solidarity with ukrainian president vladimir zelenskyy. president biden, meantime, will announce an additional eight hundred million dollars in security assistance to ukraine wednesday. he heads to europe next week to join 30 other world leaders for an emergency nato meeting. hello, everyone. i'm chris gallagher in los angeles. as you continue our live coverage of the war in eastern europe, it is 10:00 p.m. here on the west coast, seven o'clock wednesday morning in the capital city of kyiv. the battle for ukraine's independence now on day 20 . russian forces have fired nearly 1000 missiles since launching their invasion while the number of refugees fleeing their homeland now tops three million. president zelenskyy hopes images such as these will move americans and american lawmakers to provide more aid for his besieged nation when he addresses congress directly just a few hours from now and the heartbreak of this war hits very close to home to members of our fox news family

killed by russian fire outside of kyiv, the tragic death of a veteran videographer, xu and ukrainian journalist sasha cooption nova underscore the indiscriminate aggression of the crisis. there was just fifty five , sasha, only twenty four . our chief correspondent and co-anchor has very fond memories of his time in journeys with his friend here jonathan will share those with us in a bit. but first to the news on the ground. jonathan, good morning. good morning to you. trace. just being a morning of repeated air raid sirens here in lviv. the loss going off just over an hour ago. we have not seen or heard evidence of any air strikes or explosions in the wake of those sirens. it has been a relatively quiet night too in the capital of kyiv where a 35 hour curfew is now 11 hours before that curfew went into effect.

the prime minister of poland, the czech republic and slovenia all traveled to the capital to stand alongside president zelenskyy of ukraine in a very conspicuous show of unity and to send a very strong message to the president, to the people of ukraine and perhaps most of all to the russians that europe stands with ukraine. listen here. this invasion has to stop the blood on the streets. your mothers, your children wives are safe. but those who are killed by putin, they can never be forgotten and they are not forgotten. now shortly before the prime ministers arrived in kyiv that were again russian strikes on the city, some of those hitting residential apartment buildings, we are told by ukrainian officials that at least a dozen civilians were

killed in those strikes that were also peace talks going on yesterday. there seemed to be hints of progress and that maybe helped by the fact that president zelenskyy is now conceding that ukraine probably will never be a member of nato. listen to president zelenskyy on the ukraine is not a member of nato. we understand that . we have heard for years that the doors were open, but we also heard that we cannot join. it's a truth and it must be recognized now that ukrainians continue to fight hard. you're looking at them here attacking russian tanks and destroying those tanks in the luhansk region. meantime, the russians, of course, continue their bombardment in so many cities in the eastern city of kharkiv, for instance, there has been widespread bombing and air strikes putting

the people of kharkiv under intense pressure. again, they the one more city where there is according to aid organizations, trace and unfolding human monitoring catastrophe. try getting worse by the day. jonathan, back to you in moments. president biden travels to belgium next week for an emergency meeting of nato. the president's trip will come four weeks into the war. he will be joined there by some 30 other world leaders. but some republican leaders think mr. biden waited too long to take action. button hesitated and waited to reinforce our nato allies with more american troops out of fear that it might provoke putin. president biden advocated and waited to send stingers to the ukrainians out of fears that it might provoke putin. president biden declined to send support and training to ukraine and december because

he feared it might provoke putin. now national security expert jason burisma. jason , great to see you. mitch mcconnell left out there the president biden is also slow on the sanctions and banning russian oil. and now we talk about this gathering with nato leaders next week. what do you make of that ? it's nine days away, jason . >> why not three days? why not four days? what do you think? sure. nothing says emergency. like we'll have a meeting with diplomats and politicians nine days from now. i think that's the white house's typical play here. they've done a lot of observation reporting. you see them very celebratory on spiking the football for things like we knew about this intelligence for months and yet you find that their actions are lacking. now they're saying, you know, we're expecting chemical or biological weapons from russia, but their actions are lacking. the most we're going to get from them are more of these meetings.

