imminent assault. >> president biden responding by announcing an additional $800 million in new military aid. >> the military equipment we are giving them now we should have gave them six months ago. >> are you ready to call him a war criminal. >> i think he is a war criminal. ♪ >> steve: good morning, it's thursday, march 17th, 2022. it is noon in ukraine. and we start this hour here on fox news with an alert. rescue efforts are underway at the mariupol theater that was bombed according to the president intentionally by russian forces. >> hundreds of civilians taking shelter inside the building including children. but right now there are no reports of any deaths. >> brian: jonathan hunt joins us live from western ukraine with the latest. i was watching one of these british reports, jonathan, they say the good news is, early indications are a lot of people were downstairs when they blew

up the building. >> yeah, brian. we are getting word from local officials from mariupol where that theater is that the shelter, which was built underneath the theater, was largely intact. so, we don't know how many civilians were down there sheltering. there were, according to those local officials, children among them though. and we are being told that survivors are being brought out. that is the good news in the wake of horrific attack on a building that was clearly marked as sheltering children. but the russians bombed it anyway. those signs that were written on the ground saying very clearly children are here. were just ignored by the russians. also getting terrible video today out of the city of cher nikki, north of kyiv. according to auto tweet from the u.s. embassy in ukraine russian soldiers opened fire on people

who were simply standing in line waiting to buy bread. and we understand that at least 10 people were killed in that incident and the russian attacks on civilian targets also go on in the eastern city of kharkiv. a school, according to ukrainian officials, was destroyed there. we don't believe that any kids or teachers were in that school at the time. it shows you the kind of targets the russians continue to look at. meantime we haven't talked for a little while about the southern black sea port city of odesa. but we are seeing video now of hundreds, if not thousands of people leaving that city. it has been talked about as a potential target for the russians, they do 'have warships in the black sea. they could launch an assault at any time. although i am told from colleagues who are down there right now that all is quiet at this point. that doesn't, of course, mean it will stay quiet.

meantime vladimir putin in russia is issuing some of the most frightening comments we have heard yet from him in terms of cracking down on opposition in russia. listen carefully here to the president of russia. >> even more so the russian people will be able to distinguish true patriots than scum and traders than a fly that accidently flew into the mouth and convinced such a natural and necessary cleansing of society will only strengthen our country. >> anyone who opposes vladimir putin in his eyes scum and traitors and russia needs to be cleansed. i'm not sure we have heard language like that in europe since nazi germany. >> brian: jonathan, kind of interesting that he feels compelled to say that he called out the oligarchs. they want to live outside our society. he has got no use for them. the fact that he is making those

statements maybe shows the unrest in russia is grader than we know. and that is at least 14,000 arrested for protesting. >> yeah, it would certainly appear, brian, that the flames of opposition that are beginning to burn, perhaps, in russia are getting to president putin because, for him to speak out like that he clearly feels he needs to send the strongest message possible that they will be clamped down on. it's a terrifying warning to anybody who even thinks of freedom and free speech in russia. >> steve: you are right about clamping down because now there are the first criminal cases in russian history they announced this new law where you get 15 years in prison for posting false information about the ukraine war. and obviously it's false if russia doesn't like it.

jonathan yesterday at this time you were telling us that lavrov and the ukrainian team regarding the peace talks, so-called peace talks sounded more optimistic. i was reading this morning in bloomberg that a ukrainian official close to the talk says hey, the reason russia is sounding optimistic is because they want the sanctions lifted. have you heard that? >> what they are trying to do is put out this sort of narrative that we are doing everything we can to come to some sort of deal when clearly they are trying to get to a deal very much on their terms, steve. they want territory. they want a neutral ukraine basically that will never be able toable in their eyes of any threat to them. never be able to align itself with western europe for instance. so there is some proceeding e. progress. we should point that out. but on the smaller things, on the bigger issues, the two sides are very, very far apart.

in putting some of these bigger issues out there what the russians are trying to do is back the ukrainians into a corner and say look this is the shape of the deal. it's not the shape of the deal according to the ukrainians at all at this point, steve. >> rachel: jonathan, i'm really intrigued by what you said that vladimir putin said about the oligarchs. because many people have speculated that wherever these oligarchs end up falling would have a big impact on how putin feels and whether or not things are going well for him. we know that soible properties, their reputation, in foreign countries are now in tatters. what can you tell us about that? >> i think his message was very much to any of the russian oligarchs. the billionaires who might turn against him. but i don't think you can interpret what he was saying there as just a message to

billionaires. that was clearly meant as a message to anybody. any russian, anywhere who might oppose vladimir putin. he is saying there is no place for you in a country that is run by me. you will be silenced, during his words, cleansed one way or another. those are the words. i talked about nazi germany before. they are also the words of one joseph stalin, clearly a hero to vladimir putin. >> steve: you are either on the putin side or you are a traitor. all right, jonathan, thank you for that report from ukraine. >> brian: remember president zelenskyy was about 22 hours ago where he addressed a joint session of congress in and out in 25 minutes. rolled a tape in the middle of it just to show you the horror and destruction from the video he is able to witness firsthand and to acquire because he is the president of a country now under siege but fighting back. he says, listen, thanks for your support. thanks for what you have given but i'm going to need more.

