and i'm jonathan hunt. on the ground in libya of ukraine bringing you continued live coverage of the crisis in eastern europe seven in the morning here in la veb heavy shelling continuing in the capital of kyiv. but according to the pentagon, a ukrainian counter offensive has been successful pushing russian troops farther from kyiv. what we're seeing is the russians take a defensive posture. they're no longer trying to advance. they're simply going back now into the defense. the children of ukraine hit especially hard according to new numbers from the un, more than half have now been displaced. first let's go to chief correspondent jonathan tunt and my co-host here who is live in the city of lviv. jonathan rich. as we enter week five of

this ongoing war , there have been developments which would appear to bode well for ukrainian forces. they are absolutely pushing back the russians in some places some of the most intense fighting still in the southern port city of mariupol, of course, and that is where we have seen russian tanks taking on ukrainian forces. it is little short of an all out war in that southern city. we're also seeing the ukrainian forces fighting back hard there. they have refused to surrender and we got some video from the azoff battalion, a drone strike by ukrainians on russian tanks in mariupol. in the meantime, around the capitol of kyiv, ukrainian forces are digging in , digging trenches for what is clearly going to be a long war . nobody thinks this will be over soon. this is likely to be weeks,

even months of fighting and that is what they are all preparing for. listen here to this ukrainian soldier. ukrainians have united as never before. perhaps this makes me very happy and the russian made a big mistake that they went for our country, for our land. we will bite their throats. it's our homeland now in and around the eastern city of kharkiv. now we are seeing the kind of destruction that we previously saw in the southern city of mariupol. it appears that street by street, block by block, the city of kharkiv is being destroyed. we're also seeing heartbreaking images of civilians who are trapped there lining up just waiting for bread, for cheese, for water, anything that can keep them going in what is now become a siege of kharkiv. if there is some good news for

ukrainians other than pushing forces, russian forces back around ukraine, richard, is the word from us defense officials that russia appears to be running low on precision guided missiles. that is good, obviously that they are running out of munitions. the flip side of that is that they might turn to dumb bombs. those that will just fall wherever they are dropped and obviously present a huge threat to civilians. it is also an indicator and some intelligence minds that the russians may be more likely to turn to chemical weapons or even tactical nuclear weapons. that is a scenario everybody is aware of. nobody wants to really think about, but they have little choice. it seems rich. jonathan, thank you very much. and let me continue here from eastern europe to western europe where president biden is about to attend a second day of

high stakes meeting with nato and european leaders in brussels. fox news correspondent alexis macadams reports. president biden says sanctions on russia are indefinite and nato stands united . president biden kicked off his high stakes visit to europe with this photo op posing alongside nato leaders in brussels on thursday. the president got right to business attending emergency summits with members of nato and the european union. all members agreed to further support ukraine in their defense against russian forces. we will invest three hundred and twenty million dollars to bolster democratic resilience and defend human rights in ukraine and neighboring countries. the biden administration also imposed new sanctions on russia thursday. these sanctions will target more than 400 russian elites and politicians with close ties to russian president vladimir putin. president biden and members of nato also warning russia will

pay a hefty price if they resort to chemical warfare in ukraine. >> it will be a blatant violation of international law . it will have wide spread consequences. are this as the humanitarian crisis in ukraine gets worse by the day two millions of people have fled overwhelming countries along nato's eastern flank. the white house now says they will allow as many as 100,000 refugees fleeing ukraine to enter the u.s. and we'll explore a number of legal pathways to streamline that process. this is an international responsibility. the united states is the leader . the white house promised ukraine another $1 billion in humanitarian aid. in brussels, alexis maga hat, fox news is imposing new sanctions on russia. president biden had this to say about sanctions during a news conference there. let's get something straight. you remember if you covered me

