rise possibly shooting out a window. wgn in chicago reports one person killed. chicago sun times says multiple victims from the shooting there. are different accounts saying as many as nine people have been shot in this incident. tactical teams have arrived. there's a big presence including state police an lake county sheriff. what you can see from the video with the police presence you can see the kind of things people would have brought to a parade folding chairs coolers abandoned as people ran from the scene. the streets for the moment are empty. nearby towns have cancelled their 4th of july celebrations, evans on the home of northwestern university cancelled as well as glen view.

i spoke with illinois governor pritzker who says she monitoring the situation. it's happening fast. we have a lot of experience with these mass shootings. the details change as things progress and we get things on the record but we know there has been a shooting multiple victims on scene and lot of reporting that the shooter is still active. police are searching for the shooter. every indication he took an elevated position and fired down at the crowd. alicia. >> so you say all indication as of this moment the shooter is still out there. how are they handling this from a law enforcement perspective with the neighborhood in this area and the people who live around there? >> well one thing you can see from the video that neighborhood and really central part of highland park is locked down. all the people are gone. so, presumably if you see someone walking around the

police are going to stop that person talk that person and apprehend the shooter. with everyone off the street there's no one to shoot at. they're treating it as active shooter but no fresh gunfire at the moment. they're searching absent of any expect details as best they can to find the shooter. >> got it. mike tobin we will come back to you as developments warrant. rich. >> bill daly joins us a former fbi investigator. bill when you hear about what's happening, remember we need to be clear the details are early, sketchy we don't know what happened. what are you from the information you're hearing and seeing believe is going on in this situation?

>> rich, obviously a very tragic situation especially as we are celebrating our nation's birth and certainly a day which many people after two years of being locked down have come together to join in this celebration but from what i'm hearing bits and pieces as you cautioned it is early on and as we learned even a few weeks ago with the shooting in uvalde sometimes the early information is not something that we can pin details on conclusive details. much like mike tone inwas saying, the active shooter situation meaning there's not actual gunfire going on now but the shooter is at large. the police as you can imagine have come from all sectors converging on the parade route which has a number of police and first responders there as protocol but to try to piece together what happened and who

this individual is, or individuals, is there a car or vehicle that needs to be searching for, is there some other type of canvassing that needs to go on community door to door et cetera, probably one of the benefits of technology today many people would have had cell phones on to record the celebration as well as shop keepers and police body cam. i suspect as we go through this we are going to get more details and more conclusive information where the shooter was, the victims, perhaps the identity of the perpetrator or perpetrators and where they went and lead us to understand the cause, what was the impetus behind this. very tragic event on a day we

should be all celebrating and coming together. >> and as i do ask a question we are going to be showing some additional video that is coming in around the moment this began but bill my first question to you is, today we were also going to be covering the amount of violence over the holiday weekend in chicago. and mike tobin mentioned this is a suburb of chicago which would likely have a lower crime rate than we are used to. would this be an area that would be more easily targeted by a gunman, a softer target because people aren't so much on guard? >> well, any time we have gatherings of people to celebrate like we saw christmas time with the parade at wisconsin which unfortunately had that tragic incident of a vehicle ramming the parade participants as well as

observers. they are soft targets very open, certainly in smaller towns and communities where they're having these celebrations, probably more so the past number of years are on alert and would probably take precautions to block off streets making sure that people couldn't enter like we saw in wisconsin during the holidays but nonetheless it provides this opportunity in these open settings and parades for someone looking to person trait such an incident to carry out. whether or not it happens to be kind of something out of chicago itself difficult to say right now. i wouldn't want to speculate but it's unfortunate around the country on any weekend not only holiday weekends, we have shootings going on whether at gatherings in streets or interpersonal shootings an incident that occur it's a

tragedy we tend to deal with on a weekly and weekend basis but to your point these type of parades i was just at an event last evening people coming together to celebrate fireworks and gathering, so a lot of people around traffic enforcement people looking for crowd control but those type of crowds are very difficult to contain. nonetheless try to screen people for weapons that's not something that's reasonable in this type of setting. >> bill mike tobin had reported that some nearby towns have also cancelled some of their 4th of july parades. do you think that's overly cautious or would it provide potential for copy cats? is that something officials need to worry about? >> yes, that's a good question and speak from my security

experience with the fbi and various venues i think that probably makes sense, perhaps some people it's overly cautious but a we believe the shooter may be on the loose. we don't know what other intentions may have been but we also don't know whether that person or persons are acting in concert with others. until they know that better i think it's err on the side caution makes sense. it's difficult and we don't like to do that especially the time people trying to come together post covid environment coming out to celebrate in warm weather first summer without covid restrictions but i think that probably given what we are hearing now and without this situation being gheetly understood and wrapped up from the standpoint of the capture of the individual or individuals with an understanding whether some kind of larger scheme afoot

i think makes sense. >> and we're now hearing from the governor that nine people have been reportedly shot. again, at the beginning of instances, information change, numbers casualties change. we will continue to update you on this. do we still have bill on the line? okay. >> yes. >> so, i do have another question. mike tobin was talking about the reports the suspect was shooting from an elevated position from a window. there is no mass shooting that is not terrifying. however this person was coming from according to reports a protected position, not in any situation where police could take this person out and is on the run. what does this tell you about the possible goals here in terms of maximum damage that could be done and who the police could be dealing with right now? >> well, it does suggest that

this person had pre-planning involved, perhaps if someone who had access to one of those buildings or knew the buildings vantage point if what we are hearing is correct. the situation unfolding may not be completely accurate. if there was a higher vantage point meaning out of a window, perhaps that person would have duncan vasting knowing the area and get up there undetected and also looking for one where they would be able to take that surprise element and cascade that down on their victims unfortunately. you know, if that is the situation, we did see that again, we were speaking about these tragedies that a country suffers but the shooting a number of years ago at a concert that person had garnered a

vantage point from a hotel room across the street, so you know there was pre-planning that would be something someone looked to do in order to again add that element of surprise but also gain advantage in a wider spectrum of victims and areas that they can be able to shoot from in a very quick and unfortunately deadly manner. >> bill, so much policing is local. do you expect federal authorities the fbi to be on this scene shortly? do you expect the next steps fbi, local, and talk a little bit about the investigation right now? such a short time after this happened. >> yes, very good question because many times people think about the context where we have these tv shows and we are going to wrap things up inside 60

minutes, plus commercials, so i think in this case it's a matter police understanding what really happened. first attention is to the victims getting those people tended to and that takes place hopefully immediately with first responders being maybe participants or around the parade i would hope and perhaps it is the advantage of those victims people were there to give them first aid and come for the and get them to the nearest hospitals but beyond that it's pulling together those details way suggested before. there may be various video whether authorities have it from their body cams or street cameras if there were any installed by the community or participants to see where the shooter was, maybe give some idea as to where that person went from and how they first got into the facility if that is the case but at a vantage point, get an idea of who that person is

and from that point it's going to be much more in the way of kind of a quick but methodical investigation, so they're going to want to move quickly, because yes, it will require as you suggested it's going to bring in whatever resources are available. you're going to have the state police many you're going to have the local police as first responders, the state police, perhaps county, any federal authorities lending assistance you know at this point that wouldn't be any necessarily federal jurisdiction per se but they have the resources the availability to be able to help conduct forensics perhaps if there is any concern of this person fleeing across state lines or into other surrounding communities then they would be able to assist through some of their technology and communications.

