coverage of the crisis in eastern europe. it's 7:00 in the morning here in lviv. smoke billowing into the sky after russian missiles hit a key fuel depot there. this as ukrainians continue that counteroffensive in various suburbs around the capital . that offensive appears to be working with a top russian general now saying russia is shifting focus to eastern ukraine. and president biden meeting with us troops in poland, telling them that the stakes of ukraine's war go well beyond its borders to stake not just what we're doing here ukraine to try to help the ukrainian people and keep the massacre from continuing. but beyond that , what's at stake is what's what's what are your kids and grandkids look like in terms of their their freedom? and the big announcement is president biden meets with european union leaders, the two parties unveiling a joint task force to reduce

europe's dependance on russian gas. first, let's go to chief correspondent and co-host jonathan hunt live in the city of lviv. jonathan, good morning to you, rich. and we have what may be a sea change in this war developing now with those comments from a russian general that they may be shifting focus to just the east of the country. that would be hugely significant given that russia came in here saying quite plainly that they wanted to take all of ukraine and own all of ukraine. but look at this map. luhansk and donetsk, the two main places you may have heard of that together. that whole area forms what is called the donbas that has long been a russian separatist movement there and the generals implied yesterday that they now are going to focus on that and the first phase as they put all of this war is over .

so they're going to look to the east. that would be a big resetting of russia's strategic goals. it may well come because russian forces have been struggling on several fronts in the areas around key, for instance, they have been pushed back quite significantly in some places by ukrainian forces. and president zelenskyy says that the pressure by ukrainian forces will be kept up. listen here. we cannot stop even for a minute because each minute is about our fate, our future, about the fact whether we'll live 30 day a month has passed. if russia had known what expected them here, they would definitely be afraid of coming here now in the meantime, we're getting more evidence of potential war crimes. this is footage from inside that theater in the southern city of mariupol that was clearly marked as a shelter clearly marked as containing children and yet the russians

a major address in warsaw on saturday in brussels, alexis mcadams, fox news. after failing to achieve an early victory in ukraine, russia may be shifting to plan b. a top russian general says the first stage of its military plan is complete. they will now focus on eastern ukraine and the liberation of donbass. it comes as russia's advance into cities like kyiv and kharkiv appeared to have stalled. joining us now, james carafano, vice president of foreign policy for the heritage foundation and an army veteran . james, thanks for joining us this evening. good to be with you. so what we're looking at here is now a stated plan b with jonathan hunt laid out more fighting in the east or more of of a push towards the east. but i think anybody whether you listen to us intelligence or analysts looking at a map saw an attempt by the russian military to surround kiv that abandoned for now or what happens next .

so we've been getting these signals to the russians for kind of like the last 48 hours about focusing on on the southeastern part of the country from which from a strategic standpoint makes sense. that is the most strategically relevant to russia that's on the sea of ausra. that's that's the part that really gives russia control and access to to the to the black sea. so that's not surprising and it's also not surprising to be backing off from other areas. if you look at the numbers and look, we all know we don't really know if these numbers are solid or not, but when you add the number killed, the number of wounded and what's not included there is the number of missing in action. the number of prisoners of war and also the numbers deserters and ineffective for things like frostbite. that's an enormous lack of manpower and that you would

need that manpower to get even if you could get to kyiv to fight and take the cities. that just a lot of manpower. and then remember every inch of ground that the russians take they have to occupy. and this is an unfriendly and that's more soldiers. so it's very clear they don't have the manpower to do this and they talk about bringing in , you know, russians and troops, these other places, the best trained russian troops have already fought and been exhausted. so the people that you're bringing in , they're not going to be quality troops. they're not going to fight better. so it's not surprising that the russians are consolidating this . this often happens when you attack people as you attack and take that cost resources and fuel and ammunition and people and if you exceed your grasp, you then become vulnerable to counterattack. so one way will you protect from that is you consolidate your gains and that seems to be what's happening here when you look at russia potentially

changing strategies here, how difficult is it for them to actually do that given the massive breakdowns in communication we've seen and russians using open air radios with openly being taunted by ukrainians on those radios? how difficult is it for a size of this force of this size to to change what it's doing? well well, it's a lot easier to defend than attack when you defend you're consolidating your logistics lines are shorter. it's easier to communicate. you get things like for example, you run wire on the ground and hook up old fashioned phones that you can intercept. you can you can have rutter's carry messages. so defending is certainly a lot easier now withdrawing is is not as simple as it sounds, particularly if your enemy has the capability of counterattack. so for the troops around kyiv, pulling back is an easy first of all, you've got all that stuff lined up. you can't just go back it up

watching very closely over the next 24 to 48 hours. russian generals saying yesterday in moscow that they are looking to focus on the east of this country saying phase one of that military operation, as they put it, is complete. so that they're going to look over towards donetsk and luhansk. you see the marked on the map there. that area around them is generally known as the dombi. it has long been the scene of fighting with involving a russian separatist movement. so what they are implying here is that this was their aim all along. they didn't really want to own ukraine. they just want to take that eastern area where russian separatists are operating. now that may be a signal that they clearly have realized that they are not getting to where they wanted in terms of moving in to keep they've been pushed back there. they're being pushed back as we just heard from maria devah in kharkiv around that is ukraine's second city.

