"the faulkner focus" is next. hi, martha. >> look forward to that tonight. in the meantime bipartisan backlash to president biden's huge student loan bail-out. he has critics on both sides of the aisle raising alarms about the white house's action and dodging questions about who really picks up the tab. this is "the faulkner focus" and i'm martha maccallum in today for harris. great to be with you. the president following through on a campaign promise that he made and canceled up to $20,000 for certain borrowers in debt that they had outstanding for their college years. while extending a pause on

federal loan payments. none of them have to pay any of these loans back until january of 2023. president claiming that this targeted approach will actually have a positive effect, he says, on lowering inflation. but tax experts and republicans think that those numbers do not add up. this is senator tom cotton. watch this. >> the president doesn't have the power just to unilaterally on his own eliminate entire categories of de. of all the dumb things joe biden has done this is the dumbest yet. a terrible policy that will harm many more americans that it will help. >> a former obama economic advisor pushing back as well pouring roughly half a trillion of gasoline on the inflationary fire that is already burning is reckless, says jason fuhrman who was with the obama/biden administration and thinks it is a very bad move. jacqui heinrich joins us now live with more. >> good morning, martha.

it is not just the press secretary refusing to admit that taxpayers are footing the bill for this. the education secretary this morning also refused to give an outline, a range of what this would cost. well, the committee for a responsible budget, which is nonpartisan, just did that for him and the tab is roughly $500 billion. biden's plan cancels up to $10 thouf in federal loans or 20,000 if you pick up pell grants. you will qualify if you make less than $125,000 a year. it will cost taxpayers up. then another tab for the income driven repayment plan for people who made too much money to get their debt canceled. when amounts resume the amounts will be cut in half and payments are paused until december costing another $20 billion. moreover there is nothing to reduce borrowing moving forward sengt up future administrations

to cancel again. they estimate the country's outstanding student debt will return to its current level within five years and will likely cost more than double the amount saved through the recently-passed inflation reduction act replacing any inflationary benefit from this bill. if you didn't go to college or went to a trade school or paid back your loans no hand out to you. the president think it's fair. some democrats disagree. obama advisor fuhrman says it doesn't just pour gasoline on the inflation fire but breaks a campaign promise that all proposals are paid for. before people get too excited about this, this is certain to face court challenges. biden got it done using a wartime law passed after 9/11 to make sure people aren't financially worse off in times of war or national emergency arguing the emergency is the pandemic even though they just argued in court the pandemic is over when they tried to lift

title 42. >> that's complicated and get tough going forward. thank you very much, jacqui. good to see you this morning. jackie deangelis from fox business joins me now. interesting how much bipartisan pushback you are getting people who worked in the obama-biden administration. >> it is a huge mistake. you pay off the student loan debt of these individuals that will tap into this program. they will take the extra money and put it back into the economy. the same problem we have right now. too much money chasing too few goods. it will only keep us elevated at this 8 1/2 level if not drive us higher. the impact of the so-called inflation reduction act and the forgiveness of student loan hasn't been seen in the economy just yet. the 8 1/2% number we saw last month you could see it tick up at this point. it is scary when you think about the kind of spending that has come from this administration. 4 trillion dollars in 19 months

and add another 400 to 500 billion. >> dana: interesting back and forth with peter doocy and secretary cardona asking who will pay for this? this is money leant. what happens? watch this. >> the fairness question. the people that are sitting at home having just paid off their student loans or having paid them off years ago, what is in it for them? >> when we address some of the issues that could lead to default, payments are -- default borrowers of the future affects everyone. we should be proud we are able to help americans that need help now. >> the people that already paid their student loans, they don't get anything out of this deal. >> right. >> that's right, okay. >> that's right. it is right. it is not just them. the people who paid back their loans responsibly. what about the parents who broke their backs to send their kids to school so they wouldn't have loans or people who went to trade school to do something else and not have to pay for

college and not be saddled with debt. a great article about a couple in florida had $190,000 in opportunity loan debt. they said get a budget. we paid ours off. we cut back and didn't spend as much. we didn't take a vacation or buy the flat screen tv but we paid it back responsibly. >> we're feeding the beast. the more federal help the higher the price of private education. the federal government is pouring money into the private institutions through all these loans and then they jack up their prices. so look at how much the top 10 -- 10 of the top university in endowments. more than $200 billion these universities have. they have enormous, enormous resources. why are taxpayers, many of whom didn't go to college paying the