parks, golf courses and places with their fellow americans to watch fireworks for the 4th of july and i'm wondering are thanksgiving conversations with themselves at places where they twant to gather? >> yes, this is why this terrorism is so devastating. these are families getting together enjoying the warm weather. we have been cooped up with covid so long here we are out and about an kids playing the trombone and marching down the parade and candy being tossed out and it erupts into this violence. that's why it is a form of domestic terrorism and we have to figure out what happened who this shooter is and get on top of it but you're right i think parents and families across the country are giving it second thought and worp ying if nothing else in the back of their mind

>> we are back follow this breaking news, j.p. pritzker governor of illinois saying nine people shot at 4th of july parade in highland park, illinois a suburb of chicago in the north of chicago. mike tobin is in chicago speaking with officials. what have you got? >> the update is the governor says nine people have been shot. the shooter, it's being treated as active shooter, believing the shooter is on the run. when we get to these dynamic situation the information can change pretty quickly. there was a lot of reporting to the effect the shooter took an elevated position like a sniper either on top of strips or shops in center highland park or shooting from a window of what

would be high rise or office building downtown. we are getting report from ben bradley wgn in chicago, he is saying witnesses told him the shooter was on the sidewalk on his feet, took a knee really creating the posture of someone trained and had discipline with marksman ship. so that is another account of the situation. what we know from people on the ground there was panic as the shots started ringing out. you see the people run from the scene. in addition to gunshot injuries people are being for bumps scrapes and abrasions from the pavement in the panic as they ran away a lot of people were knocked over. what you can see from the parade scene is all the items that people would normally bring to a parade, coolers, folding chairs, and reminded me at the scene at

the walk shaw christmas parade so people abandoned the things and the shooter still at large so you still have a dangerous and dynamic situation. chicago police have sent officers to supplement the highland park police, state police on scene tactical teams, highland park police very busy. they offer nothing on the record. this is a fluid dynamic situation. some of the information is going to change but at least through illinois governor we have that number, nine people shot, many injured not just from gunfire but the panic that ensued about 10 minutes into the 4th of july parade in what is a wealthy north shore suburb where you would not fear violence simply by going to a 4th of july parade. rich. >> mike tobin on the latest

developments from chicago thank you. alicia. >> joining us is darren, former nypd lieutenant and professor at pacey university. thanks for being here and helping us sort it out because you heard mike reporting there's a local report out of chicago a tight reporter saying what witnesses are reporting they saw someone take a knee and then begin shooting. we also have these other witness statements saying it's possible it was from an elevated position shooting from a window. either way this sounds like something planned and this person is possibly trained in some respects. >> i wholeheartedly agree with you. it's quite often we have conflicting statements as what people perceived or where they perceived the shooting was coming from but bats unique about the current time

technological innovations have allowed to us get video 200 times a day so that is going to be a significant component that law enforcement is going to use to support the conclusion as to where the shooter is going and where the shooting started from. so we are going to look to a consent decree meaning the police department is going to engage the business owners in that area to access their video. coupled with cell phone usage on day to day basis. it's just a matter of time before we take a shooter into custody. however it's a fluid situation and we in law enforcement want to do everything possible to take this person into custody as quickly as possible. >> we are still learning details from the uvalde shooting weeks ago. how much do things change?

how inaccurate are the details in the hours an minutes after the event to what actually happened? >> well, i'll give you an example. we can have ten people that look at the same picture and have ten different images. that's quite common. people see things differently from a different vantage point. that's what law enforcement is attaching to when information comes off the hotbed based on what people say. however we can't discount any leads as law enforcement and we need to attract it as best as possible. it's the business we are in as law enforcement. when we look at similarities or disconnects between an incident like this and what happened in uvalde it's ever so evolving and learning experience for law enforcement that makes united states law enforcement the greatest in the world, the ability to adapt and contain the suspect as time permits or as time moves forward to prevent them from committing other horrific incidents and we want

to use this as a teachable moment as we move forward to the next mass that unfortunately will happen in the future. >> time is critical as they look for this suspect but we heard mike tobin reporting the entire area is on lockdown in neighboring communities as well. you mentioned folks likely were recording so the image of this shooter is probably on someone's phone out there. how difficult is it going to be for officers and investigators to track down some of this video in realtime right now while they know there's someone out there possibly with a weapon and trying to get witnesses to talk to them and get more information? >> the public is our greatest asset in law enforcement. oftentimes when people have valuable information on a cell phone they will oftentimes call 911 and say look, you know i have an image of the shooter and i'd like to provide to it police. that's generally how this

reports are five people dead, witnesses said they saw at least three bodies in the street as well as multiple people injured from the scene there. that is the latest. anticipate some of the preliminary information is going to change because we have some information that has come on record from illinois governor pritzker saying nine people have been shot. we don't have anything on record from highland park police because they're busy with this active situation. you have multiple agencies on scene. highland park police, lake county sheriffs, chicago police supplementing manpower. so anticipate we have a dynamic situation waiting to hear from highland park police to get things on the record so it is still very fluid alicia. back to you. >> mike can we talk about the differing accounts, the one from

ben bradley that suggests someone was on their knee in a disciplined position and then other witnesses saying it could have been been an elevated position possibly out a window. either way it sounds like someone with some sort of training possibly and you've covered so many of these unfortunately as have i. in your experience in what you know talking to law enforcement how does this change the calculation for police as they search for this suspect with the knowledge from witnesses so far that this person may really know what they're doing with a weapon? >> certainly it's going to raise their alert level and the care with which the officers and the tactical teams will go about pursuing this individual. you have to assume given the accounts that we have that this is someone if not experienced and trained has at least read up and has practiced a little bit,

certainly planned for this situation and of course, i'm drawing a conclusion based on having we know so the tactical teams are going to be careful to protect the public and their fellow officers but now we don't have any indication they're on the trail of the shooter. this is someone who could have very well slipped off with the crowd or into the public and is now hiding in plain site or possibly on the run. we don't have information to that effect but you have to assume that these tactical teams on the scene are going to proceed with caution moving forward. >> terrifying prospects. rich. >> we bring back bill daly to recap what we do know. we know there are five people dead according to authorities, 16 people in the hospital according to authorities. we don't know who the shooter

