the supreme court cases that will dominate the fall term. as it kicks off my date the full courtroom for the first time since the covid lockdowns began. it is out right now on fox news sunday. ♪. shannon: hello from foxnews in washington heard president biden has declared a disaster in florida, south carolina and north carolina in the aftermath of hurricane ian. we have learned the president will travel to hard-hit florida on wednesday were dozens of lives have been lost. here's a look at the powerful storm surge that pummeled myrtle beach on friday as ian it made landfall again. you can see water surged over the beach and flooded the roadways. for the most dramatic images we have seen are across the state of florida. this is just a small glimpse of the damage on fort myers beach where their recovery will take years. in a moment will speak with fema administrator deeann criswell about this tall task had her

agency and brian kemp with the impact on his state. first you have live coverage of molly line charleston, south carolina. the first week turned to phil keating in florida, phil. >> hi shannon. the massive search and rescue operation continues again day for in the hunt for survivors. and of course and grimly finding bodies a death camp that is supposed to go up day after day. the other big job of the day cleaning up all of this wreckage. the coastal counties in southwest florida all look similar to this. just wreckage and debris everywhere. plywood, aluminum siding for ripped open trailers. personal effects just all over the place. the storm surge also came here. so every sigel one of these trailers and got broken into the water force, everything is ruined. nothing is salvageable. overhears a car that's not now ruined the passenger side window blown out, palm tree crumbling

the house. over in fort myers beach at the san carlos rv park, all of the big, big rvs that were left behind are now across the bay and wrecked and mangled into the trees. that was 1215-foot storm surge there. people who stayed tell me they have a newfound respect for the power of a storm surge. lived and worked there with little dogs. they returned to discover they have lost everything. >> what do you see when you arrived? >> what you see. devastation. >> the tears. >> this, a lot gone. we will start over when we build it. you are determined? >> yes. >> such nice people. the other big issue is a returning power to everybody who lost power. initially 95% of all lee and

charlotte county households lost power, living in a block out until sunrise. now that numbers down to 75%. so progress is being made for the 12-mile section of i-75 that closed on friday night into saturday, because the river breached the levy and flooded the highway, that has not reopened in both directions. just one of about ten rivers in florida that are currently at record levels of depth. about 10,000 floridians also remain in shelters right now. it's going to be another long hot day for anybody returning to see what was left, see if they can take anything out. but it is a grim task brickwork so much work to be done. phil reporting from florida, thank you. let's turn out to molly line alive in charleston, south carolina with an update from there, molly. >> good morning shannon. from georgia, throughout the carolina's people for ian's second u.s. landfall.

>> the hurricane is smashed into the coastline friday afternoon bringing high winds and flooding, leaving more than half a million people in the dark. >> or i need to get up in there by. >> in beaches south china people and pets were rescued, loaded into high water vehicles. in myrtle beach the raging sea claimed the cherry grove. >> is so amazing to think something that powerful could do so much damage. and it was just hurricane one. >> a powerful storm surge flooded a pawleys island near georgetown were ian made landfall. the pure collapse and floated away, piles of debris littering the beach and streets. heavy equipment and repair crews descending over the weekend as homeowners returned to survey the damage. >> the water came up really rapidly. we were surprised how fast it came up. and it can all be up to the very top of this mailbox post here protects historic flood prone charleston escape fairly unscathed with them either flooding. residents relieve the impacts

were not like storm's pastor. >> you could see waves coming across his whole park. they swirled in here and fortunately we did not see that this time. we are lucky. >> people here are telling meet their hearts go out to the people in florida, shannon. thirty-seven molly line in south carolina, thank you very much for joining us now fema administrator deeann criswell. welcome to fox news sunday. >> shannon thanks much for having me on today. >> i know is very important for you to get there on the ground and take a look around. you spent years as a firefighter, first responder. how does that inform your assessment of what's going on on the ground? >> i think the biggest thing, shannon, for me as i want to get down on the ground. see for myself what the impacts are intact to people and hear what they are struggling with and what they think their needs are going to be. you know my time is a firefighter and local emergency manager before all disasters they start and end at the local level. and so for me too make sure we

are providing the assistance they need, i need to hear from them and see for myself. i was able to do that over the last two days working with the governor, traveling with the governor to assess the impacts and hear from people that really are going to have a long road to recovery. >> how far it doesn't work as far as pre-positioning assets? you know the storm is coming there's a number of states to try to get ready for print how did that work in this case is in a playing out in the aftermath as you hoped? what's it absolutely is, shannon. i talked to the governor on friday before it landfall to hear what his concerns were going to be. and then we started to pre-position resources to make sure that we were going to have what we needed in place. the biggest thing we knew them at the governor's concern wasn't being able to take care of the people that were going to be in the way of the storm's path. we could position the largest amount of search and rescue assets that i think we have ever put in place before, bringing together all of the federal family or urban search and rescue teams, the coast guard, the department of interior, the department of defense. this is just a complement the

