tomorrow night, my friend and fox and friends cohost is going to hold down "jesse watters primetime," but for now it's "tucker carlson tonight" up next. ♪♪ ♪♪ >> tucker: good evening. welcome to "tucker carlson tonight." joe biden's approval ratings, a nonstop source of joy for us. biden has been a disaster for the country, but not only has he made the u.s. poorer, weaker, and much more ridiculous, people know that he has. they tell pollsters about it all the time. biden is the single at least

popular president in modern american history. nobody is impressed by joe biden, and that would be including dr. jill. so this is a big problem for the biden family, obviously, but a much bigger problem for the democratic party, which joe biden leads. unpopular presidents drag their parties to the bottom in midterm elections. that's the unchanging rule of politics. you saw it famously in 1994, with republican takeover of congress after two disastrous years with bill clinton. you saw it in 2006 after hurricane katrina. you saw it in 2010 after obamacare. you saw it in 2018. in fact, it may well happen in 2022. we're certainly praying for it. to be honest, the numbers don't show that happening. not even close. in fact, all the indications we have right now suggest that despite joe biden's well-earned unpopularity, the democratic party still -- again, as of

tonight -- has a strong chance of holding congress in november. the prediction markets, which many believe are more accurate than the polls, overwhelming point to the democrats keeping at least one chamber. maybe strangest of all, as of this week, democrats are leading republicans nationally in the so-called generic ballot by about four points. so if you ask people which party do you like more, they say democrats. maybe that's why democrats are raising a lot more money, too. not just money from their patrons and big tech, but from small dollar donors. that's bad. in june, democrats raised $64 million online from 4 million people. that same month, this june, republicans raised only $26 million online from just over a million donors. from the first quarter to the second quarter of this year, donations to the republican party dropped by more than 12%. by contrast, donations to the democratic party are up more than 20%. that is not good at all. not simply because you need money to run a political campaign, but because money is

to some extent a measure of commitment and intensity. you see the same dynamic playing out in individual races across the country. for example, last quarter rafael warnock, the democratic senator from georgia, caught on video appearing to commit spousal abuse, remember that, that guy, raised more than $12 million online. his opponent, herschel walker, who everyone likes, raised less than half of that. so har rafael warnock has hauled in more dollars online than seven republican senatorial candidates online. combined. herschel walker is now trailing rafael warnock by 10 points, in a state that went for joe biden by a margin of 1/3 of a percentage point. that is bizarre. what is going on here? it's not just happening in georgia. according to the official numbers, you'll recall, joe

biden won the state of pennsylvania by a little over a single percentage point in 2020. so it's been two years. biden has become much less popular since then. meanwhile pennsylvania, which is controlled by the democratic party, has become much worse. far more chaotic and dangerous. here's the scene in the state's largest city on tuesday. >> nearly 100 shots fired on 57th street tonight. a sea of evidence markers line the west philly street telling of the potentially deadly chaos that unfolded here. responding officers found four victims on 57th veto, two shot in the head in critical condition tonight, one victim we're told in a bmw is an innocent bystander, caught in gunfire and shot in the shoulder. all while kids and young adults were on a nearby playground. >> tucker: over a hundred shots, right in the middle of the street. it's hard to believe that's an american city. it's hard to believe that's the place where our constitution was written. it's totally unacceptable. it wasn't organic.

it didn't just happen. this is a result of policies from the democratic party, period. now you'd think, this being a democracy, that voters would punish anyone who had anything to do with turning philadelphia into the disaster you just saw. john fetterman is the governor, running for the u.s. senate. he's the candidate. in some ways john fetterman is the weakest possible candidate to run. he has a public record of failure. he also had a def administrating stroke this spring, which is sad, but it affected him. here he is campaigning for senator. >> you can count on us to eliminate the filibuster. [crowd cheers] >> if you come out and step with us, we will be able to stand with you in d.c.

