the president meeting with refugees during his visit today as the world watch withs to see whether he will step foot in ukraine itself. we're talking to a polish mayor whose small town has welcomed nearly 800,000 refugees. ashley show meyer has the latest on the trip. cr. carrie: but we begin with mike tobin live in kyiv. >> reporter: with ukrainian resistance greater than anyone anticipated, the russian military has scaled back its objective. the u.s. says it does not appear to be aggressively pursuing the capital city of kyiv any longer, russian armor seen digging into defensive positions if that area. the defense ministry claims the focus is now on eastern ukraine. >> on the whole, the main objective for the first days of the operation have generally been accomplished. the combat potential of the armed forces of ukraine has been considerably reduced which makes

it possible to focus on the main of efforts of the main goal. >> reporter: we now have video from inside that theater in mariupol that was used as a bomb shelter and took a direct hit from a russian bomb. it is estimated 300 people were killed when a bomb shut that shelter filled mostly with women, children and elderly. the siege has resulted in thousands of civilian casualties and left behind a wasteland. 80-90% of the housing has been destroyed, and with a population of 450,000, 100,000 remain trapped in that city. evacuation process no longer drive into mariupol, people looking to escape do so at their own risk. todd and carley? if carly: mike tobin, really quickly, you mentioned 300 that unfortunately died in that theater attack, and i was also reading that russia's top political party opened an office

in mariupol? does that signify to you any sort of significant victory on their part? >> reporter: it might be an effort to try to claim victory, but mariupol is still very much contested. you have a lot of ukrainian fighters, particularly the azov brigades who are working with the ukrainian national guard, they're still in the center of that town, and they're offering a pocket of resistance, but they are surrounded really on every side by the russians, and they're putting up quite a fight. todd: mike, in light of these comments from the russians that we have achieved our objectives in terms of reducing ukraine's military and the general sense that they are no longer focusing as much on kyiv and focusing more on the east, is there a sense that we're with rounding third base on this? that this war could be in its final days and weeks? or does it seem like we're just going to keep going week after week with, month after month with no end in sight? >> reporter: the statement i heard is it is not the beginning of the end, but the end of the

clarifieded saying, quote, the president has been clear, we are not sending u.s. troops to ukraine, and there is no change in that position. biden has repeatedly ruled out this possibility. but once again, people in the white house aren't on the same page with the president on the messaging on important issues like the use of chemical weapons. here's biden on thursday. >> reporter: would the u.s. or nato respond with military action if he did use chemical weapons? >> we would respond. we would respond if he uses it. the nature of the response would depend on the nature of the use. >> reporter: jake sullivan clarified saying, quote: the united states has no intention of using chemical weapons period, under any circumstances. todd: with that, relate us bring in the mayor of one of the small towns in poland. thank you, sir. how are you handling all of these refugees? reportedly 800,000 in your town alone. your town normally 16,000 people. how are you doing?

russian missile or some sort of strike could hit where you are located? >> you know, we have no time for thinking this way, you know? we have huge work for helping of people, so we don't think about, you know, what happen if a missile, you know, when -- when army, russian army makes a mistake. we just do our job and don't think about what happens in next few days. todd: mayor, what do you want to hear from our president, president biden, today? >> the main point what he should talk about is how to finish the war, you know? we can help all the people as long as they need, you know? but they will come day by day. now we have about 3.5 million refugees from ukraine in europe

and only in poland we have 2.2 million at this moment. we have to stop that war, so that's the main point of the country especially for united states to help ukraine finish the war. carley: when these refugees enter your town, it's likely the first time they've felt safe in a while. what are your conversations with them like? what do they need the most in. >> i know. when we talk with them, they just -- as fast as possible, you know? they don't want to stay in poland. they don't want to stay many in europe countries. they don't looking for differend and want to go back as soon as possible. probably lot of them head back

quick because a lot of cities in ukraine destroyed now. you know, they can stay here, they can stay if european countries, but as long as they need, but to be honest, they want to go back and they want their country. to todd to that point though, mayor, you said they want to go back. how confident are they that they will be able to do so? >> how -- sorry? todd: how confident are they that one day they will get to go back to their native ukraine? >> oh, jeez, i don't know, you know? some of them back, start now, you know? we see some people go to the train and go to leave. and, you know, in our city we have about 2 or 3,000 refugees.
