oh good old these days fox been watching fox now and hulu is a fox news alert on a journey for peace. president biden and fellow nato leaders arrive in brussels for a high stakes summit. it comes one month into russia's brutal invasion of ukraine. in that time, it's estimated invading forces have launched more than twelve thousand one hundred missiles, reducing once thriving cities to absolute rubble. but now nato gathers with its own show of force a show of unity against vladimir putin's invasion. the alliance vowing ukraine will get more military support

and russia will be on the receiving end of even more sanctions. and with that , we welcome you to our coverage. i'm kevin work here in washington and i'm jonathan holmes on the ground in the veev ukraine bringing you continued live coverage of the crisis in eastern europe 7:00 in the morning here in lviv. the battle for ukraine's independence is now a one month old 29 days of relentless violence have taken a devastating toll on the people of this sovereign nation from the mariupol, for instance, resembles a ghost town. in fact, some one hundred thousand civilians are trapped down there. innocent lives, no access to food or water. men's brutality has led the u.s. to formally accuse russian troops of committing war crimes. the white house vows it will work with its allies to prosecute the offenders. still, president biden warns

that the world probably hasn't seen the full extent of vladimir putin's ruthlessness. how concerned are you about the threat of chemical warfare right now that russia chemical weapon? how high is that threat? i think it's a real threat. we begin our coverage with chief correspondent and co-anchor jonathan hunt live in libya. >> jonathan, kevin, as we emerge from one more overnight curfew here in libya, even we enter week five of this brutal war . the focus this morning very much on the fighting around the outskirts of the capital . it has been going on all night as ukrainian forces try to drive back the russians who have been camped at the closest about nine or 10 miles from the city center of kyiv. ukrainian forces say that they are having some success in some areas of those suburbs, forcing the russian forces back .

and president zelenskyy of ukraine has said it is time, time right now for the world to step up and do more . his president hilinski russia is trying to defeat the freedom of all people in europe, of all the people in the world. it tries to show that only crude and cruel force matters. it tries to show that people do not matter and we are getting a wider look from the skies over mariupol, that southern port city that we've been talking about so much over the last week or so. and as you can see, the destruction is wide spread . it is truly shocking 100,000 people said to still be stuck there with pretty much no way out because russian forces, according to the ukrainians, keep attacking those so-called humanitarian convoys trying to

get people out. we're also hearing though of the flixster of russian casualties and according to nato, it ranges from anywhere from 7000 to 15000 troops who have been killed on the russian side. and kevin, just to put that in some context, in the entire 10 years in which russia was in afghanistan, they lost 15000 troops. then at the top end this estimate, they've lost that same number in one month in ukraine having incredible numbers indeed jonathan, back to you throughout the hour. meantime, faced with diminishing supplies, food and morale, russian troops may actually be forced to approach ukraine's unexpected resistance from a very different direction. a senior u.s. defense official tells us moscow appears to be directing a new offensive from the eastern provinces in that country which are, as you probably know, under separatist control.

the strategy shift comes as the kremlin's assault continues to stall in other areas of ukraine. joining us now is lieutenant colonel dan gob. he's an international military strategist and co-founder of restore liberty. first question is the obvious one does that strategy shift surprise you at all? >> kevin, thanks for having me on and know that strategy shift doesn't surprise me at all as they bogged down really just north of kiv and their ability to take the, the national capital of ukraine relatively easily is no longer a reality. they may be turning back to the a different idea of saying what we really want to be able to do is try to occupy the donbas in those two specific regions where the separatists and the more pro-russian regions are and maybe start over a little bit from their what do you make of the idea that russian troops are suffering from low morale? that would not surprise me. we've heard plenty of i guess

you could say a soviet or former russian troops talk about how they didn't know that they were going into ukraine and actually conducting offensive operations against the ukrainian people. this was a surprise to them and they thought they were going on training and now that they were combining with a month of combat to where they're not seeing the victory that they thought they might after it started, it's really no surprise at all that morale would go down in the sense that anything will change with respect to the western part of the country. it does appear, at least at this point, to be somewhat safer with the exception of the aerial assault. i would think it would change somewhat if the logistics part of it gets fixed for the russian forces. they had a hard time applying themselves in garrison back in their own country. so to conduct complex offensive operations in the northern and southern and eastern end of a country the size of texas is no easy task to make

that smaller is not a surprise either. let me ask you one other question about the strategy from what i can tell, yes, they are doing much of their destruction by way of air. is that to suggest that because there is facing so much more resistance on the ground, that's a safer, more productive way for them to sort of gain control of some of the pockets after? most certainly. and when you start dealing with urban combat, which is the most difficult type of combat you can imagine, you're either going to have to go into the cities and clear it room by room and street by street, which adds days and weeks and large numbers of casualties or if you're someone like putin who's willing to use your artillery and air forces in the different assets that you have to level cities in lieu of doing that , i could certainly see and continuing that process. and mariupol is right now a pretty good example of exactly. colonel darran joining us .