from the very beginning, i did not say that in fact the sanctions would deter him. sanctions never deter. you keep talking about that . sanctions never deter. speaking with fox news digital republican senator rob portman said quote of course sanctions deter, but he went on to say they must be structured to be impactful to work. joining us now is our national security and foreign policy expert. ari, thanks very much for joining us this evening. i want to get at this idea of when sanctions could have or should have been implemented here. would there have been more of a deterrent effect had they not been previewed but implemented before the invasion? the sanctions can have a range of impacts and effects depending on what sanctions and when and how you implement them. in this particular case, it seems the administration wanted to play its cards rather carefully. on the one hand , they were pretty convinced and they had

pretty good solid intelligence early on that the russian federation was going to take military action to invade ukraine. the cia director bern's went to moscow in november and presented american intelligence and american evidence that hey, we know you guys are going to do this question is would have been would it have been putin's at the time to also implement a pretty tough sanctions package to deter putin or would that have been interpreted in the kremlin as , hey, these guys are going to sanction us anyway? so we might as well go and do this ? in this case, though, i don't think this particular scenario sanctions could have really prevented or deterrent measure, but they can play a big role punishing russia. they can play a big role providing a temporary economic pinch. but more importantly, they can provide a long term crippling effect on the russian economy on the russian military and on russian scientific and military

development going down the road. what about the other u.s. timing here in waiting for after the invasion? you've seen a response from the europeans that i don't think too many people saw coming until after the invasion happened a coordination and a willingness to go a lot further than they had been saying even two or three weeks before the invasion. you know, i think even though there was plenty of evidence and there is plenty of intelligence showing that the russians are determined to invade ukraine, that president putin is going to use this as his personal political pet project to invade a sovereign democratic country. i still believe some in europe did not believe this until the last minute despite all warnings coming from washington and also warning from london, many in europe did not believe that would happen. there were people on the ground in ukraine that didn't believe that would happen. so i think part the reason not only we didn't want to sort of push putin to the point of

madness and saying, hey, i got no option but but also i think there was a bit of a disbelief . that's why these sanctions packages were not put in place to deter and to prevent russia from going from going to war . but could they have played a role? i think so. i think a good sanctions package a month or two months before the invasion when russia was actually building up multiple infantry mechanized and armored divisions in ukraine and belarus in the north, russia in the east also mobilizing its troops in the southern command from crimea, bringing up north. the u.s. could have possibly brought sanctions. the question is this that you can't really tell a country what to do on their own soil because you can't really tell the world that we know for sure unless you want to show classified information that they are going to invade. so we have to wait for them to make a mistake to commit a crime and then punish them for it. so it's tricky. sometimes they can deter, sometimes they can punish another case of sanctions back and back in the obama administration, the very

so. right now we're not projecting strength whatsoever in the rest of the world is watching the story of the united states has been a leader in this. so i think this whole mission to go to brussels to reassure our allies and our alliances is that a complete failure? so abraham, what should the president have said in your view yesterday when he was asked what will the response be to any russian use of chemical weapons? >> what should he have said right now? he should have been more powerful, should have been saying this from the beginning. we shouldn't have been in this situation that we're in right now. and all of this has to do with you know, if you look at the sanctions now, he's gaslighting the american people. i think sanctions were never hurt, but he just spent the last two months saying they were. and you know, quite frankly, when you remove the sanctions that donald trump put in place on the russian pipeline and now trying and trying to make a deal with russia and if we're not in a position of strength whatsoever. so president biden needs to be firm how donald trump was in his foreign policy because the world right now they see

they're going to take advantage of the united states, especially when you have president biden not presenting a clear outcome. and right now i will give credit to the intelligence community. we have intelligence pretty right, shockingly, especially in the debacle of afghanistan. we knew that russia was planning on invading ukraine, but he never used the diplomatic skills to actually rally up our allies in europe to prepare for this prepare for this offensive . >> now there has been a lot of preparation, abraham, in terms of training ukrainian forces that's been going on since the invasion of crimea back in 2014. nato allies and the u.s. as well have been funneling a lot of weaponry, defensive weaponry to ukraine. that going according to the president and other nato leaders. send a lot more . are we doing the right things militarily speaking? never mind the words what we're actually giving the ukrainians ,is it enough?

