[laughter] thanks, bret. ♪ >> jesse: we begin tonight with a fox news alert. as more details are emerging about the horrific school shooting that happened yesterday in uvalde, texas. 19 children and two teachers were killed in the massacre. these kids were as young as 7 years old. our heart breaks for these families and the entire community. and as we struggle, the process this horrific situation, tonight we are also learning more about the demon who opened fire inside the school. 18-year-old salvador ramos. according to reports, just

before he went on the kill spree, he had gotten into an argument with his grandmother. ramos reportedly shot her in the face. got in his car, wrecked near rob robb elementary school which where you can see here, grabbed his rifle and headed to the school. and he choreographed his despicable intentions online. just minutes before the massacre, here is governor greg abbott earlier today. >> the first was to the point of he said i'm going to shoot my grandmother. the second post was: i shot my grandmother. the third post maybe less than 15 minutes before arriving at the school was i'm going to shoot an elementary school. >> jesse: we just learned today that an on campus officer did exchange gunfire with ramos before he went into the school. this is ramos caught on camera entering from a back door.

when ramos got inside, officers say he barricaded himself in a classroom and opened fire. >> he just began shooting numerous children and teachers in that classroom having no regard for human life. just a complete evil person. anyone that is inside that classroom just begins shooting anyone that's in his way. at that point we had tactical law enforcement arrive made up of federal officers, local officers as well as state troopers that were able to make forcible entry into that classroom. they were met with gunfire as well. they were able to shoot and kill that suspect. >> jesse: the round that killed ramos was fired by a border patrol agent in that tactical force. and "primetime" salutes him. salvador ramos was disturbed that's clear. his father wasn't around. he didn't have a good relationship with his mother. she was a drug addict. so he lived with his grandparents and police were often called to the house because of domestic disputes.

but ramos also had a hard time at school, a former classmate told cnn that he was a loner and bullied a lot because he had a stutter and he wore eye liner. eventually he dropped out. but no one seemed to notice. another teen who knew the gunman told "the washington post" that not long before the shooting ramos' behavior started to deteriorate. they said one day he showed up to the park with cuts all over his face. ramos reportedly said he slashed himself with knives just for fun. the writing was on the wall. this kid needed help. so why wasn't something done about this? his social media pages were littered with red flags. there are reports days before the shooting ramos posted pictures of his newly purchased rifles. according to the uvalde school district, for years they have used social media threat monitoring technology. so what happened? this kid was a student.

why wasn't he monitored? why wasn't he flagged? we have a lot of questions. but going back to those rifles you he posted on social media. turns out ramos legally purchased them just days after his 18th birthday may 16th. his grandfather was interviewed by abc. >> did you know that he bought those weapons? >> no. like i said, i don't like weapons. i cannot be around weapons. >> jesse: the grandfather can't be around weapons because is he an ex-con. you are getting a sense of what the family dynamic was, aren't you? so ramos kept quiet about his gun purchase. but he did do it legally. so, of course, the left wasted no time politicizing this tragedy. they are using it to try to take away your guns. biden had an opportunity last night to comfort the nation to give us strength during this difficult time. but he completely missed the moment and lurched into partisan warfare. >> we have to act and don't tell

me we can't have an impact on this carnage. i spent my career as a senator and vice president working to pass gun laws. we can't prevent every tragedy. but we know they work and have positive impact. when we passed the assault weapons ban, mass shootings went down. when the law expired, mass shootings tripled. >> jesse: biden is not telling you the truth obviously. according to a 2016 study, quote: assault weapons were involved in four of the 18 public mass murders before the assault weapons ban. four of the 16 public massacres during the assault weapons band, and nine of the 38 incidents since the assault weapons ban. so banning assault weapons had no impact on mass shooting. also, joe biden controls the house and the senate. there's no stopping him and

chuck schumer from bringing an assault weapons ban up to a vote. they won't do that though because they know it's going to fail because not every democrat senator is for it. and, by the way, assault weapon is just a made up term. so this is the same old argument democrats make every time. in their minds, the only way to stop evil psycho paths from committing crimes, is to take away constitutional rights from law abiding americans. or, in other words, just do something. >> we're elected to do something. >> we can do something about it. >> if we do not do something. >> do something to stop these shootings. >> to do something, something. >> jesse: "primetime" has some ideas about what that something is because none of those people do. and it doesn't involve destroying the bill of rights. we need to start making changes that will actually make a difference. here's the "primetime" plan. first, we need to harden our schools. they are soft targets for

