know, when your name is on the bill, you are the one in charge. making sure you have the team in place to execute your vision, and she should have given every person steak. >> i like it. i don't know how it fits in, but i'm hungry. thanks for watching, congrats to john's big number one on itunes, "america reports" now. >> john: residents of a small north carolina town trying to figure out the next steps after the entire police force suddenly resigned. >> sandra: officers blaming the new town manager, justine jones, for a hostile work environment. and what legal options the residents of the town in kenly, north carolina have. >> john: but first to the white house, president biden recovers from covid as the country braces for major economic news. a report could tell us if the
10:01 am
nation is officially in a recession. something many experts have predicted was coming. john roberts in washington. happy monday to you. >> sandra: i heard booming thunder here in new york city as a storm rolls in. welcome, everyone. i'm sandra smith in new york, this is "america reports." it has now been four days since the president's positive covid test. his doctors say he's doing well and symptoms are almost completely gone. all of this as the white house and president biden's team prepares for another fight. an efforts to redefine what actually constitutes a recession. >> john: treasury secretary janet yellen says a second quarter of negative growth in the g.d.p. will not indicate recession but does admit the economy is "slowing." josh is here on this, and more noise about biden's 2024 candidacy, that's coming up in moments. >> sandra: peter doocy at the
10:02 am
white house, what do officials expect from this week? are we in a recession or not? >> peter: sounds like, sandra, they are expecting very bad numbers. economic officials here at the white house are already telling people not to pay attention to these g.d.p. figures. >> let's step back and look what happened. those numbers will reflect the period from april to june, so backward looking, those numbers are inherently backward looking and capture different elements of economic activity, including very volatile things like inventory. >> john: officials are now saying even though the dictionary definition of the recession is two quarters of falling g.d.p. in a row, if this shows, two quarters of falling g.d.p. in a row, it's actually not a recession. >> this is not in an economy that's in recession but we are in a period of transition in which growth is slowing and
10:03 am
that's necessary and appropriate. >> peter: president biden is working from home today as he recovers from covid. we are hearing his symptoms have almost completely resolved. a letter from the president's personal physician, who is based a few blocks away at george washington university hospital includes the line when questioned at this point, he, the president, only notes some residual nasal congestion and minimal hoarseness. pulse, and lungs are clear. the president is taking steps to protect, to keep safe from covid. secret service agents and residence staff that have to come in contact with him, but that's in conflict with their claim that he is also adhering strictly to cdc guidelines for people with covid.
10:04 am
nothing in the guidelines that say staff of any kind should be going into the residence of somebody that is a covid positive patient to set up a livestream like he needed to do his remarks, to take pictures or video of him maskless, so we will see how they try to square that at a briefing in about two hours. >> sandra: when you look down at your phone, update from the white house, they tweeted out a photo of the president outside maskless with his dog. take a look at that. that is just happening, it's a new tweet from the official presidential twitter account. so we'll have that for you shortly. one real quick thing. janet yellen saying it's necessary and appropriate, these steps that we are taking, to obviously tame inflation, rising interest rates, obviously to put a kabosh on the overheated economy. necessary and appropriate to correct the policy mistakes on the part of this white house. she admittingly got this
10:05 am
inflation picture wrong and so you can make the case that the american people, the hard working middle class are paying for those mistakes, peter. a whole lot more coming u a couple guests on that. >> peter: and she says people have a different idea what a recession is than we do. the same thing we heard last monday when gene sperling came into the briefing room and said it was going to be transitory inflation, but people didn't know what it was. >> sandra: they don't want to say we are going into recession to pay for their policy mistakes. update on the president's picture in a moment as well. >> john: he's out there on the truman balcony with major making some phone calls. that is part of the white house. the white house says biden will run in 2024, but more democrats are skeptical. his popularity is continuing to
10:06 am
fall and new op-ed in the "washington post," recritical of the president lately is pleading to joe biden to bow out now. headline reads "quit joe quit." save the midterms with a one-term pledge. josh, this idea, quit now joe while you are ahead, behind, whatever the calculation, what does that to to the presidency? >> one of the political appeals when he ran, bridge to the future, a contract that he was not going to necessarily be a two-term president, i think it may help the democratic party figure things out but also is a concession that this presidency has not gone the way he had hoped with the economy. >> john: and a lame duck immediately. >> he would. >> john: and nothing would get done. and the semantic game over recession, hides the fact economy is in rough shape,
