so efforts and perhaps even give vladimir putin an excuse to expand his aggression beyond ukraine and we begin our breaking coverage of the war in ukraine with our chief correspondent and co-anchor for tonight . of course, that is jonathan hunt. he is joining us from the western ukraine city of love. of course. i'm kevin corke here in washington. good morning, jonathan. good morning to you, kevin. good to have you here. as we approach what will be the end of a fifth week of this brutal war , there are increasingly optimistic statements from ukrainian officials, particularly with regard to the battle around the capitol of kyiv.

ukrainians believe that they are pushing the ukrainian forces back further and further in some places it is a few hundred yards in some places it is several miles. but they genuinely believe they have the momentum. they are beginning to get the upper hand in this war, although president vladimir zolensky of ukraine is also warning that there is still a very, very long fight ahead. listen here to president zelinski. the occupiers are being pushed away from here, pushed away from keith. however, it is too early to talk about a secure situation in this part of our region. the fighting continues and we are seeing more and more devastating and heartbreaking pictures out of the southern port city of mariupol that we have talked so

much about over the last couple of weeks, almost completely destroyed. and yet according to ukrainian officials, ukrainian forces continue to fight. they are not giving up, but they are diminishing. we understand in no that the what is not diminishing apparently is the number of civilians that are trapped there. president zolensky said last week it was around 100,000. but local officials are now saying it may be as high as one hundred and sixty thousand people still trapped in . what you can plainly see is a shell of a city. and kevin, as as i wrap up here for this particular part, i just want to point out that we're hearing this optimism from ukrainian officials. we're hearing some measure of optimism as well from some senior u.s. officials talking about the ukrainian advances. but in a moment we're going to be talking to lieutenant colonel dan davis. he is a very different take on what is happening here and optimism is not the word

he would use. everybody will want to stay tuned for that interview. the lieutenant colonel dan davis coming up shortly. kevin, looking forward to that from you, john. and of course, we'll touch base with you throughout the hour. thank you as always. meantime here in washington, president biden's remarks that russian president vladimir putin can't quote remain in power is causing concern globally that such talk could ultimately end up escalating the conflict. the president now says his comment was about moral outrage not as many have thought to seek regime change. fox news correspondent madeline rivera has more on that story. i'm not war . president biden is making it clear he's not seeking regime change in russia, expressing the moral outrage i felt towards this man i wouldn't articulating a policy to the cleanup comes as peace talks between russia and ukraine press on and turkey with a plane reportedly carrying a russian delegation landing in istanbul monday. this time there's optimism that there might be

a breakthrough to too. and i can say that the telephone traffic we are carrying out with mr. putin and mr. zolensky is advancing in a positive direction. president zolensky has floated the possibility of adopting a neutral stance if it is guaranteed by third parties and put to a referendum. meanwhile, u.s. officials say russia is shifting its focus to try and cut off ukraine in the east. its hope of a quick invasion gone so the kremlin is remaining tight lipped. >> the fact that the face to face talks continue is important. but so far our policy is not to impart the details of the talks as russia continues its attacks. some are skeptical that the two sides can reach common ground. also raising concern, the wall street journal reports a russian billionaire and ukrainian peace negotiator suffered symptoms of a suspected poisoning earlier this month. allies emphasizing that any settlement must hold president putin accountable. we need to ensure that putin can never act in this aggressive way again.

an adviser to zolensky denies reports ukrainian negotiators were poisoned, adding that all members of the team are working normally in washington mouther rivera, fox news, metal and mason. although mr. biden says his weekend comments about vladimir putin was one of quote moral outrage, there are still concerns not just here in the states but abroad of a possible ripple effect stemming from that remark. the president's words continue to reverberate across capitol hill where many leaders like in europe, there are folks who really think that comment could complicate peace efforts for ukraine. spontaneous statement apparently was not written in his speech itself is damaging that . how does he in the future sit with vladimir where he's called for him to be removed? and it certainly makes more complex to try to end the conflict in ukraine. our goal is to get russia out of ukraine and to end that conflict. it's not regime change. that's a very good point. and joining me now is former

