thanks for having me back on. i think that is a consistent theme of messaging issues within this administration. we've heard issues about chemical strikes and what our response to that would be and not being able to really answer it that sanctions would deter. and now we're saying sanctions are more like a punishment than we talked about regime change or maybe not regime change. then we'll send migs. we won't send migs. i think that is just another example of the inability to get a consistent message across which should be an easy message to develop across the senior leadership of military advisors and the commander in chief. >> yeah, we saw the same pattern in afghanistan and we've seen the same pattern at the border with the inflation crisis. i want you to listen to national security adviser jake sullivan and then i'll get your response on the other side. it may not be just a matter of a few more weeks before all is said and done that first quote unquote phase of the conflict

us state department, david jamil. thank you . i'll start with you. jamal , what do you make of president zelenskyy just taking it to the un? well, it's just another impassioned plea from a very underfire ukrainian leader. he and his people have shown a tremendous strength and courage in the face of very strong russian aggression, the murder of civilians, you know, targeting killings, and the like and things like russia across ukraine. and he said the u.n., if you're not going to do anything about this , maybe you don't have a purpose existing your entire purpose of being created, which is to prevent this type of aggression around the globe and in place after place including syria and here in ukraine, you can't seem to do your job, do your job or or you know, admit that you're a failure. and david, you worked at the state department. obviously zelenskyy is asking for accountability, but russia is a permanent member of the u.n. security council. they're just vetoing it.

and russia's ambassador to the u.n. vastly nevin's the is calling what happened in bukha quote fake news. so what realistically can be done? well, that's the crux of the problem is that russia is a permanent member and it has veto power. so if you were sitting there today in the u.n. security council, you were listening to this moving speech by president zolensky and you're sitting at that round table and you cared about the atrocities that are happening. you would feel really anemic because the security council cannot do anything given russia's position as a charter member and a permanent member. what zelinski asked for is for the u.n. security council to kick russia out. there is a way to kick a country out of the un. you have to have a vote of the general assembly. but even that a permanent member like russia can veto. so i've been saying for a while ,even before the invasion happened that the un was likely going to be sitting on the sidelines for this crisis. and it is it's sitting on the sidelines. there's very little it can do because of russia and china

which abstained from any security council votes to condemn what russia has done. so we're going to have to rely upon other multilateral institutions like nato, which is providing a lot of weapons to ukraine. and this is really going to be up to nato. if nato wanted to intervene, by the way, they wouldn't need u.n. authorization because the ukraine can invite nato in , which president zolensky has done. but so far, of course, nato has refused to go in , put troops on the ground. but it is providing a lot of weapons and hopefully that will continue. that's going to be crucial for the resistance in ukraine. yeah, that's a great point. david drill, the ambassador was ambassador to the u.n. linda thomas greenfield is suggesting that one thing they might be able to do is to at least remove russia from the human rights council at the u.n.. would that do anything if they did indeed take that action? you know, i really don't think so. and part of the reason is the human rights council has long been a bastion ne'er do

well nation states, the taking russia on or off but really doesn't matter a whole lot. look, the bottom line here is that the by the administration has done a lot of talking about war crimes and accusing accusing putin of engaging in war crimes. yet we're on willing to do anything substantive. we keep talking about sanctions. they haven't had a measurable effect. we keep talking about about sending weapons. yes, we're doing that . it's helping the cause, but it's not going to bring this war to a close. we just saw sultan say that that's a huge problem. we need to act and act now. otherwise our words are meaningless. yep. and that's what president gilinsky wanted. we just got about 20 seconds. david, i'll give you the last word. well, i disagree that it's going to sanctions or war crimes that are going to cause putin to back off. we should do those things. but what's really going to cause them to back off is the use of force and that's the only thing that he's going to listen to at this point. and that means really doing more to arm the ukrainians and that's what we need to do. we need to give them all the weapons they need the three hundreds we need to give them the mig fighters.

calling me an analyst. i was not so upset. i was never smart enough to be an analyst. but i think the intel needs to be gathered here and that's frustrating for a lot of people . this is enormously emotive environment. right. and we're feeling it because of, you know, our humanity and are seeing all of this . but the reality is we have to be very pragmatic in proportional response. so it's frustrating to people when they hear, well, we have to assess this , but that's the case now. it's the chemical storage facility. you know, we have to understand the russian military. they understand what they were striking. they intend to strike. it wasn't an errant missile. they know what was stored there micrographs and you know, it can be dispersed and rendered harmless, you know, fairly quickly. this is it's not a it's not a , you know, really dangerous substance in a sense. so there's a lot to assess here and again, it's a frustrating environment for people who are saying we have to we have to

get at it. we have to react and kind to be fair to president biden, you know, he was playing sort of fast and loose with words. there was no way that the us administration meant that they would respond to a chemical weapons attack with a chemical weapons attack. that's not happening. well, what does it look like? that's the whole thing is he said in kind of clearly that means what it means. but what does a response look like? >> yeah, well, we know what it looks like in syria, which was nothing. so we have to understand if in fact the intel points to the fact that the russians knew what they were striking they intended to weaponizes chemical facility in some fashion, then the administration's in a real bind here right. and because they've clearly drawn a line on no u.s. boots on the ground, no nato boots on the ground, but what if so

and i'm wondering as as you talk to people there locally in lviv and other ukrainians, i'm wondering what their thoughts are and how it is they believe they can negotiate with a leader and a country that they believe has committed these war crimes, these genocidal crimes as they have said again, and again. how in the world do you strike a peace deal with a country that you don't believe has been honest for one second during the past forty two days? well, that's right. they completely distrust russians and from the start but i'll tell you in just the last week when i asked people, listen, do you think there's a diplomatic path forward? they are pessimistic. they don't really see one that's available at this point with the atrocities being committed in fact that the russian demands in these peace talks have always been a concession of territory like donbass

and they're not wanting to give up any inch of the country and certainly not the southern access to the black sea from odessa over to mariupol. so i'm not sure they have much hope for it, but i will tell you an interesting insight tracing and that is i talked to one ukrainian gentleman who told me i said what do you think of president zelenskyy? he said he was an actor. i didn't think much of him and i didn't vote for him. but he has become the leader the unified this nation and i couldn't be prouder of him staying in fighting and speaking every night to the ukrainian people and to go out in front of the world and demand justice for the ukrainian people as they continue to fight in . that's why now you're seeing so many ukrainian people really embodying zolensky spirit and you know, i talked to the librarian the other day. she was talking about trying to help the libraries are being destroyed across this country and in the same breath she told me and we have to get the missiles in the airplanes linsky is demanding. it's really a fascinating