i applaud the prime ministers who went into harm's way, met with zelenskyy to shore him up. i think zelenskyy obviously the finally made the awareness that they are not going to get into nato. i think if he would have recognized that a long time ago, we may not have been here. and what i will say was i will applaud the ukrainians efforts to do this on their own. i think they were always going to be up against the russian wall without help. so god bless them for their efforts today. jen psaki, the president biden is a face to face guy. jason , listen and i'll get your response. his goal is to meet in person face to face with his european counterparts and talk about and assess where we are at this point in the conflict in the invasion of ukraine by russia. we've been incredibly aligned to date. that doesn't happen by accident presents a big believer in face to face diplomacy. so it's an opportunity to do exactly that big believer in face to face diplomacy.

the white house won't answer whether president zelenskyy would be invited to this gathering, but clear signals again, we hear the white house celebrating stuff that's not important. we're aligned. we're going to meet face to face. we're talking with each other. we've never had so much unanimity, but those things are worthless on the ground right now for folks that are fighting it out in the winter under snow and hard weather conditions. they're actually pushing back the russians and getting pounded by artillery. so a lot of americans can rightly be a little frustrated that the white house seems to be more excited to report the news. that doesn't matter than to really discuss why are certain sanctions working? what are they doing for lethal aid? what are they not doing? this has been kind of a communications mess in my opinion. i want to get your take on what do you think about zelenskyy really kind of dropping this whole belonging to nato aspect of this ? well done.

it took him a while to get there. i think a savvy politician would have recognized months ago, years ago really that this was not happening in the west. maybe this proposition up and i feel a little bit somewhat duplicitous if we sort of dangled this carrot in front of them knowing that we were never going to provoke russia this way for zelenskyy to come to that opinion. i think now while it is late, i think more power to him and he has got to unify the country, keep them together and push back the russians in this critical point of the battle right now. so what's more important? you know, water under the bridge is how they survive this next two weeks. yeah. jason beardsley, great insight. always good to see you, sir. thank trace. >> back to my co-anchor jonathan hunt. i think that's the point. if in fact zelenskyy is jonathan willing to drop belonging to nato, then maybe it just comes down to land area . does is he willing to release any claim on the crimea on the you know, on these these separatist regions in the north

and who knows, maybe a deal is in the offing? yeah, that's a it's a very significant concession if he says, okay, we will not join nato, we will not seek to join nato. but obviously the territory is important and an immediate cease fire is perhaps the most important thing to ukraine's president who by the way, trace cold on canadian lawmakers he was speaking to yesterday. the quote please close the skies, the no fly zone again. we think that he might renew that plea when he meets via zoome with us lawmakers hours from now be able to close the airspace. please stop the bombing. how many more cruise missiles have to fall on our cities until you make this happen? i'm sure that he's going to use the opportunity to call upon congress to do even more to give him some type of air defense systems which i think we should and to continue to rally the world to it.

these people are going through the same thing we went through and seventeen seventy six . can you imagine if we were standing in those shoes how badly we want the help of a nation like the united states of america, the moral compass for the world. so will president zelenskyy be able to change minds on capitol hill? and most significantly of course, in the white house? joining us now, international relations expert dr. rebecca graham. dr graham, thank you so much for having us . simple question. first of all, do you believe that as he addresses both houses of congress, president zelenskyy will outright call for a no fly zone? the president biden said is not going to happen? >> well, he might and i don't blame him because zelenskyy is extremely frustrating from a military perspective. we're asking him to do something that we haven't seen in a long time. every american army has fought with air power since late world war one, but we expect