10:07 am
closer and closer to the presidential campaign. look, democrats don't want a civil war, a battle between progressives and moderates. >> john: you can fool me, look like they are going at it. >> biden will be in his 80s and presiding over a very rough economy in 2024. >> john: a couple of the youngins out there, relatively speaking, newsom is doing radio ads against desantis in florida, and kamala harris apparently has been in touch with, not sure what that is -- why that's there, kamala harris has been in touch apparently with some big money wall street donors. so, i don't want to say that the sharks are circling, but certainly does seem to be a little blood in the water here. >> gavin newsom at the white house, i don't know if it's not a smoke signal, i don't know what is. interesting if biden does not
10:08 am
choose to one. his administration is dealing with strong political head winds, the question, do you want anyone in his administration to be the successor or would they have the same baggage, maybe even more so, like vice president harris, lowered job approve rating than the president himself, pete buttigieg tied to the administration, you see the governors outside of washington put their foot in the political waters. at the very least, out from washington, could not necessarily blame them from some of the challenges the administration has faced. >> john: people who would vote in the democratic primary in 2024 in a "new york times" poll, literally every major voting block said no, joe, don't want you for a second term. young people, 94% against, white people, 70% against, 47% against in the black community and the quinnipiac poll similar question, biden run again in
10:09 am
2024, 40% said yes, 54% said no. the writing, josh, is really on the wall here. >> these are remarkably high numbers from voters in the president's own party saying step aside in 2024. i think a lot of this is about age, too. the it's the elephant in the room for the white house, and they have not been able to fully overcome that. he's going to be closer to 90 if he won another term, he would be closer to 90 than 80. >> john: and age, call for number three on the screen, relative ages of the people who are maybe throwing their hat in the ring compared to president biden, you know, kamala harris, 57 years old, amy klobuchar, describe the idea of an age gap here. >> genx is trying to have its moment, passed over in elections. ideology is the big challenge for the democratic party, it's a party that is split between the joe manchin, sinema and left,
10:10 am
like klobuchar and alexandria ocasio-cortez was on the list. >> sandra: she'll be 35 in time of the election. >> eligible to run for president and following with the younger, progressive elements of the party. >> 95% of which don't want joe biden to run again. >> sandra: good to have him here, and we'll be joined coming up to look into the white house trying to redefine a recession. historically it has been two straight quarters of negative g.d.p. growth, so, or contraction i should say in the g.d.p., why they are trying to redefine that, possibly it's going to look bad if they have to say it was necessary to drive this country into recession to correct the policy mistakes of this administration. so many admittedly getting it wrong, inflation, right, john, calling it transitory and not doing what it would take to tame that inflation. and our kids are paying for
10:11 am
today. >> john: hearing people earlier on fox say maybe janet yellen should be fired, of that a pretty big miss and they continue to try to sugar coat what's going on there, but anybody who is dealing with the prices, whether it be gasoline prices or putting food on the table, there's nothing to sugar coat. no money for sugar. >> sandra: jay powell has admitted he got it wrong and now he's the guy in charge to get it so right to stop a deep recession. and graphic video, a manhunt is on for several suspects after a man was hit by a car and robbed as he lay on the ground struggling to survive. alexis mcadams is on this for us. how was he doing? >> he was hit hard by the car and critically injured in the incident in new york city, laying on the ground motionless after he was struck by the car and listen to this, the driver stops, but instead, the group gets out him and robs him not once, but twice. you can see the 39-year-old man
10:12 am
crossing the street in the bronx, hit by a car, trying to get out of the way and pause it just before the car smashed into him. the impact of the crash on saturday morning sent the guy flying right up into the air. so when the car stops, you see at least one man run up to him and they rob him, then moments later go back again and they reach into his pockets, steal whatever valuables they could find. a closer look at who police are looking for. three men there, and then there was the vehicle. a black car involved in the crash. major crime in new york city is up more than 37 p% over last year, that's according to the nypd. robbery is up nearly 40% compared to last year. checked how the big spike in crime is impact the big apple. >> late july now, i think probably the peak, if you look at annual cycles, yes, we are in the midst of summer, it's a hot summer, going to be a hot summer and i would expect these numbers to be bad for a while.