loans of people going to these schools? >> good question. private universities are basically functioning as for-profit businesses. that's what the endowment is all about. apple having all this cash on its balance sheet. they invest that money and you would hope some comes back and reinvested in the school. what will happen, it will get baked into the cake. when they know the government will forgive your $10,000 or $20,000 in loans, they will raise the price of tuition and say the student could be pushed more to borrow more. it brings us back to the band-aid principle. slapping a band-aid on the fact that tuition costs are going up rather than they are oef addressing the problem. let's beef up the i.r.s. and get more agents instead of taking care of the tax code. in the long run it will cost students more. the kids that are approaching college now i fear for them even more than the ones trying to pay back these loans because tuition costs will little rock

higher. >> it's nuts as a parent with three kids that went to college. government updating numbers on a key indicator of economic groefmgt it shows the economy shrank at .6% annual rate. slightly better than the original estimate, 9/10% but style negative back-to-back quarters of gdp contract shurntion which is a recession. and the new survey shows a huge concern for americans now preparing for this extended downturn potentially. what do you make of this adjustment on the number? >> a slight adjustment but depends -- i say it tongue in cheek how you define recession. the white house doesn't like two consecutive quarters of negative growth but that has been what indicates we'll see head winds going forward.

all ceos in the earnings guidance bringing down estimates are saying it will be rough and bumpy moving ahead. i call labor day this tipping point, right? everyone had their last hurrah this number. they have to tighten budgets to deal what's coming ahead. the numbers indicate that and why it is such a dangerous time to be spending this kind of money. the administration keeps touting we're bringing the deficit down. the deficit tripled in 2020 because of the pandemic because we were in an emergency. they are bringing the deficit down in this -- from this inflated level and saying look what we've done. let me give you one more stat about 2021. biden said i brought the deficit down $360 billion. if he would have spent nothing it would have come down a trillion dollars on its own. >> dana: every time they talk about bringing down the deficit it comes from this extreme situation of pouring money into the cone me to try to save it

during the pandemic. so carving off that number is not the huge achievement that it is often made out to be. plus this student loan deal negates all of the gains in the deaf sift when you look over time. all the money being spent on student loans wipes away that reduction in the deficit that you have heard so much about. >> they are saying we'll bring the deficit down another $1 1/2 trillion in this fiscal year. i don't see how the math adds up with what they've spent here. at least congress has passed most of this spending and bipartisan. this was done with executive action and many people are saying it is the wrong move ahead of mid-terms. right move for biden. >> a move aimed at helping them in the mid-terms. whether it's a legislative move that is appropriate constitutionally is another wall they are likely to run into here. the clock ticking on the feds to submit a redacted -- we know

it will be redacted. the question is how much -- affidavit they used to have the judge accept this mar-a-lago raid they wanted to go on. there is a deadline at noon at the top of this hour to have a decision from the judge on what he thinks of the d.o.j.'s redactions on that document whether he will put it out there when he sees what they've done. we'll cover that for you. whistleblowers came forward to say the f.b.i. deliberately slow walked their probe into hunter biden's laptop. >> the laptop, obvious incriminating information on it. two-year investigation plus people inside the bureau scratching their heads and saying why are we sitting on this? >> what happened? and who decided that it wasn't going the move forward? top republican senator details those new claims and demands action from the d.o.j. and pete hegseth joins me next.

was the justification for this raid. phil keating has the story live from florida today. >> their proposal on the new redacted version of the affidavit -- in other words, how much to be redacted, how much new the public will learn, that is what is entirely at stake. now, magistrate judge reinhart, of course, is the one who signed off on the d.o.j.'s request to execute the search warrant on the mar-a-lago estate. a raid in full contention and protest by president trump and his legal team from day one. the judge redacted the d.o.j.'s

argument to keep the entire document under seal. d.o.j. wanted the far more detailed affidavit sealed to protect its ongoing investigation as to how 700 pages of top secret confidental and privileged documents sought by the national archives for months to be returned ended up at mar-a-lago and whether criminal activity was involved. basically a roadmap to the probe including the all-important probable cause. the president posting on his social media this morning, quote, i did nothing wrong. yesterday in washington peter doocy got president biden on camera saying what the white house has said all along, that biden had no forewarning. >> mr. president, how much advance notice did you have of the f.b.i.'s plan to search mar-a-lago? >> president biden: i didn't have any advance notice, none, zero, not one single bit. >> whatever the judge determines what can and can't