is, where specifically on this parade route they shot. this was happening during a 4th of july parade this morning. bill, thanks again for joining us. i want to ask how large a net are authorities casting to try to find this person? how big of an area and what are they doing within that area to try to find this person? >> yeah. well, rich again it's a good question because it's an evolving situation so to go to what they know, the police may know more than we do at this point. i would say they're probably going to cast a wide net around the area if you look at a portion of the community you're looking for someone who may be fleeing on foot or got into a vehicle. if there was any planning in that this advised some kind of escape route or routes they would have chosen. and so police need to be both looking for someone who may be on the ground and working through the community or walking

through the community. they may have in fact discarded the weapon and moving on by foot or through some other means, maybe in a disguise, so i think at this point they're casting a wide net between the county state and local police to try to bring con centric rings back to where the incident took place. the thing we don't know at this point and not sure whether law enforcement has is if they have any instance of this person, who are they actually looking for. that is key here. you could be looking for someone carrying some type of backpack or satchel and maybe that's an indication of the person they're looking for but it's much more important to have a visual or picture of this person who they think may have committed this act. mike we just heard a report as we unfortunately know in the fog of these incidents when they

first take place we don't know whether or not the image that someone created of someone taking a stance on the street level or the other image of someone shooting out a window, either one or both are correct. we don't know that but it is something that very quickly law enforcement need to get a picture of that person out there for all points bulletin to be able to start looking for whoever this is because at this point we would be looking for a general description of someone who may have, people may have gotten a glance at. so the picture, camera video images if they have it and think they captured the individual they should give it to police to help track down this police and hopefully relieve the concerns of the concerns of the community which is locked down. >> bill daly we are going to ask

probably be hearing is immediate details as to around how many people may have been injured or passed away. i suspect they're not going to be providing much of the investigation as we don't believe it's concluded. they have a manhunt on for this person they call an active shooter but for people listening doesn't mean the person is still shooting but they're on the loose and with a weapon. we are going to be hearing more about that and potentially whether or not the community is still locked down or what they foresee as see if this individual is out and about or allaying concerns by the community but i think it will be brief and expect few details as they're gathering information as we see a few weeks ago with the

uvalde shooting when police get to the briefing, some of the early information was erroneous and brings people to false conclusions so i think they'll bring it short and brief and just immediate facts that they know. >> bill as we do here in washington typically when there's an' event like this five dead 16 injured, we monitor the motions of the president if he's going to get involved with a news conference. we know he's back at the white house. he got there 1:30 this afternoon. i want to get back on what the fbi is doing to try to determine who might be at fault here, who was the shooter here. how much does profiling someone play into this at least this early into an investigation or does that come in perhaps later on if he's not caught within the first 24-48 hours?

>> you know, the profiling aspect having worked with individuals in analysis unit of the fbi you have to get a bit more information about the person whether it's communication, whether it's something that tells us more about who that person is that can maybe help put them more into focus. that by itself is not the ultimate investigator's tool in situations like this. right now who we are looking for is like boots on the ground having identification visual of who that person is, perhaps other people gathering information from local individuals who may have seen someone leaving the scene or maybe getting too a police to help people get together who they should be working for but the fbi will be there in a

support role. they don't have an office in highland park. they need to send someone from chicago in the vicinity where agent may be living and from that point may be able to bring up resources or physical manpower resources to assist the local and state police. at this point we don't have anything to pin on a federal violation. so if that does come about, it may be more of a capital crime issue and in fact it could develop to terrorism or hate crime or something where the justice department would step in. >> and bill, this was a crowd of people lined up along the street to enjoy this parade, people also as you talked about there

were phones recording. the police i imagine need all the help. they're going to take all the help they can get from the public. do you think part of this news conference given so soon will be to ask for assistance from the public in sending in videos? they're probably already receiving them but even extending that voice out further to folks who drove in and are heading in to maybe look at your phones send because you have, we need everything that's out there? >> yes, that's a very good point and i'm sure they will be doing that a number to reach out to, because any people who have seen things especially getting into a vehicle is going to be extremely helpful as things are unfolding in the search for the individual. >> bill, when you look at this scene right now and you look at how these things develop and how state and local police will

view and leverage the public with a sort of broad dragnet. those are the two things can i guarantee are happening. >> chris this is alicia talking to you now. you mentioned they're tracing the weapon. so the indication is he doesn't have this rifle with him right now. they also said they don't believe he is barricaded anywhere and has no hostages but also reminded folks to have that conversation about themselves whether or not it's safe to go to other events. i imagine in the state of illinois in chicago alone there are probably multiple parties, parades, events planned for this evening. what should folks in this area take from that? >> in that immediate area, i think to err on the side of caution because this person is not in custody. he probably blended right back

in with the crowd or retreated from the building, an exit and we don't have a good description. we do know that he wasn't in full body aurum camouflage extra weapons and that sort of thing. but we have to treat the situation almost like an active shooter situation. if it were my family in that city in that general area i would err on the side of caution. >> chris is, there an expectation he could still be in that area? details are slight here. we know little other than the headlines we brought you. when these things occur do people flee far or stick close? >> yeah, i don't know if there's a generalization you can make there. you mentioned profiling that might be a question for behavioral scientists but i

think in this scenario you have to assume you put out a nationwide bolo of course but you continues have a good vision. that's why they're appealing to the public and reviewing video which is everywhere around businesses and residences. all that is going to come pouring in and the challenge is going to be to sift through that find the best high resolution photo and get it out there convictly. >> chris you mentioned he wasn't kiti had the out. we heard from authorities the vantage point was up from up on a roof. could that be because the suspect felt protected being up high? does this indicate expertise with the weapon? >> yes, i noted that with

interest and wondered in the beginning if this was a sniper situation. that is exactly what it is, when you're up in a tall place with a command of the area, then it's a sniper situation and we haven't seen much of this really. we see shooters rampaging on the ground but we haven't seen a situation where we have a vantage point like a sniper would shoot up the whole area. i think the last time we saw this was las vegas. so it may indicate that this person had pre-planning and enough faculty, usually these peoples are disturbed, that he had in the faculty to pre-plan this. >> we are hearing that the secretary of homeland security mayorkas that briefed on the shooting at hooifld park and coordinating support. fbi is under department of justice. how large an impact or footprint

