the sovereign nation from the air and senior u.s. officials say they have proof moscow is intentionally targeting civilians, including hospitals and evacuation centers. the u.n. is preparing to consider a resolution making it clear russia is responsible for a humanitarian crisis not seen in europe since world war two. hello. good evening. i'm drifting into washington. and i'm jonathan honda on the ground in lviv, ukraine bringing you continued live coverage of the crisis in eastern europe. it's 7:00 in the morning here in lviv. ukrainians now into week four of that battle for independence deaths amounting destruction widens, but with each passing day it becomes more evident that the determination of ukraine's people cannot be destroyed. and ahead of his trip to meet with nato leaders in brussels on thursday, president biden says vladimir putin's back is against the wall.

but will ukraine's resistance and russia's slow progress lead to chemical or biological warfare? as putin struggles to regain the upper hand ? first, let's start with fox news chief correspondent and our co-anchor jonathan hunt. jonathan, what's going on there? what's the latest? well, griff, right at this moment what is being a 35 hour cease fire is ending in the capital kyiv. the cease fire here in lviv, the one we have every night and did just about an hour ago. and as we move to what will be week five of this ongoing war , it is it is apparent to all of us here on the ground that they are both sides fighting each other essentially to a standstill at the moment we have seen lines of tanks from both ukrainian and russians that are just pulling into defensive positions, almost waiting to see exactly what happens next .

and in macary, which is a suburb of keep, the ukrainians actually seem to be pushing forward a little bit from what we can tell, perhaps pushing the russians who are in that area back slightly, although it is very hard to tell when you're talking about street by street battles. exactly who has got the upper hand . but we do know that the russian troops are suffering from supply chain issues, getting resupplies logistically for fuel for food, et cetera. and we saw this extraordinary video of russian troops apparently pulling up at a gas station, going in to the convenience store there and just taking whatever they could. it certainly seems to be an indication of the desperation they are to get new supplies. we've talked a lot about the southern port city of mariupol. of course, destruction there is quite extraordinary when you look at it. these drone pictures showing

some of the strikes in just one part of mariupol. but you look there street by street, block by block building by building and pretty much everything is destroyed. they're still trying to get something like 100,000 people out of mariupol. ordinary ukrainian residents who have seen this city completely and utterly razed to the ground. the president of ukraine, vladimir zelenskyy says the russians are impeding those so-called humanitarian corridors and he's even accused them of kidnaping some of the drivers of the busses that are supposed to take people out of there. so it's a terrible situation still down in mariupol grip. we'll keep you posted on developments there throughout this hour. of course, cosgriff. yeah, just such an interesting contrast between what's happening in the south of mariupol, just pummeling from missile bombardments to the battle in mockery of as you mentioned there in the outskirts of key. the ukrainians fighting for every inch.

jonathan, thank you . we'll check back in on that in just a second. meanwhile, four weeks into the battle, as jonathan mentioned for ukraine's independence, there are indications defensive forces are now on the offensive. that's especially true in the southern region of ukraine where russian troops are reported to be retreated somewhat. there's also word that ukrainian soldiers have retaken that strategically important town near the capital they have been defending very smartly, very nimbly, very creatively in places that they believe are the right places to defend and we have seen them now in places particularly in the south near kherson. they have tried to to regain territory again, we don't have great fidelity of tactical movements, but we have seen them make these these efforts. and joining us now, retired army lieutenant colonel chuck devor, a former twenty four year army intel officer, special in russian

tactics. colonel, that makes you the perfect guest to talk about what admiral kirby was talking about. and you heard in jonathan hunt's report talking about the fierce battle in macary, that suburb of kiv driving the russians out at least ever so temporary. what do you make of that ? well, first of all, a great question and what we're seeing right now is the utter breakdown of the russian logistics chain and we're seeing for three reasons grif number one , you don't invade in the mud season. the rescue teams, you can't go off road number two. you need to have a good noncommissioned officer corps that maintains your vehicles. the russians do not maintain their vehicles and they break down very quickly. and number three, the ukrainians have been masterful at attacking these vulnerable supply columns in a tank. i don't care how modern or great it is or how wonderfully trained its crew is if it

doesn't have fuel, if it doesn't have ammunition and its crew doesn't have water and food, guess what ? that tank can't fight and that's what we're beginning to see all across ukraine is utter breakdown of the russian ability to supply its troops. and you bring such a great point, colonel, and that is really all across ukraine. what you're seeing as we've seen now for twenty eight days, we're entering its 20th day today, the three axes coming from the north into kiv from the east trying to push past on vast and go west and of course moving up through the south to take mariupol, create that land bridge between the donbass in crimea. but here is what admiral kirby had to say about what we've seen really all across ukraine in the first month. listen, it's quite stunning even for all that power that twenty seven days in , they really haven't achieved any of the strategic objectives we think they were after. colonel admiral kirby.

