arthel: china closes the white house of lying about president biden's phone call with his chinese counterpart. beijing denying the administration claim president biden addressed genocide and forced labor with president xi. tension with china arty high over speaker nancy pelosi asia trip and whether she will visit taiwan. yesterday a former chief editor for chinese state media suggested shooting down the speakers plane if she does. pelosi speaking with reporters before leaving for her trip.
11:01 am
>> is a security issue for every member of congress traveling, especially abroad. for the speaker it is additional security issue. without hello everyone i'm arthel neville welcome to "fox news live". hi eric. support thank you for joining us i'm eric shawn. also following two other stories at this hour. yes we have a vote winner, one single winner and the third largest lottery jackpot in our country's history. that ticket that won the megamillion prize of more than a billion dollars, someone bought it in a chicago suburb. they probably know who they are and cannot talk right now. and security video shows crooks looting san francisco jazz club. get a load of this for eight hours after police responded to an earlier robbery there. team fox news coverage on all these top stories, first let's go to david light at the white house and the rising tensions with china and speaker pelosi's potential trip, hi david pray.
11:02 am
>> hi eric, no question there are rising tensions between china, president biden and his counterpart president xi held more than a two hour phone call just a few days ago. president was here at the white house where he is today. but in regards the pelosi trip this was a planned trip the house speakers going to multiple countries, japan, singapore, south korea. but the big question will she go to taiwan? we know she wants to go to taiwan for the white house is not really saying much at this point, probably for security reasons. we know the chinese communist party is saying do not go. but pelosi said it's also significant she visit other countries in the region. >> we have global responsibilities with it comes a three things i say security, economy, and governance. and this will be part of that. >> she has every right to be there. leaders go in and out. not at the label of the
11:03 am
speakership since newt gingrich was there. could give present she a huge propaganda victory. though suggesting she go say she needs to show china's the united states is not a freight as arthel mentioned went to partisan airplane could be shot down no comment directly from president biden on that threat, that veiled threat toward house speaker nancy pelosi and people on her plane. the president here at the white house today will head to wilmington, delaware tomorrow for a few days before heading to michigan. but the economy is a big issue for this president here on the white house campus it run into someone who works for the administration they do not want to talk about the word recession. trying to hang on the actual definition and negative growth
11:04 am
in the united states. they are viewing this as amiri bump in the road right white house officials will, talk about inflation looking to spend even more money paid senator joe manchin now on board with president biden with this inflation reduction act. billions to help fight climate change. >> this bill, would be the most significant legislation in the history to tackle the climate crisis. >> also funds prescription drugs, healthcare, and it imposes a new corporate tax some of the wealthiest corporations in the country. arthel: is eric just reported china issuing the startling new threat through a former editor and a state run immediate suggesting if speaker pelosi flies to taiwan, with the u.s. fighter escort the chinese military could shoot down her plane. that same state media warned last week miss pelosi visiting taiwan would be a quote redline.
11:05 am
the u.s. cannot cross but let's bring a fox news contributor's doctor rebecca grant she's also the president of independent research also national security military analyst. doctor grant, off the van is a china really willing to start a war with the u.s. over taiwan? or is this a wag the dog diversion by xi jinping as you know he's hoping for an unprecedented third five-year term as president in the face of a horrible response to covid and a struggling economy. >> that is right. the really important back story here, is that china will threaten, and holler. but xi jinping cannot afford a crisis caused by china shooting down a u.s. military plane. he's got that big political party conference coming up in the fall. he wants a third term. but some have said hey, xi jinping kinda messed up on the peaceful rise.
11:06 am
and now the world sees china economic and military threats. he cannot afford a big military crisis like a shooting down a u.s. point right now, no weight. >> listen, we note china barked in 1997 when newt gingrich the first sitting speaker visited taiwan. but today's china is much stronger as compared to then. but is there more bite to china's bark about speaker pelosi's possible trip to taiwan question at the possible consequence is would try to be more aggressive toward the u.s.? or would they be more aggressive towards taiwan? what you are absolute right. and china's military and most important they are air and military activity around taiwan is gone way out. they're always applying these big packages of jets near taiwan's airspace. we have to keep an eye on that. i think speaker pelosi should go. and she won't be in much danger because she will be on a u.s.
