new hampshire governor chris sununu. welcome to fox and david cook's good morning brother. trace: i want to start this cdc review and covid-19 response. they admitted they have at times put out confusing guidance to say the least. now they rapid response you have been a governor navigating this pandemic. is that enough for you? do you think with this they can rebuild public trust? >> did we really need a taxpayer-funded external review to determine the cdc is all over the place? they say one thing they do another they tell us one thing privately they do another. these guys have been constantly backtracking. i guess the only good take away here as they are acknowledging it. they're starting to realize we are really out of this pandemic. we are moving forward as a pet as a country. local control or going to have

routine testing for grades k through of course community transmission is height. do you support that change governor? >> look, local schools and parents had to make decisions for themselves or i live in new hampshire live free and die state. we believe in local control schools making those decisions for themselves were not have the federal or the state government come down and push certain answers onto them in certain protocols onto them. especially where we are now knowing we have all these tools in the toolbox knowing folks are working collaboratively with their school districts collaboratively with parents understood the issues are, local controls definitely the right approach. >> the other major back-to-school story this week is the big teacher shortage in the u.s., national we are talking 280,000 countrywide fewer teachers than there were before the pandemic. it is interesting because in new hampshire and your set you've actually renewed more education credentials this year.

so what is exactly drive the trend nationally? what are you doing differently in new hampshire to have different results? >> whether it's teachers, nurses, there's a couple professions or that of absolute burned out street and we understand that nationally after what's happened over the past couple of years. in new hampshire we are different. on that local control we work collaboratively we do not fight it. we put more dollars in public education for students than ever before and we pass a school choice. we are crating more opportunities for kids in public schools to get credentialed in a workforce type environment that they want to enter into but were not just doing things traditionally. when you support that local aspect and you inspire creativity, you let teachers have some say it working with those parents, local control is really the answer for it and send the government gets overly involved in education, normally does not go well. we take that pushback approach what we believe and parents and teachers. teachers want to be are the only state in new england it's growing in population paired

businesses are flooding in. we really focus on the individuals. individual towns and individual schools. because the rising tide floats all boats here in new hampshire break the strongest economy in the country. in the first quarter of 22 we are one of the only states of the positive gdp. everything is driving forward in a positive direction. we don't get caught up in the overly political aspects of things. glenn youngkin had it right, parents matter and teachers matter they all matter they have to work collaboratively were able to foster that here and proud of the fact we've been able to increase the number teachers of the past couple of years. >> interesting you use the phrase creating opportunity. i want to get your take, when you make a florida governor desantis proposal to recruit military veterans and first responders without teaching degrees to help fill those vacancies out of florida? x look, i love the idea of focusing on military. focusing on veterans, focusing

on folks with real-world experience. you get them into the classrooms you get them into a job because of the credentialing process for their states that you want to be a teacher take the lead literally years to be credentialed even if you have been one before prayer they have a whole progress and rigmarole. streamline the process whether it's teachers, manufacturers, that is an opportunity every state has. were doing it here we are streamlining our whole thing for thinker reciprocity with places like massachusetts, maine and vermont makes it very easy for folks to come over the border which is one of the reasons we are growing. i love the concept read the country has workforce shortages but let's stop allowing government get in the way of getting these people on the floors in the classrooms or whatever it has to do to give them a job. i get kids or get the product out that's what it's all about but it's not about the system it's about the kids. trace: i want to change it gears midterms to hampshire politics but incumbent maggie is up for reelection achieve the primary weeks away.