will federal authorities dhs justice fbi have in responding to something like in? >> there's such a thing as having too many. i don't think there's a shortage much man fire with fbi and illinois state police local police departments sheriff's deputy and all that. i feel like when you get too many out there homeland security is not -- this isn't their area traditionally. secret service, they have i.c.e., they have several different investigative agencies but if there are too many people on the scene then you get too many people standing around. it just gets in the way of trying to organize things. >> unfortunately mass shootings in variety of insurance seem to be part of the american experience. i imagine there are americans

wondering how it is we can continue to see these play out in our parades grocery stores schools and churches? >> i think there's a copycat aspect to this. the notoriety that comes from this situation is unfortunate because these people are almost always equally disturbed. they're out cast, many times. they're looking to in their warped way of thinking going out this way makes their life count for something. we can't gather our minds around that but when you look at the history of these mass shootings there's so much mental illness involved. there are people disaffected and this is the way they think and i'm afraid this notoriety incentivize the wing nut out

there. >> talk more about that when you look at what happened today. this is a 4th of july parade. it's a high profile event. sometimes it's schools. sometimes it's movie theaters but now you're seeing something extremely high profile a central event happening in a town today. >> usually terrorists target christmas holidays and that sort of thing. it's clearly intended to inflict mass casualties with large gatherings of people. i think we are going to see a photo going out quickly and once we learn who this is you can sort out who it is talking to social networks to determine manifestos, what they have been

porter lights with lights on. you know he dropped off a weapon but authorities are going to proceed with a great deal of caution. also confirmation from the authorities shooter did indeed fire from an elevated position. there's some report he fired, there's a retail store outfitter called uncle dan. a lot of reports say he was firing from the top of that store and some video shows police active in that area. what i know about this neighborhood in town is central part of highland park where this happened is it's a cushy area, a lot of little shops, you can bet there will be video surveillance in that area. so it's not confirmed they have video of the suspect in this case but i would say with the shooter operating in that downtown area there's as good a chance anywhere he's going to be

captured somewhere on video so that's going to help the authorities as they move forward. right now frankly the description they gave out isn't that helpful with a description of white male 18-20 dark hair white or blue shirt on so that could be lots of people at the scene of the shooting. the scene now is empty streets as people are advised to stay indoors. obvious reasons. one you could meet the gunman and put yourself at risk. off the street it makes easier for police if someone does pop up on the street that's someone they should take interest in. so you have the information where the gunman is on the loose. we have a rough description of him. police have recovered a weapon described as rifle and confirmed the gunman did fire from an elevated position on a rooftop firing on the crowd like a sniper. and that description you mentioned that was given by

this process. what we do know what we don't know the police saying we can't discuss right now a number of magazines, a number of weapons this shooter had. what else out there could potentially change as you covered these shootings in the past? how much do we know now and how much of those facts tend to change in the days weeks and months after these incidents happen? >> well, sadly what we see in those mass shooting situations as the days and weeks progress we start to find out who the individual is then we look at his background and almost always we see plenty of warning that something could happen. that happens in every mass shooting that i've covered that the shooter laid down warnings. in this case certainly if he took a sniper position he planned it out. there's every indication he planned this out so i think

we have information but we don't have a lot. knowing you what know now what can you tell us about where you think things are in the investigation? >> thanks for having me. i actually think we have a lot considering we have a weapon in possession of law enforcement because what that now allows officers to do is assess the serial number in that partnership between local law enforcement and federal law enforcement such as atf would be paramount in a situation like this because we can conduct a gun trace on the weapon n. addition to that we can sweep the weapon for dna evidence such a fingerprints so we can put that in the dna database to see if we establish a hit so we have a credible lead in terms who the suspect is. because generally when we have mass shooters they don't go far on the lam before they're

captured and taken in custody. >> darren you heard police say there was a rifle them. could not comment on the type of magazine or the number of weapons that the suspect had. is that because they don't know or is there some reason to not say what the specifics of that weaponary are? >> well was, traditionally happens when you have these type of incidents. law enforcement keep certain information close to the breast meaning they don't want to tip off the public to something that can possibly cause the assailant to move in the option direction. based on my experience we have had more information in the hands of law enforcement than we put out there to the public because we want to catch that person. we want to maintain transparency

but there's certain information we don't want to get out there to the public. >> darren, i have a followup to something you talked. you mentioned they may be able to grab dna evidence off the rifle and there's a matter of tracking. how quickly can that information be turned around especially talking about dna evidence? is it pretty rapid? >> well, it depends on the backlog that you have in the system. sometimes it can take longer than others, but when we look at a situation of this magnitude, we will fast track it and get it in as quick as we can. just to give you an example of a dna analysis of a weapon, it's not just the exterior but the interior as well. we got to check the bolt, the magazine, so oftentimes when we watch television we see a person wipe a weapon clean and there's not going to be fingerprints.

there are going to be fingerprints inside that weapon so that's what we have got to calculate our search in connection with the dna on but going back to your initial question this is something i believe we can fast track through the system and get a potential hit earlier than later. >> darren, we have a little information from the police about who this person is. they are 18-20 years of age according to what people are saying white male wearing a white or blue t-shirt. we heard the police say there is an el elt of the police department going door to door looking for someone. i mean this is a pretty broad description of someone. you can change your clothes. you can change whether it's on foot or in a car. how wide a net are they knocking on doors? how does the groundwork go or maybe they have information who

this person is and are targeting a certain area? >> the grid space is going to be predicated on the information the police that is already acquired. as an example, i mentioned earlier we had video cameras all over the place. average percentage video taping a hundred times a guy, so that's going to assess the grid pattern on the door to door search and that lends to the search, as i mentioned. >> darren, let's talk about the target and the location. about an hour's north of the city of chicago which has a pretty high crime rate but this is the north shore. mike tobin was talking about an area where wealthy people live, relatively low crime rate, is that something that could possibly play into why this parade, why this location? would there be a heavy police

presence at a parade on the north shore? >> well, as you mention this is an affluent community that generally doesn't experience violence of this magnitude. that's one thing we will take into account coupled with how we look into social media. police officers now have become super sleuths on social media. it's unfortunate when we have social media companies like instagram, facebook, now one and the same, that they're not policing the algorithms as they should so i think that's going to play a significant role in terms of finding out who did this and why they did it because often times we look at all these mass shootings they're harbingers if we had identified earlier we could have placed moratorium on it but didn't but

i think police departments are doing better at assessing the social media algorithms so going back to this community i generally believe that that is going to be the silver bullet, no pun intended, for finding out who this individual is and why they committed the atrocious act at this historic event july fourth. >> getting into that a little bit, how much can police officers look into social media to try to prevent these things? wouldn't there just be an overwhelming number of people that they above to look into further? i mean, how common of a footprint of that you could try to determine who these people are before they act and do something like this? >> well, there are many harbingers that occur prior to the incident. so what's happening now is a lot of people are calling in the police department and saying hey, look, this is what i saw and you're going to have people