11:07 am
military plane, if she goes. our u.s. and allies monitor that airspace very, very carefully. i think it's a case this is something she can do. she went to ukraine, 30 years ago she went to china and if she wants to go as speaker, this may be her last chance for a really big foreign trip as speaker. >> also general mark milley is saying we are ready. we are standing by. just call us. let me play some audio meanwhile national security council spokesperson john kirby on china's harsh language. >> there is no reason for to come to that comment to come to blows, to come to increase the physical tension. there is no reason for that because there been no change in american policy. arthel: as we speak about this again assured he pointed out you'd doubt xi jinping would really make a real forceful move
11:08 am
as they are claiming to possibly be ready to do, meanwhile taiwan is an important trade partner with the u.s. semiconductors and medical supply chain. if china could break up that u.s./taiwan relationship china can make the u.s. more dependent on beijing for supply chain. is that one aspect of this complicated scenario? >> of china is trying all sorts of coercion tactics while there is military or economic or their fiery rhetoric because they want to think of taiwan is theirs. what effect taiwan as a nation of 38 million people with a big economy and robust trade relationships. with the trump of the biden administration have been good about acknowledging taiwan's role. i think they need to be recognized formally and most of all we need to continue providing them the self-defense capabilities. to this diplomatic piece is very important for that is why i would like to see speaker pelosi go for it i would like to see secretary blinken go for that matter.
11:09 am
so we make clear to china they cannot try to coerce taiwan and do the things they have done with hong kong for example. arthel: so as xi jinping assesses u.s. support for ukraine against putin's horrible invasion declaring war on ukraine, would president she'd be mistaken to correlate u.s. support for taiwan as he is watching how the u.s. is supporting kind of doling at support out? lots of support but critical being doled out step, by step, by step. >> china is a real military threat. they've taken over the islands in the pacific where they are on a nuclear modernization bill we need xi jinping to understand that we will strongly support taiwan. and china can't try to do to taiwan, what vladimir putin tried to do to ukraine. that would be a huge, huge mistake. we need to deter that so the
11:10 am
military presence, our diplomacy and potential speaker pelosi visit, that is all part of deterring china. we need a china hawk, let's send her in. >> send her and i like the way that sounds great doesn't matter politics i'm all about girl power. that's what i'm talking about. [laughter] speaking of another strong woman who i respect doctor rebecca grant thank you very much great thanks for joining us today. before that is true for both of you. one lucky lottery player in illinois has defied the astronomical odds to win one of the largest jackpots in mega millions history paid the winning ticket is worth get this, more than 1 billion with a b dollars purchase at a gas station in a chicago suburb. nate foy live in a newsroom. can you imagine holding that ticket, watching the numbers play out a tv last night that i've got a billion dollars. >> i can imagine that the closest i've ever going to get to this. this person not only lucky, we
11:11 am
are also in the jackpot grew last night because of last-minute sales to $1.34 billion. we have new video today of where that winning ticket was purchased, take a look. it was at this speedway gas station about 20 miles outside of chicago. the gas station will get about half a million dollars. but the lucky winners getting a whole lot more. >> as far as the winner is concerned, we have not heard from the winter yet. we do not know whether they even know they won a prize. i encourage everybody to check your ticket. >> they are still out there, if not come forward. the winner has one year to collect the prize but only 60 days to select a lump sum cash payment which we seven or $80 million per there's also 26 secondary winners last night when at least a million dollars were the chances of winning the jackpot, eric or one and 303 million. as a third-largest u.s. jackpot ever pretty see right here the second largest mega millions jackpot in the game to decade history.
