>> i want to take a moment to say a few words about the so-called inflation reduction act. i say so-called because according to other economic organizations, who studied this bill it will in fact have a minimal impact on inflation. hey jeff let's get buck to send her sanders in a moment. right now jeff mason white house correspondent for reuters joins us great step-by-step take a look at what is in the bill, what sort of healthcare. imposing a new tax to extend obamacare coverage for three years, democrats want to cap the price of medicare patients would pay for insulin at $35. republicans say if you have a private insurance, there should be no cap. patients would pay the private insurance companies asking prices. what is the significance of these positions as they impact americans everyday lives? x good question, arthel put on

the letter police i believe the republicans succeeded in getting out for americans who are not covered by medicare pray there is some success on that side for them. in general, the overall goal of the healthcare part of this bill is to lower cost for americans paying for prescription drugs. one of the elements of it is to give the government the ability to negotiate prices on some prescription drugs. an insulin release under the medicare pays, is part of the overall package. >> let's look at taxes. democrats want large corporations to pay a 15% minimum in taxes. again, what is the direct or indirect impact on americans? >> well, sort of depends who you ask ask. america's work for corporation some people would argue that is

still in some ways a way of taxing americans. on the other hand, democrats wanted to have revenue to offset the spending in this bill. they believe from a fairness perspective having some companies that aren't paying any taxes at all because of various loopholes should have to do so. i cannot say specifically what the impact will be on average americans but there are two ways of looking at it. >> let's talk climate. 300 billion-dollar investment will be the largest the country has ever seen to spend on adjustments needed to address climate change challenges and support clean energy. so when it comes to tackling climate change, jeff, you could ask if not now, when? but what the democrats be more successful getting bipartisan support if they would address the climate crisis in a separate bill? >> well, they have not gotten so far.

climate change in this country, for some reason is quite controversial. it has become political by. >> click let me jump in there, excuse me, my question is not clear. what i mean is if they had taken climate change out of this bill and left in the healthcare and tax part of it, would they have gotten a better chance at having bipartisan support, that is what i mean. next i don't think the votes were there for a separate bill and climate change. i think that is why they put this into this one. that probably applies to a few of these. remember historically, arthel, this was a much, much bigger bill initially and they have reduced it to what is still a big number but focusing on some of their priorities and climate change as well for. >> yes like over 700 billion. now to the political scoring, does a 50/50 split indicate a legislative dysfunction? or does this bill in fact only benefit americans from one political party?

>> well, it certainly doesn't just benefit americans from one political party. does support policy goals that are largely from one political party. then you and i were just talking about some of them. it would have impact on people of both political parties in terms of the tax credits that are in there. there is no rule that says only a democrat can take advantage of tax credits for electric vehicles. or only a democrat or republican wind and energy firm have access to the tax credits available for clean energy. so it would have an impact for the whole country that doesn't mean the whole country supports it obviously. arthel: right, right think every been talking about it's in the news cycle is going to happen the votes going to happen we wanted to break down a little bit as to what is in there and why americans should be paying attention to this. i appreciate your explanation mr. reuters, white house correspondent jeff mason for.

afghanistan when he stepped on an ied. kenny lost both legs and his left arm but he was given a wheelchair, accessible van during his recovery by the nonprofit group and america's fund. that van allows kenny to live comfortably at home. he is very involved in these issues, sgt kenny joins us now. first, sgt thank you so much for your service. >> you are an inspiring example of the best of what we have. as you know, the purple heart was treated by president george washington in 1782 purdue have been awarded one. what does that mean to you? >> when i first got injured i was awarded my purple heart i kind of look down on it. but that has changed over time and i learned the history of the purple heart. i have just kind of really accepted it and just taken it in and like i earned what i did.

i may have got injured to get that done but i still did my job to the best of my ability. but i ended up getting that in the process. >> you were in afghanistan, trained bob and champ bomb technician with your dog a golden laboratory retriever, fin. tells what happened then had found ied's you put him in the van and then what happened? >> so that day i was injured, we were clearing the providence in afghanistan. finn had been working all morning. so i kind of put him in the truck to get a rest. this probably 20 minutes after that is when he stepped on the iud. >> you had recoveries back here in the united states or took about a year before you were reunited with finn? >> when i was in the hospital i asked if i was going to be able to adopt him.

with the iud detection dogs we had they had to fail out of the program or be released from the program from the secretary of the navy. it ended up taking about a year for me too get him back when i wanted to adopt him. eric: you did get him back and sadly you have passed away since then? >> yes or he passed away of 2014. but i was able to give him a few years of just being a dog but not be a military working dog but he got to enjoy, and got little fat there for a little bit but that's all right be quick certainly that is alright with that is wonderful you are both reunited. you have really been helped and also by simplify america's fund. tell me about what they did. >> so, they help with the ramps or other circumstances like programs like stuff at me and my wife have been able to do together. making little food boards and stuff like that. the biggest thing they ever did for me, that hit me with the most impact is when i first was

sent to san antonio i was in a power chair at the time and i had a manual wheelchair. my parents did not have any way to get me around to the gave us a wheelchair accessible van. that was the biggest thing for me be the first thing we did was go grocery shopping and i love just getting away from the hospital. >> how important is this for you and your colleagues and others who have been wounded in the line of duty and in-service or country? and to have these type of groups help you and for us, for americans for us folks weren't watching right now to be able to help you? >> i mean, the biggest thing with the simplify america's fund is they treat you like family. so you never feel like a burden to them if you have to call your case manager or anything like that. they are always there but does not matter what time of day it is briefing to talk to somebody they get back to it does not matter if it's the weekend or anything like that. they just treat you as family.

arthel: settled residents and local businesses are frustrated at the exploding homeless problem there for the taken matters into their own hands. the city says the workarounds they have come up with, is illegal. dan springer is live on the scene in seattle with more on the story, dan. >> hi arthel. we've been seeing thousands of these big concrete blocks popping up all over seattle. they are ordered by private citizens and business leaders who are responding to this homeless crisis in the number of people are parking illegally in campers. these are illegal.

city of seattle's getting complaints from homeless people who over the last several years have been camping and broken down rvs and cars all over the place without any enforcement. now, these 210 are preventing them from parking here. business owners and others would call the city but nothing was done. this is a private response to a very public problem but a clear sign of the frustration boiling over. >> employees here were coming here every day. in so as these encampments grew and grew and grew, it became dangerous for these individuals to even get to their place of work. and that is what these businesses are trying to survive. >> there are even blocks up around fremont brewery which happens to be owned by a city council member, sarah nelson and her husband but she declined to be interviewed for the story paid the saddle transportation said they are illegal and punishable by fines up to $1000 is estimated there more than 4000 homeless people living in vehicles in seattle but it is illegal to park at any spot