zelenskyy to take on the might of russia with really very little air support. so from a military perspective ,it's incredibly frustrating. personally, i think that biden should have put in a no fly zone before this even happened . so i wouldn't be surprised if we see another request from zelenskyy for help with the air . the argument has been from the administration. dr., that the actual putting planes in the air wouldn't make that much of a difference. they are better off shooting the russian planes out of the air with air defense systems that the us doesn't have willing to supply and shooting at helicopters et cetera, with javelin and stinger missiles, anti-tank weapons, etc. argument holds water for you. well, they need to do all of that . but notice the administration kind of changes its argument every time this question comes up and i get it there, they're real issues about what to do

about the four hundred russian air defenses and what the rules of engagement would be for pilots in a no fly zone. that having been said, the reality on the ground is with a no fly zone, all this russian advance could have been stopped long ago and i think that's why zelenskyy keeps bringing it up. absolutely needs more in the way of air defense as we've seen the patriot batteries going into poland. i'd like to see better equipment going into ukraine as well because of what they're suffering. doctor , just an aside here quickly, what do you think it will say to the american people in terms of studies in courage when you have this man who has refused to leave his country in the face of this war, this brutal war addressing both houses of congress where let's be frank, we've seen a lot of profiles in courage over recent years. zelenskyy is such a hero for democracy and i think it should

make americans really face the fact of russia's aggression. look at the threats from china and say what do we need to do to prepare to safeguard the world that we live in ? and honestly, nato has done well, but from a military perspective, nato has to ask themselves some really tough questions. they haven't repelled this russian aggression. what if it does happen to a nato partner? a lot to evaluate and zelenskyy what a wonderful hero. dr. rebecca gron, international relations expert, great to get your insights today, doctor . thank you so much. and i think the doctor makes a very good point. trace, this really does make nato look inwards, really questioned how it is going to move forward in this. as we've said before, this is a conflict that is changing the world twice. it is changing the world and is also changing the dynamic of nato. we've had one country come say,

western allies remain on edge following two recent incidents that they fear raise the possibility of a conflict beyond ukraine's borders. first, a russian cruise missile attack at a military base just 15 miles from the polish border. at least thirty five people were killed and the other was near the capitol of croatia. a soviet era drone crashed after flying over romania and hungary. needless to say, nato pretty concerned for the safety of its member nations. acties thereore military is risk, for instance, accidents and therefore we need to be extra vigilant. we need to react when needed and we need to make sure that we have the communications, the line of communications also the russians to prevent incidents from really creating

and we've got to be careful about what we do and what we accept as an act of war towards us or towards nato because our war fighters just come out of 20 years of war and we're looking at sending them back in . i'm not necessarily the best proponent for us going into another war yet. >> no, i totally hear you. i want to play this . this is from secretary anthony blinken talking about the potential for nuclear war . >> watch. how real is the risk of this spiraling into nuclear war ? i have to tell you, we have real concerns that russia could use a chemical weapon another weapon of mass destruction if they do use chemical weapons, what the u.s. or the nato allies do. we've been very clear, including with, with russia, with others that there would be a very serious response. am i going to spell it out here? but the consequences would be severe. i mean, nobody wants to wal-mart, but the whole thing.

and support for the ukrainians. it also came hours after key but once again being hit by an onslaught of russian missiles, one of which hit an apartment building. we understand at least a dozen people were killed in that strike. ukrainian forces continue to hit back . they have been attacking russian tanks, for instance, in the luhansk region. you can see the russian forces there taking what they say the ukrainian forces taking out what they say was a russian tank. but the russian onslaught continues in other cities in kharkiv, the eastern city, the bombardment has been intense. the people of kharkiv just many of the hundreds of thousands, perhaps millions who are dealing with this and facing what aid organizations repeatedly tell is a humanitarian catastrophe. trace and the pictures attest to that just gruesome. jonathan, back to you in many us businesses taking a stance against the war by seizing