11:12 am
whenever you have numbers like this people of course start daydreaming, like the sky. >> first by a plane, that after that i would buy an airport, then i'll make my own flights and give everybody the opportunity to fly for free. >> wait, take that up i do not want no problems send people after merely tossing money out of the sky for quick smart flight options to be a good thing these days. employees at raising canes were among those disappointed today because their ceo about 50000 tickets for last night's drawing, that was one for every single employee at the fast food chicken restaurant. of course they did not win. the jackpot has been building since mid april brother had been 29 consecutive drawings without somebody winning the jackpot. now that someone has come the jackpot was back to 28 million and then it grows based on game sales bird will have to wait a little bit longer for another opportunity like we had last night, eric frequents whoever that is is going to find out they have a lot of friends from high school, grade school, let a second and third cousins they

never knew about. thank you. arthel: that family trees which grow instantly. here's wait not to get money, leaders spent five hours cleaning out the san francisco jazz club this week. it was all caught on security cameras bring the club says police could have done more to stop the lawlessness. christina coleman is light in our west coast bureau with more. so christina, what is the jazz club owner saying? >> he is very upset. take a look at this disturbing surveillance video of san francisco popular black cat jazz club being rated by fees right interviewed the operations director of the longtime community establishment. he tells me seeing his place trash after it was looted make him feel sick to his >>. >> very nauseating. the owner came in as well and we just sat down. look like he's going to throw up he was white spray. >> someone broke into the club
11:14 am
early tuesday morning freight san francisco pds as a person is then arrested outside the club, but later released for the fire department but some tape on the shattered door on the build after the break in. the wind blew off so end up getting rated by more than 25 people for five hours straight between 2:00 a.m. and 7:00 a.m. >> they knew the police were not coming back obviously. some dislike in the kitchen, she is playing genco with her back pack of how stuff she could get the pile in. people are taking their sweet time for the club was in san francisco tenderloin district and area plagued with vandalism, car break-ins and drug use. san francisco former liberal d.a. was recently recalled on the rampant crime. tens of thousands of dollars in liquor and pricey music equipment were stolen from the jazz club.
11:15 am
what's after something like this app is a black cat not going to happen again. i think they're going to figure out ways to make something that does not happen again. >> let's hope so officer said they tried to contract representatives of the club multiple times during that looting but were unsuccessful. however chapman said he and the owner never got a call from police that night. we are taught to pd for more of a response to any arrests have been made since its incident we are waiting to hear back. arthel. arthel: is just disgusting. it's got to stop. christina coleman thank you. eric. before the white house insist u.s. is not in in a recession even new data shows the economy shrink for second straight quarter but that is a traditional definition of a recession. straightahead economist john jordan will help us unpack what this means for the economy, your finances in our wallet.

june. on top of the federal reserve preferred inflation gauge, that's personal consumption expenditures index, a mouthful where that is at a 40 year high in june we are paying more for just about everything thanks to inflation. economist john jordan joins us now former naval intelligence officer, attorney and overseers stanford school. do you think we are in a recession? >> yes, we are up for this is a slow rolling political and economic disaster for the administration going into november. no amount of spin is going to convince the american people to disbelieve their lying eyes. the way to think about this, eric, leading indicators versus lagging indicators. gdp is by definition a lagging indicator to consecutive quarters looking in the past. but we are seeing now in terms of leading indicators is companies revising their earnings and downward for their
11:21 am
expectation dower bruising procter & gamble talk about people spending less on a branded consumer staples producing company start to talk about layoffs. those are leading indicators. so we have right now is a slowdown in the economy, but we have not had yet his businesses really start to lay people off. businesses are often low to lay people off until the really sure there's going to be a downturn because they know there's constant laying them off and then bring them back in retraining. so they try to hold off just as long as possible. and in this case it looks like a lot of businesses are started to throw in the towel. you're just going to be getting the leading edge of seeing a lot of job layoffs and job destruction. exodus accused demonstration of lying. the president points to the effect .3.6%. that is basically the low of the trump administration. certain jobs, a lot of jobs the president said we just achieved
11:22 am
historic economic growth and here's a quote from j.p. morgan about the possibility of a recession saying quote, despite a second consecutive quarter of negative gdp growth, we do not believe the u.s. slipped into a recession earlier this year, given non- payroll growth average three to 67k per month during two cute. what about those economist to say no we are not in a recession print even though it may be the definition of two consecutive negative quarters, still does not mean we are at a recession yet. >> personally got to look at this in a dynamic sense. looking backwards we are in a technical to consecutive of gdp growth is a recession. but nothing is static here. you have to look at other factors too. that is what consumer sentiment is. that has dropped precipitously. you've seen a real disposable incomes dropped by one third of a% in that time. your sink businesses start to see this is the key driver businesses start to see the administration policies being