be redacted, that is leaving the d.o.j. with the option after that to appeal as well. so this could go on and on here for a while. it will be up to judge reinhart as to whether d.o.j.'s suggested redacted affidavit are acceptable, too much, too little, and maybe judge reinhart agrees that you know, this is all pending investigation and too much at stake here for the prosecution and doesn't want to jeopardize it so he may say none of it gets released publicly. martha, there is no deadline for the judge. he can issue some of it today, days later, there simply is no timeline. >> he can look at it and say thanks, d.o.j. we'll get back to you. the document has to come forward in 40 minutes from right now. we're about to learning something in this story one way or the other. thank you very much, phil. let's bring in pete hegseth, co-host of "fox & friends"

weekend. great to have you as well. i'm thinking back to the raid and the coverage of it in the hours that followed and i remember one writer saying you will remember where you were when this raid went down. what we still don't know is what the probable cause was for that raid. it is looking over time as if it was less and less specific in terms of what they needed so desperately to go in there for and more and more like a huge blanket search of the house to grab whatever they could. >> you're exactly right. which is why learning what's in the affidavit at least in part is central to understanding whatever rationale d.o.j. would have had. right now because of their stonewalling looks like a fishing expedition. you are o*e right. that moment felt big because it was big. the department of justice raiding the home of a former president based oh than a warrant that was as broad as you can imagine grabbing any

document during his presidency. lawyers were not allowed. cameras were on, by the way. i think the trump team may end up releasing that footage. that's why there is the legal and political aspect. we don't know what the judge will do. d.o.j. will do maximum redactions, i'm sure. the judge is less and less inclined based on court filings to released the affidavit. that's the legal side. political side, this has caused republicans, conservatives, supporters of the former president who were looking elsewhere to close ranks around donald trump. this reminds me of places like brazil or israel where you have popular political figures facing indictment or under indictment but it doesn't necessarily harm their political prospects because their supporters believe the institutions of government are trumping up charges to go at them to reduce their ability to be political opponents. that's where transparency is

important. but being transparent about a fishing expedition doesn't work if you are the department of justice. i don't expect to see much. but what i do know this has created a martyrdom for donald trump which helps his political prospects and reminds people there is a big bureaucracy coming after him and can come after them as well. >> the problem is that the back drop is the fisa applications which have false information in them. regarding the steele dossier as if it were some sort of deeply researched intelligence document, which completely fell apart. you have all that in the background and you look at this raid and you say to yourself it better be good because the f.b.i., their reputation is on the line, so the merrick garland's reputation. they better have had their ducks in a row in this case when they went in there like that. the flip side is something you just touched on. the video that you talked about. because the reporting is that

the trump family was able to see this thing in realtime on internal cameras inside mar-a-lago. you said you think the video will come out? >> i think so. they would protect the identity of f.b.i. agents because -- they will go through it. they would blur or protect what they need to protect and why the political side is as important as the legal, which will draw out. the d.o.j. and f.b.i. are losing the public relations side of this. they want to hide and ob files indicate at every turn. donald trump said release the warrant. release the affidavit. i have think he will release the video footage internally that shows multiple agents over multiple hours with no legal representation digging through whatever they want to include personal closets and desks. that doesn't cut well for the f.b.i. considering they won't explain with any specificity why they were there and what they were looking for other than classified documents,

which the president could declassify and hillary clinton had a whole serve that was wide open to the world and nothing happened there. there is that double standard that always exists. >> the judge who makes the decision once he sees what the d.o.j. wants to redact has a lot on the line. he said there was probable cause to go into that home. so what was it? i go back to where we started. what was the probable cause and how will it fly in the jury of american opinion when people eventually get to see what it was? i think that will be really important as well. pete, great to have you with us. you know what? do we have time for this? stick around for a second. i want to ask you about senator ron johnson. he has come out and said the new f.b.i. whistleblower information they have casts more doubt on the agency. whistleblowers said they shut down any investigation in hunter biden's laptop. in a letter he writes this.