already really robust capability that florida already had in place. immediately following the storm's path we were able to move these resources in support of the counties. they went in and the wee hours in the morning to begin the search and rescue efforts and they are still out there today. that is just one of the resources. we also sent in commodities that preposition them and moving them out into the impacted areas as we speak. shannon: the front page of the near time city talks about an issue in lee county hardest hit by the storm. they say this, there was a delay part apparent violation of meticulous evacuation strategy the county had crafted for just such an emergency it may have catastrophic consequences still coming into focus as a death toll continues to climb. there are so many different entities involved here, local, state, federal. but when one section of the puzzle sounds like may have gotten this wrong as well as warning residents when and how they needed to get out, how is out now playing out in lee

county as we know there is still water rising there, their people still in need of rescue. >> i think this storm was really dynamic. is very unpredictable for a long period of time. just a 72 hours before the storm made landfall lee county was not even in the hurricane path right? it was not even in the predicted zone of where it was going to make impact. and it continued to move south day by day. as soon the storm predictions were that is going to impact lee county i note local officials immediately put the right measures in place to make sure they were warning citizens to get them out of harm's way. so right now we have resources in place regardless of where the storm made impact for that is why there in those communities right now doing search and rescue and providing assistance as needed. shannon: you get people sense a lot people think the storm goes through that's in the immediate most dangerous time. but there are now these days after words with worries about drinkable water, electricity

being restored, water still rising and gushing through. bridges washed out. what are the days like after the storm and fema's response to that? >> it's really important point, shannon. we worry a lot about the direct impacts in the storm itself as it is making landfall. but we see so many more injuries and sometimes more fatalities after the storm because there are so many dangers out there. but i can say is people need to stay vigilant right now. standing water brings with it all kinds of hazards. has debris, it could have power lines, it can have hazards and that you just do not know about. we want to make sure people are being extra cautious for their taking extra protective measures to make sure they are taking care of themselves and their family as their starting to repair. we also see heat command and people are working heart to start to fix their homes and clean up their homes breed they need to be taking care of themselves. taking breaks because we also see an increase in the number of dehydration incidents or heart attacks. a lot of issues come in after a

storm a lot of people really need to take extra care to make sure they are taking care of themselves and their families. shannon: on to ask is well heard from one survivor's account this morning within a small neighborhood like they say for the first time regardless of all the storms they've passed before this went really came in and was a flooding problem for them. they said they did not buy flood insurance because they were not technically in the plane. nbc has a piece on this sighting back to 2017 dhs inspector general report about fema flood maps saying hundreds of thousands of florida homes lien flood risk areas not recognized by fema's flood maps for that's according to the research group. what you say to folks? are there plans to change those maps? how important are they for people and making these decisions about buying flood insurance? >> i think the first thing i would say to everybody out there is where it rains it can flood, right? our flood maps are really focused on inundation of the coastal levels and river areas. but as we are seeing these

storms produce more rainfall and wetter rains, it is coming down at rates that are far higher than we have seen in the past. people and to make sure their understanding with the risk is. while we require flood insurance for certain areas, it is available for everybody to buy. and so insurance is one of those best tools you can have it. and again if you are in an area where it rains it can flood. flood insurance is your best bet to make sure you can protect your belongings. shannon: administered a crisply work around clock we appreciate your time. >> janet thank you so much. >> turning sour republican governor brian kemp of georgia. governor walker to fox news sunday. >> good morning. >> how are folks doing? i know there were some coastal impact for you. what is your impact to help your neighbors in florida and south carolina? >> very minimal impact at all in georgia. we really dodged the bullet and blessed by that our thoughts and prayers go out to all those who have been affected in florida

and certainly the loss of life in other states two. we were really lucky i instructed our emergency management to start allocating our resources where they are needed and other states on friday. really, right after lunch. we have those discussions even starting friday morning. we have not had a whole lot of request but we stand ready to help. we do have 14 heroes in the georgia national guard that are doing search and rescue in florida and certainly have a lot of other resources that we can send to south carolina or florida if needed. we stand by ready to do that. shannon: governor on behalf of my florida family and friends we thank you very much but let's get to your race it is a heated one. brand news fox news of polls in your race that show it with the distinct advantage over your competitor democrat stacy abrams. he recorded this week as saying i will tell all people out there do not believe any of these polls. now ours has you up by seven, do you believe our poll?

in reaction to the loss after four is a fighting she said it uncovers a lot of problems in georgia. there still issues of voter suppression. keeping people who want to vote from being able to vote in georgia. >> listen, stacy abrams and her group lost on every single count in that ruling friday but said that since day one she has used this whole process to line her pockets. so distrust in democratic institution and builder celebrity status. using the legal system for her own political gain quite honestly, thankfully judge jones made it clear to all georgians and people around the country than in our state it's easy to vote in hard to cheat. and look she is spending that narrative. we just had record turnout at our primary. not only the republican primary but also the democratic primary. this is the same crowd that cost us the all-star game sing the new law we passed to protect the integrity to vote was suppressive and jim crow 2.0.