biden campaign surrogate kevin walling and mark slaughter who served as press secretary to former vice president mike pence to weigh in on this one. kevin, this is a tough one because as you know, message discipline is everything in particular in circumstances like these. i think the question was a very strong one . how does president biden at some point in the future sit down with a president putin when you make statements like that ? well, kevin, it's a good question. listen, i think the president gave a really strong speech in warsaw. that was one part of that where at the end speaking off the cuff he said, you know, for god's sakes, how can this man remain in power? i think that was actually a powerful statement. i don't think it's actually been walked back at all. i think every patriotic american seeing, you know, jonathans reporting on the ground this morning and tv images of maternity wards and hospitals being bombed, how could anyone think that vladimir putin should remain in power? is is beyond me. so what the president was doing

was expressing, as he said, moral outrage that i think congressman turner, i have great respect for him, but he should care less about what president putin thinks about sitting down with joe biden actually seeing a president commanding the world stage saying quite clearly that not just president putin is a war, a war criminal and a, but that he should not remain in power. i think that was a very powerful statement for volley over to you, mark, especially when you consider the nuance of what kevin is essentially saying, which is yes, there's moral outrage here. it's not just here in the states. it's all across the globe and there should be this groundswell of belief that vladimir putin needs to somehow some way get off the world stage and stop attacking countries. by the way, it's not just ukraine. we saw this in crimea. we saw this in georgia. and yet there are those who say his lack of message discipline could start world war three. your thoughts? well, i think you have to chalk it up to being lack of resolve.

i don't recall any time when you had a president who had to backtrack three different statements over the course of four days. if you want to show strong leadership on the world stage, then say it, own it, defend it. but what we see here is the president says it and the white house, the secretary of state and many others are immediately going out there and backtracking if you're another world leader, whether you're an adversary or an ally, you have to wonder do i listen to what the president is saying or do i wait for his white house aides or other administration officials to come clean up? they don't even know who to listen to right now. that's the real rub, kevin. ultimately, if you can't rely on what this man is saying or at least the clarity of what he is saying and behind the scenes, i mean we as reporters we need to clean up messages on aisle five . you have to wonder how this is being viewed abroad. he can get cover here domestically from the press. you can't get that when you're

talking about international reporters and other world leaders. no, listen, given the president just returned from a g7 summit, a nato summit where he has rallied the world in the last couple of weeks and months, president solinsky in his address to congress says president biden, more than any other president has done more to support the ukrainian people. so this is a president who has the resounding support of his fellow world leaders as he leads the free world through this crisis. we're seeing countries acting in unison. we're seeing a revitalized nato like no point we've seen before in the history of nato going back to the 1940s. so look at not just the president's words. the words of the president are important and he reaffirmed those words today from the east room. look at the president's actions as well on the world stage with our allies marking 15 seconds here. final thoughts of what we need to see more of, especially from the president of the united

900 billion for domestic programs. so the white house is staying tight lipped on exact items and their price tag before congressional negotiations. i look forward to working with members of congress, democrats, republicans, independents to deliver this budget and keep delivering for the american people. there's a so-called billionaire tax, a 20 percent minimum tax on households worth more than one hundred million dollars. the white house says that will reduce the deficit by about 360 billion over the next 10 years. it would raise the corporate tax rate to 28% and raise the rate on the nation's wealthiest income earners and the wealthy and corporations to finally begin to pay their fair share. the proposal is based on the assumption the economy will not stay at record high inflation rates like it is now. this is really ideology over common sense. republicans say the plan, which is only a presidential wish list and must be turned into legislation by congress, is dead on arrival.

something to you okay to drive you're not okay to drive don't drive but ukrainian troops have recaptured the town of trust in it and the kyiv suburb of erping. this comes as a senior u.s. defense official says russian military pilots are quote still showing risk behavior and if they have to go into ukrainian airspace, they are quote only doing it for a short amount of time before they leave. the official added that the us is also seeing more russian military activity in ukraine's eastern donbass region. joining us now with his insights, retired u.s. army lieutenant colonel daniel davis. colonel, i've been looking forward to this interview ever since i read your notes. we've heard a lot of optimism coming from ukrainian officials, in particular from

