jumped the subway turnstile. he threw multiple punches and gets one officers in a choke hold. prosecutors charged him after he was arrested and then immediately let him go free. a retired nypd lieutenant in disbelief. >> if this doesn't demonstrate how far things have gotten out of control, i don't know what will. this would never happen years ago. it would never happen like this because they would have the fear of being prosecuted. they would have the fear of repercussions from the police. that's not the conditions today. today cops walk around by themselves, look what we've come to. >> harris: instead, the fear is with the people who have to put up with all of this. the citizens. that incident just one example of the out of control crime taking over this particular city new york city, not the only one. check out other democrat-led cities. chicago among them. major crimes in new york are up 40% compared to last year in

the city. bryan llenas on the story for us. bryan. >> well, that 16-year-old teen assaulting an nypd officer was released despite the fact that he has a criminal record that includes possession of a loaded gun and get this, he was arrested for robbery just six days ago and released. we'll play that video one more time. it shows the teen punching an nypd officer in the head and a 16-year-old girl joins. the male teen puts the officer in the choke hold before another officer comes in and helps subdue him. the male officer was treated at a hospital for head and shoulder swelling. nypd said the two teens were caught jumping the subway turnstile and the male got verbally aggressive for three minutes with the officers before the assault. the nypd police union had

patrick lynch released a statement. if new yorkers want to know where the chaos isn't improving more quickly that'sth is why. criminals know they can choke a cop and be back out in hours. cops are putting ourselves on the line to make the subway saver but feeling abandoned by a justice system that won't back us up. new york city transit crime is up 53% compared to the same time last year. eric adams just spoke about the attack moments ago. >> we're saying we are examining the bail laws in the area of violent offenders, violent offenders, robbery is a violent crime. so as soon as we catch them, the system releases them, and they repeat the action. >> bill: mayor adams says it is why new york city is viewed as a laughingstock. harris.

>> harris: a dangerous laughingstock. bryan, thank you. police in america, as i said, are under siege. the senate judiciary committee right now is holding a hearing on protecting our law enforcement officers. of course, we're 105 days away from the mid-term elections with democrats trying to change their message on crime. watch. >> there are some on the other side who falsely accuse democrats for wanting to defund the police. the record is clear, we are funding the police and we should. >> how we can ask young people to join the profession if we don't take care of them. how can we ask them to protect us if we don't protect them? and if we don't have enough officers, we can only expect to see other violent crimes get worse and worse. is >> harris: the statistics are chilling. f.b.i. data show the number of police officers killed in the line of duty jumped by nearly 60% in just one year from 2020

to 2021. that's according to the largest police union in the nation. 178 officers have been shot while on the job through june of this year. another report shows 37 of those officers died. we honor those who have given their lives in service. their names are scrolling on "the faulkner focus" set right now. you will see them going by. f.b.i. director christopher wray sounding the alarm a few months ago. >> violence against law enforcement in this country is one of the biggest phenomenons that doesn't get enough attention. an alarming percentage of the 73 law enforcement officers killed in the line of duty last year were killed through things like being ambushed. or shot while out on patrol. they were killed because they

were police officers. wearing the badge shouldn't make you a target. >> harris: jason rantz joining me now. we often get together and talk about the problems who got us here. today the focus in the senate hearing is how do we get out of it? >> it seems pretty simple. you can protect cops by rolling back laws or policies that make their jobs more dangerous. jobs that are already dangerous. put a ban on pursuits. severe restrictions on use of force and criminals know that. when you have prosecutors who refuse to offer sentencing enhancements for gang members or for the use of guns or drive bys, that has an impact. you should bring back cash bail to keep some of the criminals in jail where they belong. and stop pretending the democrat party hasn't actually been pushing for defunding. that senator durbin clip is so dishonest. it is a flat out lie. the democratic party promoted