and let's get some stuff done for america. i gave away the lieutenant governor governor in pennsylvania, the only lieutenant governor in the history to do that. >> tucker: so this guy is everything you think wouldn't work. he's radical, for one thing. let's eliminate the filibuster. good idea, john fetterman. he's implicated in the destruction of the state that he's still a lieutenant governor of. and he's obviously impaired. that's not an attack on him. it's just true. watch him. so you'd think there would be way a guy like that could win a senate seat. here's the sad news, however, john fetterman is winning overwhelming. he currently has a double-digit lead over his republican opponent mehmet oz, dr. oz. the national senatorial spending committee, just cut money, a retreat, happening in a state the republicans ought to be winning. what's going on here and why is

no one mentioning it? a couple things are going on. first let's hear from mitch mcconnell, the head republican in the senate. he's not there because people love him. he's loved by no one. he's considered smart, considered a master tactician. in washington, people are very much afraid of mitch mcconnell. cross him, he will hurt you. they listen carefully to his political analysis, because that's what he spends his life doing. that's the only thing he spent his life doing. here's what mitch mcconnell says the problem is. watch. >> there's a greater likelihood the house flips than the senate. senate races are just different. they're statewide. candidate quality has a lot to do with the outcome. >> tucker: so there's head republican in the senate, conceding three months out that republicans probably won't retake the senate. why is that? the answer, of course, was in

the final line you just heard, some of the candidates are mediocre. that's mitch mcconnell's excuse. there's truth in that honestly. some are mediocre. compared to what? mediocre in the congress? let's see, dianne feinstein hasn't spoken a coherent sentence in years. hasn't had trouble getting elected. one had sex with a chinese spy and is still there. mediocre people get elected to office. lots and lots and lots of them do. every cycle. see what mcconnell is saying, it's buck passing, don't blame me, i didn't choose these people. all right. they're still the nominees. so if you want to save the country, and move in a different direction, yes, using some mediocre people to do it, what are you going to do? no hint of what you might do from mitch mcconnell other than accept the inevitable. the truth is it's entirely possible mitch mcconnell doesn't want to retake the senate, because then you'd have to run things.

there's one thing republican leaders like, it's running anything. much easier to complain on fox news. if you actually wanted to win, what would you do? here's an idea out of nowhere, just spit balling here, how about you run on issues that voters care about? that might work, even for a mediocre candidate. let's say, again, just for the sake of argument, that you ran a campaign on illegal immigration and crime. now, these are two issues that didn't just arise out of nowhere. they're the product of policies the democratic party put in. they were intentional outcomes. we have millions of people coming in illegally, and we have a lot more murders than two years ago. these two issues, immigration and crime, don't simply annoy voters, though they very much do. these two issues threaten the existence of our society. so maybe under run on them. that seems reasonable. that's not what they're doing. oh, no. here, for example, is a recent campaign ad from dr. oz, the guy losing to the stroke victim in

pennsylvania. listen. >> i'm at wagners and my wife wants vegetables for crudite. there's broccoli. there's asparagus. that's $4. carrots. that's $4. that's $10 of vegetables there. guacamole is $4 more. she loves salsa. salsa there. $6? must be a shortage of salsa. guys, that's $20 for crudite, and this doesn't include the tequila. that's outrageous. we got joe biden to thank for this. >> tucker: $20 for crudite. whatever that is. it's easy to make fun of that, but not entirely a stupid ad if inflation were the salient issue here. the generational issue of this campaign season. but it's not. inflation is terrible.

it's making people poorer. we actually could tank the u.s. dollar. these are all big, big problems. but changing the population of the united states, allowing people to be murdered in the street, letting drug addicts live on the sidewalk and sending them crack pipes? that will change everything forever. these are offenses against the most basic rules of any civilization. the most basic of all is you reward people for doing the right thing and penalize them for doing the right thing. if you do the opposite, everything falls apart. everybody knows that. don't be embarrassed. just say that. if you live in texas, for example, supposedly a conservative state, you don't even have police protection anymore. that's how quickly things are changed, on the most basic level. that's not some report from a government agency telling you what the inflation rate is. that's your life. you don't have police protection anymore. if there's one reason to run for office, it's to fix things like

that. here's a description. >> in dallas, they're unable to fill the nearly 600 openings they have budgeted for. in atlanta, they have over 400 openings they cannot fill, even with up to a $4,000 signing bonus. >> police department has demonized across the country, from coast to coast, it's been demonized. if that police officer on not on your corner, we've seen the results. the staffing crisis is creating crime and violence. >> take a look at crime across the u.s., it's way up. robbery is up nearly 20% in chicago and los angeles. here in new york city, up nearly 40%. >> tucker: okay. crudite is $20. got it. but that? that's more important than everything else that's going on right now. law and order. you see it on the streets of our cities. you see it at our southern