so they may now just focus on the east. that would be a sea change in this war . if it happens, it might be the basis for russia then seeking peace talks and saying we just want this eastern area. ukrainians, you imagine would be reluctant to give them that because it would if they give them any territory at all, it would effectively be reward russian aggression. but that is absolutely what we are going to be watching really closely over the next 24 to 48 hours, which jonathan, thanks very much. the u.s. commits itself to helping the european union wean itself off russian gas. russian supplies europe with forty percent of its natural gas going through the nearly seven hundred and sixty mile nord stream one pipeline, the income going to its war machine nord stream two was never put to use. germany suspended its certification shortly before russia invaded ukraine. president biden hailing this agreement as a strategic

move. i know i know that russian gas will have crossed for europe, but it's not only the right thing to do from a moral standpoint, it's going to put us on a much stronger strategic . joining us now, john jordan, a former naval intelligence officer and currently an overseer at the hoover institution at stanford university. john, thanks so much for joining us this evening. i want to get to that agreement and you've had a long, deep dependency from europe, germany just for example, shut off its nuclear plants within the last decade had become even more dependent, was looking to become even more dependent on russian gas. how easily or quickly is this road going to be to cut off this dependency? will central to russian strategy with regard to the europeans is always going to be energy and there's a lot we're learning in the last day or so about russian strategy going forward with regard to

europe's ability to process or substitute liquid natural gas with the four russian gas. it's kind of like that game mousetrap we all used to play in the 70s from matel. the u.s. has plenty of that liquid not liquefied natural gas to sell. but the problem is it's that the terminals you need in europe and then the pipeline infrastructure and there's almost no spare capacity for processing its port side in europe other than spain. spain has six ports doing that . germany has none. but the problem is there's almost only one pipeline that goes from spain into france and none that go into germany. so getting that oil, getting that liquefied natural gas from the u.s. to european markets is going to be hugely expensive, especially after the europeans have invested so heavily in drawing on russian natural gas sources. so this isn't going to be for tomorrow morning. it's going to be hugely expensive. and this is, by the way, infrastructure. that's what decade in the making.

charnier got its first a permit to export american natural gas. i mean maybe this inspires some more movement, but it takes time to build this infrastructure time and political patience and the europeans have neither it's going to take decades to build this . this is this is a lot more complicated. this is across national borders . there's environmental considerations, especially in europe and the european. we really have only about seven or eight months until the weather gets gets really cold in europe. again, the russians are hoping that the ukraine will fade from the headlines. and the next great thing will come along to dominate media attention and the rest of the european voters and european consumers will get will be fauci when they get natural gas prices go up in october, november and december. and the russians again will have the leverage and europeans will be a decade or more from an effective substitute. so this meeting today was was was was for appearance's

the world actually is not as hostile to russia as we might hope that they would be. so with all of that in mind, i don't think that mr. putin really feels all that dissuaded at the moment from using chemical weapons if he really feels that he will be able to achieve battlefield victory from using them on that point and on the point of the pressure that he's feeling from from internal sources that being the people in his country, other people who run the country or who are within the government, the power structure there is getting much pressure from the economic conditions right now or are the russian successfully in survival mode here? yeah, that certainly is the question of the day from the way that it seems. i mean, i know we just saw today that the minister of defense sergei shot you allegedly had a heart attack recently, which is why we haven't seen him in the news despite his propensity for being a pr type individual.

i don't think it's a coincidence that he would have had a heart attack right now if he indeed had one . he's under a great deal of amount of stress both with regards to the situation on the ground but also the way that the kremlin operates. it is not a transparent, organized and there certainly seems to be a lot of individuals positioning themselves, if you will, over the past two to three weeks in particular, there have been a number of people at the at the fsb, which is the russian version of the fbi who've been arrested because of the way that things are going in ukraine. so there are certainly things that are going on behind the scenes that are not public and certainly put a great deal of pressure on mr. putin and his role so that we're a month into this invasion right now. and when you look at where things have gone wrong, what i mean, we could be here a long time talking about this , but but for our purposes, just the top things that have gone wrong and does russia have

the capacity to fix them or are we really seeing a move towards limited goals here and a move away from the government decapitation and surrounding keeva? sure. i think the two things that i would highlight in particular that went severely wrong is one is just basic structural issues went wrong with regards to the planning and the execution. obviously plan a was to go in as quickly as possible, take kyiv and other major cities and to decapitate the government and replace it with a friendly one that failed in the first two days to to the first week. then they switched to a plan b ,which was send as much forces as they had available to gain as much territory as possible and they did not gain very much territory for for the amount of blood that they shed for it. and so they've gone to plan c now, which seems to be switching to focusing on one area of battle, the eastern front, if you will. that's what they've claimed at least today. we'll see if they actually do

heroes like you get in there and rescue people like that ? >> it was very complicated. i get this question a lot. the best way to explain is everything has to work like like a symphony. everything has to work in harmony. so many, many, many pieces to this thing. and if one instrument is off key, that's the thing that everyone here is in the symphony fails. so doing these kinds of operations require a lot a lot a lot of coordination, a lot of phone calls and frankly talent. my team is phenomenal. i have the best team in the world. i've been doing this sort of thing for many years and i've never been proud to be part of this organization who is able to pull this off? >> you really are doing extraordinary work. brian, how many people do you have? do you have an idea of how many people you've actually rescued so far from this terrible war where we're driving towards 300, we're driving towards 300. we rescued an american

baby yesterday morning. so we're doing a lot of baby operations. we're doing a lot of heart operations and then we have and we have more to come. we're actually in planning right now for another pretty pretty sizable and dangerous operation as we speak. >> so brian, if i can and tell me what you can't tell me obviously, but do you guys go in heavily armed to these situations because you've you are facing extreme danger every time you go into something. but when you see those russian troops in in sergeant platt backyard, i mean, you're facing down those russian troops. so are you heavily armed with your group? we are completely unarmed. we're armed with cell phones and laptop and and you know, that's it. we do not carry guns whatsoever. we are unarmed completely. >> we're humanitarians. so so your entire operation, brian, everything you do, everything you do is about
