union president, ursula von der leyen. we expect an announcement on europe cutting down dependency on russian energy, significant part of making the sanctions stick and trying to economically squeeze russia. we wonder what else the president may talk about. there was a lot made yesterday about whether or not the u.s. and nato would respond, if indeed putin were to escalate aggression to include chemical and biological weapons. the press pushing him on that point a little bit, because he said it would trigger response in kind, strong remarks, perhaps there will be clarification on that. the other thing we have seen is exchange the president had with a reporter, where the president denied sanctions were ever intended to deter russian

standing with president ursula von der leyen as we announce new groundbreaking mission between the european union and the united states. first, we're coming together to reduce europe's dependence on russian energy. that is how he's used it, used profit to drive his war machine. that is why earlier this month i announced united states would ban imports of russian energy to make it clear american people would not be part of subsidizing the brutal war against the people of ukraine. at the time, i noted that we were able to take this steps when others could not because the united states is net exporter of energy, strong domestic industry and united states welcomed european union powerful statement earlier this month committing to rapidly reduce dependence on russian gas. today we have agreed on a joint

game plan toward that goal, while accelerating our progress toward secure, clean energy future. this initiative focuses on two issues, one, helping europe reduce dependency on russian gas as quickly as possible. secondly, reducing europe's demand for gas overall tochlt address the first point, united states together with our international partners, we're going to work to ensure additional 15 billion cubic meters of liquified natural gas lng for europe this year, as eshg eu works market demand for 50 billion of lng from the united states annually by 2030 tochlt accomplish this, the european commission will work with member states to store gas

across the continent, to build more infrastructure to receive lng and take steps to increase efficiency of gas. this build-out will occur in way that consistent with not in conflict with net zero climate goal that we are shooting for. it will take some time to adjust gas supply chain and infrastructure as built the last decade for the last decade. so we'll have to make sure families in europe can get through this winter and the next while we're building infrastructure for a diversified resilient and clean energy future. at the same time, this crisis presents an opportunity. a catalyst that will drive investments to double down on our clean energy goal and accelerate progress toward our net zero emission future. that is what the second part of this initiative is about.

united states and european union will work together to take concrete measures to reduce dependence on natural gas period and maximize the availability and use of renewable energy. we'll accelerate widespread adoption of energy efficient equipment like smart thermostat, then work to electifiy heating systems across europe. invest in innovative slugsz and technology to switch from fossil fuel and together advance use of clean and renewable hydrogen to reduce carbon emissions. these steps will increase energy security, economic security and natural security. set up task force to drive progress that will cob-chaired by representatives from the white house and the president of the european union's team,

commission's team. madam president, i know, i know that eliminating russian gas will have cost for europe. it is not only the right thing to do from a moral standpoint, it will put us on stronger strategic footing. i'm proud to announced we reached another breakthrough. privacy and security are key elements of my digital agenda and today we've agreed to unprecedented protection for data privacy and security for our citizens. this new arrangement will enhance privacy shield framework, promote growth and innovation in europe and the united states and help companies small and large compete in the digital economy, just as we did when we resolved boeing airbus dispute and lifted steel and aluminum tariffs. united states and eu are exiting our economy and people closer

thank you. >> thank you. mr. president, dear joe, your presence here in brussels this week at the nato summit, at the g7 and our european council sends a powerful message to the world. transatlantic partnership is stronger and more united than ever and we are determined to stand up against russia's brutal war. this war will be strategic failure for putin. our corporation on the four successive ways of sanctions against russia has been extraordinary and exceptional. sanctions are now working their way deep into the russian system, draining putin's resources to finance this atrocious war. our work on sanctions shows that when we act together, we are

stronger and we really can make a difference. we are continuing to reinforce our corporation in many strategic ways, humanitarian and security assistance to ukraine, on energy and fighting threats against our democracy, on solving outstanding issues in the u.s. with data and protection of privacy. in world faced with disorder, our transatlantic unity upholds values and rules that our citizens believe in. let me focus 1st on refugees. until now, around 3.5 million people have left ukraine, half of them children. every second refugee is a child. the numbers will keep rising, so together we are mobilizing massive resources to support those displaced by the conflict, be it in ukraine or in the

neighboring countries. just this week, for example, i announced european union will allocate 3.4 billion euros and more will come. this demonstrates our deep support for ukraine and its citizens. i want to tell the american people how grateful europe is for their unwaivering support. this support also extends to strengthen europe's energy security and independence from russian fossil fuels. we aim to reduce this dependency on russian fossil fuel and get rid of it. this can only be achieved through invest nment renewable, but through additional gas supply, including lng delivery. we want to diversify away from russia, toward suppliers that we

trust, that are friends and that are reliable. therefore, the u.s. commitment to provide the european union with additional, at least 15 billion cubic meters of lng this year is a big step in this direction because this will replace the lng supply we currently receive from russia. and looking ahead, the united states and europe will ensure stable demand and supply for additional at least 50 billion cubic metre of u.s. lng until 2030 f. we look at that, this amount, 50 bcm per year is replacing one-third already of the russian gas going to europe today, so we are right in on track now to diversify away from russian gas and toward our

