are today and why the definition seems to be on this sliding interpretation. >> well, it's not my role to get in an argument about those words. the definition of recession is defined by the national bureau of economic research business commission. always has been. we use as a rule of thumb that usually that's correlated with two quarters of negative gdp growth and declining employment, declining industrial production and declining real income. it is a broad-based slowdown of the economy. i think the president is right. this hasn't been a broad-based slowdown of the economy. job market is doing well. but i think they are over confident when we're in an environment where the fed is raising interest rates like this. in april, may, june it wasn't a recession in no way means that

one of the things that joe biden said in that little clip that you showed was he said oh, business investment is good. no it's not. did he look at the report? business investment plummeted in the second quarter of this year, which makes me very nervous because as you know, sandra, business spending and expanding on equipment are the seed corn of a growing economy. i don't know where he got that number. he needs some fact checking. a couple of things. >> bill: why don't we cut through this. steve, are we in a recession yes or no? >> yes, we are. >> bill: austan, sandra asked you, are we in a recession? yes or no? >> i don't think in the first two quarters we're in a recession by any conventional definition of a recession. we could be in a recession soon. >> bill: webster definition, right, smitty? call for number two.

gdp last two quarters we dropped 1.6% in the negative side and the number that came out this week was a negative .9, steve. >> that's right. what i'm calling it is a cost of living recession because, you know, austan just talked about what is happening with personal income. adjusted for inflation, people's incomes have fallen. we did a study at the heritage foundation and estimate the average family has lost about $4,000 in the last 12 months in terms of their wages and salaries not keeping up with the cost of living. so for americans on main street, they are getting killed by 9% inflation. >> sandra: and then what boggles the mind, austan, as economist i hope it boggles your mind. calls for this president to now raise taxes on americans in the middle of a recession, or whatever you want to call it, two straight quarters of economic decline. i rewind back to president