killers like ramos. we have $100 billion in covid relief money that can be used to put up fencing, install security cameras. hire guards. active shooting drills need to happen on a regular basis. we need to do a better job of protecting these kids. andrew pollack, whose daughter meadow was killed in the parkland shooting, said it best last night. >> when you hear politicians, whether either side they are -- either side they voted to send 40 billion to ukraine and we can use it here in this country. americans are suffering you, know. look at what happened at this school. it really angers me because i don't want to hear that we don't have budget to protect our children. that's not right. >> jesse: we also need to get to the bottom of the mental health crisis in schools. there needs to be counselors in every school paying attention to students. flagging odd behavior. noting who is having a hard time at home and get the kids the help they need. we're spending all this money hiring critical race theory

consultants. how about hiring some school therapists instead. they can i.d. a school shooter and maybe get them the help they need. but if we are really going to make a bit of difference on the inside of schools, we need to pay closer attention to what's happening on the outside of schools. i'm talking about social media. how many times have we heard that these crazy shooters left online footprints? tech companies need to come up with a system, an algorithm. they can easily detect and flag when somebody posts homicidal threats like i'm going to shoot up an elementary school. and the community has to get more involved. parents, friends, pastors, neighbors, if you see something, say something. some loaner is walking around wearing all black cutting his face and police are showing up at the house constantly, it's time to get involved. we also need to start institutionalizing people with psychiatric holds. because if people can't function be in society, they need to go

somewhere else. these are common sense solutions that need to be considered. enough is enough, senator ted cruz represents texas and is on the judiciary committee. all right, senator. you heard the "primetime" plan. what are we going to do about this? >> well, jesse, listen, you are exactly right. i will say the entire state of texas, the entire country is grief-stricken. what we have seen the face of evil here in south texas. it is horrific. the kind of monster that walks into an elementary school and executes 19 little children, there are 19 families right now that are experiencing the most horrific and unimaginable agony there is. nightmare of every parent. two more families. >> the families of two teachers who heroically gave their lives. enough is enough. this is horrific. so, look, i agree with you, we need to do something. but the something is not the

empty political posturing of people like, you know, beto o'rourke who shows up and tries to turn it into a political event instead of a briefing with the police about a horrific mass murder that just happened. there is something we can do is we can pass legislation. i was listening to what you were saying, jesse, i have introduced legislation that would do much of that. in 2013 i introduced legislation that would spend $300 million on federal grants to harden schools to make them safer to make them more protected. the democrats filibustered that legislation. i have introduced legislation to save schools like this elementary school behind me can get federal grants to harden their security to put in bullet proof doors. bullet proof glass. to say put in armed police officers to protect kids. $1.3 billion in federal funds that are available again the democrats blocked a vote on it. and i got to say this is frustrating here. this mass murderer came in

through an unlocked door in the back of the school. the exact same way the mass murderer came in to the school in santa fe just outside of houston. i was there that horrible morning. i sat at round tables with the parents and families how to make schools safer. one of the things that earn agreed is don't have all of these unback doors. one door into and out of the school and have that one door armed police officers at that door. if that had happened. if those federal grants had gone to this school, when that psycho path arrived, the armed police officers could have taken him out and we would have 19 children and two teachers still alive. we need to do something but it's not empty political posturing it's acting and acting strongly to keep our kids safe. >> jesse: you mentioned beto o'rourke crashed the press conference today. a total disgrace. humiliated himself. i want to pray that for the audience and you can react. i know you were there. >> sit down.

>> you are out of line and an embarrassment. >> after el paso. >> sit down. >> you are doing nothing. you -- this is totally predict. >> sir, you are out of line. sir, you are out of line. sir, you are out of line. please leave this auditorium. >> jesse: so you were standing right behind that whole action. what was going down in the room when that went down? >> look, i was shocked. we were going through a briefing, listening to law enforcement about precisely what had happened about what the next steps were, and it was disgusting. he astrod to the front of the room and tried to turn it into a political rally. i guess his campaign is flailing. is he going to lose. but, you know, just after you ended that clip, the mayor of uvalde, he turned to beto and said you are a sick son of a bitch because to take something have you got grieving families. you have got a community that is broken to pieces and to try to

politicize it and turn it into a rally the way beto did, it was really -- i have seen a lot of crass behavior, that was embarrassing and it was -- it was disgusting. >> jesse: you have to read the room better than that, beto. so, before we let you go. do you think there's any chance you can get any sort of legislation through the senate to harden these soft targets, these schools? is there any chance to put anything in action right now or you think it's just a lost cause with the senate the way it is? >> look, i hope. so i'm going to keep trying. i'm going to keep fighting. i can tell you every time i stood up to fight the democrats literally filibuster. they block a vote in 2013 i introduced legislation called grassley cruz. which targeted felons and fugitives and those with serious mental illness. it directed the department of justice to do an. >> audience: did it of federal convictions to make sure felons

