to cut the line. you know what, where is the line? >> steve: that is it exactly. this administration, there is not a line. it is invisible. come on in and we will take care of you. speaking of taking care of you, for a lot of people they rely on faith. you look at the news and there is so much bad news and a lot of people are scared because of the crime and a lot of people have all sorts of stuff coming up in their personal lives. you have a new book that comes out and it's called "faith still moves mountains." and it talks not only real stories of people of faith, but also it talks about your faith. it talks in particular about your father. >> i talk a lot about the foundational nature of having a cool head in moments when you really don't feel that way. i prayed a lot at the border. i pray every day. i pray with all that we have going on in our cities, but mainly i listen. it is less of a conversation that i'm having with god to god. that is what this book is about.

has been listening to us and consultants and the same things we have been saying. and it looks like they will adopt some new policy changes and financial package to provide incentives for recruitment of officers. and i can see a big difference in. >> carley: what sort of policy changes and if they are past, do you think that will solve the problem? >> well, a financial package will be a big incentive. there is a lot to which but it is aggressive and bold package that i think is going to be helpful. the recruitment is reorganizing where 1600 officers on the department operated by 940 officers. it is very inefficient and we are not doing a good job to provide public safety. there are organizational teams that we have been recommending and new consultants are recommending. it looks like they are considering putting those in

place. if we do, we will do a better job with what we have until we can improve the staff. >> carley: one of the big issues in the cities across the country is that of repeat offenders. how often do you arrest somebody, you and your fellow officers arrest somebody, and they have committed a crime before? >> unfortunately, like many cities, we have reduced or limited cash bail so people are getting out very quickly. in many cases, their charges are being reduced were not prosecuted. fortunately, some of that has been changing lightly but up until now, that is a problem as well. while we have the problem to get them off at the street on our end the criminal justice lets them go on the other end my. >> carley: would you say that new orleans was safer before cash bail? >> i think it was a mistake to do that. i think in many cases, we can consider the circumstances and come up with a more recent bail he were to eliminate it is a huge mistake. >> carley: how do you feel

>> i remember doing an event at the university of kansas. when it was over, we were running late. my dear departed friend, donald meyer, a great producer, he and i were in a car where we had to make it to the main airport in kansas city to get the last flight of the day back. so don said we were going 100-110 miles an hour all across the state. >> steve: you have been part of so many important parts in american television. you know, for instance, let's talk about saturday night life. and everyone is talking about lorne michaels. he invented it with you! >> right. but he was always the comic book genius. i was the guy that had the commitment from nbc for a late-night show. i was out looking for somebody to actually do the comedy. i was the organizer. and i met him one day outside of