nation. of your great nation. i wish you to be the leader of the world. being the leader of the world means to be the leader of peace. >> steve: absolutely. so, what he does every time he appears on one of these video conferences is he talks to his audience about iconic events in their history. he talked about pearl harbor, he talked about 9/11, obviously impacting every member of congress in that room. while everybody was sleeping, earlier today, in germany, he appeared before their parliament and he evoked the berlin wall, which they all feel, obviously, iconically, and deeply about. and he asked for more aid and he asked for eu membership, and addressing the chancellor elon schultz. he said mr. schultz, tear down this wall. obviously is he going from country to country and asking

for more stuff and more support. he certainly had the support around the world he needs stuff. >> rachel: he does. invoking season in particularly poignant not just because 9/11 is such a huge moment for our country in history russian has turned the ukrainian skies into a source of death for thousands of people which of course our skies were, too. that's an effective message. what was more effective i think was at the very end where you saw that clip where he said you know, i'm asking you to be the leader. the leader of the free world. clean-up is implying he doesn't think that biden has met that mark yet. and you can see that if you were president zelenskyy, you still have to be burning mad that at the beginning, before there was a war at all. before there was an invasion, joe biden made that huge critical mistake of saying well, you know, if they invade, it would depend. >> steve: minor incursion.

somebody whispered in his ear go back and fix it jen psaki said he was speaking emotionally there. it didn't seem like he was emotional. they are targeting schools and children. children point blank. shooting press with press written in their kevlar from all around. this is the utter definition of war criminality. and you would expect this from saddam hussein. you would expect this from al-qaeda and bin laden if they had the armament russia had. there is no values and ethics and valor among the russian armed forces which is stunning to see, especially because we got it all on video. and what you also probably don't see enough of is the counter attacks taking place from the ukrainians. do you know over the last 10 days they have not lost any single land and there is one city that they have lost and they are battling to get it back and that's kherson. it doesn't mean they're not under attack. the russians have to shell from the outside without even precision weapons.

worth of military aid largely some of the stuff that mr. zelenskyy is going to wind up with he obviously needs although it's been very effective. the latest news out of ukraine is ukraine is saying they shot down 10 russian planes today and some cruise missiles although the remnants of one rocket hit a 16 story apartment building. they are going -- we are, the united states, going to give ukraine those switchblade drones that we told you about yesterday. they are carrying in a backpack designed for special operators. the kind of weapon that they can have immediate impact on the battlefield unlike one of the big predator drones, you don't have to go to a flight school and learn how it fly. can you essentially shoot it at somebody. >> rachel: a lot of people are saying, steve, if you can allow for that, what's the difference between that and the planes. that's where the conversation, you know that a lot of the members of congress were having yesterday both on television and after the speech. i think there is a leadership issue here.

you know, the president announced he was going to europe in 10 days like most of us are hoping this might actually, you know, maybe we could get a peace agreement, again, nobody talking about that. no leadership antony blinken the secretary of state has a private jet. he wasn't in that meeting with the other three leaders of europe who went into kyiv. i mean, there is no leadership a. the diplomatic efforts appear at least from where we are standing to be very aanemic. maybe there is stuff going on behind the scenes but the optic doesn't look like america is attack leadership. >> steve: let's wait 10 days. okay these sanctions are going to impact him. wait a month. a month is four weeks. do you know what today is? today starts the fourth week. are the sanctions really biting that badly? have we brought russia to their knees? if. >> brian: we're still buying oil from russia. >> steve: exactly.

the our european partners. >> rachel: brian, why can't they shut the oil off now? why does it go all the way to june? >> steve: the market. >> brian: unbelievable, yeah. >> steve: here's the thing, you think if the grocery stores are empty there, would be uprising with the people. remember, the putin disinformation campaign within russia is so effective the average person in russia, unless they are young and they have got a smart phone and they know how to work the internet and stuff like that. they think that russia is liberating the ukrainians of the nazis who are running kyiv. that's the message that the average person on the streets of moscow has. so so, you know, it's like -- you know how we are paying about a buck more for gas. the people of moscow are going, you know what, if we don't have bread today, it's worth it to get rid of the nazis in kyiv. >> it's that kind of choice. >> brian: the problem is so intermarried and relations there even if you stop their facebook and stop their national news, it's almost impossible for the