that joe biden has implemented where he said it was going to make the lives of all americans better. the covid act which raised inflation, you think about the fact that gas prices went higher, you think about the fact that many of the things that he says he was going to be able to accomplish he didn't. therefore you have americans who are completely polarized. 74% of americans believe the country is on the wrong track. 75% of democrats don't want him to run again. when you look at the numbers from the 2020 election. 18 to 29 year olds was 60% of the vote he received. now those same individuals in that same age group disapprove of him by 53%. this is an individual who is literally trying to buy the votes of these younger people because he is losing them. he is losing african-americans but at the same time what he is creating within the democratic which already existed is the party of the elite. the well-educated snob class of

this is what i will say. as the daughter of two grocery workers who had to take out student loans and paid them out i won't benefit from this but i'm glad he is doing it. you will see a lot of working class parents thinking that way. it is not a zero sum game. just because we talk about forgiving debt for people saddled in it. working class kids able to go to college doesn't mean if you are a plumber or trade you won't benefit from other biden policies. that infrastructure deal will build careers. it is going to help working people build trade. >> martha: we haven't seen it. >> you have to look at the full picture. >> martha: hold on. i wanted to -- you have a number of things in there. the first thing you said, your parents' efforts to pay for your college education. how are we sending the right

>> martha: california set to become the first state in the nation to outlaw the sale of gas-powered cars. it is expected to be approved today. >> the end is near for gas-powered vehicles in california. and within a couple of hours, it should be official. that is when the california air resources board, the final word on this, is expected to vote in favor of these new mandates. here is what they'll lay out. by 2026, they will rule that more than 1/3 of all new car and pickup sales will have to be zero emissions vehicles. that jumps to 76% by 2031 and

100% by 2035. you would expect that there is a lot of pushback on this. according to one of the voting members of the air resources board we spoke to, the automakers are almost entirely behind this move. listen here. >> the car companies, every one of them, has the technology. they have all made announcements how fast they will transition to electric vehicles. so it will be -- the word i would use is yes, it will be disruptive. but it is not shocking and it is not surprising. >> now, there is some criticism, of course, as you might expect. former chair of the california gop saying on twitter, quote, unless california goes 100% nuclear, 0% of these cars will be zero emission. they will rely on natural gas or electricity from other sources because solar and wind are not reliable energy sources.

this is purely posturing. posturing or not, martha, it is going to happen. as many as a dozen other states are expected to follow california's lead. they account for 1/3 of all auto sales in the nation. there is no doubt, martha, this is a seismic shift for the auto industry and for consumers. martha. >> martha: thank you very much. let's bring in joe concha. what do you think? welcome. >> hi, how are you? >> martha: good. >> tesla's model y and 3 are the two best selling cars in california. you will never guess who owns $4 million dollars of tesla stock. the pelosis in california. what wasn't mentioned in the piece is what is the average cost of an electric car? who can afford these things? right now there is something like $60,000 for the cheaper versions. if you live in california, the highest income tax rate in the

country, the highest poverty rate in the country, the average household median income is $78,000 after taxes talking $40,000. your entire salary still can't buy you an electric car as they are currently priced. i don't see how this mathematically will work. how will you charge all those cars? >> martha: that's the question. >> with all that traffic? >> martha: absolutely. they don't go far enough. the batteries, a lot of questions about the batteries themselves and what you need to make the batteries and most of those minerals and components come from china, many of them. in terms of what jonathan made the point about natural gas and electricity being ways to store and power these vehicles. so it's like one little piece of the puzzle and running off with it saying it will solve the whole problem seems rather short sighted. i'm not saying it's not the right direction to head in but you have to do it when you're ready to go.

fairfax public schools making more waves, requiring all teachers to complete a training program that says that students can ask to be addressed by difficult nent names or pronouns and parents don't have to be notified in any of this. policy applies even to pre-schoolers. asking to use a private bathroom or locker room that corresponds to the identified gender and when and how a child can choose to change their name. none of it requires parental consent. what do you think? >> we're 25th in the world in math, reading science. blocking and tackling. i have a first and third grader. if you want to a conversation with my kid on gender identification and sexual orientation, no, i will have that conversation with my children. when they are 6 and 8, believe me, they aren't ready for this conversation. i would think and hope that virginia and their teachers unions would have learned the lessons of the last

gubernatorial race. the governor ran against this sort of thing and they're doing it again. parents won't accept this and they aren't domestic terrorists as garland says. what are you teaching my kid? i want a say in that, that's all. >> martha: how about the logic, right? how about being mature about a situation. if a child says i would rather be called this. of course the teacher should do, hi mom and dad. want to let you know what's going on in the classroom. wondering what you guys think about this. communication is so key to raising healthy children. why on earth would you not want to have that conversation with the parents? it makes no sense at all and kudos to you. until you taught these kids reading at grade level and doing math at grade level you need to focus on the mission of teaching and get to that first.
