"the faulkner focus" is up next. here is harris. >> bill: bye. >> harris: we'll begin with this fox news alert. texas is now the epicenter of fighting back against president biden's border crisis and this time republican governor greg abbott is raising the stakes. i'm harris faulkner and you are in "the faulkner focus". governor abbott is about to move illegal immigrants. the federal government is dumping them into his state. texas. abbott announced he will put them on charter buses headed for washington, d.c. he said he would do something big and this is it.

all of it is in response to biden's upcoming end to title 42. that's the trump-era covid policy which lets border officials quickly deport larges groups of people who come across the border and abbott says the move is necessary to take some of the pressure off the overworked border agents. and more. >> joe biden has refused to come to the border to see the chaos he has created. we'll take the border to him. what is happening so far, those people will be getting on buses and going to san antonio or houston or other places like that. i think they need longer bus rides. >> harris: president biden is now facing bipartisan backlash, five senate democrats and six republicans are pushing a new bill which would block biden from ending title 42 without a detailed plan on how to handle

the mass migration of people coming and more will come. the head of the border patrol unit says agents feel unwanted and demoralized and some told me they feel out numbered. republicans blame the president. >> amazing coordination between the border patrol and the state of texas as far as law enforcement and we need to make sure that continues. the morale of the border patrol agency is certainly under attack. unfortunately the federal government has not been of any help. they have been the exact opposite and caused the problem. the biden administration removing trump policies that worked. governor abbott is limited as far as having a partner. >> harris: general jack keane is in "focus." first bill melugin live at the border in mission, texas, with the next chapter of all of this. the governor fighting back. bill. >> harris, good morning to you. part of governor abbott's plan is mob lidsing the texas

military to respond when title 42 drops underway as we speak. pan off to the left now. command post. the national guard is rolling in as we speak. a massive convoy that goes back as far as the eye can see. what's happening here is texas military and texas national guard set up a command post and start running simulations for mass migration events and how the military would respond to it. there will be national guard soldiers in riot gear coming out setting up wire and putting boats in the river. they are preparing for what they think is going to happen on may 23. that involves a full military mobilization. a busy morning here in mission. look at the video we shot as we embedded with texas state troopers on the hunt for runners in the brush. didn't take long to find them. look at this video. you can see mostly single adult men laying in the grass, some hiding in bushes. texas resources constantly having to help the federal government do the job of immigration down here.

you can see the troopers going into that brush. they ended up pulling 15 to 20 runners out of that brush, arresting all of them. all part of operation lone star. border patrol can't be everywhere at once. texas resources have to help. take a look at these photos from border patrol in the rio grande valley. part of the reason they're stretched thin. they keep encountering huge groups like this. a group of 120 encountered in star county single adults and all from ecuador, romania and peru. that puts a serious taxing on border patrol resources, they have to do paperwork and process the people and can't catch the runners. look at this out of the del rio sector. eight unaccompanied children found crossing the river completely alone. no parents, no guardians. del rio sector sees this very often. kids completely by themselves being smuggled across the river. no parents, no guardians.

prepared for those mass events where three or more people o.d. because they don't know they are being exposed to the drug. >> harris: that's an excellent point, too. the all-call goes out to law enforcement and they will be also exposed to this in higher quantities than they might formally be ready for. it is a killer, fentanyl. bill melugin, thank you very much for getting us started with the news today. general jack keane is with me now. fox news senior strategic analyst, retired four-star general and chairman at the institute for the study of war. thank you for being in "focus." i want to throw one more thing in the bin here. this is brand-new as well. so the texas guards border mission needs an additional half million dollars to continue past this month. they call it operation lone star. it has deployed 10,000 extra service members and ballooned to more than $2 billion a year at the border to try to deal with the onslaught that we're already feeling. >> yeah, absolutely true.