now, but knowing that a rifle was recovered and in all likelihood a semiautomatic assault or military style rifle which is very popular to use in these types of attacks and the potential that we have a young, 18-20-year-old assailant that these type of weapons are very popular to use in these types of attacks. there is no limit to number of rounds that these could range from 10 to 30 to 50 rounds that allow for little need to reload between shots taken and it did sound from unconfirmed reports that there was shooting and there was pause and then more shooting but that's from eyewitness testimony and needs

to be corroborated still. so what we do know is weapons like in in young, dangerous hands have been part of a uniquely american experience where young people that access dangerous weapons are able to person trait -- commit acts hike this that cause terror. >> if they should participate in any public events for 4th of july, do you think that warning is overstated or prudent and what kind of danger do you think this person poses to the community? >> well, this person should be considered armed and dangerous until taken into custody. i think what they are seeing here is this is a local

municipality that is basically in charge of this investigation. they're spike to go the investigative activity that's taking place in and near the epicenter of this crime, so they're just speaking to the precaution they're taking where they're doing the canvas where actually tactical teams are going door to door and making an assessment of the safety of the folks in there and any potentiality that the perpetrator may be secreting there. so they're just providing opportunity to our municipalities to join in that but without additional information as to where this perpetrator is, they really can't draw an accurate perimeter so they're starting close when i the -- closely with the information they have but the majority of municipalities in

the surrounding areas have already cancelled their festivities and probably will keep them cancelled for the near term until this person is located. >> and this community phil and the surrounding communities as the mayor mentioned rattled to their core. they are now in lockdown. they have members of the s.w.a.t. team going door to door in these communities making sure they're in lockdown trying to find additional video as they also continue to look for this very dangerous suspect. we are hearing from witnesses and authorities reiterated they do believe this shooter was on a rooftop sniper style. what does this tell you about what authorities are up against there trying to search for this suspect? >> well, the authorities need to take and are taking this very seriously providing tactical support for this manhunt. the assumption is this person is

armed and dangerous. they went and staged on a rooftop and rained gunfire down on innocents. this was planned. this is a statement, whether this person is you know, experiencing some sort of lapse in coping or this was a staged event to draw attention to himself or making some sort of statement about highland park and something they perceive about the parade or highland park on the people of highland park itself, that will be borne out in the situation, but this is a very strong statement. now, basing on other active shooting situations that involve young people who have accessed dangerous weapons that this seems to be like, then there probably isn't a larger plan by that person as to additional attacks that they focus on just

authorities is that six people were killed and about two dozen people sent to the hospital with injuries. we are still awaiting another update from authorities. they said they were going to be talking to folks about every 30 minutes or so because right now a suspect is still at large and considered very dangerous. joining us now, by phone is retired nypd lieutenant joe cardinal. thank you so much for joining us many from you have heard so far from authorities what can you tell us about what you're hearing and with your own knowledge? >> well, it's still a very active crime scene going from that rooftop down and out. they're going to secure the perimeters but the one thing the fact he left that rifle behind doesn't mean he's not armed. he could have wanted to go into the crowd go about his way and blend in with the crowd.

they're going looking for clothing that people said he wore if he discarded it. long sleeve it's warm, they will probably find that discarded lead to an area and start searching. but the thing now is they have the area secured for the victims and they have to see what the vantage point and look down from that vantage point and see where the cameras from the other buildings might be facing and also going to ask the public anybody who was filming the parade or the event at that time or prior to it actually prior to it would be great as well to bring those videos to them so they can start piecing having together and identify through other needs if need be. they night know who he is. they might know he's familiar with the area. it's too early in the investigation but this will be a very active crime scene for quite some time. >> all these cameras people have

cameras in their hands businesses have cameras on their doors people have them on their front doors many how much of an assistance is that to an investigation like this in the early stages, certainly? >> oh, it's crucial. it's very crucial because they have the ability to take those pieces and bring it to their -- they'll have probably a unit on scene that can probably do that and they'll start piecing everything together. they'll go with the viable one they find something credible just as they saw him coming out and work their way in what direction he went but once you difficult direction he went you can actually pick up all the cameras on the way. the fact that there's that many people there they'll ask anybody in that area regardless across the street or just in the vicinity if you were filming that area if you see something or have something that might be available bring to it the police right away so that's important but going door to door is important right now because they feel he did not get too far. maybe they feel he's from the

area and they might have, like i said, they might have identified to the point they have an idea where he could be going but the door to door is very important because if he couldn't get away he might be holed up someplace. >> can you talk to us about how delicate and complicated this is for authorities on the ground in illinois? because you had people in a rush, right in this parade who all took in this parade, the suspect in all likelihood got away from people rushing away from the gunfire. you have events cancelled in the immediate area but not all the events some chicago have been cancelled. so you're going to have folks out there in crowds. you have authorities looking for a suspect there who is considered dangerous. they don't know if he's still armed. they found one rifle. we don't know yet if this person still had more. so it's a really delicate time and the immediacy of the moment needs to be respected in terms of what law enforcement is facing right now.

>> absolutely. make no mistake about it, this is a fluid situation that they have to address because they may know, they may not know but fact that he is on the run and you probably guessed he might have planned this one. that may be true but you don't know what this person is capable if they do confront him in a crowd so they need to once again identify who he is and identify which direction he went and start working the route this way. this is a very complicated crime scene. these officers have a big, big operation on hand right now. so i'm sure they're securing one perimeter and they'll make another perimeter outside that and the other thing is they're going to try to get the ballistics to match that right away because that might be tell tale before you identify who he is, that weapon might be a registered weapon. you might find out if it was stolen or belongs to somebody he took it from so that's crucial

with the ballistics they have on scene. >> we can't trust enough. it is still very early. you pointed out this is a complicated scene. we are hearing from police an witnesses and what we hear early on changes gradually through the weeks months following these types of incidents but from what you're seeing what you know right now how many injured there are, how many people are killed, six and the location we think we know of this shooter what kind of familiarity does this person need to have a weapon like this to kill this many people? >> this person may have training, may not have training. it could be something that just went to some range, maybe playing video games, but he took to it the streets and it's real. we don't know what his background is. he's young, saying he's 18 years old so maybe he doesn't have military background.

don't know how much training somebody that young could have had but if he's older he could have had the training. you don't know. some of these people go out and mimick something they see on tv and bring to it the street. so you can come up with a million scenarios for this individual right now. the main thing is to identify who he is, all right and where he's going and where he has been as well. because this is far from over in that it's still an active scene and still active until they apprehend him because like i said you don't know what the individual is capable of right now. >> joe cardinale talking with us about the tragedy in highland park, six people shot and killed according to police in a shooting at a 4th of july parade downtown that city, police say