u.s. officials to some extent. and you have a different view and i want to take that in two pieces if i can. first of all, the battle around the suburbs of kyiv, you say that these advances by ukrainian troops are not as significant as they may be claiming. >> please explain. yeah. what you see right now is very clearly over the last two weeks you see russian forces that are in the north and west of kyiv, north of sue me and north of kharkiv have gone into what's called a hasty defensive position. they're basically in a holding pattern and they've even started digging some some slight hasty defensive positions in some of those areas to defend against these kinds incursions by the ukrainian forces. meanwhile, they're putting all of their combat power and all their focus in the donbas area there and not just to capture the area, but they are trying to capture about 40000 ukrainian troops in a cauldron in there if they're able to to complete that , they will then

be able to turn those forces up to the north. and then i believe you'll see the forces north of kharkiv, for example, start to attack again south and capture the ukraine people in between they're so those those two towns you just mentioned are important, but they're only, you know, dots on the map and they don't represent any kind of broader counteroffensive that's driving russia out anywhere. and i'm afraid that right now the threat is in the donbas there. >> yeah, and the russians have talked about focusing on the donbas. so you're essentially saying, colonel, if i've got this right that the more russian troops are going to the east as the russians themselves have said, but they are they're in a position to surround ukrainian forces that would presumably lead to slaughter that that's exactly right. and what do you want to see the ukrainians do? >> well, they're going to be forced very soon to either have to reposition those and conduct

a fighting withdrawal back to another defensive position to keep themselves from being surrounded or they're going to be surrounded and once they get cut off, then they can't get reinforced. they can't get bullets, fuel anything and it won't take long for them to be destroyed or taken captured. and so it is really, really important now that they either withdraw them, find some way to get some other troops there to to reinforce them or they risk getting cut off. so are you saying that the eastern region of donbass is essentially a lost cause for ukraine at this point? what what i'm saying is right now, especially with the loss of mariupol because that's essentially been lost and already we've had reports from some the russian troops that were on there have turned up toward that cauldron that i'm talking about. what i'm saying is that the ukrainian position is very tenuous right now, which is one of the reasons why i'm very advocate that they really

in ukraine. twenty nine minutes after the hour. i'm kevin corke in washington. in the past month we've heard an awful lot about the resiliency of the ukrainian people, their valiant defense of their country and not just ordinary citizens and the military as well, but really this whole of country effort just just determined to not at russia take their sovereign land. but frankly, little has been said, at least so far about the thousands of foreigners who've enlisted in the war for freedom. chief correspondent jonathan hunt recently spoke with paratroopers about the special camaraderie that took them to ukraine. jonathan, i have been looking forward to this . what can you share? yeah, kevin, these are extraordinary people who are putting their lives on a line for a nation that is not theirs, but they feel compelled to do what they can to fight for freedom here in ukraine. take a look at this exclusive interview. there's no logic to explain

everyone think it's maybe a case of trying to cause fear and among the people and it's the loss of civilian life to really sort of get solar back . what's your impression of ukrainians fighting for what they seem to lack of funding of operations which, you know, people like myself came over for because we have skill sets and all the people i worked with , you know, amazing, brilliant leaders who will bring something to the table. any particular images or moments that will stick with you? there are things i've not seen he doesn't like and obviously again, this winnable for ukraine. yes, absolutely. yes. and kevin, when men like that who have seen so much conflict in so many places look you in the eye and say they have never seen anything like the sort of brutality they have seen at this particular front line.

you know that this is a terrible war and those guys stopped when they said that they would not go on . the look in their eyes was one of absolute horror. kevin speaks volumes of not just what they have seen but what has been reported throughout this conflict. just awful. jonathan, again, thank you for sharing that . and of course we'll touch base with you again in just a few. meantime, back here in washington, the pentagon may have to go back to congress for additional money to support the war effort and ukraine and to support the ukrainian people. the extra funds would be sought at least in part to replenish weapons that the us has already promised to send to kyiv. however, to keep this in mind, that would be despite the fact that the dod already has a 700 73 billion dollar budget ask for 2020 three. by the way, that budget task was finalized before the invasion began. joining me now, former chief of staff ralph hoffman for more and i think it's fair to say jonathan, people always