11:23 am
hostile to businesses to the regulatory environment principally the energy policy and energy cost not just pain at the pumper that's a pain to kevin from plastic potatoes to steel takes energy. it's not just electric vehicles and all that producing a general hostile business environment and businesses reacting to it. when businesses start laying people off consumer spending deteriorates even further. that is when you start to have adverse cycle were a recession really accelerates. it's not just looking back at job numbers in the past it's looking forward to where they are. that's it really scares in ministration going forward which is trying so desperately to stem this and set a narrative before november. before you think they're doing enough? wetzel sent to jenny on discussing this very issue, here she is. >> i think the biggest concern is with inflation and high prices. they feel they can't afford to
11:24 am
put gas in their gas tanks. now, sometimes people use the word recession to refer to that. that is really about inflation. eric: inflation, we know every single day gas prices have decreased thank goodness. but john, what you had predicted as we head into the fall? >> janet young broke the silly meter on this. inflation is at a 40 year high. not since 1982 have we seen this. and it is accelerated not decelerating pd rate of change is accelerating. americans know this producing energy prices he pinned everything inflation is becoming entrenched. the fed is going to have to be a whole lot more aggressive. but the administration here is making it worse with this goofy bill they got manchin to sign onto the so-called inflation reduction act. never, in the history of economics has a federal borrowing and spending done anything other then be inflationary. this is such a case within the same they're going take three to billion of that and use it to
11:25 am
pay down the deficit. there is no language in that legislation that says that that's a governor revenue they're raising and borrowing and injecting back into the economy because they will find a way to spend it. maybe the deficit obey three to billion dollars less than it was but the democrats to find a way to spend $500 billion you can take that to the bank. >> the toast the other plans would reduce inflation that is not been the case. john jordan always good to see you john with your insight but hopefully will get better, thank you, arthel. >> eric thank you. by administration approving construction to fill in the gap along the border wall near yuma, arizona. it's become one of the busiest crossings for migrants trying to get into the country illegally. steve harrigan's life on the border in eagle pass, texas. steve, when will this construction begin? >> arthel, that not set a date for when construction will start. they haven't said how long it is expected to take either. women standing here in eagle pass, texas, just watching

people cross all morning long. a few moments goat three young men behind me just swim across the river. seemed like an average saturday morning john swimming with one arm, holding their phone above their head to keep them dry the other arm for their wedding or call me too be processed. that campaign about building a new border walls promised by the by administration not to build any more walls has really gone by the wayside. on thursday the part with homeland security given the green light to fill in those gaps around yuma, arizona or partially built trump walls now stand. those gaps have been a symbol over the past year end a half or so of the failure of the border policy. for the whole country for migrants entering the u.s. illegally? in the gaps the first six months of this year compared to one year ago today. officials said they are making the move to complete their safety concerns for the border

agents as well as for the migrants. here senator kelly. it's very clear my first that's ridiculous we have these gaps that the police a 60-foot gap, that does not really help with the overall picture in the overall problem. >> here, along the texas border we still see a lot of human smuggling as well day in and day out. some very sophisticated summit a very low level. yesterday fox camas cut one woman being arrested for trying to smuggle to migrants illegally into the u.s. to drive them from the border area here to san antonio, about a three hour ride. she said she was contacted on social beaded to make the trip offered $1000. instead now she's facing felony charges, arthel back to you progress art steve harrigan thank you for that live report there from eagle pass, texas, thanks. so for the governor of new york and the mayor of san francisco

arthel: only three noun took up a state republican. the race for arizona governor is taking on karen for kenneth endorsed by former president and vice president mike pence was also battle to take on incumbent democratic senator mark kelly pete meanwhile china is a big focus in missouri's republican senate primary. both candidates going all in on bashing beijing. we have fox team coverage for you, hillary vaughn is missouri. first were going to, is live in
11:33 am
phoenix, hi arthel, some of the most expensive primary races in the country are happening right here in arizona part however we've been talking to voters and they tell us they are hurting. we'll begin with the governor's race year. former local tv news anchor trent eight, as you mentioned is backed by trout. and karrin taylor robson endorsed by former vice president mike pence. they are duking it out on the gop what's been called battle of the soul of the arizona republican party paid for the u.s. senate the fight to take on incumbent democrat mark kelly, trump endorsed blake masters but he is followed by businessman jim lamon. both newcomers and both and i bided one. mark brnovich still feels the wrath from trump supporters because he certified the election. voters told us they have their own problems, here are independent voters and disaffected republicans help fight and win.