10:13 am
>> data suggesting overall shootings are down but in just the past two weekends, there were 48 victims of gun violence across new york city and not just in one neighborhood, it's impacting all five boroughs. >> no such thing as an island of safety. unless you want to move to arizona and live in a gated community and pay people security to keep out, everyone else. >> as of now, no arrests have been made. we reached out to the nypd to see if any of these men are linked to other hit and rob incidents, they are going to keep their eye on it. hit to the ground and then they rob him, no one tried to help him or anything. >> absolutely terrifying. alexis, thank you very much on that story for us, john. >> john: this is a fox news alert, police in dallas investigating reports of shots being fired at dallas love field airport. this is not the main dallas fort worth airport, another commercial airport northwest of the city.
10:14 am
a large police presence on the scene. there are reports that the person who was doing the shooting is down and at least one person has been transported to the hospital. the shooting caused the airport to go into a ground stop, apparently there is still a traffic management program in effect and we are expecting a news conference at any moment now about what went on here at the airport. again, it's the metroplex second smaller commercial airport, not the big d.f.w. everybody is so familiar with. and see it on occasion, very rare occurrence, always a huge police presence at these airports, and it would appear at least from the early information that there was a quick response on the part of law enforcement that neutralized whatever threat there was there. >> the dallas police chief stepping up to the microphone. >> number one, we'll tell you the fact as we know it to this
10:15 am
point. not only might they change, they probably will as we look into this investigation even further. but i'm going to tell you what i know at the current time. second part about it is at this time we will not be taking any questions until we get all the facts of the case. but today, this morning, about 10:59 a 37-year-old woman gets dropped off, goes inside near the ticket counters in front of southwest, goes at one point into a restroom, exits the restroom, now she's either put some sort of hoodie on or other clothing, she walked in. at some point, simultaneously one of our officers is in the area. she produces a handgun and begins firing. at this point we don't know where exactly the individual was aiming or the most we are seeing, aiming at the ceiling but there was several rounds that are found simultaneously as she's doing that our officer
10:16 am
engages the suspect, strikes her in the lower extremities, taken to custody and at the hospital. no other individuals were injured in this event other than the suspect that's at parkman. that's all we have right now, but wanted to make sure the community know it's not an active situation, there are no other passengers, family members or people in the airport that have been -- that are victims, and that's what we have at this time. thank you very much. [speaking in spanish] >> john: there is the update from the dallas police and you can hear what happened, a woman, 37 years old, about 11:00 central time, got dropped off at the airport, went to the southwest counter area. then went to the restroom where she came back dressed in a
10:17 am
hoodie and an officer saw her, i guess was suspicious of her and that's, sandra, she pulled a gun. >> sandra: a question at the end but indicated he was not going to answer any questions at that moment. he said a lot of the facts in the story may change, but questions about whether or not the airport is still on lockdown, he did not answer that one, so we'll try to continue to monitor the situation. he's calling it an active situation, although putting out there so anybody tuning in that knows a family member or friend is travelling through that airport that there are no other victims, and no other injuries other than the suspect involved. so, still an active situation as you heard from the police chief there. we'll see if they offer any more facts on the situation as the afternoon progresses. >> john: in terms of the shooting itself and the chief there said things can change moment by moment if they get more information. but appears as though she was firing toward the ceiling and not toward people. she was engaged by the officer who spotted her, who hit her in the leg. did not shoot for the main
10:18 am
center of body mass, interesting, shot her in the leg, took her down and she is now at the hospital. parkland hospital just northwest of dallas. i mean, obviously some terrifying moments as we have been seeing with videos on twitter for people inside. does not look like she attempted to get through security. this appears to have taken place out in the ticket counter area. >> sandra: we'll see what more information we get there as the afternoon progresses. perhaps there will be some question taking a bit later on as they learn more, john. >> john: i think we have charles watson up from the southeast bureau -- never mind. residents of a small north carolina town waiting to find out the fate of a police force after officers resigned last week. they said they could not carry out the job due to a hostile work environment created by the new town manager. leo terrell is standing by with reaction but begin with charles watson in the atlanta bureau on this.
