majority, i am the only democrat that has ever voted for, really, truly, permitting reform, one vote for my friend and his reform. i would do as i have been doing for the last 12 years. i am asking them to take the opportunity that we finally have to make something happen in america so we can deliver energy that we need to lower gas prices at the pump. to lower and take care and keep ourselves secure an independent and be able to help our people and those hurting very badly and allow putin energy as a weapon. the world is changing. the carnage he is putting up on the people of ukraine. innocent men and women. we have to respond.

been incorporated in this. they have tremendous amount of input in this. the process has come down to a partyline vote. it is what we are dealing with in this atmosphere. i can ensure you, we have tried to take everyone's input on this. everyone's input is in this piece of legislation. i am very optimistic that we have the opportunity, they realize this opportunity that will never pass again in our lifetime. 2016-2020, they had republican present, republican house, republican senate, we could not move it. now the majority of democrats and the republicans can take it across the goal line. >> we will see if they do. the budget model found that it statistically was a negligible effect on inflation right now.

what do we make of these boats? >> he just had a military defeat that is quite sizable. at least right now he is losing this war. largely for his own domestic audience. they have gobbled up the terrain in four different regions. anybody looking at this knows it is a sham. this is a vote at nonpoint and it won't mean anything. it certainly will not stop ukrainians from continuing in military operations. they have conducted some significant attacks. espionage attacks and missile attacks which have been annexed by russia since 2014. there ukrainian oppositions continue. the whole community sees it as such.

>> it seems like these referendums will also tie into rattling over nuclear use by putin. he made two references or two threats. russia possesses more weapons than the nato countries have -- protecting it territorial integrity. russia's people and independence and freedom. how do you take those threats? >> i think the probability of it is pretty low. you have to take it seriously because of these weapons in the horrific application of what it would mean. what is his motivation here? i think he has brandished these weapons before. i think he has had some success with it. it delayed the distribution of advanced weapons that they were begging for four weeks and weeks and weeks.

he likely knows that on the table the united states is considering sending to ukraine advanced fighters like f-16s after training ukrainians. other equipment that will help ukrainians with a spring counter offensive which will be conventional combined arms driving them out of the region. he would likely like to curb that. the use of a nuclear weapon is actually on the table which i think is probably very low, but if you consider that, here are the factors he has to consider. he would have to use a nuclear weapon to win the war. that is not going to happen. these people are steadfast. they openly talk about a nuclear weapon being targeted against them. they will fight and continue to fight. his army on the battlefields, they are not trained to deal with the radioactive nuclear

battle field. these guys are not trained to fight a conventional fight much less deal within environmental threat threat like that. this is about taking it serious. i believe the biden administration has reported they are talking to putin and surrogates about the consequences here. i hope we are very direct about what those consequences would. it brings the united states and nato into it. not to use nuclear weapons, we would not do that, i don't even think we would use a significant amount of ground troops. largely destroying the military inside of ukraine. he knows that in so doing military people. he wants to win the war. if he uses a nuclear weapon it guarantees he loses. >> let's talk about another. sixty 60 minutes the president said last week that we would come to taiwan's defense if they

provoked dan attack. walking back some of that, clarification on that. biden shifted on the independence. the white house has clarified her trying to that u.s. policy has not changed. officials will see this as further evidence of walking away. >> i think the american people will scratch their head here and say what is going on. 1979, china and the united states saying it would governed. they would help taiwan defend itself. making no statement about defending themselves. in terms of our own troops. the strategic ambiguity.

he says we will do whatever it takes. iran will not get a nuclear weapon. >> what we have to understand here, you have to have a discussion about weather they will be used. israel is convinced that if iran has a nuclear weapon it is annexed substantial threat because they have repeatedly said that they intend to destroy the state of israel. i believe they have had intelligence for number of years that indicates that iran would do just that. the fact that they have 9 million people densely located in a small country and iran has a mountainous large country that iran has seriously considered destroying the state of israel and exhorting and believing that they could survive it. does that make any sense to anybody? no. but that is not important.