i have great empathy for these governors on the border there and what is happening to them and what is happening to the state and you have governor abbott probably the most aggressive of all of them trying to solve the problem on a limited scale himself using his own resources. i look at the border from a national security perspective and when you have an open border, you are actually losing the sovereignty of your nation. that's the tragedy of what is taking place here and it has been reported by the border patrol folks that already in this year, and we're not even halfway through the year, they have encountered people from 150 different countries. and that is quite staggering. it blows apart the argument that we need to find the root causes of why people are coming across the border in the three states in latin america. 150 countries already represented coming across the border. just a matter of time when we have a terrorist organization

that will take advantage of that border. >> harris: i want to lean into that a little bit because if anybody thought that was possible, say, six months ago, a year ago, we are approaching so many people now that the volume at the border is so big they say, general, the border patrol reports 300,000 gotaways. people who on purpose go around the border patrol agents are in this country right now. >> right. and some of them, of course, obviously are criminals. we've got a crime wave epidemic in this country as we've seen what's going on in our cities. the drug traffickers and human traffickers and hard core criminals that are part of the gotaways, they are here. and, of course, they are undermining the social fabric of our society. then you add the mischief that china is causing here. it is a conscious foreign policy decision that they made and that is to move tonnage of

fentanyl to the cartels in mexico so that they can put it across the border and undermine the social cohesion of american society by having fentanyl kill so many of our citizens. >> harris: they are taking advantage of the weakness at our own border. a group of house democrats are splitting with the president of the united states as the white house works to cut a revamped nuclear deal with iran. one democrat says they cannot stay quiet calling the reported terms of the deal unacceptable and deeply troubling. and republicans are pushing to make sure congress gets to vote on the new iran deal which they see as a disaster in the making. >> this deal projects nothing but weakness. a nuclear iran is unacceptable. >> what's particularly sickening is russia's role in this new deal. >> suicide all to do what is

being done. the thought we would be working with the russians, putin to do the negotiations is beyond inconceivable. >> harris: general, what stands out to me the politics are a lower grade than the concern about giving iran nuclear weapons. not only that, doing a deal via russia with iran. democrats and republicans coming together in most corners. >> i think what has happened in ukraine is a factor here. an elephant in the room. it has raised everyone's awareness of the danger in the world out there and who our adversaries are and how they are taking advantage of us. the administration start evidence out with the new negotiation on a new deal and they said they would lengthen and strengthen it. those words are long gone. the fact is they're coming back with the same sunset clauses in it and by 2025, they can have -- iranians have a threshold capability close to a weapon

and in 2030 all the wraps are off and can have as many weapons as they want. so many of us objected to the deal in the first place because it was a pathway to a nuclear weapon, not a prohibition of a nuclear weapon. and the second thing that's so concerning, i think, and why there is bipartisan support here, they will get sanction relief money. billions of dollars will come into their coffers and we already know what they do with that. we watched what they did with it in 2015. they are going to buy thousands of rockets for hamas and hezbollah to rain down on israel. fuel the civil war in syria and fuel the civil war in yemen by arming their proxies. that's what they have done and that's what they will do here. >> harris: i want to factor in now russia. obviously the war against ukraine plays a role with china because china has said well, it hasn't told us what they'll do with russia's request. they are willing to buy their oil and get it at a discount

and the whole world can buy russia's oil. more reporting today on the ruble making the comeback at a 52-week high. what keeps you up at night with the nexus of russia and china right now? >> well, we haven't faced a threat like this in a very long time. we've got a very serious threat in china. their ambitions are colliding with ours and also with russia. what concerns me is we're organized in a department of defense to fight one war only and if it's against china, we will be challenged to fight and win that war because our defense capability has eroded over the years. trump budget started us on a path to fix it but we need much more robustness to fix it. so we're only organized to fight one war. we could fight two and that's the thing i think that concerns most people looking at this complex and much more dangerous world situation the united states is facing.

>> harris: every time you lean in to fight one i imagine you have to pull out of another. what happens in yemen if we're not the proxy there? what happens to those areas that russia would like to have and still not done with syria from what i'm reading, assad, a crony of putin. it gets complicated how much land russia can put its hands on whether putin is in power or not. >> it is very difficult to say we'll pivot or the pacing item. words administrations have used to deal with china. we have to pay attention to china but we also have to do our knitting with these other threats as the russians have just demonstrated to us how important deterrence is in dealing with them and iran as well as china. >> harris: general jack keane, algorithms a pleasure to have you in "focus." great to see you. despite the mayor's promises the big apple is seeing a big surge in violent crime and new

office now confirming she has tested positive. she is currently asymptomatic, fully vaccinated and boostered and will now quarantine per cdc guidelines. we do know she was with president biden within a very close proximity yesterday afternoon. you can watch it here. we also know she was with biden when former president obama visited the white house this week. pelosi kissed biden on the cheek. biden's last covid test we know of was monday. that was negative. but we know that there are members on the hill who have tested positive this week. we'll continue to watch it. >> was it common for president biden to do favors for hunter biden's international business partners? >> i have no confirmation of any recommendation letter the president wrote when he was a private citizen. >> there is evidence the president was office mates with hunter and his brother jim here in d.c. >> that's not accurate.

