warship in the black sea off the coast of mariupol and the pentagon says russian forces are taking defensive measures. they have lost as much as 20% of the enormous ground movement. but key cities like mariupol and kharkiv the second largest in the country remain under constant siege and bombardment. ukraine president zelenskyy urging world leaders and nato to stand for freedom. >> we are bright people and we have been defending all these values for a month now. a month of heroic resistance. a month of the darkest suffering and the world is waiting and ukraine is very much waiting. waiting for real actions, real security guarantees from those whose word is trustworthy and whose actions can truly keep the peace. all offers are on the table.

it had become an important fly hub. ukraine has been fighting back northwest of kyiv. the video is from a town claiming they took back a cluster of villages northwest of the capital. the pentagon says russian forces are no longer advancing. they had to fall back or digging in to defensive positions. >> the russian forces advanced somewhere between 20 and 30 kilometers to the east of kyiv the ukrainians pushed them 40 to 50 kilometers away. in the north of kyiv. >> northeast of kyiv there is a town in bad shape where american james hill was killed. no power or heat. the bridge connecting this town to aid convoys is blown up and the mayor is now rationing water. mariupol is an ongoing humanitarian disaster. refugee buses are fired upon.

today's establishment of four new battle groups is a strong signal that we will collectively defend and protect every inch of nato territory. we're also expecting an announcement to measures help europe stop padding putin's pockets by purchasing his oil. preparing to use chemical and biological weapons. >> harris: as you are talking, general. i will ask my team to pop up the polling again so people can see where americans are falling on this and how worried they are. is that worry legitimate at this point? >> well, look, you just heard the nato chief. the hand wringing again. no positive statement about where we stand on that. he is just hand wringing. and what the deputy from russia was doing there is trying to intimidate us. it is brinksmanship. trying to get inside our head. i think the fear inside this white house is palpable when it comes to nuclear weapons. but think through this issue just a little bit. we can have a conversation with the american people about it as well. not a lot of leadership in talking about it other than the hand wringing. i mean, if russia used nuclear weapons, the loss to them and the loss to europe and the

world at large is devastating. there is no advantage for them to do something like that. but listen, we didn't deter putin from invading because our policies were so weak. they showed up on the border 60 days after biden took the oath of office. and we delayed the shipment of arms that the trump team had scheduled for that period of time because we didn't want to provoke them. we have always been taking a step back and operating from a position of weakness. what i'm suggesting is the way to deter the use of those weapons is make certain that they know that we are going to hold them accountable and they absolutely will pay a price for it. that's what i'm seeking here. not the hand wringing that we keep seeing going on and you just saw it from the chief of nato, who i have a lot of respect for. >> harris: wow, what you said the fear is palpable in the white house.

>> if you are blatantly targeting civilians, hospitals, schools, that's a predicate for pointing out war crimes. the complicating factor. if civilians are holding weapons and fighting at the russian army from apartment buildings and high rises or other buildings are those legitimate military targets? the kem -- kremlin will say they are. you have to prove they were civilians and willfully targeted and the people dropping bombs are told they're tanks. the generals and others making the targeting decisions to demoraleize and kill civilians. very complicated. there is no doubt there are war crimes being committed. the russians don't care. they want to bring ukraine to their needs. it won't work but it is how they fight. >> harris: remember the theater that had the words in russian children to let them know. there will be some receipts as i like to put it.

crisis. the american people know they are looking for a different direction. they see the democrats doubling down on failed policies. house republicans are unified in providing an alternative agenda to help save our country. >> harris: did you hear that? identifying all the trouble points and they have ideas among republicans. they're fired up about the mid-term elections and see success ahead. a new fox poll shows they are in good spots by a slight margin more people would rather vote for the republican candidate in a race for congress than the democrat. plus 52% of republicans say they are extremely interested in the mid-term elections compared with 44% of democrats. majority of gop voters say the results of the election are extremely important. fewer democrats say the same. power panel now. david avella chairman of gopac. jason nichols from the university of -- great to see you. david, i will start with you.

what's happening do you think with such disparity between republican voters saying hey, we can't wait for november and democrats saying well, maybe not so much? >> harris, the shocking thing is you pointed out the one number democrats could be happy about. look a little bit deeper. in nevada three times as many democrats became republicans as republicans converted to democrats. in texas you had the democratic base, hispanic and independent voters who voted in the republican primary. probably the most concerning for democrats long-term is that the bernie sanders wing is unhappy and lacks the enthusiasm because president biden and congressional democrats haven't been progressive enough. you take all that together, the democrats are unhappy because they aren't being progressive enough. independents and hispanic voters voting republican and democrats converting to

republicans in higher numbers spells disaster for democrats and a good day for republicans. >> harris: jason, your quick response to that and i will come to you again. >> there is certainly an enthusiasm gap, customary for the party that holds the white house to feel a bit complacent. democrats i will agree with my colleague that democrats have been out messaged at every turn. their primary message has been to save democracy which i think is a laudable goal but not a message that resonates with a crowd that no longer sees trump every day on social media and they have done a really poor job in marketing their accomplishments like creating 6 million jobs or orchestrating the biggest drop in unemployment in a single year, reducing child poverty to its lowest rate on record. you know, improving our infrastructure. these are all things they should be selling to the american people and they've done a poor job of doing that. and that spells trouble. i will concede that.

>> harris: all right. i want to get to this. also a notable drop-off for support for democratic candidates among all groups who were polled. the largest drop-off was seen among black voters, down 13% from the 2018 mid-terms. what is turning black voters off, jason, in your opinion? >> well, again, i think, you know, right now i think after 2020 a lot of people said ding dong the witch is gone. and that witch was donald trump so they don't see him as much of a threat and again, i think some democratic black voters were disappointed by the biden administration's actions on voting rights. so there are a lot of things that i think have people either frustrated or feeling complacent which is kind of helping republicans. >> harris: that's interesting because the way i would wrap that up jason is broken promises, right?

they got infrasfruk tour, the white house, but they didn't get the police reforms that everybody was voting for or wanting to have because you can't defund the police. no matter what the messaging, you can't take that to law books. it doesn't work. david, what is your take on it? >> you are seeing the numbers because ultimately communities aren't safer, harris. you have progressive district attorneys who are not enforcing the law. they are putting out memos that say these are the laws we won't enforce. it is making communities unsafe and they won't continue putting those politicians in office. >> harris: wow. they just disengage according to the polling. a digital fallout now from a forthcoming book detailing major friction between the white house and the vice president's office. according to the book the vice president wasn't happy with biden appointing her as border czar. a quote.

some of harris's advisors believe the president's almost entirely white inner circle did not show the vice president the respect she reserved. david, back to you. >> it is surprising there is anybody to put her position out there given her inability to keep staff. internal fights within the white house aren't new. the problem for this white house they can't keep their message going if they have to constantly talk about the internal fights going on. >> harris: the palace intrigue we don't want to get too down in that. the vogue cover was a touchy subject for the vice president apparently? >> i think she wanted to be portrayed like other world leaders. i definitely thought it was kind of funny that david talked about keeping staff when we've seen so much turnover in the last administration. not sure -- >> harris: oh, david. >> harris: putting kamala