wonder how much is enough and yet we want to do what we can to support the freedom in ukraine. it's a difficult balance. no thanks for having me given i think what we're seeing with the budget is it's a it's a large budget. it's a bigger budget than i think many people had expected. it's about a four percent depending on how you two and a half to four percent increase over previous years. and i know from my time in the last administration i think we we thought this was going to be as large as the funds we're getting. but with ukraine, like you said, the budget was in place beforehand. so we have to look at what additional weapons are being used so javelins, other weapons that are being sent forward. we're running additional sorties. we're deploying forces to europe. so they're six to eight thousand and i do the numbers additional troops that have been sent forward that costs money and so we have to look to

congress to pay that or else we have to cut operations elsewhere. and so far the department of defense has been funding these these operations from within the existing monies and they're going to ask congress for some more . but that's normal for how we deal with contingency efforts. when you talk about contingency efforts, though, i think the american people would like accountability. they would like to for lack of a better description, a paper trail to make sure that where all this money is going is actually going to where it's intended that it's not sort of being washed away and we never know where our billions of taxpayer dollars have gone. and again, that's not enough. i don't want to give the wrong impression that somehow i'm suggesting that this isn't a worthy endeavor. what i am suggesting, however, can you understand why many people say to me and to others here in washington follow the money. but i think that the department of defense it's a large organization seven hundred seventy three billion every year or give or take is one of the large organizations in the

world. so there is a lot of money moving. they work incredibly hard. it's actually undergoing audit the last few years to to ensure that funds go where they intend . there's a radical transparency with respect to what congress information they receive congress. there's a lot of oversight dod to ensure the money is going to to where where we intended to. i think what most people should be proud of the funds that are being spent and how effective the weapons that we are providing to the ukraine forces are being used. the javelin, the stingers, sniper rifles, other equipment that we're sending while it's not fighter jets and tanks, it is being effectively used and it's doing great work on their behalf. would i be over reading it to suggest that what you're describing frankly is a proxy war ? i don't think it would go far

enough to say it's a proxy war . the ukrainians are fighting it . they're bearing the brunt of this . they are fighting it. we're providing weapons to them. i think to call it a proxy war would would would give a little more credit for for the contributions of other countries. but look, ukraine doesn't have a large military industrial base creating and building and constructing weapons on its own. it relies on un weapons from from other countries, including for a long period of time soviet union. that's what most of their their high end weapons are from their tanks, their fighter jets. so this is a war being fought by ukrainians. there are as you saw in the last segment, a number of people who volunteered to go forward and assist ukrainians in their fight. but this is this is their war. it is on the precipice of the doorstep of nato and hopefully will not become a larger war with nato. but but right now it's their war and unfortunately

across washington and frankly all over the world over the possible fallout from president biden's weekend comments about vladimir putin's future. mr. biden was saying that he was simply expressing moral outrage, not calling for regime change when he said putin cannot remain in power. the kremlin calls that statement alarming and some lawmakers on capitol hill agree it is actually a national security risk because he's sending signals that no one in their right mind would want to send to russia. at this point we are trying to replace putin in russia. we aren't trying to have regime change. we're not sending troops into ukraine. we respond in kind of chemical weapons. so none of those things are true . but you know, he lives in an alternate universe where he just says they're not true and he didn't say them. so i guess you're supposed to look the other way. but even the left wing media is noticing these gaffes. so i do think that it is a real problem and there's a humorous angle to this . but it's really not funny. i mean, because we're worried

back by the white house because that isn't really the policy of the biden administration, which is regime change. but we all know that's what the united states wants and that's what nato wants. let's be realistic. the u.s. has provided thousands of stinger missiles and javelin missiles which have helped kill thousands of russian. so you know, diplomacy is a game of dance of necessity than a protocol and a compromise. so it had to be walked back in order to leave the diplomatic channels open. but the fact of the matter is that ukraine is at war with russia because russia invaded ukraine and nato is providing lethal support, including support from the u.s. and that lethal support is killing russians. so we all know what the real policy is of a european country and of the u.s. which is that putin is a war criminal and biden has said that and so of course the goal is for him to go even if that's not