been effective communicator. by his polls under 40% approval ratings. she is a 50-50 chance to run for president herself should president biden not do it. so, she has been out of her depth overseas. she has been caught by surprise in every major interview. but given a major assignment she falls short because she doesn't prepare and doesn't put the effort in. please tell me the positive qualities that she is displaying that makes her a presidential candidate? >> steve: the people that would talk about her positive qualities would be the communications team. like i said they have had so much turnover they are down to only one person left. they needed somebody in that department who know what is they are doing because it was just yesterday where they had to take down an embarrassing tweet where from the vice president's office talking about how nato essentially was standing with ukraine. not -- and that we would defend them. it was a mistake. they had to take it down. >> rachel: pretty big mistake.

>> brian: finally. >> rachel: appeal his hate crime conviction. they argue that jail is just too dangerous for the actor. >> steve: todd piro joins us with the details. todd, apparently an appeals court got involved and now he is free for now. >> todd: jussie smollett walking free after serving just six days behind bars a judge releasing smollett on $150,000 bond which he will not pay as long as he appears in court when summoned. his release comes after his lawyers appealed his december convictions arguing he would end up serving his entire sentence before the completion of the entire process. last week the actor was sentenced to 150 days in jail and a $25,000 fine. also required to pay the city of chicago just over $120,000 as you remember, smollett coming unhinge dollars in the courtroom, watch. >> i am not suicidal. i am not suicidal. and i'm innocent. i could have said that i was guilty a long time ago. >> todd: his lawyers also

the tactics of someone like you or someone, a ukrainian trying to get a degree of revenge or prevent them from taking the city? >> well, it shows that russia doesn't feel like they are going to be able to withstand an unconventional guerrilla warfare later on. they are trying to get rid of as many people as they can so they will not be able to fight against them later. >> brian: jay collins, i understand, too part of a guerrilla warfare is having snipers sent back and find a way to get into the heavy armament. is that why we see the russians for the most part even though i put this in yellow on the outside unable or unwill to get into the cities? they kind of know they are overmatched. so they are doing the easy thing? >> well, yeah. that's definitely part of it, right? they know that once you get in the city, you are really opening yourself up to unconventional warfare from all angles. you don't know where it's coming from. where the enemy in this case,

iii. >> we have the whole civilization at stake. ♪ >> brian: all right. we begin with a fox news alert. rescue efforts are underway at mariupol theater that was bombed by russian forces yesterday. steve: they are estimating up to 1,000 civilians had taken shelter inside the building, including children at one point or another over the last 22 days. right now there are no reports of any death, extraordinarily. >> rachel: that's a miracle. jonathan hunt joins us live from western ukraine with the latest. jonathan? >> rachel, steve, brian, we understand that that urgent rescue effort is ongoing. it appears that at least a large part of the shelter underneath that theater in the southern city of mariupol survived intact so rescuers are digging through the rubble trying to move it off of the shelter itself and get to

those who may have survived inside. that theater by the way was clearly marketed with the word children on both sides of it as a sign to the russians do not hit this building because it is being used to shelter civilians, including children. the russians bombed it anyway according to ukrainian officials. we also think seeing disturbing video out of the city of concern new year's eve: opened fire on people standing in line to buy bread. at least 10 people killed in that apparently completely unwarranted attack on people just trying to buy provisions. we are also seeing the bombing of or the aftermath of a bombing of a school in the eastern city of kharkiv. that happening again yesterday as the russians to attack

civilian targets. in the southern port city of odesa, that is a critical port on the coast of the black sea, we are understand that hundreds, if not thousands of people now appear to be packing up and getting out of there. that could be a sign that they believe a russian assault from warships which we know are in the black sea could be coming soon although i understand from some people i know who are in odesa right now that at this moment it is quiet. that doesn't mean it will remain so. of course, and meantime russian president vladimir putin issuing the most terrifying warning to anybody in russia who is even thinking of opposing him. listen here to the president. >> many people more so the russian people will always be able to distinguish true fritz scum and traitors and spit them out like a fly that accidently flew into the mouth and convinced such a natural and

but russia is, of course, one of the five permanent members of the security council. they have the right to put forward any resolution they want to. they also have the right to continually to veto any resolution they don't like. so, you can see why a lot of people believe that the united nations is playing no effective role here. you have the country, that started a war and unjustified war and unprovoked war. able to veto any resolution in the body that was designed in the first place to stop wars. yeah. it's extraordinary. >> rachel: we pay for that by the way. we pay for the u.n. go ahead, brian. >> steve: can we get our money back? >> brian: if you look at kharkiv, despite the shelling they have not given up. the russians have not taken a

