country centering attacks on kyiv once again of course with rockets. not with forces. let's go to the maps right now and bring in fox news senior strategic analyst general jack keane. so, general, a big message was sent one day after leaving moscow. we have the u.n. general secretary meeting in kyiv right here. and he is meeting here in kyiv and all of a sudden rockets rein in to the capital. what message are we supposed to take from that? >> well, i think what the russian have been trying to do, certainly it's their ground maneuver operations which is their focus. they are continuing their airline bombardment not as sustained it was in the past certainly but rather sporadic to remind those population centers that they are in danger. they still want to break the will of the people. and here, obviously, this has
4:25 am
much to do with the secretary u.n. general's visit. i mean, they clearly want them to understand that this pressure is not going to go away. and i think we should still remind ourselves while the fight is taking place in the south and it's going to be a very intense fight as these forces join, that putin, i don't believe for a minute has given up completely on toppling the entire country. certainly continuous bombardment is part of that strategy. we have always said two strategies here one is the ground force strategies seize destroy ground forces the other thing is to break the will of the people by the continuous bombardment. >> brian: general a couple problems here even in kherson famously the town that he took first. this constant protest. there is push to get them out. they set up a provisional government right here. no one is paying attention to. they trying to convert everyone to the ruble. everyone is ignoring it the one
4:26 am
town they thought they had, they don't really have. because the people hate them. number two is they still have an offensive here. we also picked up intercepts that shows the russians are admitting to losing 25,000 troops in two months. 25,000. that's astounding. so when they're on the attack now. despite that loss, where are they looking to go after ukraine on the ground -- ukrainians on the ground? >> yeah, well, so our audience understands, for 8 years ukrainians have been facing the russians in the donbass area in the east is what we talk about. and actually it's kind of trench warfare because the terrain is so open. the ukrainians are defending from the north against the russians who are there from the south. what is happening now, certainly, is the russians came in through kharkiv and they are moving south on an access to come into the ukraine's rear. that's referred to as military
4:27 am
envelopement. area concentration of forces loss to move in the ukrainian's rear same area the forces from the north would be coming down. that's a military involvement. involve envelopement. that causes huge problems for the ukrainians. why? because they had to defend the russians in front of them from the south and that fighting is taking place almost every day. now defend from the forces coming from the north into their rear. and that means they obviously had to build fortified positions now. to defend against that. so, our concern has been that the russians have overwhelming use of artillery and they can grind down the ukrainian forces so the russians can achieve a significant penetration. they have not been able to do it. brian. >> brian: right. >> they made modest gains but no serious penetration yet.
4:28 am
that is why these packagings of artillery. artillery kills artillery. air power kills artillery they will use drones and some of their own air power which has not been very effective against the russians because they have local air defense systems. so that's the fight that's going on it will probably take weeks to unfold. >> brian: right. so, general, the other thing is how do you stop the moscow war machine? number two, stop oil and gas. turns out according to today's "wall street journal," china is beginning to buy less russian oil because of the war and is starting to buy it from iran. don't love that but i love the fact that they are doing it. also reports that germany is making massive gains in getting off russian oil and gas and taking it away from poland and bowl delaware i can't. our allies are quickly looking to supplement them. it's coming to spring. this to me is a terrible play by vladimir putin. finally, europe is getting the
4:29 am
message and they're moving away from oil and gas that they were trying to deny them. correct? >> oh, yeah, this is a very real significant move that is taking place with the germans. they think within about a week they will be off of russian oil, which is absolutely staggering. the money that the russians make is all oil and gas and primarily 70% of their export income is oil. so this is very significant. i mean it is as significant as the germans giving them heavy weapon systems. in terms of actually impacting their ability to fuel the war is significant. the europeans begrudgingly, i think in the beginning but now are on board and moving in the right direction. >> brian: they see the brutality and barbaritiy and could be them next. been doing everything we asked them to do since the 1950s. general jack keane, thanks so much. >> yeah. great talking to you, brian. have a great wonderful weekend. >> brian: you too. and very educational.

talking to border patrol officials, asking for their advice and their counsel as to how to address this issue. and they tell me unanimously that remain in mexico policy and making sure that title 4 stays on the books are the two last remaining measures that we have to turn back this historic surge of illegal immigrants that could exceed 18,000 a day on our southern border. most of whom, by the way, are encountered on the texas border. >> brian: george, they say that right now, the remain in mexico policy should be put in place. a judge demanded it. how is it that the federal government is ignoring a judge's order? >> only this presidency would do it. he has acted outside of his constitutional bounds on multiple occasions thinking that he has article 1 powers when he really only has article 2 powers. and so that's why in race for attorney general is so essential to make sure that you have constitutional conservatives that hold this president accountable, developing investigative capability and building the evidence necessary

to hold them accountable and remind the public that they're ignoring their constitutional duties whether it's on remain in mexico title 42 or even telling ice agents not to arrest illegals unless it's incident to a violent crime. we've chipped away at law and order for way too long. it's time for new leadership. >> brian: i watch a lot of capitol hearings, this is such ineptness, it's intentional. do you believe it's their intention to break the border? >> absolutely. president biden called upon the idea of not building another inch on his watch. and in texas, we're going to build miles and miles as land commissioner, i'm building miles. but we're doing what we can. we're going to roll up our sleeves, we're can do people. and i'm thankful to have the opportunity as land commissioner as a candidate to be a part of the process to rebuild our country. >> brian: when i was flying back if galveston this week, i met a man building the texas wall who is supposed to be building a federal wall until they shut it down. so there is a wall being built