i think again this is the woke cancel culture. and relate national values that are trying to be pushed down to our states and other states around the country parade which is why we have got to stand up and fight for what our values are in the state of georgia. that is why this race is so important. do you want to have a state that's going the way the country right now with 40 or high inflation? bad a domestic energy policies that is create a crisis of the gas pump? a crisis at the border were every governor in the country is dealing with the runaway fentanyl coming into their state. that is what i have been fighting against and i'm going to continue to do that. we have been trying to help georgians fight through 40 or high inflation by doing tax rebates and cutting taxes, suspending the gas tax. we want to do that in the future bride were going to the same thing next year another tax rebate. but also do one time property tax relief grant to help georgians fight through the bidens abram agenda in washington we don't that come to

our states. quote. shannon: the sick but issues were critic think you're not doing so well for they do give republicans an advantage they trust you to handle this better. but, here's what your opponent so when she joined us here back in june about how you are handling crime in georgia. >> up to be clear, the state of georgia violent crime at 55% in 2019 -- 2020 in her brain cap. shannon: why should voters to issue if crime is up on your watch? >> well, for one unlike stacy abrams i'm not going to defend the police. she has said that. she believes that she can spin that however she wants to know that she is in a political race again. but those are the facts. we passed legislation to keep rogue local governments from doing that. she wants to end achish bail and get out of jail free. all she was saying all these things over your gauche that is the right thing to say because political winds were blowing that way, i greatest crime suppression unit. to date we have arrested over

600 people that had outstanding warrants. twenty-nine of them for murder perjury should be talking to local officials are in in charge of local police departments. especially in the past and wondering why are they not doing more? thankfully now we have the locals in a fight with us in atlanta. we are doing a job the state is not even supposed to do because our citizens deserve it. i think there's a clear contrast on crime. people do not believe it stacy abrams is trying to sell them right now. they certainly know what my record is pretty want to know about that ask your sheriff. ask your local prosecutor. ask members of the state patrol that you happen to see on the street as a juror georgia bureau of investigation. we are going after street gangs. we are going after drugs, human trafficking and other things in our state. and i'm going to continue to do that as long as it is needed. shannon: is it working? lex absolutely is working. taking 29 people i just a little

over a year off the streets and had outstanding murder warrants? nobody else was chasing these people and arresting them in the city of atlanta over the last two years. but thankfully we are now we have the atlanta police department. they've been great partners under the new administration going after these dangerous criminals. shannon: let's turn to another issue of the two sides do not agree either but this is abortion but you have a ban on most abortions after six weeks the so-called heartbeat bill here's what stacy abrams says about that. there is no such thing as a heartbeat at six weeks it's a manufactured sound designed to convince people that men have the right to take control of a woman's body away from her. the "new york times" are burning on this of the sound expectant mothers here during a scan is created by the machine itself which translates the weights of electrical activity into something audible. now, majority of georgia voters it shows in recent polling they are not for this band. is it based on a mischaracterization of what's actually happening at that point in pregnancy?

>> , anything stacy abrams as his absolute ridiculous was a father of three daughters marty and i have both seen heartbeat speed you can take the volume off of the machine or whatever. but you can see the heartbeat. i know that i've seen it myself. i think a medical sciences very clear on that. the issue is stacy abrams issue do not know where she is on this issue. we passed the heartbeat legislation three years ago, shannon paired my position on this has been very clear. i also value life in many other ways as a lot of georgians do agree on prevent adoption reform, foster care reform, marty kemp and the general assembly in georgia and our team is leading the country to end human trafficking. go after the perpetrators. but also to support the victims. you never hear stacy abrams talk about this at those issues. she was a pro-life then she was for late-term abortion and on your show she would not answer the question of when it would be inappropriate for someone to have an abortion. then after that when she feared

the polling was bad she changed her position again. so even if georgians do not like my position on this issue, they at least know i've been truthful with them and they cannot say the same for stacy abrams. shannon: we've invited her on the show and hopefully have time to answer his questions and follow-up as well pretty want to touch on something quickly but former president trump may hold a rally there in georgia. they count know what this is potential risk of downside for you if he does. will you appear with him at a rally in georgia? >> well i'm not too worried what the atlanta journal-constitution speculating on. i am focus on speaking to hard-working georgians. making sure that they know i am going to continue to fight for them every single day to fight their 40 year high inflation and disaster at the gas pump rated disaster at the border and keep our state moving in the right direction. we've got the lowest unemployment rate in the history of the state. we've had to record years in row for economic development.

is eating blake masters by five points. there's a governors race there that is too close to call at this point. what do you make of that particular race? >> one thing we are look at going into the midterms is ticket splitting. they vote one way for governor one way for senate for that might be the case in arizona, certainly with mark kelly is a moderate democrat. he is a voted that way soon pretty consistent throughout that. the other factor people have been ignoring going into this, do not forget is the first election we have had, first test drive after the generate riot last year. we're going to have a lot of candids on the republican side questioning the validity of the election. new voters have confidence. how long does it take to sort this all out? is it late november before we know the control of the senate the house of representatives? don't forget if you do not get the 50.1% in georgia, shannon, you determine it with the run off in early january the next year. >> december questar. >> yes last year's december. it takes a while. most of the senate races have
