empowers the states to take that on. where would you push republicans and the house on turning that power, not advocating it as a federal government but allowing states to take over something if the federal government will not. >> the very first thing i would do is make the -- i'm a believer in a small government but this is responsibility of government. if you can't protect your borders, you don't have a country. we should do the job. if we are in the majority, why would we want to move a bill that gives the responsibility to somebody else? why don't we do our job. >> because the a answer to that is when you don't have power, what we're seeing right now is the federal government won't do it. >> after november and january if we're if the majority we'll be given power. the administration still has power as well. you're going to have a check and balance there. we should do that. if there's an ability to get flexibility to the state because i think what abbott is doing is admirable. i think abbott shouldn't have to do that. i think that shouldn't have to pay for that. we should have to reimburse them. i've been to the border numerous
