raid sirens. there were no subsequent strikes or explosions. it's been quiet day relatively speaking thus far in the capital kyiv, that does not mean battles are not raging elsewhere. ukrainian officials say ukraine forces attackd and destroyed russian tanks in the luhansk region in eastern ukraine. seeing intense fighting in kharkiv, hundreds of thousands of civilians there and ils elsewhere running for their lives from the russian bombardment. as that bombardment continue conspicuous display of support yesterday from prime minister of poland, czech and sloveniark, all of which are nato members.

past, do you think they were able to hold because of progress in peace negotiations? >> jonathan: that may have played a role, but 20,000 people getting out of mariupol is significant but the lower end of the number we've been told are trapped in there is 200,000. clearly getting 20,000 out is a step in the right direction, higher estimate of people stuck in mariupol is 400,000. still a lot of work to do in terms of humanitarian corridors. >> todd: i'm fascinating by your reporting on the gathering of the world leaders, how surprise suggest it the war leaders came into a war zone? >> jonathan: i think it was stunning display of support, very brave display of support.

been tenuous at best, it is an indicator that perhaps there is some progress being made, in meantime, fighting going on, ukrainian officials putting out this video showing ukrainian attacks on russian tanks in the disputed region. russian continue bombardment of cities in the east, cities such as kharkiv where many civilians the constant bombardment by russian forces. in the meantime, three european leaders, the prime ministers of poland, the czech republic, and slovenia, all traveled staggeringly in some ways to kyiv yesterday in a show of solidarity with president zelenskyy. a pretty unequivocal, in their words, show of support for the

ukrainians. mr. zelenskyy himself, in the meantime, is offering what could be a significant concession, saying pretty plainly that nato -- ukraine will not now or in the immediate future seek membership of nato. but as this fighting continues across the country, the refugee crisis also grows. the u.n. now saying that something like 3 million refugees have fled ukraine looking for safety in the country's western neighbors. 3 million people. the vast majority of them, of course, women and children, todd and carley. >> todd: the number expected to grow. jonathan hunt, thank you. let us bring in, thank you so much for being here. jonathan hunt reporting breaking news that foreign minister lavrov of russia says there's been concrete progress. of course everything else we hear from russia needs to be taken with a grain of salt.

is that your understanding? has there been concrete progress in peace negotiations? speak out there definitely has been progress in the military operations with ukrainian army, and i believe russian diplomacy is trying to catch up, and theye realizing that the russian army, which they are claiming to be so strong and defensible -- an defeatable, sorry, is losing on the ground. they are winning against the civilian population. the children, the disabled, but they cannot fight the ukrainian army because they've turned out to be so much stronger. i think they are trying to use some sort of explanation in order to save face and claim victory if ukraine remains neutral. i personally do not see that as a victory. i want to remind everyone, if wn

♪ ♪ speeeighteen as we wait for president zelenskyy's address to congress this morning, president biden will announce more than $1 billion in military aid to ukraine. >> todd: louisiana cogs in mike johnson joins us. thank you for being here. what do you expect will come out of this speech by zelenskyy today? >> well, we're looking forward to hearing from him. of course there is wide bipartisan support for zelenskyy. they are tearing him along. i think the objective is we need

to do everything we can to help and protect the lives and the sovereignty and the freedom of his people without committing the u.s. to a war with russia. at the delicate balance, of course, and we will be very interested to hear what he says about that. >> carley: congressman, this week the biden administration came out and said they are not going to stand by and let china help russia financially or militarily. the only problem with that statement is they are already helping russia financially, increasing the amount of wheat they are buying from russia, oil, wind visa and mastercard pull out of the country they are now going to be using a chinese payment system. so the question is, should the administration already be sanctioning china? >> oh, absolutely. our complaint with the biden white house as they have acted so slowly, they have shown indecision on the world stage, which of course he equates to weakness. we can't afford that right now. obviously the perception of a weak america is what has allowed all of this to escalate as it

has, so it's time for president biden to take a strong stand. in that same vein, when they go to brussels next week to meet with our nato allies, he needs to pressure them and raise the pressure to all of our nato allies to stop buying russian oil. i mean, a lot of that is fueling and funding the russian war machine. germany gets 34% of its reserves, its oil, from russia. so that's part of the problem. we need to take a strong stand, and of course we have been urging president biden to do that for weeks and weeks. months, even, before this all began. >> todd: the president being ripped for failing to act on our border crisis here at our southern border is the february numbers shoot through the roof. for most of his presidency, joe biden has ignored the border crisis, but now with his focus solely on ukraine, has he forgotten about it entirely? >> he never paid attention to it in the first place, as you pointed out. that's the problem.

we can't lose sight of this open border crisis that continues to escalate. with everything else going on, this is completely out of control. 165,000 apprehensions and encounters at the border is the highest number in the history of the department of homeland security. if the biden white house and the democrats in the white house created this crisis, you know who's paying the price? american families. we have illicit fentanyl coming across the border. drug overdoses are the number one cause of death for americans age 18-45 right now, directly related to this. give millions of people come across the board and continues today. this is not a sustainable trajectory. the american people likely to continue to be outraged when they see the effect of this. it needs to stop immediately, but they will not pay attention to it, the attention that is due. they could reverse policies but they won't. >> carley: we mentioned at the top that president biden will announce $1 billion in aid to

ukraine. some of that has already been announced. you can imagine this might be the answer already the president zelenskyy's request. is president biden going to eventually say no no-fly zone, but here is this money instead? >> that may be ultimately what he says. there is concern, we don't want to escalate this into armed conflict with russia. that is not something we can afford and it shouldn't be our responsibility. as we said at the outset, i think virtually all members of congress a great hill is to do what we can or gems of supporting their sovereignty and defending their freedom. this doesn't just stop at ukraine. it will continue and that's a real concern. this is an interesting joint session of congress this morning. they will be interesting discussions continuing any and i hope we take a strong stand to p this bully, this tyrant, in his tracks. >> todd: louisiana congressman