thank you , colonel. we appreciate that . now back to my colleague jonathan hunt. kevin, thank you . president biden arriving in brussels just hours ago. that's where he'll meet with nato and european allies to try to come to consensus on how to further shore up support for ukraine. fox news correspondent lauren blancher that story live from washington. lauren. good evening, jonathan. a top priority for president biden reassure allies that america stands with them as they strategize what to do about russia starting off in brussels, three high stakes emergency meetings for president biden with nato leaders, the g-7 and the european union on the agenda, how to help ukraine and avoid the spread of russian aggression. ukrainian leaders have begged nato for more weapons. the issue is how to help without setting off a wider war with russia. we all know that the military accusatory sanctions released

and it's beautiful to see them fighting for their sovereignty. but one thing i did learn is that there is such tremendous ongoing need for medical care. you know, one of the places that i was stationed at the railway, i saw hundreds and hundreds of patients coming off the trains every single day and they traveled for days, days, hours and they came and they went out of their medications or they come with wounds and injuries that need to be attended to. and so we were trying very hard to try to provide them with the basic medical care that they need as they moved on to whether it was germany or poland or any other countries. so we saw that there was tremendous need. it's ongoing and we need to just continue to be able to support them as much as we can. even though i'm back in the united states for the past twenty four hours, i've been working nonstop to try to gather up more supplies. i spoke to dr. yuri recently. i spoke to him yesterday. he's one of the surgeons at the trauma center in kyiv. he's operated on our colleagues

today to stop a man who quite simply does not seem to be in the mood to be stopped. russian president vladimir putin ordering ordering his forces to keep pressing that brutal invasion of ukraine . ukrainian forces are doing what they can to fight back in the suburbs around the capitol of kyiv. they have halted a russian advance some nine or ten miles at its closest to the city center and they say they are beginning in some areas to force those russian forces into retreat to some extent. but the fighting still intense. president zelenskyy of ukraine says those leaders in nato need to do more to support ukraine because the war will spread further into other european nations if they do not stop russia here in the meantime, we are seeing staggering images from the southern city of

mariupol. the destruction there quite breathtaking when you see it from the air in this sort of drone footage, we're told around 100,000 people remain trapped in mariupol. the conditions awful as you can quite plainly see in the words of one ukrainian official, it is quote hell on earth. meantime, russians have taken, according to nato, a lot more casualties than they would have expected here. nato officials say it's somewhere between 7000 and 15000 troops that russia has lost . worth pointing out that they lost 15000 in the entire 10 years if they were in afghanistan. they've been in ukraine, of course, for just one month. kevin johnson, thank you as always. we appreciate that . back to you again. in just a moment. meantime, in just a few hours from now, president biden will gather with other world leaders for what may become the most important summit in nato history. mr. biden has arrived

in brussels home to nato headquarters. the emergency meeting is in part a display of global unity against vladimir putin's war in ukraine. sources tell fox news tonight that nato members will also discuss plans to provide even more help for ukraine's beleaguered military. we face a new reality for our security so we must reset our deterrence defense for the longer term with major increases to our forces in the eastern part of the alliance. ian stoltenberg speaking right there. the nato summit comes amid reports that putin is showing more frustration with the pace of the invasion and may ultimately resort to using even more ruthless tactics. how concerned are you about the threat of chemical warfare right now, the loss of chemical weapons? how high is that threat? i think it's a real threat. a real threat. mr. biden joining us now,

national security expert jason beardsley. i'm always hesitant, jason , to sort try to speculate what a madman just might do. but i do think it's fair to suggest that this is a very real possibility and that would obviously impact the entire globe. jason . right. well, kevin, good reporting. we have to keep in mind, you know, chemical attack can mean a number of different things, including chlorine bombs or ammonia bombs and those things can create clouds that are pretty hazardous but they are different in nature than a biological or radiological attack. and this would allow putin if he was so inclined to do it with , you know, using agents from belarus or other places that we're not quite tied to the russian military. and this has been a tactic they've used before. so it is something to watch for. but as a reporting suggesting people have been looking at the russian forces are beleaguered. they've lost a lot of morale. they're getting hammered on the ground. the ukrainians have put up