they were not office mates. >> they were not. okay. >> great. >> harris: more hunter. nearly daily now the white house is having to deal with new questions about the president's son, foreign business dealings and not just fox news. cbs news, nora o'donnell and many others, jen psaki refusing to explain why president biden wrote a college recommendation letter for the son of one of hunter east chinese business associates. he has repeatedly denied a speaking with his son about his business dealings. the headline, father knows best. the post details a dozen times joe biden played a role in his son's businesses. now the president's sister is cashing in on a book deal. valerie biden owens will be releasing her memoir titled growing up biden, a memoir that comes out next tuesday.

with the grand jury that is convened and one investigation, it seems almost impossible they wouldn't want to talk with joe biden. not just that email but some of the other tie-ins, the reference to the big guy and the money that was flowing. the "new york post" reports that house judiciary committee republicans are demanding that 51 former intelligence operatives divulge information about their 2020 statement that documents from hunter biden's laptop could be a russian disinformation. a senior g.o.p. aide told the post the ex spies should expect subpoenas next year if they fail to comply. former c.i.a. leadership under presidents obama and bush. that's what i'm getting to. there are a lot of people they will be talking to now. that's what grand your eefs do. >> yes, leon panetta, mike morrell, john brennan, james

the d.o.j., which is part of the biden administration, do you want somebody separate, and who else do you want to hear from? because reporters are now not just our network but all over starting to sniff around. that would be a biden white house nightmare if they start to talk to some of these people, even before the investigation gets to them. it is all in the emails. we'll move on. no wonder they did all that stuff and suspended some of us for trying to talk about hunter biden's laptop. i get it now. >> like in your co-host kayleigh mcenany, she got her account suspended when she reposted the story. think about that. >> harris: violent crime in new york city showing no signs of slowing down despite the new mayor's promises to bring law and order back. the nypd says major crimes are up by more than 36% compared to this time last year. car thefts up 60%.

shoplifting up 81%. all those walgreens and pharmacies that are getting hit, hit, hit over and over by the same criminals. they keep letting them out in new york city. while murder is down, new yorkers are still very upset over the killings of innocent bystanders including the recent death of a 61-year-old woman who was walking down the street when she unexpectedly was caught in crossfire between two fighting groups. brian, it is not getting better in every category. nothing is perfect. where it is bad, it is dangerous. >> if you talk to police officers, which i know you do. they say the reason is fundamentally is they know there will be no penalty to pay for the crime committed almost outside captured murder with a gun in your hand people are getting out of prison quicker takes forever to get them to prison and released right away. cops are not going to make an arrest or be aggressive if they

know people getting out. it prompted the mayor of new york to meet with the democratic governor and others as well as the police chief at separate times and say listen, get rid of the no cash bail. i know the intent. it is not working. i have the stats. the governor -- democratic governor is beginning to move. my sense is if new york can move the rest of the country will follow. you know what's stopping it? democratic legislatures saying it is a non-starter. until you get to have to pay for your crime don't expect the cops to make a ton of arrests, no one has their back let alone the cameras that look for any type of altercation, ramification of any type of interaction that could destroy their lives and their careers and end them up in jail. i think things will turn, harris, when new york turns. >> harris: let's hope it is soon. hard to get aware of the word collusion. between the liberal d.a.s and now it would seem, i don't

foxhole with. not an indication of a change in u.s. policy. >> there are some people unsatisfied with the president's policies who don't think he should be joking about deploying. >> it was clearly a joke. it was a weird joke. if you are going to make that joke, make it with troops. you aren't going to war with union workers. that doesn't even make any sense. >> officials say the president will keep emphasizing financial punishment for russia and putin even though the treasury secretary janet yellen says she is not sure if putin the feeling the impact of the sanctions yet. >> harris: the united nations is expected to take a vote today whether or not to suspend russia from the human rights council in response to russian troops intentionally using citizens using mass crematoriums to hide the real death toll.