trace: white house says help was on the way for working families because of the newly signed inflation reduction act including lower cost for healthcare and energy. will some of those tax credits and get to the people who could use them the most? what is not u.s. energy secretary jennifer granholm. secretary welcome back to fox news sunday. >> thanks so much. trace: you have said in recent weeks new hope gas prices will continue to fall. but now nbc is reporting this morning and i am quoting here, behind the word prices could rise again as they keep looking for ways to get more oil on the market. given the issues with refinery capacity and the war in ukraine, can you give us, secretary, any more certainty that prices will keep falling? >> yes, juno gasoline comes from oil, oil is traded on a global

market. we are at the whim, if you will of what happens global effort however, this president has moved in dramatic ways to increase supply by releasing 1 million barrels per day from our strategic petroleum reserve as well as calling on our domestic producers as well as international producers. we will be at record amounts of production next year. all of that is to say our energy information administration has projected by the fourth quarter gas prices will be around $3.87 on average for today there about $3.78 today there 3090 cents. they all and every day of the summer but we are hoping that will continue. but if china opens up significantly after covid there will be more pressure on demand, more pressure on demand meets upward pressure on prices. we are watching what happens globally for it we are doing everything possible to try to stabilize supply and demand to keep those prices coming down.

over $4 for it so clearly there has been an impact on increase in production. the present hasn't two things, the release of a million barrels per day was the biggest tool at our disposal. this is all about supply and demand sprayed when russia invaded ukraine that pulled the millions of barrels off of the global market since oil is traded globally we have to make up for that lost amount of fuel. that is why the president has called for this increase in releasing an increase in production. we will be at record at production 12.7 million barrels per day by next year. trace: i want to move onto the inflation reduction act signed this week. includes tax credits for people who by electric vehicles. but as you know, one of the critiques here with these credits is the prices are high right? and the supply is limited. what is the practicality? it seems there is a disconnect. what is the practicality for everyday americans with this

kind of benefit? >> great question. two implications here. one is for example if you want to buy a used electric vehicle, you can get $4000 off at the dealership today. if you want to buy a new electric vehicle there is $87500 credit for those that are assembled in america so today there are 21 models that are assembled in america. but additional restrictions will kick in starting in january requiring domestic content. meaning the materials, the supplies for those vehicles will also have to be built in america. why is this important? because the president has said we need to manufacture stuff in america. we cannot rely upon countries who do not share our values for the batteries for example for electric vehicles which contain critical minerals critical materials but he wants to read short manufacturing. it's not just electric vehicles for this inflation reduction act

provides credits to businesses to incentivize them to reassure in america. i'm a former governor of michigan. the notion of creating and enhancing our manufacturing base, or manufacturing backbone is huge. it will be in the solar panels. it will be in wind turbines but it will be in transmission. it will be an electric nichols and the batteries for those electric vehicles for it a whole chain and ecosystem, energy ecosystem built up in the united states because of the incentives in this inflation reduction act. trace: you talk about incentives and maybe it's the messaging, people don't quite get it. we have had fox asked people they plan to take advantage of the tax credit for it here's what they told us will get your response on the other side, watch. >> i personally wouldn't buy an electric current that much money precook them out and going to think about it. we do not have the income available to buy a new car even with the incentive for quick so it $7500? against the cost of an

electronic car? works really you could make the same argument we were talking about tax breaks for adding solar panels, energy-efficient windows, appliances, heat pumps. what do you say to the families who simply cannot afford the stuff in the first place? >> well, number one for your home there are significant incentives in this bill which is a great to reduce people's energy cost on a monthly basis. so if you are at low income you can get your home entirely weatherized through the expansion from the bipartisan infrastructure law is significant instead expansion you do not to pay for anything. if you want heat pumps, insulation, new windows, that is covered. if you are a moderate income, today it you can get 30% off the price of solar panels both solar panels can be financed you do not have to have the big outlay at the front. and when they are financed they are financed in a way that

reduces your energy bill even though you have solar panels with this 30% off it is a significant incentive. same thing if you don't qualify for that weatherization program, he will be able to, starting next year, get rebates on the appliances and equipment that will help you reduce your monthly energy bill by up to 30%. it's all about reducing costs for people. >> and yet the electricity prices continue to go up, secretary, governor and you know this but you have dealt with these problems. how do you get electricity to various states? i was talking to governor sununu earlier. he was pointing out to build a transition line especially interstate transmission line you are talking seven -- 15 years. the prices keep rising bread that's a major problem when you're telling people to buy electric cars and then wondering how you're going to get them electricity to power those cars. >> okay, first of all number one

