no, i don't i don't believe that they do. i don't see any evidence that i don't or any of us that putin even initially thought that he wanted to. i definitely think that he wanted to everything east of the napa river and he may still harbor those hopes, but everything is going to depend on what happens in this next battle that's starting to unfold already in the donbas area because all those troops that he did that general stoltenberg did just mentioned they're coming down from kyiv and sue me in kharkov are already starting to arrive in some regards. some are coming in later and some of the troops that had been working on mariupol have now left and are now starting to go to what's referred to as the southern shoulder of a forming pocket around those up to 50000 ukrainian troops. if they're able to penetrate that and actually bring those two forces together, it could be a bad situation for a lot of ukrainian troops. and i think that's going to depend that's going to determine what happens in the next phase of the war and how far russia even wants to go

who pointed out the same thing. he said that they have only banned seven russian banks from swift, which only makes up about 15% of russia's economy. does this latest round of sanctions go far enough? well, course i don't i don't think it does. and i think the ukrainians are right. but i want to caution that tougher sanctions are not really in the cards immediately. the e.u., the members of the european union went as far as they could buy banning russian coal. but just take a look at germany . in germany, one out of every two homes cheated by russian gas. half of all of the gas imports come from russia. one third of the oil of its oil comes from russia. that puts two hundred and twenty million dollars a day in putin's war chest. but germany would

russians as how quickly they find a way around sanctions and with the help of boris johnson in england, many of them have these golden passport that enabled them to travel to travel all the time and to live like kings in foreign countries. so it's embarrassing, but i don't think it's going to change the course of the war. the only thing that's going to change the course of the war is really giving the ukrainians the arms they've been begging for the arms they need not only to get the russians out of kyiv and the back part of the country, but to prevent russia from resupplying and launching in two weeks. the attack seems to be planning to launch in the eastern part of the country where we've seen a huge exodus and you've seen the huge expansion of ukrainians who fear for the worst. so it's a great point.

and judy, you're no stranger to ukraine. you have traveled countless times in the last decade. i believe if i'm correct, you were here last in september. and as you point out, putin really saw the sanctions coming. what do your ukrainian friends and sources tell you about how the u.s. has responded initially trying to stop an invasion that didn't work with sanctions? well, i think what we found is that sanctions did not deter putin. sanctions didn't deter the invasion. they haven't actually stopped the fighting in ukraine. they haven't prevented the atrocities that we've seen in russia and other parts of the country that it's ultimately not enough to sanction that what ukrainians have been crying out for are the migs and the three hundred anti-missile equipment from slovakia, which the united states has been unwilling to

don't vote yes, they're going to hold them accountable. but i mean, there really are powerful forces here to prevent this type of thing from being taken. bear in mind this committee is usually used to condemn the united states and israel for human rights violations. it's a backward committee and i mean, it would be great if russia was kicked off. it has no business being there after the atrocities we've seen in ukraine. but it would be quite a major change at the united nations for us to do that . but you talk talk to a lot of analysts, fred, and they say these are symbolic gestures kicking russia off the humanitarian council. i mean, it doesn't have any teeth and their question is when is the world body actually issue consequences that are true and immediate? >> while the un has been a full body since it was founded in 1945. if we talk about the un security council, russia has a veto which prevents the council from passing resolutions against ukraine. should we kick off that ?

thanks for having me on . and i mean, i do agree that there is a window of opportunity here, but that that's generated by the fact that the russians have stopped what they're doing in kyiv and to the north and are moving to the east any time one side takes a pause and makes a major change that provides opportunity for the other side to do the same thing. and the best thing you can do during that time is to focus on your your soldiers themselves as far as their health and their well-being as well as your logistics set up in making sure that they are well supplied and ready to do whatever is necessary while you're considering what moves to make on the ground in the east in this case, whether it be trenches or what are you going to do to establish a defense? and it's what was also interesting was as russia left the north, they left a lot of stuff behind. you can see that there was a very hurried and disorganized withdrawal, which is which is a story all of itself. >> and colonel, you're talking

about a russian withdrawal. you can look at the map that we've got here. you can see that they've pulled out, they're going to refit and belarus and then they're going to refit over and belgorod, which is about 80 miles east of kharkiv, which is the second largest city in ukraine. but more importantly, it's really at the northern tip of the eastern donbas region where we expect the fighting to start at the helicopter pilot yourself, we saw what appeared to be a daring flight into belgorod to bomb the fuel depot . we know that javelins will be on the ground here in four to six days, but should we be giving more weapons to ukraine in this window of opportunity? >> well, that is certainly one of the options that we have and one of the challenges we've seen is that there's a lot of bureaucratic red tape in getting those systems into the country in the first place and into the hands of those who would use it. and then the harder question also needs to be asked are we giving them the full systems