well, it's never enough right now. and jonathan, if you're looking at president biden response not just in ukraine but around the world, i mean, i was just in saudi arabia and i just got back in september he stopped president dmitry patriot missiles and what happened was the yemen hutus are now striking riyadh and abu dhabi. so what you're seeing now is we should have bolstering the ukrainians much more . but you know, under trump, russia invade ukraine. so under president biden and vice president under president obama, vice president biden back in 2014 when they crimea we're just seeing that ukrainian territorial sovereignty being eroded. and you even saw today biden actually stating that there might be some land concessions that ukraine should give up without discussions with ukrainian. so obviously we need to be doing more right now. but we should have been preventing this in the first place and militarily, clearly ukraine definitely needs more security cooperation, cooperation. the united states. >> but it's a little too too little too late at this point. they should have been two months. okay. all right. abraham al-hammadi,

and destroyed russian landing ship in bertie against it comes as the us is unveiling a new set of sanctions as russia maintains these attacks and the biden administration will also allow as many as 100,000 ukrainian refugees to enter the united states. we go back live in the city of lviv to chief correspondent and co-host jonathan hunt. jonathan rich, as we enter the fifth week of this war, there are real signs that the tide may be turning at least a little in favor of the ukrainian forces and the extraordinary resistance they have shown against the russian onslaught. remember a few days ago we were talking about the southern city of mariupol and the russians that had ordered the ukrainian forces to surrender. they did not do so and now there is essentially a pitched battle, an all out war for control of mariupol continuing. but the russians have not been

able to take it and ukrainian forces are heading back with drone strikes, for instance, against russian tanks that are patrolling some of the streets in mariupol. ukrainian forces also outside of the capital , kyiv are digging in digging trenches, obviously understanding and believing that this is going to be a long and attritional war . it is not going to end quickly . and then in the eastern city of kharkiv, we're seeing the kind of destruction we previously saw down in mariupol street off the street block after block reduced to rubble and heartbreaking pictures we are seeing of residents there who cannot get out lining up just to get bread, cheese, water, the very basics this is going to be a long war , but ukrainians hope and believe that they will ultimately win rich.

jonathan, thank you very much. now strong words from president biden in brussels. the president saying russian president vladimir putin is wrong to assume nato would be divided over ukraine. the president stresses nato has never been more united than it is today, adding that staying unified is what will stop. nato currently has about 40 thousand troops from several countries under its command and it's heading for new battle groups to eastern europe with each between one thousand, one thousand and fifteen thousand troops. former trumped up deputy national security adviser victoria coats talk about nato's response with john roberts. and this really is a moment for nato to reinvigorate itself in the 21st century. absolutely. the purpose it was formed which is counting countering russian aggression. and so the additional men and material that will go into those countries i think sends the best possible message to putin that he's not going to be able to just roll back into

the old soviet union. retired army lieutenant colonel darren ghab, a former blackhawk helicopter pilot. thanks very much for joining us , colonel. i want to talk a bit about what has happened with nato since the afghanistan withdrawal and since afghanistan in general searching for i don't want to say identity, but but there was some acrimony within countries there. where does nato find itself today? irreversible? thanks for having me. and i think identified a critical component to this , which is not only afghanistan but some of some aspects of what happened in iraq with the with the u.s. there, specifically in the nato nations that joined us as i operated with many nato nations in specifically in afghanistan. and one of the issues we always talked about was what is nato's purpose now on a global stage when it's designed and built against to counter the russian

aggression? and i think what we're seeing right now is based on the true russian aggression against a european country like ukraine that they are starting to actually realize that the purpose and mission of nato is still real and still relevant to today. and this aggression is really unifying many of those nations together. again, you see it increased in expenditures and stronger messaging. where do you think nato goes from here? and i mean in a longer view than than beyond this conflict, whatever happens to it, you've got georgia, which has russian troops in its territory. you have ukraine even before this invasion had russian troops on its territory. does nato expand further and where else could it be left to expand? well, there are plenty of spaces to experiment specifically besides ukraine, which is actually has nato