11:34 am
inflation hit 12.3% last month compared to june of 2020 which is just a 2%. a truck driver father father for an republican said neither side is listen to regular folks. >> republicans are taking down the same road of not being in debt. i saw that a long time ago, i was watching hey, what dhec why a republicans voting like democrats? >> there there is reverend reporting for senate pretty said senator kelly has lost touch with his community. >> black voters especially come up voters of color are looking for candidate who knows who they are, knows who our problems knows how to get things done in the political arena. >> so, arthel, arizona was the center of the storm in 2020. trump still says he won here,
11:35 am
biden did when now is unpopular at mils of dusting spent right now but the voters are saying hey, we just want to be able to afford groceries, arthel. arthel: it's about us, not about you and your politics. alicia acuna thank you. before missouri republican primary candidates they are trying to show who will be toughest on china. hillary ivanka live in missouri that's just east of branson with the very latest on that competitive race. >> this primary has become a contest over who was tougher on china republicans running to replace retired republicans senator roy blunt are flexing their america first record. six term congresswoman vicky hartzler tells me she is so tough on china she got sanctioned. >> i am the only candidate who
11:36 am
has been sanctioned by china. eric schmitt on the other hand was in the state legislature actually tried to give over $400 million of our state tax dollars to companies and to have china come here into missouri and form a china hub. >> current front runner ms. ernie front run out eric schmitt as bunker decides about for a bill to allow foreign business including chinese companies to own limited amount of misery farmland. >> do regret supporting those two things? what social distortions of my record. i clearly fought for more exports. i thought for more american jobs. those are desperate attacks by my opponents have a lot to hide in their own record as a first attorney general the country to sue communist china releasing coronavirus on the world. think when you tap on china senator from missouri. >> if he wins a seat he will follow through and make sure congress finally gets to the bottom of the origins of
11:37 am
covid-19. for missouri governor who resigned from the job it was cozy with china. calling out a trip he took to beijing and hyped the importance of missouri trade relationship with china on chinese tv. tells me as a former former navy seal is put his life on the line for america first. >> there's only one candidate in this race who was arrested for teaching breath united states constitution in china, and that was me. i have always stood up for american values. i've been willing to put my life on the line for it. >> a lot of voters are still undecided or may even change their minds before primary debris former president donald trump is still not endorsed anyone officially in this race. so if he does white and that is going to carry a lot of weight with the public and primary voters, eric. too far all right hillary in missouri thank you. the five near governor declared

a monkeypox disaster emergency yesterday for the state leaves the u.s. with nearly 1400 cases. new data from the cdc showing there are now more than 5000 confirmed cases across most of the u.s. a majority of those in new york. california, illinois, florida, and georgia. texas is in there as well. eric schmitt is a professor at ucla who also spent 20 years studying monkeypox in the congo. how does the car and a health emergency enable the state of new york in the city of san francisco to get out in front of this growing monkeypox outbreak? >> the way this works streamline and improve resources to be able to fight this parade this means be able to stream line staffing. do more to get vaccines out there. to be able to bring more resources to bear. it also really focuses the
11:39 am
intention on this particular issue, which is expanding public health problem. arthel: it is indeed bright health and human services secretary had something to say the buy demonstration will declare a national emergency, let's listen. >> we have made vaccines, tests and treatments will be on the numbers that are currently needed available to all jurisdictions. we will wait any decision declaring a public health emergency based on the response received from the country. again, bottom line is we need to stay ahead of this and be able to end this outbreak. >> meanwhile, secretary's home state of california, san francisco mayor is sounding the alarm on a national monkeypox vaccine shortage. mayor said she has received less than 11000 of the 35000 vaccines she requested. so, if there is a medically know