the defunding of the police and in a lot of ways the abolition of police and prisons. you cannot pretend that wasn't the case. you cannot continue to gas light us and tell us we're the delusional ones. you have to fund police departments. at the end of the day they have to protect themselves and community and when they are understaffed they can't do either. >> harris: my team has been able to pull some of what was just said at the senate hearing and i just want people to understand the rawness and riveting nature of what police are going through now and their understanding of how we got here. this is a sergeant, the president and executive director of national fallen officer foundation just on the hill moments ago. let's watch. >> the reduction in resources and low morale increase mental health problems for law enforcement officers. culmination of these factors led to overwhelming stress on these police officers which

resulted in higher suicide rates. the defund the police movement is responsible for -- >> - >> harris: he is going into detail. he went on to say just as you have indicated, jason, fixing it is not all that hard but you can't just flip the switch. >> you can't simply just have these press conferences and hearings and think it's okay, that everything will be okay now that you have addressed the problem by getting in front of a camera. it will take a very long time to turn the tide here. you have a culture now of lawlessness. the criminals have been emboldened and they know the law and know all the changes and know all the cops have been demoraleized and they are taking advantage. if all of a signed you fully funded every department in the country it will take a lot of work to walk back the culture and on top of that oh the political realities of changing

school district gender identity disclosure guidelines has them angry. it bars teachers and staff from telling parents about gender transitions of their own children if the parents don't support that decision. the same thing is happening in some schools in virginia and wisconsin. and more gender identity controversy, this time at the federal level. the biden administration yesterday proposed a rule to expand federal healthcare for transgender people, the proposal reignites concerns over religious freedom for healthcare professionals. some worry they could be forced to perform controversial procedures over moral objections. jason, i'm coming back to you on this separate topic now to get your top line thoughts. >> there are two different issues here. on one hand teachers who think they know better than parents and think they're the parent. it is their responsibility to

mold these kids into activists that they would like them to be. at the end of the day policies like that that separate the kid from the parent hurts these children. the best thing you can do for any kid, including kids who are going through some emotionally tough times having feelings that they don't know quite how to cope with, the best way to treat them is to strengthen the family. strengthen the relationships they have with their mothers and fathers. that's the best way to handle them. then you have the federal government coming in and deciding we are going to force gender conforming care, gender inclusive care despite the fact that maybe doctors don't think it's the right move. there is societal pressure to give into the whims of every single patient when that might not be the case for them. that they won't actually be served. how about we allow doctors to be doctors? >> harris: one of the questions i've had all along. if somebody else is making for

your child about transgender issues. if that child decides they were ruined by that decision emotionally and wish it hadn't happened. i have interviewed people who say that that's their story, then are those teachers and administrators and federal officials on the hook for paying for whatever is necessary, the counseling and support for that now older child or adult? because as parents we're responsible for our children until one of us parts this earth. >> it is easy to parent someone else's kid when you don't have to take responsibility for the damage done in the short or long term. i hope they would have to pay a price for that. of course they aren't going to. they get away with this kind of stuff and using the kids as props to forward their own gender identity activism. their own activism on behalf of the kids they are using as props. it is wrong. so many times people have gone

through transitions or almost gone through them and said it was a wrong decision for me and i waish there was an adult in my life to tell me no. right now we have a dearth of those parents or teachers. a lot of them are too scared to say anything and be bullied as a trans foeb. >> harris: i am feeding and housing the child. it is my loved one and they want to tell me how we work out our decisions within the privacy of our homes don't fit their politics or their idea of what freedom should look like, i suppose. >> you are in charge. you are the one at the end of the daycares most about your kids and that will always be the case. family will always care more about their children than a teacher, especially a teacher driven bay partisan agenda. >> harris: appreciate you being in "focus" on all of it. thank you very much.