experience written into its constitution. you've got moldova, you've got finland, you've got sweden, you've got other countries that are not part of nato but part of the european union. and you've already seen some of the language coming out that were those some of those countries are interested in relooking that alliance because this we've really dial the clock back 40 years right into the middle again of the of the old cold war . and there's nothing like an action like this to make people pay attention again to the threat that is real from russia. now it's just a slightly different name and i think that's going to take some time to work out. but we have to establish, i guess, or let ukraine win this conflict against russia right now with all the support we can give them for years, presidential administrations been pushing nato countries to spend more on defense. it probably was most highlighted by the former president, president trump, but there have been a number of administrations who've been trying to get nato countries to

spend more . does nato come out of this a more effective fighting force? i think that is certainly a possibility. it is not just based on what they expend as far as their gdp is concerned. what do they spend it on the phenomenal fighting forces already in many of their soldiers i've worked with many of them overseas and they can do a lot with very little. the training is critical. i think recognizing this current threat and what it looks like and the lessons that will come out of the conflict in ukraine when and if it ends and how it ends will be critical to their ability to build a military structure in today's world that is able to actually counter that force not only during a conflict but with any luck to prevent it because of the show of force that they're able to give . and very quickly, this latest round of fighting in ukraine,

what does it do for the u.s. military in this long awaited pivot to asia? well, i think it's going to make sure that we we keep an eye on our nato alliance and the threats that caused to form in the first place. well, we obviously cannot ignore the threat that china poses to us in the pacific region. russia and russia really remains a regional threat but with global reach and in china remains a global threat with global reach and their maximum capacity of what they could do. so it would not behoove us well to take our eye off of china. but it certainly helps us and certainly is telling us right now that we've got to make sure we keep an eye on europe still, lieutenant colonel derek colonel, thanks very much for joining us . jonathan banquet's red chan talking about china. they say money talks, but is it

and former chief of staff at the national security council. good to have you here, fred. and it does seem a very basic point if you're looking for an economic partner, would you rather have russia or the west right now? >> so isn't that a simple decision for china? well, there's some truth to what the president is saying and this isn't just the west. china is worried about its economic relationships around the world, but the question is more complicated than this . china has other agendas. china would like to replace the dollar as the world's global currency, the reserve currency. it would like to reduce u.s. influence and basically have a system of reasonable spheres of influence and it would like to exploit the situation for cheap energy buys and to replace western firms that have left russia. so there's some truth in what biden is saying, but at the end of the day, china will make its own decisions. i don't think the u.s. is going to pressure in one way or another. >> they seem very good. the chinese, fred, at playing

one the long game and also playing both sides. are they doing that ? he is quietly saying to vladimir putin, hey, we're not going to get in the way here while publicly not giving him the weapons that he's requiring. they're not giving in the weaponizes required. they're not giving him the economic support he wants. they're publicly pushing pro-russian propaganda. but there is a debate in china whether china should be supporting russia. it's the minority but it is being voiced and a number of chinese people, a number of chinese academics are voicing this . and i think this is when we talk about things like chemical weapons, i think putin could push china over the edge into not supporting it if putin did something like that . interesting then, fred, what about what we are doing now, the step up of support for

ukraine in terms of more military hardware being sent? that announcement coming off to that nato meeting in brussels yesterday, sanctions being tightened again. is it enough in your view? i mean, i guess it's never enough until you can push back and invading army, but is it moving in the right direction? the support i've been talking about that with my colleague general kellogg. the weapons are not getting in and the numbers are supposed to be getting in . some have not arrived now it's hard to get weapons in to keep given the russian presence problems with supply lines. but we've heard a lot of speeches by u.s. officials all these weapons that were supposed to go to ukraine. and general kellock and i are here. >> of course they're not getting their fred. there's obviously difficulties and the russians have said they will hit weapons convoys coming in from poland or other nations to the west of ukraine. now you can get in obviously javelin stingers.