11:40 am
you're not political, there is some medical answer to this, why didn't the health and human services or cdc or international health officials sound the alarm or warn us before getting to this current point? did they learn anything from the coronavirus crisis? was i think the key here is we do have a lot of the tools that are necessary to be able to combat the spiritually hard to be able to get them out and disseminate into the population. we did learn this with covid-19, you can have a lot of vaccines but you can't get them into arms it doesn't really matter. in my opinion it is better to stay out of trouble and get out of trouble. that means being proactive instead of reactive. >> a bigger part of got related breaking news and going interrupt you were going to go to the white house. david is standing by and i understand president biden has tested positive again. for covid-19, david.
11:41 am
>> yes, arthel pro just got this news from the physician to the doctor right here for this is physician to the president doctor kevin o'connor putting out this memo a short time ago to white house press secretary. we know the president has been spending the day here at the white house but begotten news that he is a positive again for covid and after testing negative in antigen test which is much more sensitive and much more accurate for several times but i want to read part of this to you for this is coming from kevin o'connor the physician to the president. he said after testing negative on tuesday evening, wednesday morning, thursday morning, and friday morning, the president tested positive late saturday morning which means a few hours ago, but antigen testing for this in fact represents rebound positivity by the president has experienced no reemergence of symptoms and continues to feel quite well. this being the case there is no
11:42 am
reason to really initiate treatment at this time part we will continue close observation. arthel and eric, the physician of the president goes on to say however given as a positive antigen test he will reinstate strict isolation procedures. this is to keep white house staff, secret service, anyone who may be near him, away from him. president biden was supposed to go to wilmington, delaware tomorrow. the white house just announced a trip to hemlock, michigan coming up on tuesday does not look like that is going to happen we do not know if there's still going to be a five day quarantine as was the case before when he tested positive. but apparently this is called rebound positivity. the first draft of this letter from the physician to the president it says as described last week, acknowledge the potential at first so called rebound covid positivity, observed in a small amount of patients treated. so that is the drug the
11:43 am
president took, vice president kamala harris took it as well. it's being prescribed around the country for people who have covid symptoms and have tested positive going to the president's physician there is a chance a small percentage of people who get the rebound positivity by taking paxlovid for that seems to be the case today part of the president biden according to this letter has no reemergence of symptoms. he is feeling quite well. but after testing negative tuesday evening, wednesday morning, thursday morning and friday morning he tested positive just a few hours ago, arthel, erica. >> david thank you very much for that update their from the white house. thanks david pretty want to bring back doctor dr. anne rimoin. you just heard david breaking news that president biden has what they consider, we guys in your community called rebound covid breed first about your reaction given his age, given all of the factors we know about the president's health?
11:44 am
>> rebound covid is something we are hearing more and more about. the clinical trial that was conducted by pfizer showed about one -- 2% of the participants getting this kind of rebound. but in the real world a day that were sitting closer to 5% may be even more it's probably not being tracked all that well. this is something that is common. it is important because you can be contagious again when you get this rebound. it is really important for people to continue to test themselves but antigen test which apparently the president was doing to be able to ensure if he tested positive, you get in front of it, you wear a mask you isolate and don't pass it on to others. >> again the president testing because he is the president. i believe according to dave's report there he doesn't have any symptoms. so what do we at home do? what is our take away from this news on the president the newly testing positive for covid-19? >> of the takeaways this, first of all this rebound from taking
11:45 am