>> mike tobin is live in chicago with the latest. hi, mike. >> hi, alicia. the situation in highland park is holding steady since we last got the update from authorities. it could change in an instant. they're looking nor the suspect that is considered armed and dangerous. multiple law enforcement agencies on the scene as the town is locked down. you have sheriffs from blake county, chicago police, the fbi, state police that are all there looking for a shooter a white male between 18 and 20, a slight build with long black hair. we have information from the authorities that he went to an elevated position like a sniper, fired down on the crowd. confirmation from highland park

police commander that six are dead, two dozen are injured and hospitalized. the town is locked down. people are advised to shelter in place because there's a threat out on the street. police did recover a rifle at the scene without offering any further details at what that rifle is. they recovered a rifle. that doesn't mean the suspect wouldn't have another weapon on him. so he's considered armed and dangerous as police are searching for him right now. one of the things you can bet, there's a number of retail stores in the area where this happened. so as good a chance as any, this suspect would be captured on some sort of surveillance video. so one of the things that you know the police will go from store to store in that area in the downtown of highland park, a wealthy quiet suburb looking for surveillance video. that will be part of their investigation. they have some -- they have the weapon, so they can trace back the weapon, find out who purchased it and trace the

bullet. back to you. >> mike tobin in chicago. thank you. we're joined know by steve rogers, former member of the fbi joint terrorism task force. thanks for being here. from everything that you're hearing what does your expertise tell you about this suspect? >> well, when the individual is said to have gone in a sniper position, he had some training or as was said earlier, a lot of these younger people look at the video games and they get these ideas on how to do something like this. it's important to police -- and they're doing a lot of work trying to hunt this individual down. usually a lot of breaks come from people that saw something and heard something and said nothing until an incident like this occurs. so my guess is that someone may come forward and say i heard something or saw something last week. something you might want to

check out. in addition to the videotapes that are now being examined, i'm sure, by law enforcement. >> steve, how far back are they going to look at this? i imagine there's scouting involved. he went ahead of time to the area to see what it looked like to get access to the roof, if it does end upholding. how far back are they looking in that area, accessing security cameras and trying to find out person was there. >> they'll look back i'm sure as far as 30 days or more. sometimes police will look back a few months. in the event, they didn't get a lead. they'll start from there. set up a timeline. the timeline for looking back begins at the time of the incident and start going back and back and finally between now and as far as they go back, they'll get some sort of lead. like i said, in most cases, we may get a break where somebody will come forward and say i

heard this fellow say something, saw something on the internet. may be worth your while looking into it. >> steve, what does the location tell you about what the goal here was? chicago is a city that had a lot of celebrations scheduled for tonight. some of them have been cancelled. some will continue. some of these celebrations would have been a lot more packed with people, this is part of the north shore. it's a northern suburb of chicago. a wealthy area with a lower crime rate. all likelihood, there wasn't a large police presence that you would find at one of these other celebrations in the city. does that indicate anything to you about what happened here? >> sure does. indicates to me that the suspect knew the area. perhaps even lived not far from the area. the objective -- the area i will say, the location in itself was probably the intended target to spread terror there.

we might find out that individual suspect is known by some people in the area but obviously knew the area and didn't have to do much reconnaissance. that's yet to be seen. that's what sticks out in my mind. >> we do have an update from the governor of illinois. no more facts that we're learning from law enforcement but asking all illinoisans to play for families that have been devastated by this. there's no words for a monster that lies and waits and fires into a crowd like this. prayers alone will not put a stop to the terror of rampant gun violence in our country. this is from governor j.b.pritzker. as we look to this investigation and how thorough they willer is this community and find out who this person and where they might be. how much planning you think goes into the aftermath of a shooting from somebody that does a shooting like this. seems as though the person knew

the parade route, knew where to go and how to access that route. do you they expect in this situation to get away like this, to still be on the run in the hours following a shooting? >> well, i was in d.c. when we had the d.c. snipers during the shootings. that went on for quite a while. in this case, the individual obviously -- leaving the weapon and running seems to me that they had a met of entry, excuse and method of escape, which tells me they're probably held up somewhere. the question remains to be answered, was there someone else involved. is there someone that corroborated with him. >> we have to jump to a presser. thanks, steve. >> the safety of those on the scene, looking for this individual or impact the safety of anybody else. keep that in mind. information might change. i'm doing to turn it over to the commander. he's going to talk about the

initial scene response, what that sounded like, what that looked like. >> this morning, at 10:14 a.m., highland park police and fire department units were on scene for the fourth of july parade that started at city hall in st. johns by the train station that ran through central avenue and west. and 10:14 p.m., we heard loud reports, which we perceived as gun fire. parade units ran to the plaza area to locate and identify the source of the noise and the gunshot, gun fire. we immediately identify people were down, that we had numerous people injured. shots. we communicated that information with our police dispatch. coordinate add medical response with the fire department and began setting up an inner and outer perimeter and requested

additional -- here on central avenue. we continue to gather information to try to coordinate who was doing the shooting and where that person was last seen. evidence was located on a rooftop of a nearby business. that was secured. suspect description that we had at the time was broadcasted on the police radio and shared with responding and on-scene units. highland park police and fire personnel began transporting injured parties to the highland park police department. additional resources helped at the scene. we had on-scene police commander, which is myself, our patrol, supervisor handled citywide command for any incidents and then we had a commander assigned here at the fire station for the command post. most importantly as far as the investigative aspect goes of this and this is two-wronged at

this time. number 1, we're looking for the individual responsible for the shooting. we have the criminal investigation. we're asking anybody with any video surveillance that they may have, please review your cell phones if you're snapping pictures in the area of second and central today. that could help investigators. they may see something in there that may be useful and allow them to proceed further with the investigation. any business owners in that area we're asking please review your video sursurveillance. if you see anything, we'd love to take a look at that so we can further our investigation. the fbi is working in conjunction with us. we have more than 100 law enforcement on the scene doing the investigation on one side and apprehension on the other. it's very active and will remain active for the time to come. i'll try to answer questions that i can.