their business operations in russia. now a report by the consultancy firm forrester warns it could put them at heightened risk of a cyber attack. >> with us now, cybersecurity expert and anne-marie, always great to have you on there. this is from a report and it's titled russia's invasion has permanently altered the cyber threat landscape. and it goes on to say in part quoting here whether you're a government agency or retailer, you must prepare for permanently change threat landscape. no organization will be immune. in other words, from the cia to pepsi to procter and gamble, you need to watch out your thoughts. >> well, i think it's absolutely accurate that organization does have a heightened sense of alert right now. you know, whether that's a change threat landscape or some more intense threat landscape, there's certainly more attention and the reality is trace, that it's not just, you know, russia acting

in retaliation. attribution is hard. we know that it's hard to figure out who is attacking what in the cyber world. but it's also an opportune time for any threat actor to commit a crime. you know, people are looking in one direction and the great opportunity to leverage that destruction, create more chaos, get a foothold and obtainable. and there are there are many actors that are doing that right now. yeah, there's a there's a cyber security analyst named dimitri alperovitch and he, by the way, predicted that vladimir putin would in fact go into ukraine. he also now predicts that once putin gets control of ukraine a little bit more , he says the following year i expect they might target energy infrastructure in europe. they might target it in the us as well. they might go after financial infrastructure as direct retaliation for sanctions. he's trying to say, look, it might take a few more days or weeks, but it's coming.

you know, the government, the u.s. government and other governments actually have signaled this for a while already. and i know that the financial infrastructure, the financial firms here in the united states and around the globe are are anticipating and are ready for this . you know, they they have their alerts up there. they're doing the exercises they need to do to be ready. this is a known threat. you know, what i wonder too, anne-marie, is you know, what's the difference? because a lot of cyber experts have brought the point up. what is the difference if vladimir putin goes into a nato country and bombs a pipeline or bombs a major infrastructure piece or whether he clicks a button and knocks out the pipeline or knocks out the major piece of infrastructure, is there a difference in twenty first century twenty second century warfare? >> i think there's a difference and attribution the ability to attribute that type of attack as i mentioned before, and a

kinetic attack, you know, it's obvious to see where the bomb or the missile is coming from. right. but in a cyber attack it's very difficult to figure out who is doing what . you can have impersonations. you can have threat actors that are commissioned on behalf of another threat actor to do that . certainly there are some telltale signs, but that would be one of the main differences is ensuring that we know who is responsible for that type of attack and then responding appropriately. >> i wonder of you lastly if you believe that vladimir putin has been distracted, that his military is in a bit of disarray and when things kind of clear up a little bit, will the cyber attacks, do you think, start to be in earnest in a lot of different countries, including the united states? >> well, you know, that's hard to say if i'm not in the mind of of putin.

thank god. you know, but i do believe that cyber attacks as he has evidence as part of his repertoire, as part of his you know, of his game play warcraft. and so i certainly think that part that whether we see it or not, whether or not we see, you know, something targeted with our own eyes, you know, you could set up persistence and have, you know, a long game of fact there where he's , you know, setting up access to act later. >> the very scary thoughts, memories a little more. thank you for coming on . we appreciate it. thank you . well, russia's massive war machine encounters an unexpected roadblock when we come back , what's keeping invading ground troops from advancing on ukraine's major cities? it's a question we have asked for several days. we'll look for answers next .

coverage of the war on ukraine. let's bring back our chief correspondent and co-anchor jonathan hunt. jonathan, tries to unleashing a barrage of rockets and bombs across ukraine. russian ground troops facing an unexpected obstacle. the very stiff resistance of the ukrainian forces. senior pentagon officials estimate russia has fired nearly a thousand missiles since invading ukraine. death and destruction obviously widespread, but russian convoys on the ground have not made much advancement on a lot of the major cities, including kyiv itself, of course. and that is a major setback that's prompted moscow to request financial and military aid from china. joining us now, matt shoemaker . he's a former officer with the defense intelligence agency. and it really does seem that has caught the russians out. this really incredible resistance which the ukrainians say should be no surprise to