right. are they really failing to accomplish any of their objectives? right. so the initial campaign objective was to oust the government of zelenskyy to have him killed or flee and put in a puppet that failed within the first twenty four hours. and so what we're seeing now is the russian command grappling with the fact that their initial campaign failed. they need to reboot. they need to come up with a different plan. and so what they're doing in the meantime is just destroying as much of ukraine as they can thinking that perhaps that'll enhance their position at the bargaining table. i don't think that's going to work. what we need to be on the lookout for is a long war and in about eight to nine weeks the character of this war is going to change because that's when things start to dry up and you start to have better cross-country mobility throughout ukraine around the end of may, the beginning of june. so one of the things i'm concerned about is is president vladimir putin's

request of the chinese for assistance. are we going, for example, start to see new chinese trucks or the provisioning of precision guided munitions that the russians expended in the early stage of the conflict that are being built under license in china? we need to keep a very close eye on that because if we begin to see that , it means that the chinese do not fear any potential sanctions because they don't think we're going to do so. that's one big thing i'm looking for. number two is belarus. are they going to enter the conflict or is the risk of instability in belarus too great. and lastly, we need to think of ways that we can keep ukraine in this fight. we need to have ways of, for example, repairing all this battle damage to equipment in places like poland or romania and getting it back across the border. and we really need to be prepared mentally and prepared in our plans that this war could go on for many more months.

and actions right now they seem to be pushing russian tanks on the ground willing to engage in ground battles with those russian forces. and you talk about kiv. yes, in the suburb of macary. according to the ukrainians, they are in fact managing to push russian forces back a bit, although we're talking about street by street battles here. so it's you're talking about yards of territory at a time not a significant push back at this point, but it seems to be they're at least moving in the favor of ukrainian forces and we are seeing clear evidence of russian troops being undersupplied and having logistical issues. some extraordinary video of russians driving into a gas station heading straight into the convenience store attached to that gas station and basically taking whatever they need. that would appear to be a very clear sign that russian troops are suffering from getting supplies of fuel and food when

they need them. that is something that ukrainian officials and for that matter u.s. and european officials will be watching very closely because if they cannot supply their army, then the russians could have more problems and more of this country griff. that video is incredible. jonathan, thank you . meantime, president biden will soon depart for brussels where he'll meet with fellow nato nation leaders. mr. biden expected to unveil new sanctions against moscow and press for continued unity among western allies as russia storms ahead with its brutal invasion of ukraine. he will work with allies on longer term adjustments to nato force posture on the eastern flank. he will announce joint action on enhancing european energy security and reducing europe's dependance on russian gas. at long last he will announce further american contributions to a coordinated humanitarian response to ease the suffering

of civilians inside ukraine. joining us now, former naval intelligence officer john jordan. john, a lot of information coming there from jake sullivan except for sullivan would not tell us exactly what those new sanctions will look like. give us, if you will, a preview of what you think we might see in the form of sanctions in the president's trip to brussels. well, first of all, we're going to see sanctions going downward in russian society. emphasis to date has been on oligarchs, but now we're moving down to members of the parliament and the duma and i hope into members of the siloviki, which is the security bureaucrats of russia which have day to day control over guns and the jails got to put pressure on those folks to if there's going to be any hope of moderating putin's behavior or regime change. john, does the president talk or even issue a public threat for sanctions against china if they do indeed aid russia?

well, great question. this is perhaps the most important foreign policy trip in a generation. the president biden's undertaking here. the implications are not just for ukraine with regard to imposing secondary sanctions on china. should they aid the russians in bailing out their economy or bailing them out militarily? but this is china is taking the measure of the west right now and they're going to take a look look for daylight and cracks in the alliance that they can either exploit or use down the road. and if the west comes up short here, the cost could be tremendous with regard to the chinese down the road. john, we learned something here in the last several hours that i think would absolutely terrify a former naval intel officer as well as everyone else in the pentagon and that is the kremlin spokesman dmitry peskov saying in an interview publicly that they can envision if they felt in existenz threat his words in using nuclear