you are totally right about permitting it is ridiculous. part of the inflation reduction act is driving towards reducing permitting times it's a second bill that will follow in september. and, the inflation reduction act also provides incentives to lower the time, the cost and the wait time for permitting. that was just given to us. we want to accelerate this push to clean electricity. the reason why we wanted to be clean in addition to the climate is because solar and wind are cheaper in most places across the world. but definitely in the u.s. for. >> but they are unreliable secretary. >> know they are not unreliable. >> they are on reliable on the grid because it takes a lot of energy, electricity to get them into the grid or fossil fuel to get them onto the grid. if you do not have at night time we do not have the battery power to store it. you have to use it or you lose it. it is on reliable and states like texas they found out. that is a problem we need to

come up with battery-powered to store that stuff. it's okay, texas is the largest producer of both wind and solar or one and two. they are extremely important to adding clean energy to our grid but with respect to the intermittency you say there unreliable for they are intermittent the sun does not always shine and the wind is not always a blow. but the battery technology that stores that, that is also incentivized in this inflation reduction act. the technology is there we just need to make sure it is implemented. the great thing is when you combine solar or wind with the battery technology that becomes like baseload power. that is reliable which is very exciting. other forms of clean energy are also incentivized like nuclear power like hydroelectric power, like geothermal power. all of those are also incentivized in the inflation reduction act which will make us as a nation energy independent print which will allow us to get

to our goals of one 100% clean electricity by 2035. net zero carbon pollution which causes climate change by 2050. >> it also seems to meet nuclear power has been villa nice and incentivize at the same time. finally, i know this is not your agency but as a former governor i wanted to get your take your reaction to the cdc this week coming out over how they handled the pandemic. governance across the country followed one with the cdc day by day guidance often following the masked mandates, the school closures. it impacted every american and many are still really confused but if you could put your governor's hat back very quickly for us, is this explanation enough of the cdc? >> well, they are taking action to correct and i applied any agency any governor any news organization that decides they have got to improve it. good for them they have acknowledged it in their moving

mistakes. their job was made far more difficult because of president trump who said this thing was going to be gone in two weeks. he said it was like the common cold. he downplayed it he attacked the science he attacked the cdc he attacked the nih and dr. fauci. he politicized mask wearing and social distancing. so it became a political game. and i think that political game made it more difficult for anybody who is trying to deal with a historic crisis, a pandemic in our nations at that moment. i think the cdc can do a better job it must not take pleasure in their problem with their problem is our problem will have future medical issues to deal with and we want them to perform in a better way. seven i don't think anyone is taking pleasure in it, nobly taking pleasure in the mistakes the cdc made. i think what they are saying is there was dissent there was other opinions out there and those pins were shut down.

the cdc we know now is wrong on many occasions they were wrong. but if you had a differing opinion in a different point of view even well-known doctors, they were shut down and they were villain eyes. >> i think a lot of people now are trying to say trump was right. trump was wrong. i think people are going to be i rates. the going to vote with what's going on with inflation, immigration, what is going on with crime in their cities. and the democrats i don't think have an answer to all of that. they can spend $1.5 billion to put trees in urban areas in the latest bill, that ain't going to solve the american people's problems. trace: one we saw one poll showing democratic congress woman up over rubio in florida. what do you make of that? is it true? is it an outlier? your thoughts? >> i have got to think it's an outlier at this point. it is part of this flashing light i think for republicans in national politics at the moment. we thought this was going to be a red wave year people voting against the party because there's a lot of discontent in the country. the red wave at this point looks like a red drip or a red ripple.

the reason reflected in florida and the races you were just talking about with jason, as more and more people are thinking do you know what? we see the benefits now coming the results coming the legislative progress coming from the biden administration. we have a sense things are somewhat chaotic pretty think about the abortion decision coming from a republican majority of justices on the corporate you look at the increase in gas prices on the lake mead will have senator mcconnell senator rick scott of florida playing the blame game and shifting money, putting money into ohio, state people thought was pretty confident to hold for the republicans. we are in the midst of shifting the political landscape at the moment records are also in the midst of a pretty deep inflationary downturn and gas prices are dipping a little bit. there's other stuff going on and the crime is unfathomable.