anybody but clearly was a surprise to vladimir putin. >> jonathan? yes. thanks for having me. the russian troop advances that you mentioned, at least according to the pentagon, have apparently stalled over the past few days. it's not just one or two. it's more surprising that in the past three or four in particular and just yesterday president lukashenko of belarus stated outright that belarussian forces will not fight in ukraine. at the moment it looks like the russian strategy is to focus on indiscreet artillery bombing to cause mass casualties and destroy ukrainian morale. this tactic in particular is very common and very well known to russian forces. they've been using for the better part of a century going back to the war , to the first world war . what i'm going to be focused on over the next five to seven days in particular are two possible russian courses of action. the first is that russian forces may very well use

chemical weapons to terrorize ukraine so that the kremlin can improve its negotiating position. the second course of action i'm concerned about is russia digging into the areas they've captured and switching to a defensive position. it would effectively acknowledged that they cannot overrun the whole country, but it essentially makes the last eight years of fighting in the donbas look tame in comparison . and i just want to pick up on that one point. you think a chemical weapons attack is a serious possibility ? i think it is certainly within the realm of possibility and i think it is certainly discussions that are being made within the general staff itself because there is no there is no further movement at this point in time. it really is a war of attrition. so trying to get the most beneficial terms, if you will, is certainly on the docket of what the leadership in russia

is certainly looking for. and one way of achieving that would be to use chemical weapons to to really terrorize the ukrainian population and to get them to try and push away from the table. and the russians looking to china for help. obviously u.s. officials having intense conversations with chinese officials saying do not do that . how do you think that is going to go? >> well, that's a great question. the chinese leadership itself is severely divided on how to respond to putin's invasion in ukraine, especially now that russian forces appear stalled and losing strength. they really don't seem to know what to do at the moment. and according to reports that i'm seeing, one camp in china wants to jettison the partnership with russia entirely because its value pales in comparison to china's lucrative partnership with europe. another camp wants to stay neutral and very few in the chinese leadership are supporting putin as including the ethnically we would have expected at the moment

the chairman xi jinping prefers to stay as neutral as possible. but that won't be able to to be a position for for the foreseeable future. and not just very quickly, president zelenskyy seeming to take nato membership for ukraine off the table. does that provide a real path forward? if so, that's a great question because it's not entirely clear what president gilinsky meant by that. so we're going to need a little bit more clarity if he was taking nato membership entirely off the table or if it was some sort of signaling to his people themselves that he might be willing to negotiate. so we're going to need a little bit more clarity from him on that. but if he were to to offer that to the russians, that would certainly be a very big starting point, if you will, for for peace negotiation . all right, matt , very good to talk to you as always. thank you so much. and i think that is very interesting. obviously what matters

that i where i didn't know a lot of people. he was one of the first faces i saw when i walked out onto the terrace where we were doing our live shots in baghdad and the warmth of welcome , the warmth of that smile which you see right there was just extraordinary. tracy put me at ease and that was his great skill. everybody he met, he put at ease whether it was fellow journalists, whether it was a child on the street, whether it was the leader of a government. he had an extraordinary character, extraordinary likability, just a natural leader. we of course will never, ever forget him just a true legend. trace always was always will be truly an exceptional man. he was and i was struck by greg palkot saying that he believes that zach saved his life a number of times and it's true safety was the first priority with him, jonathan. always. yeah. yeah, zach was not one of those

cowboys in a war zone. zach was the ultimate professional. he did not take unnecessary risks. and greg palkot is not the only person who would tell you that zach has probably saved their lives on occasion. he, he was just he was better this than anybody you've ever met. trace and the loss of him will be felt by all of us for a long time. obviously we have so much love for zach, for his family. it's harder to find a better professional, a better example to everybody around him. he made all of us better as i said in that piece with brett, not just as journalists but as people. he was that good. and lastly, jonathan, what is this done to mean? clearly a tragedy. you know, zach and sasha, what is this done to our teams on the ground there in kyiv? is just is it just devastating