you can hide those in trucks but you can't bring in the tanks and aircraft that the ukrainians have said they really would like without them being very obvious to russian forces and a pretty easy target. there's no there's no no way to do that is that i think that's right. but look, these convoys are going to start being targeted by the russians and they're going to besieging major cities and cities like keever to start running out of weapons if russia can actually see to access around them, if that is where this war is going. fred pleitgen, it is always great to talk to you and get your insight. thank you so much. and rich, this is a it's a big question. nato saying that they are going to step up the supplies to the ukrainians, but it's hard getting them in and it is risky and that's always been one of the problems the russians have said very plainly we will hit any convoys of weapons that we

terrorist explosive device analytical center. he's also president of three global consulting. thanks very much for being with us. i want to get into what the drone influence is on the current battle space and are the russians we've seen effective use from the ukrainian military. what has russian drone use been like? i'll take the second part of it first. it's interesting to me just really how little drone usage the russians had. they have their own version of the u.s. predator drone. they have a model called the orion and something called the nrcc, which is russian for hunter. but they don't seem to be using it at least i haven't seen any reports of that . and what they are using is is a model called the kalashnikov, which is a excuse me the kalashnikov group drone, which is a kamikaze drone

designed to fly into its target and explode. but a lot of these and i've seen a lot of videos have been getting recovered unexploded, which kind of implies that they're falling out of the sky or that they're simply hitting things and not going off. so it's interesting to me that the russians really are not making the kind of use of drones that you would think they would. they're certainly using surveillance drones. in fact, one of the versions that they use called the orlan 10 has gotten recovered. some of these have either been shot down or they've crashed. in fact, one of them crashed in a nato country over the border. so they're using them a little bit but not at all like the ukrainians are using them. and this is really shaping up to be the biggest use of drones in any conflict. you could really call it drone wars and this is narrowing the gap then the russians aren't effectively using them now and the ukrainians are

how much has that narrowed the gap in this conflict? well, it's certainly no secret that the russians have not been able to get air superiority and part of air superiority is the ability to fly these intelligence reconnaissance and surveillance drones, these esr drones so that they can see what's going on from an overhead view and in fact, the ukrainians have been far more successful in using both their own drones that they make with one of their organic companies called ua dynamic. and they have a model called the punisher, which is a weaponizes drone and the other 18 and they're also using chinese off the shelf drones, these dgi drones like what a lot of hobbyists fly here in the united states. so it's really fascinating how they're making use of these and the ukrainians have really been able to overcome a lot of the advantage that the russians would have had in the air

because they have these small drones both armed and unarmed. so nato is looking on at this right now and they're cheering this aspect of the conflict on . but you know, you look at what's happening here, you're seeing a less funded and less prepared adversary, a smaller one , smaller military in ukraine going up against these larger, more expensive military hardware. i mean, essentially what nato is nato has this big military hardware and does this create a moment of caution for nato in the future? well, i think what nato has the advantage of is really u.s. technology and the u.s. has really been a leader in some of these drones. i mean, we have things like the switchblade drone which is really kind of like a loitering munition essentially flies around until the operator spots the target and then it can kind

of crash into something and explode with a warhead that's very similar to what is in a javelin anti-tank missile. so it's quite lethal. so the u.s. provides kind of this technical backbone for what nato is doing. but the russians seem to almost be a paper tiger when it comes to some of their weapons systems. they either don't seem to be operating as designed or they're crashing or they're getting shot out of the sky. so i think nato is going to be happy, frankly, to see the russians fail like this and the ukrainians are really doing a whole david and goliath thing here using insurgency tactics and kind of hit and run operations to really put it to the russians. okay, scott tweetup, thanks so much for joining us , jonathan. yes, sir. thank you , richard. before we go, we want to remind viewers that there are many ways to help the people in ukraine, including