that they need to employ them with stingers for for example, if you're going to give an air defense system like that to the ukrainians, do you give are you giving them the batteries in the different parts or pieces in the training that go with it or are you just handing them a piece of equipment and saying good luck, we need to take advantage of this time because you're talking about moving a large amount of russian forces over a amount of space that would cover about half of texas and that's no small thing. so you've got a little bit of time to not only supply but to train. and colonel, we heard from the pentagon press secretary john kirby yesterday that russia has failed on literally all of their initial objectives. now obviously they're trying to change that and come back . should we be fearing what's coming next ? i don't think we need to fear what is coming next because that's outside of the significant change in their tactics at the, the national strategic level, the cyber

space or nucular. what they're going to do is more or more of the same but general in a different location and then moving to the east and trying to seal off the eastern donbas region and the crimean land bridge at this point is no surprise. and with that anticipation you can you can create a pretty a pretty some pretty good options, i should say, for what you're going to do on the defense and maybe even start planning on what you're going to do if your desire is to to push them further away from you. and colonel, you may have heard from our reporting tonight the situation in mariupol, that southern seaport city has been absolutely shut off to the world. it looks to be a very grim situation there. now what can be done because you mentioned the land bridge. what do you think could be done to help then in mariupol in terms of of aid from the west or is that really just a matter of time before

david, great to have you on . explain to me the goal of these new sanctions because we know the president has already said they're not meant to deter or prevent. i know david. he's playing the long game. the question is, does ukraine have time for the long game? well, no, ukraine doesn't have any more time than tomorrow, frankly, but that doesn't stop the treasury department here and their analog agencies in europe from trying to do what they can to squeeze putin. every inch is going to help. his two adult daughters are not just fabulously wealthy and of course they are, but they're also connected to government linked agencies. the elder daughter maria runs a genetic research agency and the younger one katerina runs an artificial intelligence agency at moscow state university that's worth like one point seven billion and does work for russia's military. so there's obviously some mingling of money there and a lot of that money is going to be putin's personal stash. just for context, the younger daughter katerina was until

a few years ago married to the son of the banker to the stars in the kremlin. so there's all kinds of crossing streams here. and i think the goal here is basically to force putin to find other avenues to move his money around and then follow that money and see where else they can clamp down. go ahead. i was just going to say david is in your thoughts that money has already been moved around. i mean, you look back in this reuters investigation several years go and they said, look, they're worth billions. these women these daughters are worth billions. that money has been moved around. is it enough places where it's going to be hard to kind of corral it all up? your thoughts? that's entirely possible. but given the fact that their personal fortunes are connected to the institutions they run, i think it's reasonable to assume that some of that money has been parked in the institutions and the russian government. yeah, of course some of it's going to be in switzerland. we know that putin's mistress with whom he has four other children is hiding out in switzerland with the kids. some of it's probably going to

be in amsterdam with the elder daughter and her husband. we can't know everything. but look, if they can stop putin's money, i think dollar it from going offshore. wonderful. do it. yeah, i think it's a fair point. but you know, tom cotton also made a good point today on america reports. i want to play that and i'll get your thoughts on the other side. david, watch. >> in fact, why are there any new sanctions to announce at all in russia? we should have thrown the kitchen sink at russia and impose every sanction we could weeks ago. likewise with the delivery of arms again, it's better late than never, but it's consistently been like fairpoint i why are there continuing sanctions? are we delivering these things? are we implementing them incrementally? i mean, i thought this was this was the cavalry coming. they were all going to be cracking down on russia and that's a very good point. fact we heard this very early on when president biden did not immediately kick russia out of the swift banking system that came days and days and days later given plenty of time to change tactics. what's going on here is that this particular administration is a lot

more cooperative than previous one was at dealing with european allies. it's the european countries that are pushing the break here saying we still have commercial relationships with russian companies. we still have trading relationships. we've got to manage to unschool these things before you clamp down. so yeah, of course, if everything was just up to the united states, i think we probably would have clamped down everything on day one and just throw the kitchen sink at it, as you say. but the european countries saying, hey, wait a minute, it's going to hurt us as much as is going to hurt russia. let's slow down and do these things in stages so we meaning germany, meaning france, meaning the uk can figure out how unwind ourselves from russia and do it in a way that doesn't hurt us . i wonder that slowdown is kind of giving a lifeline to russia right? i mean, you know, europe has already said we need russian energy. the ruble you can see is beginning to stabilize. and then of course there's china, which is still playing ball with russia. yeah. and they're not going to stop playing ball with russia either. you're not going to kill every single piece of this economy.
