the district attorney's office told fox news while a victim has a right to be notified, they also have the right not to be contacted. after consulting with victim experts we don't believe this is a trauma informed approach. david, one of the deputy district attorney's there pointed to the fact that the d.a. recognized that victim service representatives will be at the hearings. they are not attorneys. when you take away the prosecutors and the victim's right to know and give them a serve that is counselling that's like putting a band-aid on something and is not a solution. a right to know supersedes the right not to be contacted. >> a couple of days ago i spoke to a friend of mine on a parole

board and people in the law enforcement community about this issue. the important of impact statements not only in the courtroom but from families needs to be considered. there is another problem here that goes to where gascon's excuse about staffing. it's not just police officers on the ground but the support staff for agencies have left. he has a problem with a staffing shortage. the people should not pay the price. those victim's impact statements their lives matter. this matters to police officers. they put away criminals and they go back out and threaten their families. i had friends that happened to. a wife, daughter, a son. think about what this is. gascon is desperate and lying to the american people, not only to the victims but the american people when he says he knows how to bring down crime.

he is doing everything the opposite in his policies. >> jenna, the victim impact statements. against the back drop of sentencing they can keep this guy or girl off the streets. joan's 7-year-old daughter was molested and killed. she led to the law passing saying if you are murder a below 14-year-old with a sex crime, you are ineligible for parole. this d.a. has done away with the sentences enhancements. the need for impact statements is even greater and take away the victim's knowledge about these hearings, it tips the scale in favor of the defendant.