friends and partners, reliable and trustworthy suppliers. we need to secure our supplies, not just for next winter, but for the years ahead and this is important, big starting point to do that. our partnership aims to sustain us through this work, work on independence from russian fossil fuel and focuses on building a greener future can climate neutrality. we will work together, also with our energy intensive energy and good news is that the infrastructure that we use for gas today can be used for clean, hydrogen in the future, so this investment we're doing right now is also an investment in the decarbonizing of our economy. the corporation shows the power of our democracy. i particularly welcome that we will step up our respective

action on strengthening democracy, the rule of law, freedom of media in the world and we need to continue adapting our own democracy to a changing world. this is particularly true when it comes to digitalization, in which protection of personal data and privacy has become so crucial. therefore, i am very pleased that we have found an agreement in principle, on a new framework for trans atlantic data flows, this will enable predictable and trustworthy data flow between the eu and u.s., safeguarding privacy and civil liberties. and i want to thank the secretary romando for tireless efforts over the past month to finish a balanced and effective solution. this is another step in our

energy and reduce europe's demand for energy period. first part of the plan includes 15 billion meters of lng coming from the u.s. and between now and 2030, 50 billion cubic meters of liquified natural gas and mentioning of data security, not a lot of details, we'll focus as much as we can on the energy component. there wasn't just a focus where to get it, there was a green new deal approach that did mention reducing europe's demand, interesting to see how that plays out. >> carley: bring in congressman greg steube, combat veteran, your reaction to this announcement made by the president? >> greg: it is interesting, it is all about the climate and not about the national of the united states. that is not the direction they are going, not focused on liquid

natural gas, focused energy independence in the united states and if we're going to be shifting resources to ship those resources to europe, that will take time for liquid natural gas transfer stations to be put into place there is focus on shifting from fossil fuels, obviously the green new deal and you can't just flip a switch on solar, wind or other alternative sources of energy when the state and countries are not prepared for that. people have gas and energy to run their homes and heat their homes, you can't make that turn in that quick period of time. >> todd: toward the end of the presentation, the european union president says they want to get rid of russian fossil fuels. we've had you talk about this and your colleagues talked about

this, why did it take carnage of the people to lead to this moment? >> greg: that was the only thing that would pressure this administration to shift from importing russian oil and gas to this country versus producing it, now they are scrambling to figure out how to provide energy need for their people, while shutting domestic production of oil here. open the keystone pipeline, open federal lands in the united states. if they would not have shut down keystone, it would be producing right now and delivering to our country. you wouldn't see gas prices like they are, adding to everyday cost at supermarkets and food and all that, we could be avoiding if we produced gas and energy in the united states. >> carley: the president announced 15 billion cubic

meters of liquified natural gas going to europe and 50 billion cubic meters by 2030. poll shows 52% of americans believe that gas prices are a major problem for them. they are hurting. do you have any insight on how this announcement with shipping u.s. dpas over to europe would affect those prices? oil and gas is a global market, is there any indication that will help ease prices at the pump? >> greg: i don't think anything this administration doll will ease prices at the pump, they refuse to allow domestic production, and until you open that up and relying on our own energy production in this country for the safety and security of the american peep and he will lower energy prices, you will see gas prices continue to increase, putting pressure on inflationary prices and it is bad when democrats are talking

about paying americans $300 a week to cover the cost of increase in gas supply, it is hurting the people they say they support. low to middle income earners are most affected by gas prices, working two jobs, trying to provide for their families, not wealthy americans impacted by rise in gas prices, low to middle income earners, who are living paycheck to paycheck on small amount of money and having huge impact on their everyday living. >> todd: congressman greg steube, we appreciate you to address that speech, we appreciate your time. to jonathan hunt live on the ground in lviv. you just heard the joint speech by the president and the european union president. you have been researching energy and europe with regard to russia for most of your career now and you say that presentation, that speech was 17 years in the making. why?

>> jonathan: todd and carley, back in 2005, folks had foresight to send a team that included me to europe to investigate european dependence on russian energy. the then chancellor of germany, left the chancellorship in 2005, having signed a deal to build gas pipelines into germany. he then surprise, surprise, joined the board of gas pron, russian multi national that runs the gas industry. he literally sold the future of germany to russian energy interest. we asked him that question directly in 2005, i stood outside his house and said have you sold out the german people, he refused to answer. 17 years building. russia has been able to hold europe hostage because of its role as a huge energy supplier. would we be in this position now

if they had not done that? nobody can say for sure, but certainly it's been a major problem and europe is now trying to dig itself out of a hole it put itself in. todd and carley. >> carley: incredible insight about the history of what has, i think, and many others believe issue could have been a key factor that led to this war, when you think about how closely aligned germany is to russian oil and gas. the calculus is that president putin thought no way germany would sanction russia or send ukraine weapons and that was miscalculation on his part, that is what we're seeing unfold today. thank you for your remarks. >> jonathan: sure. >> todd: follow the money issue leads where you need to go. congresswoman alexandria ocasio-cortez has a warning for president biden ahead of the midterms. >> we do not have much more time