10:19 am
sorry, charles, i thought you were going to give update on dallas. what came out of that emergency council meeting on friday? >> good afternoon, john. that's a good question, if there was anything of interest that came out of that meeting on friday, it's unknown to us because the kenly town council is not saying much of anything at all. it held the emergency closed session on friday as dozens of residents there waited to hear the fate of their police department. instead, they learned that answer would have to wait until another day because council members and the town manager, justine jones, refused to comment on the resignations. meantime questions continue to pile up about the specifics around why the entire police force and two town employees suddenly quit last week. kenly police chief josh gibson, resigned along with four officers points to jones as the problem saying the newly hired town manager has created a "hostile work environment," claims to have a lot of people
10:20 am
talking. >> sort of dismayed because this is a shock. >> sounds to me like she's trouble and she needs to go. >> the town manager knows that we support her, she's only been here a couple of months. >> the town manager jones who was hired following a national search and has a history in public service has been on the job for less than two months. while she is not speaking, the mayor of kenly is, assuring residents their calls for law enforcement will be answered by the county. we heard from one business owner who says that's disturbing. >> the county response is anywhere from 30 to 60 minutes at some points, so having a police force, especially owning a pharmacy, not having police presence for 30 to 40 minutes is quite shocking. >> john, i want to emphasize we don't know of any specific incidents or reasons that led these officers and town
10:21 am
employees to just suddenly resign. we reached out to the town of kenly to get more specifics on this issue. we have not heard back yet, but the town council is expected to meet soon to come up with a resolution. >> john: all kinds of resignation letters, untenable situations, but nobody has given us the full details why it's all taking place. maybe we will learn soon. >> john: charles, thank you. >> sandra: leo terrell is joining us, this has been an interesting story to track down. we were tipped off early friday morning leo and tried to chase it down, there were only local news reports on it. and then obviously of national attention considering what is happening with police departments across the country. any sort of formal response from the town on this, but you've got a police chief in that town, kenly, north carolina, that has been there for 21 years, most of
10:22 am
which he has served as chief. he received resignation letters from his officers but he turned his directly, we are told, into that new town leader. what are we supposed to make of the situation where there's a town in america where if you call 911 right now, there is nobody coming to help you. >> yeah, that's a major problem. i'll tell you right now, sandra, when the chief turned his letter into the manager and say hey, there is a hostile working conditions, that's a legal term. translate that. he's unable to do his job. he cannot perform. and then you have five of his officers saying the same thing and two city officials. that tells me that something is wrong between the police department and this new manager and basically what he's saying is he's handcuffed, he cannot do his job. sandra, a vote of no confidence with this city manager. what specifically, we don't
10:23 am
know. but it tells you vote of no confidence. >> sandra: and if you thought there was a defensible situation, perhaps it's best if she keeps quiet if there is another reason behind their departure, some personal reason, we don't know a lot right now, but again, it is crazy to think there's a town in north carolina right now without a police force. we called up a lot of businesses, tried to get some residents to come on the record and speak to us. some took our phone calls, gave us anecdotal stories. one joined us on friday. brock wiley, a small business owner in that town and said this about what they are hearing. >> new town manager has come in and has kind of nitpicked apart the entire town. we are a very small knit community, police force of only five full-time people. to see that happen and someone
10:24 am
here that long is shocking. >> i'm sure the residents want to know more and the meantime can they take any sort of legal action against the municipality, the small businesses or the residents for this happening, leo? >> sandra, public safety is number one obligation of every government, city, county, state, nation. and here is the problem. they have a duty to protect and serve. this city management, or this city council has to immediately contract with the county services, the county sheriff's department, and have a contract where they provide services. the down fall, sandra, is quite simple. a slower response time. so you don't have immediate police response and i think the city has an obligation to protect. the citizens have to take some type of action to demand immediate police response. i want to quell one other point. if this city manager is taking action to nitpick, her expertise