>> jesse: there is a crisis of disturbed young men in our country. they fall through the cracks of society and oftentimes land in the dark crevasses of the internet. instead of seeking love and acceptance or simple human interactions with people in their community, they seek approval from other lost souls online. sometimes rationalize and take their hatred out on the innocent people. the stark rise in mass school shootings is apparent. there have been 14 since columbine killing 169 people. many want to blame it on guns. but americans have been legally armed since 1776. it's important to note that over the last few decades, we have seen the collapse of the nuclear family, divorce rates have skyrocketed, if there was ever a marriage at all. and fathers have left the picture. out of the mass school shootings where 10 or more people were killed. most of the shooters didn't have a dad in their life.

it's one of the few things that the shooters have in common. church attendance is down in america. and covid has forced young americans into isolation. and we don't even know what kind of damage social media is doing to the brains of young americans. but the media and the politicians don't want to talk about that. they are to object saysed with the how, the weapon used, instead of the why. what brought the person to a place where they wanted to kill children? and how our society is missing what is happening right before our own eyes. it's important we ask these questions and look into the cultural factors. marco rubio is a senator from florida who joins us now. senator, what do you think is in play here? it can't be all about guns? there has got to be something else? >> yeah, i mean i think the introactually touches upon it. it's not the how but the why in the sense that these are people

who want to harm people in a mass scale and the instrument they use in many cases are guns. but that sentiment of wanting to hurt people is the one we need to really focus on. i don't know if there is a blanket for every single one of these. i'm certainly not schooling just or socialist but i have read a lot about these things because i want to become informed of the one thing i can tell you is we do have tools available for risk assessment. one of the ways secret service protects is presidents the no not so much about the physical protection alone they are able to profile and identify people that they believe pose a threat to a president or auto leader and are able to go to them and prevent them from acting. that same system that is able to identify that that risk assessment protocol exists for things like mass shooting the question becomes can have you tools in place to identify and intervene before people take that next step? and oftentimes that's difficult to do because in the case of a school, for example, we have built up a culture in many places where we don't want to criminalize 16 and 17-year-olds. we don't want law enforcement hanging around the school campus

and stigmatize these people. many shootings las vegas being one of the exceptions guy still don't note too much about the motivation behind that terrible tragedy others are people that didn't just snap from one moment to the next. we will learn more about this murderer but we know about the one in florida. we know about the one in other places. and these are people that, for a period of time, are headed in this direction and there was nothing in place to catch it and stop it from happening before it got to that point. >> jesse: that's interesting your secret service analogy because you are right. they send these letters or they make these threats. and then the secret service will pay them a visit. and knock on the door and they will say hey, mike, what's going on? how are you feeling? and then even when the president goes into that city they have a whole list of people that they go check on. you are not going to go anywhere near the event, are you? you're not supposed -- who would that look in school? is this something that you have tried to bring up in legislation? and have the democrats agreed with that. >> well, we have and actually

there are programs in place that fund that and we were able to do that and continue to fund it everywhere since. we led that earth effort after parkland. look it has to be multi disciplinary. input from all types of places might be law enforcement interaction combined with what a school counselor oar teacher is see organize family member or parent is reporting. all of these things come into a central location instead of being bifurcated it's a useful tool and one we should use more. unfortunately someone out there right now that will be the next school shooter because they are watching this stuff on tv and it's going to inspire them to act. a teenager thing. >> jesse: i think you are right. you create a little threat matrix for a school district that identifies people based on a number of factors and then you just -- you are more aware. i think that's really smart. i would like to see that thank you so much for coming on "primetime" and thanks for everything you are doing for the state of florida. and for the nation. >> thank you. >> jesse: let's turn to congressman tony gonzales who represents uvalde, texas.

again, my -- our hearts break. we are so sorry that this happened. tell us what you're thinking and what you are feeling and what the community is feeling and is the community doing any better than they were doing yesterday? >> yeah. thank you for having me on, jesse. you know, i spent 20 years in the military. five years in iraq and afghanistan. and this moment reminds me a lot of war and there's a portion of war when you are always in the red zone, you are just go, go, go. it really hasn't sunk in yet. i think that's what the community is feeling. almost the sense of shock and i think this will happen for a few more days that the adrenaline will keep them going and then after that, then the traumatic experience will settle in. and that's when this community in particular need the resources. i grew up in a small town 38 miles from here. 500 people in this town. uvalde, everyone knows everyone.

pro-law enforcement community and everybody is hurting extremely hurting in a couple days. >> jesse: all right. is there anything that we are learning that's new about this shooter the family dynamic? because it seems like a really dysfunctional situation. >> yeah, no, i think you see these -- a lot of times these shooters they act out well before they ultimately do the final and we need to get ahead of that you know, last year when i visited with the county judge here in uvalde, who is a democrat. and i visited with the mayor who is a republican, and i sat down with the sheriff they asked me for one thing, boy to if i can give you one thing would what would that be? tony, we need a mental health facility that's something that we have been working on the county set aside some land so the land is taken care of we appropriated $2 million towards that. so i think that's the area that we need to focus on. >> jesse: that would be amazing if you can get an institution up