weapons. what is your reaction? well, first of all, this is absolutely terrifying. even a small tactical nuclear weapon, a fraction the size of hiroshima and nagasaki not to be taken lightly, not just the primary effects of the blast and the heat wave, but the secondary effects of radioactive fallout, radiation and panic throughout the world ,the economic distress, the humanitarian crisis will be many fold. there's a way around this . and if the president has the courage to take risks and blowback, here's what he should do first of all, important to understand how russian nuclear command works. president putin controls the button by a device called the checkout, which is like football and the american president has then those instructions then go to the general staff and then down to battlefield commanders who unlock the nuclear devices with codes to unlock the what's called permissive action links which are locks on nuclear weapons. and then they have to be placed onto missiles and then launched

by local battlefield commanders. now we have great intelligence and a great understanding of the command chronologies. a lot of these units and these characters from the general staff, head of the general staff, general grapheme up all the way down to the colonel. the lower general and colonel ranks. we need to make those names public. we need to say if you participate in a nuclear release, we're going to make you famous. you're not going to be able to slink back into obscurity or plead that . i was just following orders. nuremberg defense. the tried. we are going to we the world are going to hold you responsible for unleashing this . and yes, you may have been ordered to, but you had the power to stop it and didn't put their put their faces in pictures and names, make them public and call them to account, put the spotlight on them. and when you do that you do a couple of things. you reduce the probability that they'll actually do it now that they know that they are not that they're not big players anymore. and you introduce a degree of uncertainty on the part of putin and senior russian leadership as to the reliability of those commanders and those orders

being carried out in my estimation doing this even the risk of some blowback would would reduce the risk of some sort of nuclear event in ukraine. that is a great idea. i hope the pentagon is listening. this kind of rhetoric is definitely very frightening. john jordan, thank you very much for taking time and staying up late for us jonathan. my pleasure. and a fox news alert from new orleans reports of a powerful tornado that swept through the city late tuesday. at least one person is dead. the storm also tore across the city's suburbs leaving in its wake widespread destruction. trees and power lines up down, cars flipped over and homes without roofs, parts of st. bernard parish which borders new orleans to the southeast appear to have taken the brunt of the weathers fury. that's where the death occurred. a number of other people were hurt. some 8000 homes and businesses

. yeah, it really is interesting what's going on now gripping faced with an impressive resistance from ukraine's military over the past four weeks, russia's combat power now reported to have fallen below 90% since launching its invasion. russia has exhausted a good portion of its bombs and missiles according to u.s. officials. tanks and other ground weapons clearly being destroyed while nearly 10,000 russian soldiers have been killed, according to some estimates with another 16000 wounded. they have over time built up a significant amount of combat capability to conduct this operation. this war . and they still have our assessment. they still have a significant amount of that combat capability available to them. they are. that said, they have been increasingly frustrated by a lack of progress here today. twenty seven and they haven't taken they haven't taken kharkiv. they haven't taken gernot.

they they haven't been able to isolate the donbas area. the ukrainians are fighting back very creatively, very bravely. with us now, retired army lieutenant colonel daniel davis, now a senior fellow with defense priorities. colonel, it is very good to have you here and i've been reading some of your comments and i'm intrigued by your idea that let's not get ahead of ourselves here. the ukrainian are talking about pushing the russians back in certain areas, but you saying, hey, hold on , guys, this is a big army you've got coming at you still? yeah, that's exactly right. and you just heard john kirby actually just concede that fact that there there's still over 90% and that's that's a substantial amount of combat power to still have available for striking right now. and when you take a look at what's actually going on in the kyiv in the sunni area, in the kharkiv area, what you

see is lots of holding positions. you see raids, you see artillery raids. you see what's called reichenbach fire basically kind of a holding pattern. you what you don't see is like these onslaughts you don't see like a lot of these troops from the north and from the west trying to get into kyiv and being repulsed. you see small units. what that tells me is that those are holding positions while you see the fierce fighting going on all the way into the east in the donbas and in the mariupol area. and in that place i think is the greatest danger in my assessment for the ukrainian forces because there is a large developing pocket of up to 40 to 50000 ukrainian forces. and if russia is able to get around the rear and the flank of those, they can completely cut that off and then they can move their forces up into the kharkiv from two different directions and then the whole thing could then fall in sequence after that . and that i think is the greatest danger.