10:25 am
is not law enforcement and you have to ask yourself, this chief as you correctly stated, 21 years, five police officers, they were already short staffed. there must have been something that they felt made it impossible, because of the city manager, to do their job. what it is, we don't know. and very curious to find out what it is. it's not a race case, it's not a race case. >> sandra: and for them -- we don't know, we are still waiting on statements from the town, official statements to come from the police chief. we have seen the resignation letters, seen what they have said, but there is no specific reason that has been provided for what they have described as this toxic work environment so we are waiting on more details. there is obviously more to the story that we hope to learn soon. leo terrell, thanks for joining us on that. >> thank you, sandra. >> john: sandra, they take a hippocratic oath to do no harm. why did dozens of medical
10:26 am
students walk out of a white coat ceremony over a keynote speaker stand on abortion. >> sandra: you have heard from many of the experts out there that we are heading into a recession. so, what is the biden administration fix for this current economic crisis? critics say instead of changing policies, it's trying to now redefine recession? congresswoman will be here to weigh in. >> it's not so much with the economist defining as recession, which you said is two quarters in a row, six months of negative economic growth, but it's what american families feel.

>> john: california goes woke and now folks could go broke. struggling to fund essential business trips as the state's no travel list gets longer. a live report on how lawmakers protested against laws from other states is hurting the very people that they serve.
10:31 am
taiwan holding widespread air raid drills as aggressive china warns the united states against a possible visit to the island by house speaker nancy pelosi. former spokeswoman for the state department joins us announcement you have some good ideas, morgan, and if you could articulate as to why china has the nickers in such a twist over that. >> good way to put it, john. first of all, i think they see we are taking a death by 1,000 cuts to the one china policy. remember that this would be the most senior visit of someone from the american government since the 1970s, because nancy pelosi leads the legislative branch by protocol. so, why does that matter? well, taiwan, being a part of china, is as important to china and something they are clearly willing to fight over. in the trump administration, we sent senior officials there but we approached it very
10:32 am
differently. when we had a delegation there, they arrived and then there was press afterwards, we did not engage in a lot of media on the trip. so we took a very different approach, as to talking about it ahead of time. why does that matter, john? i really fear this administration is breaking the rule of foreign policy, which is to speak softly and carry a big stick. and they are also sort of backing beijing into a corner, and that's why we are hearing threats, both publicly and privately from the chinese saying there is chatter they might intercept her flight. so, this could get escalated very quickly, and it's very dangerous in my mind that president biden has been talking about this publicly. >> john: here is one of the things the chinese foreign ministry has been saying, the spokesperson says if the u.s. is bent on going its own way, china will take firm and strong measures to defend national sovereignty and territorial
10:33 am
integrity. clear as don't dare come, but why should the u.s. let china dictate terms? >> that's right. and i think, you know, we are used to this kind of rhetoric from the chinese government. they often do saber rattle. listen, they have the 20th party congress coming up this year, xi jinping is looking to be reinstated for another term, so it's hard to game things out. are they serious, would they actually intercept the plane of the speaker of the house. i think a lot of people have doubts. however, i think that we have gone about this the wrong way because we have talked about this publicly, because the trip has been linked, because president biden put it out there, that the military did not want the speaker to go. now we are in a precarious position. this administration has put themselves in that, and precarious position in that she doesn't go, it looks like we are backing down to them. i have to say, she seems to be the person in the administration that at least is the most willing to stand up to them.