again, please understand that we can't give away certain aspects of the investigation. we want to arrest the offender and hold him accountable for his actions. >> where was the rifle discovered? >> i'm not sure right now. >> were there any threats online or social media? >> none that i'm aware of. certainly investigators are coming through social media to see if there's any clues or any information that they can uncover through several media that might help with the investigation. >> [question inaudible] >> as of now, there's two dozen victims that were transported to the hospital. so hospitals went on by pass from receiving traumatic victims. hospitals throughout the region received patients from there. their conditions range. some critical, some serious. >> was there at any point an

officer made contact for the suspect? >> the suspect ceased firing when they got close. >> on top of the building, is this a building that he can discretely hide himself during a shooting or was he on a roof in plain sight? >> all indications he was discrete and difficult to see. >> did he stop and reload? >> evidence technicians will collect the rounds that were discharged from the firearm. another thing to remember, this is what is being considered as a massive scene. it's very large. you have where the shooting took place at second and central. as people fled from the area, there's evidence and other things that may have gotten caught on their shoes, kicked around. it's a very large scene. we're fortunate to have the

support of the fbi. we won't leave any stones unturned. we'll look at every angle and try to figure it out. as far as ages of the victims, the lack county coroner will be here for the 3:00 press briefing and we'll have information. what i know as of now, several of the deceased victims unfortunately perished at the scene. sounds like one was transported to an area hospital where they perished, this is preliminary information. changes when there's close to 30 people transported to various hospitals. >> what type of rifle was recovered? >> it was a high-powered rifle. i can't go into details yet. we walk a fine line with any criminal investigation. we don't want to provide too much external information that can negatively impact what our detectives are doing. >> if you know if the people

targeted were in the parade or spectators? >> sounds like spectators were targeted and those marching through. the parade was 3/4 of the way through when the shooting occurred. very random. very intentional. a very sad day. >> can you tell us more -- >> [question inaudible] >> we're working hard to pinpoint where they could the. i don't want to give bad information. he could be in the city, could be somewhere else. we're looking into it. >> [question inaudible] >> yeah, it's a very large conglomerate of law enforcement working together hand and hand. the crime task force and the fbi are leading the criminal investigation along with highland park police. highland park police led this when it was rapidly unfolding. as far as the search for the individual, we have enlisted the help of several federal

>> i think there's a couple ways communities will look at it. number 1, you have a tragic mass act of violence that was random here at a community event where people were gathered to celebrate and the offender has not been apprehended thus far. so, you know, could this happen again? we don't know what his intentions are. we're not sure of that. the other hand, there's a lot of communities that are not looking forward to celebrating after something like this happens in their back yard. >> [question inaudible] >> right now the information that i have is there's six deceased. six. >> were there people in the crowd helping those that were injured? >> i'm sure they will come forward in the days to come but there were a number of heroic actions by members of the community, police, first responders that rushed in and tended to the victims, tried to get them help. more to come later.

sure if they can review them and get any behind to see who this person is. we'll bring back in steve rogers, former member of the fbi. thanks for joining us. i want your reaction to what you just heard right there. >> it was a good presser. they gave out enough information to let the public know that they're critically important to this investigation. if they heard anything, saw anything, contacted police. they did this without compromising the investigation. my guess is they'll set up grids, teams of law enforcement personnel assigned to certain areas of the crime scene and a big huge perimeter. each individual cop will be given a task force. they're doing a good job. it was a good presser. >> and steve, quick question here. just the chaotic nature of what happened. these are always chaotic. police officers and members of

the fire department were just trying to get victims transported to the police department. they weren't -- this is much longer before ambulances were even able to show up. people coming in and trying to help each other. but also, i i had a question regarding the social media. investigators say they don't know who this person is but they're coming through social media. what is it they're looking for? >> well, there may be some individuals that were in a chat room and were chatting with an individual that gave them an indication that he may commit such a crime. so they have to be looking for chats not only on a lot of the social media networks but telephones. this individual may have a cell phone. they may get an idea from someone who had a conversation with him. social media is important. usually they're looking for what we call fingerprints, electronic

after a 10-14 when the shots first rank out at the fourth of july parade here in high pressure. we now know it was a high powered rifle through chris covelli that was recovered at the scene. the suspect did indeed fire from a rooftop. he was discrete and hard to be seen from the street level. more indications that possibly this individual had at least studied up and planned this attack before he executed it. six are dead. 24 injured in the court of this massacre at the fourth of july celebration in this northern chicago suburb. i can tell you now that the impact is reaching all the way to israel. there's a very big jewish population in the north shore suburbs. israel's ministry of foreign affairs reached out to the authorities and confirmed that

>> hello. i'm commander chris o'neal. first and foremost, we're grieving for the families that loved ones today in this random act of violence. >> martha: . >> that is something that we've seen here, alicia, as we continue this. just to recap what we've heard from police. there's six dead. there's 24 injured. let's bring in phil andrew a former fbi agent and security expert. phil, we were having a conversation earlier about this. from what you heard from that police briefing, where are we now? we just got an update according to peter doocy who is working on this from the atf saying they're on the scene, tracing the firearm found near high pressure near that parade and that they're going to probably find out where that firearm was sold

and start that investigation. how long does that process usually take? >> that can go fairly quickly depending on how the records are kept by the store, if the store is still open. unfortunately the gun owner, gun stores are not required to keep those records computerized and they don't turn them over to the atf in a computerized way. so this is a paper chase. that can go very quickly when you have a lot of law enforcement resources chasing it down in a case like this. also can be stymied when the gun store owner hasn't kept their records properly or has allowed them to be destroyed. >> phil, this is alicia acuna. the official from the atf who he spoke to in chicago said that now begins the process of tracking the life of the gun.

what does that process look like? >> once they have this gun and they have the manufacturer and the serial number on it, they can go from the actual inception, from the manufacturing of this gun, assuming, it's not a ghost gun. we're seeing these unserialized, nonfactory generated weapons showing up. so assuming this was factory generated, it went to a distributor and a gun store and to this individual or to an individual that is in between. that could involve a straw purchaser, somebody that bought this on behalf of this person or maybe this gun was reported lost or stolen. so that whole life story will fill in. some of it from records from the gun dealer and then from individual sales and other

investigative information that those atf and local folks supporting the atf will be able to glean. >> police say this was a high-powered rifle. they have not released further details. they say they will. you talked about ghost guns that don't have serial numbers. what if it does have a serial number and they trace it back to a gun store and who may have purchased it at first? but people can sell guns. what is the legal burden placed on those looking to sell firearms like this? do they have to keep records? how long does it take to sort of figure out what the chain of possession is here? >> yeah, in a case like a high profile case that has had tragic consequences like this, the resources dedicated to it will accelerate the investigative return on this. but you're right. it varies state to state and it

varies with dealer to dealer what their responsibilities are and what the state of their records are. let's assume that everything is proper and they're able to obtain the records very quickly. this is an important law eninformationment lead that may tell us who the actual gun owner was, who held that gun last and give some information on who we're looking for. they may have actually been a transaction where somebody sold the gun. they can track it down to the last individual sale and that could be a jump off point to gleaning who this individual might be that actually perpetrated this event. this is a very -- the notion of a high powered rifle is a story that we hear again and again. somebody between 18 and 20 with access to a dangerous weapon like this is the story that plays out again and again in these mass casualty events, the