a fierce resistance. so let's let's hope that they can break the will of the russians before the will of the ukrainian people get broken. jason , let me ask you about the aid not just the u.s. but i'm always wondering what is europe's role in all this ? people talk a lot about what we ought to be giving with respect to resources, dollars and armaments. are the you, the europeans doing their fair share in your opinion? well, i'd have to look the numbers closely, but we always know that the united states is going to be a lead in this department. but some of the stats suggest there's thousands of tons and maybe even hundreds of thousands of tons of humanitarian that have gone in . there's a lot of people receiving the refugees that's just as important helping people get food and comfort items. that's huge. and i think a lot of the nations have been compelled to support the ukrainians in this along with the intelligence we're giving zelenskyy along with the weapons and the lethal munitions that have really helped them kind of tilt the balance in this battlefield. so all in all, i think we're

seeing actually a good effort. it was a little late in the game, but the ukrainians have already dug in and made this a challenge for vladimir putin. always appreciate your candor. jason beardsley joining us mutually joining us , our national security expert. i want to ask you very quickly before we wrap up the segment from your perspective, is it more likely or less likely that we see the russians who by much of the reporting i've seen and read, whether it's the bbc or just our own reporting here at fox, it appears to me that the russian troops are suffering a great deal with respect to morale problems on the ground. how might that impact the ability of vladimir putin to move forward with his plans in ukraine? kevin, that's everything. you know, i'm a soldier from the ground wars in iraq and afghanistan and north africa. when you lose morale, you lose all the momentum and it's harsh winter conditions. these guys are getting hit by guerrilla attacks and from every angle. so we've seen a lot of

desertions and we've seen the russian soldiers broken. i don't think they knew what the plan was and i think vladimir putin is increasingly isolated. that doesn't mean he's going to quit what it really means is we're seeing these desperation plays like the bombing of mariupol. but the ukrainians can turn this around with the right weapons focused on the artillery pieces and the dug in russians. they can break the russians first and i think we're going to look for that in the next few weeks. always a real pleasure. jason beardsley joining us on the show tonight . jason , thank you . now back to my colleague jonathan hunt. kevin, thank you . some news out of washington, d.c. madeleine albright, a child refugee from controlled europe who rose to america's top diplomat has died. fox news correspondent gillian turner takes a look back at albright's trailblazing career that paved the way for so many women behind her . >> we have a job to do to defend american interests.

russia's cyber capacity is fairly consequential and it's coming. it's believed russia wants to retaliate against stiff us sanctions. and fbi director christopher wray is voicing concerns about the possibility of cyberattacks against the u.s. infrastructure reason we're concerned about is not just based on our long standing understanding of how the russians operate but that's actually the product of specific investigative work and surveillance work that we've been doing all together. and the thing i would point to there is that most cyberattacks don't just happen in an instant. there's activity that leads up to it. joining us now, eric noonan, former marine and cia officer. good to have you here, eric. how real is this threat?

what form do you believe it is most likely to take? well, jonathan, i think what's significant about this warning is one that came directly from the president and they referenced for the first time that i can remember specifically preparatory activity for disruptive actions. and so what that tells us is this isn't what we've historically seen which, you know, usually falls into the category of espionage intelligence gathering information. so to what's happening now, according to what we've been told is that we're seeing proprietary activity and that means scanning networks for known vulnerabilities, things that should and could have been patched and addressed and remediated prior to an attack that are potentially still vulnerable. so i think it's the very actionable alert from the president and his administration. so we've heard before from government officials in the u.s. that this may be equivalent to a pearl harbor when we get the cyber banks

that they keep warning about what is the actual capability? what do you believe would be the chief aim here? well, the aim could be because we have, you know, many, many critical parts of the economy and critical infrastructure that we rely on . the aim would be to be disruptive. right. and so there's many systems and i think there is an acknowledgment in the president's statement that are actually outside of the purview of the federal government. and so the president reached directly to governors across different states who have much more kind of insight and purview into some of this critical infrastructure. think about water treatment plants, the electrical grid, the people and the companies that we pay our bills to each month. those are largely outside of the direct federal control. and so the president in part and ask for the governors of these states to be part of the solution and for private businesses to rally and come to

