casualties at that location despite taking a direct hit from russians. that old construction apparently held. we have images of thousands of people making it out of the city of mariupol which is remarkable. for a week they were pinned down and unable to escape after feas fires fell apart. murdered in cold blood in chernihiv, the people were waiting in line for bread when russian forces opened fire. we are told 10 people are dead. the south of the country. the russian army is trying to get to odesa. the navy fired in the region of odesa last night. to get on odesa they have to get through the town which is surrounded on 3 sides. the mayor said they will be like the bomb in the mouth for the russian army.

the wall that prevents them from getting to odesa. the "wall street journal" reports they went to a northern town to get through there. it's important to get through one of these towns to get across the river. they need a bridge. the "wall street journal" reporting that the russian forces were repelled from that town and the mayor says they won't less them pass in his town. that's the trend we are seeing. the russian army is unable to gain any forward momentum on the ground. they are backing up and using the long ranger fire like the air strikes we see all the time now. >> harris: mike tobin thank you very much. president biden called vladimir putin a war criminal for the first time and the kremlin

will need to defend against them. >> harris: that's so comprehensive about what russia wants. they can live but russia has to get what he wants. congressman jeffries said don't take the no-fly zone off the table. other democrats say that puts us straight in world war iii. how surprising he would step out like that? >> members of congress like the general public are watching these horrifying images of from the russians. it's going to get worse. people want to do something. a no-fly zone is something people support because they feel like that's something we would like to see. i would like to see that achieved. i don't think people understand

what it entails -- knocking out surface to russian missile sites in russia. in the end it won't necessarily solve the problem that ukraine faces with a significant number of mortar mass firings. the no-fly zone can't restrict that. and you have to also knock out -- they are launching missile and rockets from russian territory. you would have to go into russia and knock those out. there are things we can do to help ukraine. surface to air missiles. they know how to operate them and that would make it harder for russia to operate in the air space with long range bombers. >> harris: one thing we talked about on this program is no-fly zone would entail hitting russian planes over ukraine.

here. >> harris: that's all defensive. absolutely true. what is your take on labelling publicly president biden saying about putin he is a definitely war criminal. is it personal or something greater? >> well, it states the obvious. at and point you have to be clear with people and not play games about how you feel about a situation. war crimes are being committed. the targeting of civilians in a war -- will hit a hospital. hit a shelter where people are hiding from the bombs. i will target that, that's a war crime. the person ordering those strikes is a war criminal. that's vladimir putin. he is the commander-in-chief of the russian armed forces carrying out these attacks against civilians. that's just a matter of fact. the president being dragged to that position yesterday.

won the war. senator rubio, what is your take? >> my take is when you deal with someone like vladimir putin it's a balancing act. there are things that responsible leaders have to do avoid escalation. nobody wants them to use nuclear weapons. but sometimes it's encouraging putin to do wrong. i think the president is getting that wrong. he's been dragged by members of his own party in congress to positions with regards to ukraine. i think that existed before the invasion. it was a contributing factor. now our focus should be on doing everything we can to help ukraine defeat russ. putin needs to take a l here and i believe he will. it could lead to his down fall.

[audio breaking up]. he attacked and destroyed any symbol of democracy or of organized resistance to him right away when we got into power. he will cleanse all that remains. i spoke with russian opposition during these events. they are not able to function any way possible. because putin is destroying the organized opposition to assume any power whatsoever. the point for us is to try to communicate with russians who don't want this to happen. they disagree with this. to try to support them. so they have a chance to destroy the dictator destroying my country and the global order with his ambitions.