border. it's collapsed. so if you're a republican voter, and not just a republican voter, any voter, you probably want to know what is the government going to do about the fact that i can call 9-1-1 and no one shows up? what are you going to do about the fact that our border is open to the world and that millions of them have come in illegally? how can you take the country seriously when it doesn't even have a border? and it dis. we know that because on video every single day people stream in. we just caught the whole thing, once again, on camera. >> take a look at this video we shot yesterday. this is the first time we had ever seen this. the texas national guard closed and locked a gate on this property. it's a major crossing area. and they blocked the illegal immigrants from coming on to this property. it's private property. the owner allows the national guard and border patrol to work here. you can see illegal immigrants

started showing up. they weren't let in. they expected to be let in, and surprised they couldn't get in. here's what happened, though. take a look at this video. border patrol showed up, a supervisor came with a key, opened up that gate, and let all of those illegal immigrants in. symbolic of the way the state of texas handles things versus the way the federal government handles things. >> tucker: so if every republican candidate just repeated, repeat after me, law enforcement, law and order, is not racist. law and order is a prerequisite for civilization. if it goes away, so does the country. you would win the votes not simply of your own voters, but of a lot of other voters, and people who never voted before, in any normal democrat would agree with that, because it's inherently true. when ann coulter saw the video we just played, she noted correctly it's easier to get into this country as an illegal alien than return as an american citizen back into j.f.k.

many, by the way, the people you saw, the ones want to be caught, turn themselves in so they can get bussed to your town. people bringing in fentanyl, killing thousands of americans every month. >> it's been a busy few weeks for u.s. customs and border protection officers in nogales. on saturday, they found 2.5 pounds of black tar heroin, 9 pounds of heroin, 80 pounds of meth, and 320,000 fentanyl pills. later that day, another huge bust, including more than 40 pounds of drugs and 150 fentanyl pills hidden in a carrier. border officials say people are becoming more creative in smuggling. in one case, someone tried to hide 10,000 fentanyl pills using a body-shaping garment. >> tucker: this is not hidden information. every american citizen knows exactly what's happening. yet the leaders of the republican party, mitch

mcconnell, will watch footage like that and tell you the most important issue we face, territorial integrity in ukraine. the truth, as you well know, the people who run the republican party don't want to do anything about it. j.d. vance is talking about this, blake masters in arizona, joe kept in the pacific northwest. the leaders in the republican party in washington would rather those guys lose, and people like them lose, than change the focus of the party to issues that voters actually care about. the truth is you can't win elections, unless you listen to voters. they're telling you what you want. republicans have less than three months to figure this simple riddle out or it's going to be an actual disaster. steven miller has been following it since the beginning, a former senior white house advisor, and joins us tonight. thank you so much for coming on. this seems like the simplest form that ever.

every person hates crime. why aren't they running on it? >> joe biden is the most unpopular president in american history. the forecasts are shrinking every single day. why? because mitch mcconnell isn't interested in running a national referendum that says elect republicans, and in january we seal the border, we reform law enforcement to go after criminals, not republicans, and we end the war on america's children. no. what he wants to do its handpick candidates that he thinks will like mitch, and mitch will like them, and that means we have 48 seats or 49 seats, so be it, he gets to stay on as majority leader. we are witnessing, in real time, the greatest self-inflicted wound we've ever seen. if republicans went out every day and said, we've had more illegal immigrants ever before this year than have been recorded in world history, we

have increases in crime in our cities that no one civilized nation has ever seen, and if you elect a republican majority, we will go in, in january, and we will take the first funding bill, and we will attach to it a requirement that the border be shut, a requirement that the fbi stop attacking their opponents and start locking up and breaking apart organized crime in america. you say in every state, every congressional district in this country, and you will win a landslide like you've never seen before, but nobody wants to step up and even make that promise. >> tucker: that's exactly right. there's precedent for it. the largest landslide in the history of the american presidency was 1972 by a candidate who did not win on charm but won on law and order. you can mock richard nixon all you want, but he was right. >> 49 states. >> tucker: exactly right. so, again, how dumb are the people who run the party? >> well, a lot of people have been drinking the kool-aid. i was a congressional staffer for almost a decade.