mass shooting events that take place in our country. >> phil, authorities have been pretty good about coming to the cameras with every update that they have and the picture is becoming much clearer. we saw the chaos with the videos coming in from people attending the parade. from what we understand now, this parade was about 3/4 of the way through, 10:14 a.m. the police commander said that they heard the shots being fired. they sounded like they came from the plaza area. the target may have been the plaza area. i'm guessing that would be a larger area for people to gather. this would be a higher number of casualties for the perpetrator if that's what they were going for. we know according to authorities that they were going for spectators, but they were also going for participants here. this picture is becoming much

clearer. we also know now that this person was probably in a sniper position up on a roof. that also goes into play here for authorities as they figure out who they're dealing with. >> i wouldn't want to make many assumptions here. i'm very familiar with this village. it is the heart center. a very popular breakfast place, a very popular retail area. this would be ideal place for views a parade. so a very popular place and crowded place. so whoever was planning this attack, getting on a rooftop and having that vantage point was very deliberate. now, in terms of a sniper-like position, we don't know that. we don't know yet they were targeting a specific person or even taking aim. could be to secret their own position and protect their

own -- providing color and concealment to themselves, that they really just hung the barrel over the edge and took a limit profile position to protect themselves and their identity. based on the injuries and there's a lot of -- six people killed, but a lot of other injuries. it doesn't seem like much care or time was taken in actually placing the shots. we're seeing somebody taking advantage of an opportunity where there's a crowd with some plan to cause mayhem around this parade. a few of the other details we just don't know yet and they'll will become clearer as they identify this perpetrator and i expect in short order have them in custody. >> phil andrew, former fbi

chicago and chicago will direct and devote resources to the circumstance in every way frankly possible to try to assist local and state officials. don't forget, there's might be willing to participate in a circumstance like this. you're looking at the atf and the dea. so when you have a multiagency response like this, local, state and federal, it is quite complicated. it's also point to point this out as well. you want to be certain to not give away too much information which could compromise the information. we do expect another update at the top of the hour. the last check i read, they may be looking for an individual that is male, who is white between 18 and 20 and would seem to be a profile and they simply don't have all of this locked down yet because everyone in

chicago is on the hunt for this person that killed a number of people, rich. >> thanks, kevin. alicia? >> we're going to bring back in former investigate bill dailey. he joins us on the phone. you heard kevin corke's reporting with the federal authorities now on the ground as well. the atf we know from our own peter doocy reporting that they're on the scene urgently tracing the firearm found near the parade shooting. they also described -- this official that talked to peter doocy said they're trying to trace the life of the gun. how long is that process, how will that be able to help them in these urgent hours and on the loose? >> well, actually that life of that weapon will be very important. first of all, if it doesn't come back to a current owner that

matches the description or put their fingers on, then it's reaching back to see other people that may have had possession of the weapon or who may have known over a period of time and may have had access to it. it's a complicated process. i'd say that with this particular weapon, understanding the last person that owned it and if it's not the shooter, how that person may have had access to it will be very important, whether it was stolen, et cetera. the command and control in a case like this is important. you have multiagencies that are involved, whether it's atf providing information about the weapons, about the fbi providing additional boots on the ground, perhaps forensics gathering from the crime scene and also gathering information to be reported by civilians that came across video, observations that they want to report.

command and control is very important. the last news conference it was noted that the local police department is the leading asy at this particular point. doesn't indicate what we're hearing thus far, there's no federal violations so far. we need to make sure that information flow is fluid from various agencies, state police and county police on up through local police to aggregate it and make sure that they're all on the same sheet of music and all looking for the same individual. >> so you talked about the intake of this information. police in the last briefing a half an hour or so ago said that they were hoping those at the parade can send their videos, review their photos to see if they can find anything or any type of image of this shooter. is there a case here and does it happen very afternoon where people trying to be helpful in these situations just send too much information.

how do police sort all of the photos and the videos that they get coming in? >> yeah, in a case like this, it can be kind of funneling it through. you look at a funnel being wide open. looking at a narrow spout where you get the details that you need. you don't want to deter people from information. but ultimately what you find is that police will see that there's a pattern, that there's some information coming through, that seems to resonate a couple of different sources and that will provide some level of focus or legitimacy to the information. there's this triage process that police need to go through to get that information that is relevant. and it's getting more information about the individual, a picture perhaps, a description of the individual,

wearing a t-shirt, long black hear, 18 to 20 years of age. having a picture will be very helpful. other people that may be related to individual or known this person from school or some other occasions where they have come across them can let authorities know who this person is. so at this point, it's a very fluid process but it's very important that the information, even though may be extraneous does get to law enforcements. >> time is precious right now for investigators when you think about the fact that it's the fourth of july and you have people all over the chicago metro area that are getting ready to celebrate tonight. it's 2:47 p.m. chicago time. they only have a number of hours left before the sun goes down and things can get more dangerous with this person out there if they have not found him by then. how do the authorities and the

other people in the metro area beef themselves up and get ready for the possibility of the dangerous suspect out there while they have so many people getting ready to celebrate? >> yeah, i mean, certainly today, as you said, as the day goes on, the time because more of the essence, i'm convinced with police finding a weapon, which they believe was the shooters and perhaps some descriptive information, maybe some more that we're not aware of, they'll be able to get the individual. however, that person today before the sunsets, before the person may be out in the streets where people are looking to celebrate is very important. although it's believed that the shooter used the one weapon or that was suggested so far, we don't know that, you do have to err on the side of caution and believe that the individual may have another weapon with them, perhaps a handgun and that's why police and civilians need to

treat this cautiously until we capture this person. >> bill, when police are deciding what information to release, what kind of conversation goes on to make sure whatever they're releasing, whatever they draw the line with what information they make public and what information they don't what is that conversation like? >> it becomes more of an art form than a science. there's no one book that says what you should or should not release. it depends on the circumstances. in this case, i would suggest the less information that they released perhaps a bit more than what they have, which is the good news. mean, they don't want to start releasing information that may jeopardize their hunt for this individual. they may have more information. and they're still looking to solicit input from the population. but any case, you want to make sure you're not tipping your

johns hopkins and fox news contributor to discuss what these trauma centers are doing. what is it they're facing right now? >> hi, alicia, this is tragic and hard to talk about. the hospitals go into a mass casualty protocol. they call their backup trauma surgeons and emergency medicine doctors. there's a hospital that is a level 2 trauma center about five minutes from this location and a big level 1 regional center about a half an hour away. so many emergency vehicles are getting the 24 to 30 people to a hospital and get the rapid assessment. usually in the first 5 to 15 minutes. figure out if the person needs to go to surgery that golden hour is the key hour. many people are getting triaged appropriately. >> doctor, how staffed are hospitals on july fourth? >> low. that's a great question. that's why very the backup