well, hundreds of millions of people are in different pockets of the country and many are exposed right now but not like this to -- in california extreme drought conditions sparked the oak fire near yosemite park on size. thousands of people force evidence to evacuate. the fire only about 16% contained. governor newsom declared a state of emergency. in texas this was unbelievable yesterday afternoon. it was all over social media live. a grass fire tore through a suburban neighborhood outside of dallas. it damaged at least 20 homes. i started watching when it was four homes and then it went to 10, 12 within minutes. the fire apparently started when crews cutting brush in a

national economic council posted on its blog there are plenty of other factors to consider. don't just look at the two gdp negative reports. "new york post" op-ed says if they want to do anything to fix the economic quagmire we're all in. another post headline. biden plays orwell trying to redefine what recession means. senator rick scott, republican from florida, member on the homeland security and armed services committee. the white house sort of widening, and stretching if you will beyond the facts that matter of the gdp quarters back-to-back. >> i think if you go to google and put in recession and look at the definition, i think it is two quarters of negative gdp. so i think it is pretty basic. they don't want to acknowledge what is happening. by the way, when we have

negative gdp, it means you make less money, people will get laid off, it means the value of things will go down like your home. that is what is happening. it is happening. it is happening because of the biden agenda. they aren't reducing taxes, they are increasing. they're increasing regulation. we have the highest inflation in 40 years. i walls in the round table with florida business people this weekend. they are all struggling with sly chain. biden has done anything on that. inflation, they can't get workers. this is a do-nothing president. >> harris: senator quickly before we move on art laffer former top economic advisor to president reagan said more than a week ago on this program we're already in one. and he said we need to wake up to that now so we can start to quickly fix some of the problems. it is not going to be a soft landing. larry summers, a very high profile economics analyst for democrats said it won't be a

soft landing coming out of this recession. your quick response. >> we need to balance our budget. become energy independent, reduce taxes and fees, reduce the size of government and reduce the regulatory environment. everything i just said the biden administration is doing exactly the opposite. >> harris: senate is voting on a move to break a filibuster paving the way for a vote on computer chips. there is an act moving through and we know about it namely because of nancy pelosi's husband who bought a bunch of the stock in this and now they are looking at that. the bill includes roughly $52 billion if funding for u.s. companies producing computer chips in china. a provision that offers a tax credit for investment in chip manufacturing. president biden said yesterday it will strengthen national and economic security. i understand, senator, a lot of republicans aren't on board. >> i don't think we need

another 250 billion of deficit spending to fuel the flames of inflation and i don't think semi conducting industry needs corporate welfare. it is madness. this is stupid policy. >> harris: senator, i know you also argue in a new op-ed the measure gives way too much away to china. what do you mean? >> here it is. a company like intel. they made $20 billion last year. we give them $4 billion to build a plant but we don't have to say what type of chips we want and give tax breaks and we'll give a tax credit. do they have to reduce their business in china? they can expand in china and when china invades taiwan do they have to stop doing business in china? no. do we get a return like taxpayers? do we get any money back out of this? no. there is no standard to get a return. there is none.

so this is a pro-china bill, not anti-china bill. >> harris: what does anybody get out of this? what do we get? >> free money. there is a reason why we have $30 trillion of debt and inflation and deficits because of reckless spending. >> harris: president biden has told reporters he expects to talk with china's president xi this week and they are excited to talk about the u.s. plan to roll back china tariffs. speaker nancy pelosi possible trip to taiwan no doubt will come up as well. china has responded to news that a visit with a chilling warning this way. serious consequences if the speaker follows through on her visit. but both democrats and republicans have said they back the move as a show of strength. what is your take? >> i think -- i was just over there and i think nancy pelosi should go over there. americans ought to go over

china and they have become our adversary. they want to dominate the first asia and the entire world. they don't like our way of life. >> harris: if we ignore the situation with taiwan and china makes a move, we will again have not stepped in when we could have. real quickly your take. i see you shaking your head. >> we have got to do everything we can. i was over there talking to the military leaders in taiwan and talking forthe political leaders. we have to make sure taiwan can defend itself. we have to do that. we have to make sure taiwan and japan and south korea can do that and we should do everything we can to make sure the deter communist china. you do that by being clear we'll support taiwan, no ifs, ands or buts about it. >> harris: a top republican senator accusing the justice department to suppressing information on hunter biden

called out capitol police for making the arrest. he said i stand in solidarity with them who protested for climate action today as the house st of arms announced the program giving lawmakers to help protect their homes with thousands of dollars apiece. what about the illegal protests at the home of conservative u.s. supreme court justices? i'm with you. >> this is just a democratic commercial. they are protesting. go show photographs of judge kavanaugh being terrorized at morton stake house or in fronts of their house. go after joe manchin. schumer doesn't fear these guys. it is embarrassing and insulting. >> harris: former utah republican congressman jason chaffetz. what's is your response? >> shame on the democratic congressmen who sent staffers over for a publicity stunt.