and so i think that's where also ukraine is putting their greatest forces. >> so colonel, the obviously the successes that the ukrainians are having in at least holding the russians in certain places largely down to their own bravery, of course, but also being supplied by nato. what should president biden be pushing nato for? what should he be calling for on his trip this week? well, i have a little bit of a different view in a lot of people because i know that the conversation has been all about ,you know, sending in more weapons and more aircraft, maybe anti aircraft capability and long range missiles. but i think that the best thing that we can do for the ukraine is to help them negotiate something tougher with vladimir putin. the best thing that we can do for ukraine is to end this war as fast as possible because i'm just telling my professional military assessment is that ukraine

can't hold out over time the longer this goes, the more of them are going to die and probably the more that russia is going to move up because vladimir putin is absolutely committed to this . and i think that we gain false hope from the fact that the advanced is gone slower because consider that they still have 700000 active troops they could put into this and they haven't even touched their two million reserves. so if things go bad, could you bring along that quickly to the ukraine has to make some concessions quickly you think here look, the options are you can either try to hold out and try to get more defensive weapons and hope that maybe the russians will run out of steam. that's a possibility. but i just have to be very low possibility. if you take that more likely you're going to get more your people killed and more your cities destroyed. and i just don't think it's going to work over time. but negotiations can work. lieutenant colonel daniel davis, fascinating to talk to

hard for our viewers. humanitarian aid and rescue project. what are you doing right now specifically and why are you doing it? hey, thanks for having me, griff. i'm south of kyiv right now and i'm supporting our rescue with a nonprofit that's donor funded. it's a group special operations medics, navy seals and intelligence experts here right now in ukraine that are extracting civilians out of these hot zones. i mean, the guys here, they're the real deal . we're doing deep extractions of americans, stranded personnel behind enemy lines and some of the areas with the heaviest fighting. and from the humanitarian perspective, from what i'm seeing on the ground, russia shelling civilians continues and the situation is worsening by the hour. you've got 10 million people who have already been uprooted or displaced here, three million refugees have already fled the country so they need help. russia continues to use attacks on civilians as their main weapon of choice because they're not gaining the tactical ground needed against ukrainian forces. and we are seeing the aftermath here, them deliberately firing on schools, on supermarket in places like kharkiv with civilians inside and then heavy hot spots fighting like

mariupol has escalated now with at least seven russian naval ships bombarding the city over the last 24 hours. there's an estimated 300000 civilians trapped there alone facing dwindling supplies. they don't have safe drinking water. there's virtually no stocks of food. people are literally drinking water from sewers just to survive. so groups like carp are having to put humanitarian aid in there by going through enemy lines, which is extremely difficult. and what's worse grip is now the russians are even heavily targeting media and information outlets there kidnaping journalists, local government officials, other activists who are providing this information on the ground about the true nature of russian war crimes that some troops just kidnaped a french journalist not too long ago working for a radio station, ukraine held them for days, tortured him. he also had armed men kidnaped publishers and editors in the city of melito. so it's just getting worse. i mean, they're trying to cut the information that's going out there trying to strike these tv stations that are broadcasting information on russian troops just to essentially create a panic

among the people of ukraine. >> but i don't have to tell you because you were there on the ground, but it's impossible to overstate the humanitarian need that you are bringing to those people and obviously organizing nations like yourself and brave men and women like yourself who helped get my roommate my office made here at fox, ben hall, who was grievously wounded out. talk to me just if you can about how difficult it is the mobility to even operate in that sort of space. it's incredibly difficult, especially as the russian continue to make advances and surround certain areas. typically what's happening is people back home are submitting evacuation requests and then we're filtering that information and determining how quickly we can get to them and where we have assets and networks that can get these folks out. but there's a lot of situations where we haven't been able to get folks out as fast as we wanted. we had a case just recently where a guy was literally surrounded by russian tanks on both sides of his his neighborhood and was being

shelled. you know, his neighbor actually got shot just trying to get water. and so there are certain places where it's not that difficult where where where folks are just trying to get out of the country and need a mechanism to do that and we can help them literally move across the polish border, the romanian border to get to safety. and then there's other situations where guys are having to go behind enemy lines and take, you know, barrages of artillery fire and essentially fight their way to get medical aid and humanitarian the civilians that are trapped in these homes. there's a ton of civilians that are just stuck right in the middle of the fighting. and it's not just coming from the russians that's too they're taking hits from ukrainian forces as well that are fighting it out. so it's just it's just a complete mess and it's going to continue. i think putin is starting to escalate. he's not gaining the tactical ground he wanted. i think that's worse from the humanitarian perspective. and you know, russian troops right now are more of them are dying than ukrainians. you got ten russian troops dying per one ukrainian soldier. they've lost estimated 15000 up to this point. so the stakes are high and our