the defense because the federal government can't do this for us . so this is not just, eric, about taking down, for instance, like the pentagon networks and trying to our ability to respond to military threats. this could affect ordinary americans right across the country in terms of them losing power, losing water supply, et cetera. that's right, jonathan. >> that's the potential. and i think the thing that you you point to is very, very astute point because where we have say the pentagon network that clearly is defended by the military and other agencies agencies, what we're hearing now and what we're concerned about now are private business and much of our critical infrastructure potentially up to 85% of it is actually run by private industry. and so we don't have in that regard a military that's going to come to our aid. we're very much dependent on these public private partnerships in these

corporations really making the investment to up their game in cybersecurity. and eric, talking of those the public private partnership and these corporations, are we as good on offense as we are at defense right now or do we is it really a case of everybody's really got to get them very quickly? so certainly offensively we have incredible capabilities with our defense and intelligence agencies and that really is the domain of the government where where i spend a lot of my time at cyber sheath and i think that a lot of our private part of that public private partnership is on the defensive side and that's really where we have a great opportunity. we have many of the answers. we know what to do, what we really need is an impetus to do it. and i think the president's call to action is one . but ultimately this has to be regulated in a long term similar to other industries like the automobile industry,

the aviation industry where we have regulations, where there's safety and security concerns, we need those mandatory minimums for cyber security to to really compel private businesses to take these actions. eric noonan, the ceo of cyber , she thank you , eric. really great to get your insights on what is a new front in international conflicts. thank you very much indeed. eric noonan, kevin johnson, thank you . u.s. troop strength in europe is now over 100,000, the largest number in nearly two decades. and that number. believe it or not, could actually be growing. a senior defense department official saying tuesday that defense secretary lloyd austin is not ruling out the deployment of more troops to eastern europe. and nato is said to be looking at beefing up troop strength there as well. joining us now is chris caselli ,lieutenant colonel and now a republican republican that is

for a seat i believe is the sixth in north carolina. colonel castelli, thank you for joining us . we appreciate it. let me ask you about this idea of increasing troop strength level this sort of well, i'll just let you answer the question this way. does that make sense to you? good morning, carol. thanks for having me. you know, back in february we deployed two thousand troops to the region. we've just recently had another 3000. there's a total of five thousand. there may not sound like a big number, but knowing our technological capability, it's a significant number. we don't have to go one for one on the troop strength there to match the russians with technological superiority . i don't feel a perfect example of our ability to provide full force multipliers. you know, when you consider a 12 man special forces 18 is a strategic asset with tremendous capability

that puts the 5000 number in perspective for. that's actually pretty interesting. let me ask you this , colonel. we've been reading a great deal , quite frankly, about this idea that russian troops are suffering from low morale. they're missing. they're not eating. obviously there's some equipment problems as well and any time you're dealing with a country that is strong and proud like ukraine is, this was never going to be a cakewalk. what do you make of the idea that we're getting reports like this and how much will that make a difference on the ground? i think i think a determined ukrainian defense force makes all the difference while they can't match them one for one and the numbers certainly the motivation outmatch is the motivation of the russian soldiers. like i said previously, i think the russian troops are demoralized. i think they're poorly trained and i think they're frankly a paper tiger and we're really

seeing some weaknesses in the russian army right now. and i think this is going to turn out to be a colossal failure and the russian army but the real question then becomes might putin who by many accounts is an absolute madman in this circumstance, might he then resort to chemical, biological or god forbid even nuclear weapons to sort of go out in a blaze or in minimum try to subdue the resistance in ukraine? i think president biden's trip to poland to meet with the nato members is crucial. he needs to demonstrate strength and leadership now more than ever know. this can be either a colossal failure or a resounding success and the limits that are required to make this a success are one we need to commit to what we're deploying our forces to stand side by side with nato forces to he needs to clearly

identify the red line for putin not to push to to cross with nuclear and chemical weapons grade. he needs to identify the sanctions that european and nato countries need to come together and collaborate on and be in unison with and then for they need to come together and give zelenskyy the weapons he needs to fight the russians if he can accomplish those things, his trip will be a success. yeah, you really nailed it with respect in making sure that the zelenskyy administration, if you will, has the weaponry they need in the 30 seconds we have left or so, if there's one thing you would say to the president with respect to his message to the american people, what should he tell the american people? obviously that's a separate audience for nato. what should that message be given this trip to brussels? i think he needs to commit to supporting the ukrainian forces without putting boots on the ground and putting