10:34 am
you've got other people in the biden administration, granted she's the legislative branch, but other people in the biden administration talking about relieving terrorists, the state department is not talking about the genocide, you don't see the administration leading. instead, a pattern of congress leading the biden administration on foreign policy. >> john: and i'm sure president xi jinping on down detect weakness in that. the military build-up, mark milley will be going to a summit in australia, he said the message is the chinese military in the air and sea have become significantly more and noticeably more aggressive in this particular region. and they have said things about the south china sea should not be a venue for major power conflicts, basically saying in essence, this is our neighborhood, stay the heck out. >> yeah, i think the chinese are
10:35 am
trying to have the monroe doctrine for their region and it does not make sense. first of all, the american navy has a policy to be able to travel and sail in the world in international waters. second, a ton of trade that goes on through the south china sea. you are looking at over a trillion dollars in trade, united states has a presence there because of our allies. trump administration, we changed the ambiguity on the south china sea. it's a wonky policy, but it would behoove the administration to go back to the policy from 2020. >> john: pronouncing the u.s. would come to taiwan's defense. we'll watch this and see where it goes, does not look like it's headed anywhere good. thanks for the analysis, appreciate it. we'll talk more in the next hour with congressman mike gallagher. >> sandra: we look forward to that, john. california's list of states
10:36 am
where state money is not allowed to be used for travel is now growing. 22 states now make california's no travel list. lawmakers banned state funded travel to places with anti-lgbtq laws in 2016. now, some football boosters are going to have to dig deeper into their wallets. william is us. so, william, what was lawmakers' intent when they adopted the travel ban to begin with? >> well, democrats in sacramento had this attitude, either our way or no way. right, when they banned taxpayer funded travel to any state whose policies on any gender-related policies that they disagreed with. right? so, basically they said hey, researchers, academic, sports teams, you can't go to these states. north korea would be fine, but north carolina is not. >> the state of california does
10:37 am
not sanction discrimination against anyone in the lgbt community. >> canceled by california, almost half the u.s. is off limits to state officials and employees, even university professors and sports teams are banned from visiting 22 states if tax money is used. >> this is part of the sort of weird california arrogance which is increasingly not justified. >> for five years, california has banned travel to any state it considers anti-gay or transgender. in north carolina, access to bathrooms, oklahoma, who can adopt. tennessee and ohio, who doctors and therapists treat. kansas, who can belong to a student group. arkansas, florida, montana,s west virginia, because they barred transgender women from competing in female sports. >> some might not care about these things, but here in california we do. >> but the law may be doing more harm than good. with professors complaining they can't do research and athletic
10:38 am
recruiters having to book hotels in neighboring states. u.c.l.a. and cal sports teams have to use private funds for pac-12 competitors, utah and arizona, and when u.c.l.a. joins the big ten, they will face restrictions in iowa, indiana, and ohio. >> this is something that epitomizes and reflects what has become an insane political culture in the state. >> so right, because of the policy, u.c.l.a. has not scheduled a game in a banned state, iowa, purdue, ohio state, won't be able to go there with state funds but endorsement or booster money, sandra. so, that, you know, it's a problem. but again, china is ok. they banned same-sex marriage, but columbus, that's not. >> sandra: really interesting angle to a story we have been following closely. william, thank you very much.
10:39 am
john. >> john: president biden tweeting out a new picture from the white house moments ago. the president tweeting "took some calls this morning with man's best co-worker," he's there on the truman balcony along with commander, the german shepherd he got as a present last year. looks like the president seems to be doing pretty well, given his covid diagnosis and the fact that he has been resting while working, i guess, sandra, everybody else is concerned for his health and safety. >> sandra: looks like he's improving a lot, and 2:15 looks like now is going to be the virtual meeting. he will be holding with the c.e.o.s and labor leaders to discuss the importance, the white house says, of passing the chips act to bolster america's competitive edge. peter doocy will be in the room for fox. we will monitor that. >> commander got big quickly. >> big quickly.
10:40 am
>> john: as dogs do. >> sandra: and taking up the entire sofa. >> john: as dogs do. >> sandra: have you ever taken a home d.n.a. testing kit? i imagine many people at home are saying yes. if so, washington is warning you may have set yourself up as a target for terrorists. >> john: a new report shows over half the country is at risk of large scale blackouts this summer. will energy companies be able to keep the power on when you need it the most. >> when there is not enough time for the system to cool down overnight and then another day of high 90s plus temperatures, that takes its toll. with best western rewards you get rewarded when you stay on the road and on the go. find your rewards so you can reconnect, disconnect, hold on tight and let go! stay two nights and get a free night. book now at bestwestern.com.