major city in the ukraine. how much is that do to their lack of sophisticated weapons, tactics and communication a how much does that have to do with the reorganized resistance and communication of the ukrainians? >> i think it's probably a bit of both there, brian. the russians have been organized organizationally inept if you talk to military experts. they have the weaponry. they have the air power. they just haven't used it in the right way according to a lot of generals that we have spoken to. and on the flip side of that, you have this fear from ukrainian defense -- ukrainians are extremely proud people. they have always said nobody is coming in here and taking our land. they have repeatedly said they are confident they have genuine faith, brian that they will win this war. and they are no doubt being helped by the supply of weaponry, the air defense

systems, the javelin missiles, the stinger missiles being fed from western european nations, some of them coming from the united states. so, they are grateful for the help. they always want more, of course, it is making a difference of weapons that we, the united states, and other nations are supplies to ukraine. >> rachel: thank you, jonathan, great stuff. all right. well, meanwhile president zelenskyy as we know went to our congress yesterday pleading for more help. he says that the entire civilization of the world is at stake. >> steve: in fact, he sat down with lester holt and this interview took place on nbc and lester holt asked the president whether he is worried as the biden administration is, that certain actions, like if we give them the migs or do a no-fly zone. if that will start world war iii. mr. zelenskyy says world war iii may already have started.

optimistic about these peace talks that are going on. ukrainian official told bloomberg news today this morning ukrainian time that the russians appear to be more optimistic because essentially what they are doing is they want the sanctions eased. so if they sound like they are cooperative, maybe the sanctions will be eased. right now what they are talking about is what will ukraine look like politically and who would they be aligned with in the future? right now they say maybe it would be a neutral country like austria or sweden. >> that particular model then would have security guarantees from a number much western countries. and include one nuclear power. who the nations would, if ukraine was attacked would not stand aside as we are right now with the worry of bringing us full circle to world war iii. this is an alliance that we had suggested yesterday on the program. you know, in nato is not going to do anything, if the united

from the ground with details. alex, as people stream to that country are they worried the russians are back in ukraine, i'm worried they are going to follow me to this country, too? >> i think that's the growing threat and fear we are seeing not only from the refugees but volunteers who live here and welcoming them. we have seen 195,000 ukrainians come to slovakia. the process is slightly is changing of how they are welcomed in. now they are bulled to where we are and it's now what people are calling a growing tent city. people are bused here from the border. they get off those buses and they see tent after tent they did receive z. feed, clothing, medical and psychological care, for the burden many parent are carrying with them as they try to support their children and shield them from the realities of war.

kids are oftenning what little they can carry oftentimes that's the family pet from inside ukraine. the sports facility here. police and official workers are helping process the refugees into the country to help them receive access to education and also the labor force as they start new lives here in slow slovakia. sophia and marie, they have been best friends their entire lives. they arrived after fleeing kyiv, escaping the chance of some of the horrors that they have already seen. >> i saw ruining of buildings. i saw children die. i saw a part of bodies and i saw tanks. >> so they saw all those horrific things. seeing dead bodies. seeing children die horrors they will never ever forget.

another straight-forward example of the brutality of russian forces. as we enter week four of this war, steve, rachel and brian, we are getting indication and intelligence from various countries they genuinely believe that russian forces on the ground are stalled to some extent. show you this interesting video we just got ahold of, which is taken outside of kyiv and appears to show russian tanks digging into defensive rother than offensive positions. that might simply speak to the nature of what they feel they need to do right now, it may also speak to this idea, getting from british intelligence there is frustration and a real stalling of the russian ground offensive, they are anything but stall whenning it comes to the air offensive. that strike in a theater in the southern city of mariupol, a

theater being used as a bomb shelter, a theater clearly marked outside with the words children, to try to ward off any russian strike. it did not work. we are hearing that an intense rescue effort is underway there now, the bomb shelter beneath the theater apparently survived partly in tact, they are trying to clear the rubble and get out any survivors. russian forces attacking elsewhere from the air, too n. kharkiv, they destroyed what ukrainian officials say was a school, we do not believe that any teachers or children were in that school at that point. we're also hearing some terrifying words from russian president vladamir putin, clearly planning an even greater crackdown on anybody who opposes him in or outside russia.

weekend, they hit your area and there is an air base, do you know of attacking in and around your city or do you know of anticipated effort to circle lviv, where you are? >> jonathan: no, in short, steve. we had large missile attack, 30 missiles launched at the air base just outside of lviv over the weekend. 22 shot down by defense systems, eight missiles hit and 35 were killed in that. that at the moment is the only attack anywhere near lviv and life in this city, honestly, brian, goes on as much as normal. this is not physically hurt by the war, the city of lviv. the mental wounds are building up and thousands of refugees are coming in, the population of the city, particularly last week issue exploded as refugees came