that inside chuck schumer's office, not outside. shame on them for doing that. it is a publicity stunt. they didn't leave when asked. it's not the way to get things done. you should go out and make your case. you don't do so inside the majority leader's office. i'm sure it will smooth things over so that chuck schumer is getting along better with the house. this is not the way to do it. i'm glad they were arrested and they should be prosecuted. >> harris: i'm trying to understand and said it to our viewers just now, what about the threats on the lives of u.s. -- sitting u.s. supreme court justices, conservatives not just them but going to places where they are with their family, with people they know and having to tolerate so much more incursion and potential threat of something more happening, something much more dangerous, an assassination attempt that we know of against justice kavanaugh?

>> we could run several minutes of sound bites from democratic leaders, people that have the public trust that were elected to office that have been actively encouraging this type of behavior. it is wrong and it is against the law. it is as american as it can be to go out and protest but it is illegal to bring that protest to these people's homes with their kids and their spouses and why we see in those shots federal law enforcement officers not enforcing the law. i recognize they are there to protect the house but arrest those people. they are violating the law. the law is clear. they should have been arrested and prosecuted. >> harris: back to schumer's office now. those people inside and i'm just wondering what tone are democrats setting even for themselves. do they understand -- does the lawmaker that sent those staffers, do they get what they potentially unleash when they do stuff like this?

>> there are public spaces throughout the capitol to protest. inside somebody's office, the majority leader's office, you don't know what they'll do. the answer is no, you can't do it. they are up there for the social media component. >> harris: let's get to this. senate judiciary committee ranking member chuck grassley wants the department of justice and f.b.i. to explain why they pursued politically charged investigations related to the trump campaign while suppressing details on hunter biden's investigation as disinformation. meanwhile, house oversight committee ranking member james comer says the investigation into the president's son hunter biden has reached a breaking point. let's watch. >> it seems like another video comes out every day and tape comes out to confirm that hunter biden has broken many, many laws. i think the department of justices realizes they can no

longer stall on this. you are starting to see people in the f.b.i. come forward. we are starting to have whistleblowers come forward. the dam has broken with respect to hunter biden. >> harris: he mentioned the committee you used to chair. whistleblowers on the oversight. where are we going with regard to hunter biden? >> look, senator grassley is one of the very best that there is. what he cites are whistleblowers in the f.b.i. posting things to social media showing political bias and then immediately jumping to conclusions that the laptop was russian disinformation without any sort of backup to that. he has referred that note now to the inspector general. all you ask for call balls and strikes over at the department of justice but yet again we are finding that the allegation is there are agents who are unable

to do their jobs because they have already jumped to the conclusion that hunter biden is right and everybody else is wrong instead of actually following the evidence. that is what grassley has laid out. >> harris: look, we know there is a reason why it is a lot quieter in the house because republicans yet are not able with the majority to push this for oversight on the house side. are you surprised to see it is moving along as much as it is potentially on the senate side? is this something they just can't ignore? >> i think this has been going on for far too long. since 2018 there are allegations about the i.r.s. component. i heard jonathon turley and others talking about the grand jury has wrapped up things. i am in the camp now that there has to be a special prosecutor. this is not just about hunter biden. it is also about joe biden and the only way that you will be able to pursue that is with a

special prosecutor. >> harris: what keeps you up at night on this issue? >> that we have the president of the united states highly compromised on china. they took millions and millions of dollars into the biden family and unilaterally biden has act given in to china and not gotten anything in return. biden has given china preferentialal treatment. why is that and why is the family taking millionss of dollars? those questions need to be answered. >> harris: senator rick scott concerned about the relationship and appeasement from this president of china for a host of different reasons and you are naming different reasons as well. a lot is linked to china. jason chaffetz, thank you. >> thank you. >> harris: president biden taking a victory lap on gas