i went to all of these presentations. they sit you down and they say, well, we ran a message, and it says that controlling washington spending polls at 95%. i would say you know what else polls at 95%? i like cotton candy. i think airplanes are neat and super cool. i enjoy watching movies on sunday. none of that gets anybody elected. what gets people elected is pushing messages where there's where to know hide. i'm for putting violent criminals behind bars, departing aliens, and you're not, so i win and you lose. that's how you win elections. >> and explain the video where you seem to be committing spousal abuse, rafael. that guy is a u.s. senator. maybe he'll come on and explain it. steven miller, thank you so much. >> thank you. >> tucker: so a major u.s. hospital is just exposed for mutilating children. they call it gender affirming care, but it's sexual mutilation

if you disagree with them you're a terrorist. chris, thank you so much for coming on. why are you doing this? >> tucker, i became aware of in late 2019, through 2020. i'm a dad of girls, 10 and 12-year-olds, right in this age group where all these girls are identifying as boys. a 4,000% increase in the last 10 years of girls wanting to transition. they do this socially in schools. they'll change their name and pronouns. what i'm really concerned is the medical abuse going on. we have the biggest child abuse scandal in modern medical history, given puberty blockers when they're 10 years old, then hairstylized. as we've seen in the videos, as children now, they're even cutting out their womb, or

cutting off boys' penises. that he is surgeries are recommended for 17-year-olds. in california, a kaiser permanente clinic, cut off the breasts of a girl. it's presented as gender affirming care, but it's the exact opposite. i'm trying to help children be who they really are, children intact, so they can grow up and figure out what they want to do as adults. we shouldn't be medically transitioning children. >> tucker: we shouldn't be sexually mutilating them or sterilizing them. we can debate the trans question, but i don't think there's a debate which doctors should be allowed to mutilate children. so billboard chris, sure appreciate you coming on tonight. thank you so much. >> thank you very much, tucker. >> tucker: why is the sexual mutilation of children, the sterilization of children, legal?

large out-of-state corporations have set their sights on california. they've written prop 27, to allow online sports betting. they tell us it will fund programs for the homeless. but read prop 27's fine print. 90% of profits go to out-of-state corporations, leaving almost nothing for the homeless. no real jobs are created here. but the promise between our state and our sovereign tribes would be broken forever. these out-of-state corporations don't care about california. but we do. stand with us.

contrast that response, that mode of partying with the partying of, say, i don't know, elizabeth warren of massachusetts. here's her version of partying. >> i'm going to get me, umm, a beer. i'm going to pull up a stool and sit down. >> tucker: so that's the lady that said, they'd vote for me if only i had a penis. no. they'd vote for you only if you had a soul, which you don't. okay. next up, a sad story, a new report from a human rights group called -- called safeguard defenders, says that authorities in china have been forcing political opponents into psychiatric hospitals and torturing them. they've been doing this for at least the past decade, subject to electroshock therapy and

forced medications, based on testimony from 99 people over a period of seven years. so to assess the authenticity of this, what it might mean, we're happy to speak to gordon chang, author of "the great china tech war." is this real, do you think? >> this certainly is real, tucker. china's use of psychiatric facilities for political dissidents goes back to the cultural revolution, which started in 1966. the chinese got this from the soviets, because this was done in the stalinist era, going on for decades. this has come to the fore in 2000 when a landmark paper was published by robin monroe. we've known about this for a long time. the u.s. government has done nothing about this, except to issue a ritualistic condemnation in 2002. that's the extent of it.

>> tucker: i don't understand the thinking here. pick a tiny country, isn't fully up to date on trans rights, our state department issues threatening memos about it, but china, the biggest economy in the world, is torturing political opponents with electroshock therapy and no one notices? how does that work? >> it works because they're put into the police-run facilities. they're often not given a mental examination, because they're perfectly healthy from a mental point of view. they're strapped down, pumped full of drugs, given electroshock therapy, and held there for a long time. people come out unable to function as human beings. they're like zombies, and put back into the facilities again. >> tucker: when you see the prime minister of canada, justin trudeau, saying he's inspired by the way the chinese government operates, what does that make you think?
