financially and with assets as well as the military. i think with respect to the military, i think if he makes the wrong call regarding going nucular or chemical, we could see the military take action against putin. and i think if this continues just in terms of its overall unpopularity, i think we can see the oligarchs take some action against putin as well too and try and force him to either stop his activity or force him out of office. yeah, i mean those are
